An ACT to amend and re-enact section 1, article 3 of an act entitled an act to incorporate the town of Phoebus in Elizabeth City county, approved January 22, 1900, as heretofore amended.
An ACT to provide for the appointment of a commission on the distribution and disposal of surplus State publications; to prescribe the powers and duties of such commission; and to appropriate funds for certain expenses in connection with the distribution and disposal of such publications.
An ACT to authorize the State Highway Commissioner to convey the interest of the Commonwealth in certain property in Henrico county, which is no longer needed for highway purposes, to Anna E. Wagner, in exchange for a parcel of property now owned by Anna E. Wagner, which is needed for highway purposes.
An ACT to amend and re-enact sections 611, 612, 613, 614, 615, 638, 641, 642, 643, 649, 653, 655, 656, 657, 660, 667, 669, 673, 674, 683, 684, 688, 695, 700, 707, 708, and 716 of the Code of Virginia, Sections 611, 612, 638, 642, 649, 653, 655, 656, 660, 673, 683, 684, 688 and 695 of which have heretofore been amended, all of which sections relate to the State Board of Education, the Superintendent of Public Instruction, division superintendents, county and city school boards, the literary fund, and to the establishment, maintenance and administration of the public school system, so as, among other things, to make certain of said sections applicable to cities, to validate county bond elections, to prescribe qualifications of certain teachers for purposes of compulsory education; to provide for settlements of treasurers with school boards, and to prohibit school boards from employing their members for certain purposes; to amend the Code of Virginia by adding thereto a new section numbered six hundred and ninety-eight, providing for the levying of taxes and the appropriation of moneys in counties, cities and towns for public school purposes, and to repeal section six hundred and ninety-eight-a of the Code of Virginia relating to the same matter, and to further amend the Code of Virginia by adding thereto a new section numbered seven hundred and forty-one, relating to the qualifications of drivers of school buses and the methods by which their fitness shall be determined; and to prohibit the school board from employing certain persons related to the Division Superintendent.
An ACT to amend and re-enact section 12 of the Virginia Workmen’s Compensation Act, which became a law March 21, 1918, as last amended by an act approved March 24, 1932.
An ACT to amend and re-enact section 8, as heretofore amended, of an act entitled an act requiring persons, firms, corporations and associations owning, controlling, operating or managing motor vehicles used as common carriers for the transportation of persons and/or property for compensation on the public highways of this State to obtain registration plates or markers, and prescribing and imposing certain taxes and/or license fees and/or charges and providing for the collection, payment and disposition of the same, and providing for the enforcement of this act and for punishment of violations thereof, approved March 26, 1932, so as to provide for deduction of charges for tolls and ferriage from gross receipts in computing certain taxes.
An ACT to amend and re-enact Section 4214 of the Code of Virginia, relating to the lien of policyholders on deposits of insurance companies with the State Treasurer and the enforcement thereof.
An ACT to amend and re-enact section 350 of the Tax Code of Virginia, as heretofore amended, relating to the receipt and disbursement of money paid to county treasurers for the accounts of the Commonwealth and the counties.
An ACT to validate bonds issued under the provisions of an act entitled "an act to provide for the settlement of the public debt of Virginia not funded under the provisions of an act entitled an act to ascertain and declare Virginia’s equitable share of the debt created before and actually existing at the time of the partition of her territory and resources, and to provide for the issuance of bonds covering the same, and the regular and prompt payment of the interest thereon, approved February 14, 1882," approved February twentieth, eighteen hundred and ninety-two, and to provide for the retirement of said bonds by authorizing and directing the issuance and sale or exchange of $11,750,000.00 or so much thereof as may be necessary, of bonds and/or notes of the Commonwealth of Virginia; to provide for the payment of the interest on such bonds and/or notes herein provided for and the principal thereof at maturity; to allow holders of bonds issued under the said act of 1892 to exchange, upon certain conditions, said bonds for bonds issued under the provisions of this act; to provide for the funding of obligations of the Commonwealth authorized to be funded by an act, approved February twentieth, eighteen hundred and ninety-two, remaining unfunded as of the date of issue of bonds herein authorized and for the payment of the principal of and accrued interest on the debt so funded and making an appropriation therefor; to provide for the payment of expenses incident to carrying out the provisions of this act and making an appropriation therefor; to repeal all acts or parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact "an act to provide for the establishment, purchase, construction, maintenance and operation of a radio system to be used for transmitting and receiving messages for the detection of crime and the apprehension of criminals, and for other police purposes; to authorize and empower the Governor in his discretion, to purchase, lease or otherwise acquire real and personal property for such purpose; to vest in the Governor certain powers in connection therewith; to provide for the cooperation of and with the localities of the Commonwealth; and to appropriate the sum of seventy-five thousand dollars for each year of the biennium beginning July first, nineteen hundred and thirty-four, or so much thereof as may be necessary, to be used by the Governor, in his discretion, in carrying out the provisions of this act, approved March twenty-eighth, nineteen hundred and thirty-four," [S B 272]
An ACT to authorize the issuance of refunding bonds by cities and towns; to prescribe a mode of procedure therefor; to provide for the payment of such bonds; to validate all bonds so refunded; to prescribe various details pertinent to the subject matter of this act; to provide that any such city or town may avail itself of the provisions of the Act of Congress relating to bankruptcy and municipal debt readjustment; and to declare an emergency.
An ACT to name and designate the bridge over the Seaboard Air Line railroad company’s tracks at the southern limits of Petersburg and in Dinwiddie county, Virginia, on route 1 of the State highway system as the Charles T. Lassiter Memorial Bridge.
An ACT to provide additional funds for the operation of the Banking Division of the State Corporation Commission by authorizing and giving the State Corporation Commission power to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, building and loan associations, industrial loan associations, credit unions and small loan companies, to expend the same and for other purposes.
An ACT to amend and re-enact section 217-a of the Tax Code of Virginia relating to the assessment and taxation of rolling stock of certificated motor vehicle carriers.
An ACT to amend and re-enact Sections 372, as heretofore amended, 387, 388, as heretofore amended, 390, 393, 394 as heretofore amended and 395 of the Tax Code of Virginia in relation to collection of taxes and delinquent taxes, so as to change from June 16 to June 30, the date on which interest shall be collected on delinqunet taxes and penalties, to change from July 1 to August 1, the date on which the treasurer shall make out delinquent tax lists, to change from July 1 to August 1, the date such lists shall be transmitted to the clerks of courts, and to change from June 15 to June 30, the date as of which such lists shall speak.

An ACT to amend and re-enact section 39 of an act entitled “An act to provide a new charter for the town of Vinton, Virginia, and to repeal all acts or parts of acts in conflict therewith,
An ACT to amend and re-enact section 11 of an act entitled "An act to continue the board of charities and corrections under the name of State Board of Public Welfare; to provide for the composition and maintenance of said board; to prescribe its powers, duties and compensation; to provide how the officers, assistants and employees of the board may be appointed and compensated; to authorize the board to create a children’s bureau; to provide how county and city boards of public welfare must or may be appointed, with certain exceptions, and to prescribe the powers and duties of such local boards; to authorize such local boards to appoint local superintendents of public welfare, and to prescribe the powers, duties and compensation of such superintendents if and when appointed; also to repeal sections 1888 to 1902, inclusive, of the Code of Virginia," approved February 27, 1922, so as to provide for the payment by the State of certain allowances to the State Board of Public Welfare for the maintenance of children in receiving or detention homes operated by the board.
An ACT to validate certain outstanding notes of the city of Radford, and to provide for the issuance of bonds of said city to fund such notes.
An ACT to amend and re-enact sections 1 and 5 of an act entitled “An act to provide for the creation of sanitary districts in any county adjacent to a city having a population of thirty-thousand, or more, according to the latest United States census; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds”

An ACT to provide for unemployment compensation in Virginia
An ACT to amend and re-enact an act entitled “An act to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract a debt and to secure the payment of the same by deed of trust on real estate held by said trustees,’ approved September 13, 1933, so as to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract debts and to secure the payment of the same.
An ACT to amend and re-enact section 72 of the Tax Code of Virginia, as heretofore amended, in relation to the taxation of bonds of counties, cities and towns, and other political subdivisions of this State, so as to bring within the provisions of that section the bonds, certificates of indebtedness, and other obligations hereafter issued by State educational institutions under the provisions of Chapter 49 of the Acts of Assembly of 1933, as amended.
An ACT to amend and re-enact section 47 of chapter 473 of the Acts of the General Assembly of 1924, entitled “An act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke,” approved March 22, 1924, as heretofore amended.
An ACT to provide for the establishment, purchase, construction, maintenance and operation of a radio or teletype system or any combination thereof, to be used for transmitting and receiving messages for the detection of crime and the apprehension of criminals, and for other police purposes.
An ACT to amend an act entitled "An act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an Act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects," approved September 12, 1933, as heretofore amended, so as to grant and confirm the power of educational institutions under said act and the title thereof, to borrow money from and issue bonds to others than the United States of America.
An ACT to amend an act entitled “An act to incorporate the town of Independence, in the county of Grayson, Virginia,’ approved March 27, 1934, by adding thereto a new section numbered Section 19, providing for the establishment of a water commission for the said town and prescribing the powers and duties of the said commission; requiring the said commission under certain conditions, to construct, operate and maintain water or sewerage systems, or both in the said town; and fixing the powers and duties of the council with respect to the construction, maintenance and operation of such system or systems.
An ACT to provide a charter for the town of Upperville, in Fauquier county, Virginia.
An ACT to make additional appropriation for legislating for the Commonwealth and to provide especially for the expenses of this extra session of the General Assembly.
An ACT to validate, ratify, approve and confirm bonds issued pursuant to any election or proceedings heretofore held or taken authorizing the issuance of such bonds by any county, school board or school district of the State for the purpose of making school improvements, including the purchase of land, building, rebuilding, adding to, improving or equipping any school buildings of any county or school district.
An ACT to authorize the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding the sum of fifty thousand dollars ($50,000.00) for the purpose of constructing a high school building, and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.
An ACT to provide a new charter for the town of Front Royal, Virginia, and to repeal all acts and parts of acts in conflict with this act.
An ACT to authorize the State Board of Public Welfare to buy, lease, own and operate property, real and personal, for the use and benefit of dependent, delinquent or defective persons under its care, supervision or control, and to expend funds appropriated, allocated or granted for such purposes by the United States, or any instrumentality or agency thereof, or by the State of Virginia, or any of its political subdivisions, or donated or provided by private persons or others, and to sell, convey or lease any such property.
An ACT to provide for the conservation, protection, improvement and profitable use of agricultural land resources of the State of Virginia
An ACT to appropriate to the Unemployment Compensation Commission of Virginia the sum of $45,000.00 to provide for the establishment and maintenance of free public employment offices and to cooperate with the United States Employment Service.

An ACT to amend Section 26 of an act entitled “An act to provide a new charter for the town of Shenandoah, and to repeal all other acts inconsistent with this act”, approved March 17, 1926, so as to confer additional powers on the council of the said town.
An ACT to amend and re-enact Section 1 of an act entitled "An act to authorize the board of supervisors of counties having a density of population of more than five hundred per square mile according to the last United States census, to divide the area of said counties into one or more districts, and in such districts to regulate the use of land and of buildings or other structures, and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures in said counties; to authorize such boards of supervisors to adopt all necessary regulations for carrying into effect the purposes of this act; to provide for zoning commissioners and boards of zoning appeals in such counties, their powers and duties; to provide for appeals from such zoning commissioners and boards of appeal and the effect thereof; to authorize such boards of supervisors to appoint administrative officers; to prescribe the powers and duties of such administrative officers; to provide for the enforcement of this act and to prescribe penalties for the violation thereof", approved April 11, 1927, as heretofore amended, so as to include within the provisions of the act, counties adjoining cities having a population of 100,000 or more.
An ACT to authorize the county school board of Giles County to pay John Eaton $250.00 to reimburse him in part for hospital expenses incurred by him for injuries received while in the performance of his duties as janitor and caretaker of the Pearisburg high school building.
An ACT to amend and re-enact Section 197 of the Tax Code of Virginia, as heretofore amended, in relation to restaurant licenses.
An ACT to create a State Board of Photographic Examiners; to provide for the appointment, removal, compensation, powers and duties of the members, agents and employees of the said Board; to provide for the examination and registration of persons desiring to practice photography and the licensing of persons, firms, corporations and associations engaging in the practice of photography in this State; to provide for the collection of certain fees for such examinations, registrations, and licenses, and to appropriate moneys derived therefrom; to prohibit certain practices in violation of this act; and to prescribe penalties.
An ACT to appropriate certain sums of money in aid of certain Confederate Memorial Associations and organizations of the United Daughters of the Confederacy of this State, to be used in caring for the graves of and cemeteries wherein are buried Confederate soldiers and sailors, and in erecting and caring for markers and monuments to such soldiers and sailors.
An ACT to amend and re-enact Section 2 of an Act entitled “An Act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith’

An ACT to amend and re-enact Section 3265 of the Code of Virginia, relating to taking, catching, picking, canning, packing, buying and selling crabs.
An ACT to provide for the inspection of sweet cream and ice cream mix imported into the State of Virginia.
An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698-a, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698 of the Code of Virginia on the same matters.
An ACT to validate bonds issued, and all bonds authorized prior to January 1, 1938, to be issued whether heretofore issued or not, by the county school board and/or the Board of Supervisors, of any county, for the purpose of erecting or improving school houses in any school district of such county, and for funding outstanding floating indebtedness of such school district to a town located in such school district.

An ACT to amend and re-enact Sections 3193, 3199, 3208, 3210, 3216, 3223, and 3244 of the Code of Virginia, relating to the Commission of Fisheries, the Commissioner of Fisheries, fish, fishing and shellfish; to amend the Code of Virginia by adding thereto two new sections numbered 3151-a, authorizing the Commission of Fisheries to destroy duplicate and triplicate sets of licenses, and duplicate or triplicate vouchers and invoices, and 3244-a, making returns of employees of the Commission of Fisheries as to posting certain notices conclusive evidence of such posting.

An ACT to amend and re-enact Section 395 of the Tax Code of Virginia, as heretofore amended, in relation to delinquent State taxes.
An ACT to amend and re-enact Sections 4, 5 and 10 of Chapter 294 of the Acts of Assembly of 1849, entitled “An act to extend the limits of and provide for electing trustees for, the town of Marion in the county of Smyth, and vesting them with certain corporate powers”
An ACT to declare the necessity of creating governmental subdivisions of the State, to be known as “soil conservation districts’, to engage in conserving soil resources and preventing and controlling soil erosion; to establish the State Soil Conservation Committee, and to define its powers and duties; to provide for the creation of soil conservation districts; to define the powers and duties of soil conservation districts, and to provide for the exercise of such powers, including the power to acquire property by purchase, gift, and otherwise; to empower such districts to adopt programs and regulations for the discontinuance of land-use practices contributing to soil wastage and soil erosion, and the adoption and carrying out of soil-conserving land-use practices, and to provide for the enforcement of such programs and regulations; to provide for establishing boards of adjustment in connection with land-use regulations, and to define their functions and powers; to provide for the discontinuance of such soil conservation districts; to provide for financial assistance to such soil conservation districts; to appropriate funds for the purpose of effectuating the provisions of this act; and for other purposes.
An ACT to amend and re-enact Sections 2, 12, and 19 of an act entitled “An act to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act”
An ACT to authorize and empower the Board of Supervisors of any county which adjoins three cities lying wholly within this State, one of which cities having a population of one hundred seventy thousand or more, as shown by the last preceding United States census, to require the Commissioner of the Revenue to prepare and make all tax bills; to prescribe the powers and duties of the Board of Supervisors in relation thereto, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to amend and re-enact Section 3079 of the Code of Virginia, as heretofore amended, in relation to purposes for which cities and towns may issue bonds, and the amount of such bonds.
An ACT to amend and re-enact sections 12, 13, 14 and 15 of an act entitled “An act to provide a new charter for the town of Salem, Virginia, and to repeal all acts or parts of acts in conflict therewith”
An ACT to amend and re-enact Section 935 of the Code of Virginia, providing for a board of visitors of the College of William and Mary in Virginia, their number, method of appointment, term and duties.
An ACT to amend and re-enact Section 1 of an act entitled "An act to authorize the issuance of refunding bonds by counties, magisterial districts and school districts; to prescribe a mode of procedure therefor; to provide for the payment of such bonds; to validate all bonds so refunded; to prescribe various details pertinent to the subject matter of this act; and to declare an emergency", approved February 28, 1936, so as to include sanitary districts within the provisions of this act.
An ACT to amend the Code of Virginia by adding thereto a new section numbered Section 4387-a, the object of which new section being, to provide that, in certain condemnation proceedings instituted by cities or counties under the general provisions of Chapter 176 of the Code of Virginia, and in pursuance of the provisions of Section 3042 of the Code of Virginia, for the acquisition of water works systems
An ACT to authorize the Town of Halifax in Halifax County to issue bonds of said town in an amount not exceeding the sum of twenty-five thousand dollars ($25,000) for the purpose of constructing a water works and water supply system, and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.
An ACT to amend and re-enact Section 14 of an act entitled “An act to provide a new charter for the town of Grundy, and to repeal all other acts or parts of acts in conflict therewith’
An ACT to authorize the State Hospital Board and the Governor of Virginia to sell and convey from time to time, on behalf of the Commonwealth of Virginia, all or any part of the property of the Eastern State Hospital in the city of Williamsburg, and property of the Eastern State Hospital within three-fourths of a mile of the city of Williamsburg and to use the money received from such sale in the purchase of certain lands in James City county, and in the construction of such buildings and plant and the purchase of such equipment as may be necessary for the use of such Hospital; and to authorize the said board to accept and use gifts and bequests made in connection with the proposed transfer of the plant from the city of Williamsburg.

An ACT to provide for the erection of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; to that end to create a commission to be known as the State Library Building Commission; to provide for the appointment of the members of such commission; to prescribe the powers and duties of the said commission; to provide for the acceptance by the Commonwealth of certain land which may be conveyed by the City of Richmond, and for the erection thereon of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; and to continue the State Library Building Commission created by the General Assembly of 1936 until June 30, 1938, and to prescribe its powers and duties for the said period.
An ACT to provide additional funds for the operation of the Banking Division of the State Corporation Commission by authorizing the said Commission to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, building and loan associations, industrial loan associations, credit unions and small loan companies, and to prohibit the imposition of such fees and assessments upon National banks, to repeal all acts and parts of acts inconsistent with this act, and for other purposes.
An ACT to authorize and empower the board of supervisors of Wythe county, the county school board of Wythe county, and the school board of Evansham School District of Wythe County, either singly or jointly, to pay not to exceed $5,000.00 to H. L. Austin, for the benefit of Harry Austin, to compensate the said Harry Austin for losses, injuries, disfigurement and suffering resulting from certain burns.
An ACT to amend and re-enact Sections 619, 620, 621, 622 and 623 of the Code of Virginia, in relation to the duties of the State Board of Education, local school boards and division superintendents regarding the purchase and distribution of basal and supplementary textbooks for use in the public schools of Virginia.
An ACT for the relief of John C. Senter, of Roanoke, Virginia; J. F. Barbour and Sons, of Roanoke, Virginia, and the Stone Construction Company of Bristol, Virginia.
An ACT to amend and re-enact Section 5 of an act entitled, “An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel ; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an act of the General Assembly entitled, ‘An act to levy a tax upon motor vehicle fuel; to provide for its collection; to appropriate revenue raised by the same; and to prescribe penalties’, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act”, approved March 23, 1932.
An ACT to provide a new charter for the town of Cape Charles, Northampton county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Cape Charles.
An ACT to amend and re-enact Section 3486 of the Code of Virginia, as amended, in relation to fees to be charged by the clerk of the Supreme Court of Appeals; to whom cost of printing record is charged; and when case dismissed if cost of printing not paid.
An ACT to authorize the board of supervisors of Roanoke county, the council of the city of Roanoke, the council of the town of Salem in Roanoke county, and the council of the town of Vinton in Roanoke county to severally appropriate sums not in excess of $5,000.00 for each such political sub-division, to be used for the purpose of commemorating the hundredth anniversary of the establishment of Roanoke county.
An ACT to amend and re-enact Sections 5 and 7, as amended, of an act entitled “an act to legalize, regulate and control the manufacture, bottling, sale and disposition of beer, lager beer, ale, porter, wine, similar fermented malt or vinous liquor, and fruit juice, containing one-half of one per centum or more of alcohol by volume, and not more than 3.2 per centum of alcohol by weight; to provide for licensing and taxing manufacturers, bottlers, wholesalers and retailers of such beverages by the State and the counties, cities and towns thereof; to impose an excise tax upon all such beverages; to appropriate a portion of the revenue derived hereunder for the collection of the taxes herein imposed and for the administration of the act; to provide for the dismissal of pending prosecutions for alleged violations of laws heretofore in force declaring illegal the beverages legalized by this act where such prosecutions are founded upon the then illegality of such beverages; to impose penalties for violations of the act; and to repeal all acts and parts of acts in conflict herewith’
An ACT to authorize the trustees of the Shenandoah Valley Academy, at Winchester, to sell and convey to the purchasers, certain lands of said Academy, situated in the western section of said city, the title to which is in said trustees; to authorize said trustees to make and enforce building regulations and to enter into contracts concerning the laying out and grading of certain streets; and to authorize said trustees to apply the proceeds of such sales to the payment of part of the costs of grading such streets and the installation of water and sewer lines, and, to the payment of certain indebtedness of said Academy.
An ACT to create a sanitary district in Chesterfield county; to prescribe the powers and duties of the board of supervisors of such county as to such district; to provide for the construction, acquisition, maintenance and operation of certain public utilities and services in such district; and to provide that the said board of supervisors shall, with respect to such district, have all such powers and duties as are imposed upon boards of supervisors with respect to sanitary districts by general law.
An ACT to validate the payment of interest heretofore made on certain notes of the school board of Claremont School District No. 4 of the county of Surry; to validate the said notes for the purpose of and to the extent necessary for liquidation, and to authorize the application of certain funds realized from a special levy made upon the taxable property in the said school district to the liquidation of the said notes.
An ACT to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of air-ports and landing fields, to which the public shall have access, with she cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes.

An ACT to amend and re-enact Section 1 of an act entitled “An act to authorize the boards of supervisors of counties to levy a tax for removal of night soil and to enter into contracts with persons, firms, or corporations to remove night soil and to prescribe how they shall be paid for said services; and to repeal chapter 28 of the Acts of the General Assembly of 1930, approved February 20, 1930”, approved March 31, 1932.
