An ACT to authorize the Old Dominion Land Company to erect, construct, and fill in a system of wharves and piers and bulkheads in the James river between the foot of Twenty-third street extended and the foot of Thirty-sixth street extended, in the city of Newport News, Virginia, and provide for the security of same and its extension, and to permit the issue of bonds and negotiable notes secured by deeds or mortgages thereon.
