An ACT to amend and re-enact Section 2 of an act entitled “An act to provide a general road law applicable in all the counties of the Commonwealth; to provide for the location, construction, maintenance, control, jurisdiction, and supervision over all the public roads in the Commonwealth other than roads in the State highway system; to provide for the county and district road funds and the disbursement thereof and accounting therefor; to authorize the employment by the several counties of a county road engineer or a county manager; to provide for free advice and aid from the State highway commission; to authorize elections in the several counties to determine as to the employment of a county road engineer or county manager; to repeal Sections 1976, 1977, 1978, 1979, 1980, 1981, 1982, 1983, 1984, 1985, 1986, 1987, 1988, 1989, 1990, 1991, 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, 2025, 2026, 2027, 2028, 2029, 2030, 2031, 2032, 2033, 2034, 2035, 2036, 2037, 2038, and 2039, of the Code of Virginia; to repeal all special road laws applicable in any of the counties of the State; to repeal all acts or parts of acts, general or special, so far as inconsistent with this act”
An ACT to revise, consolidate, amend and codify into a single chapter of the Code of Virginia the laws of Virginia relating to public printing and centralized purchasing
An ACT to appropriate the sum of $10,000.00 toward the purchase of the birthplace of James Monroe, by the Monroe Birthplace Monument Association.
An ACT to create a sanitary district in Chesterfield County, Virginia, to provide for the construction, acquisition, maintenance and operation by said district of water supply, sewerage, light and power and gas systems, and fire fighting system by such district; to provide for the issuance of district bonds on behalf of such district for said purposes, and to provide funds for establishing and operating such public utilities therein; To empower the board of supervisors of said county to require the connection with and use of the public utilities provided for herein.
An ACT to amend and re-enact Section 230 of the Tax Code of Virginia, as amended and re-enacted by "An Act to amend and re-enact Section 230 of the Tax Code of Virginia, in relation to special taxes on the properties of certain classes of public service companies for rate-making and other purposes, and to appropriate the revenues provided by this act for carrying out the purposes of the same", approved September 7, 1933, so as to eliminate the preamble, and to eliminate, from the portion of the said act providing the purposes to which the revenues derived and to be derived are to be applied, the language "and for the performance of any and all other functions of the State Corporation Commission."
An ACT to provide for the payment to the counties of Albemarle and Nelson their respective shares of the principal of a certain fund known as the Dawson fund, and to prescribe how such funds and securities shall be used.
An ACT to authorize boards of supervisors or other governing bodies in counties to divide the area of counties in the unincorporated portions thereof into one or more districts; to regulate the use of lands and of buildings and other structures; to provide the locations of those areas which may be used as places of residence or in which agriculture, forestry, trade, industry or other specific uses, may be conducted, the height, bulk and size of buildings or other structures, the percentage of land area which may be occupied, and the minimum sizes of yards, courts or other open spaces; to provide for amendments and changes therein; to require county planning commissions to perform certain duties with reference thereto; to permit cooperation between political subdivisions, State and Federal agencies and officials thereof; to permit the appointment and prescribe the powers and duties of county boards of zoning appeals; to provide that this act shall not apply to certain counties heretofore authorized to regulate the use of land and the construction and use of buildings and structures therein; to provide for the enforcement of this act; and to provide penalties for violation of this act.
An ACT to create a planning board to be known as the Virginia State Planning Board; to provide for the appointment thereof, and the filling of vacancies therein; to prescribe its powers and duties; to provide for its organization, meetings, and personnel; and to provide for the acceptance by the board of any funds given it.
An ACT to authorize the State Hospital Board, with the consent of the Governor, to convey all right, title and interest of the State Hospital Board and of the Southwestern State Hospital in and to certain property in Smyth county to the Commonwealth of Virginia for the construction of route number 88 of the State Highway System.
An ACT to amend and re-enact Section 7 of an act entitled “An act create a State Highway Commission; to provide for a chairman thereof and to prescribe the powers, duties and the compensation of the commission and chairman; and to provide for a State Highway Commissioner; to create road construction districts; to provide for the apportionment among them of road construction funds, and to provide for road construction, improvement, maintenance and preservation, also to repeal Sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State Highway Commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State highway system, not in conflict with the laws of this State, and to prescribe penalties for the violations of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act”, approved March 24, 1922, as heretofore amended, said section relating to construction districts and the apportionment and allocation of construction funds, and to further amend the said act by adding thereto a new section numbered 5-a, establishing a primary system of State highways and providing for additions to the same.
An ACT to amend and re-enact Sections 1 and 2 of an act entitled “An act to authorize the governing boards of the University of Virginia, the Virginia Polytechnic Institute, the Virginia Normal and Industrial Institute and the State Teachers Colleges at Farmville and Harrisonburg to issue and sell, through the commissioners of the sinking fund, certificates of indebtedness in the name and on behalf of their institutions, respectively, to raise funds for dormitory construction purposes and for the construction of a power and heating plant at the Virginia Polytechnic Institute, subject to the conditions and limitations contained in this act; to provide for the payment of the interest thereon and the principal thereof at maturity; to authorize and require the State Board of Education to sell any State bonds held as a part of the literary fund, when so directed by the Governor, and to invest the proceeds derived from the sale of such bonds in the certificates of indebtedness issued under the provisions of this act and to authorize and require the State Board of Education, when so directed by the Governor, to invest any uninvested portion of the literary fund in the certificates of indebtedness issued under the provisions of this act: which follows the plan of the Noell Act, Chapter 489, Acts of 1926, adopted in the budget”, approved February 28, 1928, as heretofore amended, so as to authorize the governing body of the State Teachers College at Farmville to issue and sell in accordance with the provisions of the said act certificates of indebtedness in an additional amount not to aot Ty
An ACT to authorize and empower the town of Cape Charles to establish, construct, maintain and operate public landings, wharves, harbors and docks within the town or within two miles of the corporate limits thereof; to acquire by condemnation or otherwise, riparian and other rights for such purposes; to charge and collect duties or fees for the use thereof; to that end, to dredge or deepen harbors and rivers and any portions thereof; to prescribe rules and regulations for the protection and use of such properties; and to impose penalties for violations thereof.
An ACT to amend and re-enact Section 3 of an act entitled "an act to provide for the establishment, purchase, construction, maintenance and operation of a radio or teletype system or any combination thereof, to be used for transmitting and receiving messages for the detection of crime and the apprehension of criminals, and for other police purposes; to authorize and empower the Governor, in his discretion, to establish, purchase, lease, or otherwise acquire real and personal property for such purpose, to vest in the Governor certain powers in connection therewith; to provide for the cooperation of and with the localities of the Commonwealth; and to appropriate the sum of $75,000.00 for each year of the biennium beginning July 1, 1936, or so much thereof as may be necessary, to be used by the Governor, in his discretion, in carrying out the provisions of this act: and to repeal Chapter 284 of the Acts of the General Assembly of 1934, as amended, relating to the same matter", approved January 13, 1937, so as to appropriate the sum of $150,000.00, or so much thereof as may be necessary for the biennium beginning July 1, 1938, for the purpose of carrying out the provisions of this act.
An ACT to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled “An act to incorporate the town of Herndon, in the county of Fairfax”
An ACT to amend and re-enact Section 638 of the Code of Virginia as heretofore amended, authorizing the school boards of counties, cities and towns to borrow from the literary fund.
An ACT to authorize the boards of supervisors and other governing bodies of the counties to release upon certain conditions the liability for interest, penalties and accrued costs on unpaid county and district taxes upon real estate for the year 1937 and all previous years, and to release officers charged with the collection of such taxes from liability for such interest, penalties and costs, upon certain conditions.
An ACT to amend and re-enact Section 4385 of the Code of Virginia, relating to the condemnation of property in certain cases.
An ACT to amend and re-enact Section 1, as amended, of an act entitled “An act making it a misdemeanor for a husband to desert or neglect his wife or for a parent to desert or neglect his children; prescribing the penalty therefor, and making provision for the apprehension and punishment of persons charged with or convicted of non-support; providing for the taking of recognizances, and for the forfeiture and enforcement of the same; providing for the appointment. of probation officers, prescribing their duties and powers, and repealing certain acts’
An ACT to amend and re-enact Section 672 of the Code of Virginia, as heretofore amended, in relation to high schools; establishment and maintenance; standards; appropriations; tuition; fees; teaching of high school subjects, so as to prohibit the charging, levying and collection of certain fees and charges in primary, grade and high schools.
An ACT for the relief of Willie Brown, Josephus Brown, and the estate of Patrick Henry Brown.
An ACT to amend and re-enact Sections 5, 6, 7, 8, and 12, as heretofore amended and Section 11, of an act entitled “an act to provide for the examination and certification of professional engineers, architects and land surveyors and to regulate the practice of engineering, architecture and land surveying; to establish their relation to public works and the surveying and plotting of land”, approved March 19, 1920, and to further amend the said act by adding thereto two new sections numbered 17 and 18, relating to prosecutions for violations of the provisions of this act.
An ACT to make effective the Constitutional provision to the effect that the General Assembly shall establish and maintain an efficient system of public free schools throughout the State, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to authorize any county in which is located in whole or in part, any legally established drainage district, to appropriate money to any such drainage district for application on the indebtedness of such district, or for any other legal purpose thereof, and to authorize the county board of drainage commissioners to accept and use such appropriations for such purposes.
An ACT to amend and re-enact Section 50 of the Tax Code of Virginia relating to income taxes on estates and trusts.
An ACT to validate $165,000.00 of 5% bonds issued by Consumers Utilities Company to Charles B. Zeigler on November 1, 1936.
An ACT to amend and re-enact. Section 2, as heretofore amended, of an act entitled “An act to create the Northern Virginia Park and Planning District; to provide for the creation and powers of the Northern Virginia Park and Planning Commission, including the making of a plan for the development of said district; the regulation of the subdivision of land within said district; the regulation of buildings in planned streets within said district; and other matters relating to the making, protecting and preserving the integrity of and carrying out the said plan for the said district; and providing for the levying of a tax and the expenditure thereof for carrying out the purposes of said commission”
An ACT to amend and re-enact Section 3518 of the Code of Virginia, in relation to pay of attorneys appointed to defend poor persons.
An ACT to authorize the County School Boards of Tazewell County and of Buchanan County to provide for the free transportation of both elementary and high school pupils in said counties and to authorize the Board of Supervisors of said counties to raise money for such purpose by a county school levy in addition to that authorized by section six hundred and ninety-eight-a of the Code of Virginia.
An ACT to enable the Commonwealth of Virginia to take advantage of an Act of Congress of the United States, approved September 2, 1937, entitled “An act to provide that the United States shall aid the States in wildlife-restoration projects, and for other purposes”
An ACT to amend and re-enact Section 660 of the Code of Virginia, in relation to the duties of school board as to school laws and rules and regulations; employment of teachers; restrictions; penalties.
An ACT to appropriate the public revenue for the two years ending, respectively on the thirtieth day of June, 1939, and the thirtieth day of June, 1940, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to provide for the correction by the court of erroneous assessments of taxes and local levies against real estate in counties where there had been no general re-assessment of real estate since 1930 and no board of equalization of real estate assessments appointed since 1930.
An ACT to amend and re-enact Section 1553 of the Code of Virginia, in relation to appropriations by counties and cities for the care of persons bitten by animals suspected of having rabies, so as to include persons exposed to such animals.
An ACT to amend and re-enact Section 365 of the Code of Virginia, relating to free library systems for counties, so as to permit the governing body of any county in which no such system has been established to appropriate funds for the support and maintenance of any free library or library service operated therein by a company, society or association organized under the provisions of Chapter one hundred and fifty-one of the Code of Virginia.
An ACT to amend and re-enact Section 1 of an act entitled “an act to regulate investments of domestic life insurance companies”
An ACT to amend and re-enact an act entitled “An act to provide for relief from taxes and levies erroneously or improperly assessed after July 10, 1902, and prior to March 31, 1926, against real estate in cases where such real estate was returned delinquent for the non-payment of such taxes and levies, was sold for the satisfaction thereof, and bought by the Commonwealth, and not thereafter redeemed, or purchased from the Commonwealth by any other person’
An ACT to amend and re-enact Section 2707 of the Code of Virginia, as amended, in relation to supervisors not being interested in certain contracts.
An ACT to provide for financial aid and assistance to and for certain needy persons in need of public aid or assistance; to that end, to provide for the administration of the provisions of this act, and for the appointment, suspension, removal, compensation, costs, expenses, powers and duties of the officers, agents and employees, charged with the administration of the provisions of this act; to provide for State and local welfare administrative agencies; to impose certain duties upon the governing bodies of counties and cities; to appropriate money for, and in aid of, the purposes of this act; to impose penalties for violations of this act; and to repeal all acts and parts of acts inconsistent with the provisions of this act.
An ACT to provide for the refund by the State of Virginia to police pension fund associations, police benevolent associations, and firemen’s mutual aid associations, of all amounts in excess of $20.00 per year paid by any such association for State taxes on intangible personal property for certain years, and to appropriate a sum sufficient for such purpose.
An ACT to amend and re-enact Section 1835 of the Code of Virginia, in relation to the Department of Mines, so as to change the name of the said department to the Division of Mines to conform to existing law, and to provide that the State Mine Inspector shall for certain purposes be the inspector of weights and measures and be vested with the authority, and charged with the duties, of inspectors of weights and measures; and to appropriate money to pay the costs and expenses incident to the discharge of his duties as such.
An ACT to amend and re-enact Section 38, as amended, of an act entitled “An act to provide a new charter for the city of Lynchburg, Virginia”, approved March 21, 1928, relating to the powers of the council of the said city, so as to authorize the prohibition of lotteries and raffles therein, the fixing of certain penalties for violation of city ordinances, and prescribing the manner in which certain city ordinances shall be published.
An ACT to amend an act entitled “An act to provide a new charter for the city of Portsmouth”
An ACT to amend and re-enact Section 2489 of the Code of Virginia, as amended, in relation to delinquent land sales and compensation of certain officers.
An ACT to authorize, empower and direct the State Hospital Board to convey to the city of Staunton, all the right, title and interest of the Western State Hospital and the Commonwealth of Virginia in and to a perpetual right of way over certain lands, to be used for street and highway purposes.
An ACT to provide for the establishment and maintenance of a police communication system under the supervision of the Division of Motor Vehicles, and making an appropriation therefor.
An ACT to revise, consolidate, amend and codify the laws of Virginia, relating to the appointment of a State veterinarian and assistant veterinarians, and the prevention, control and eradication of contagious and infectious diseases of livestock and poultry; to prescribe penalties for violations; and to that end, to repeal Sections 907 to 920, both inclusive, Section 920-a, and Sections 1224, 1225 and 1227, of the Code of Virginia, as amended, all of which relate to the subjects above mentioned, and to amend the Code of Virginia by adding thereto fourteen new sections numbered Sections 907 to 920, both inclusive, relating to the same subjects.
An ACT to authorize the Commission of Fisheries to dredge clams in polluted areas for replanting on public clamming grounds.
An ACT to provide a new charter for the town of Manassas, and to repeal an act entitled “An act to incorporate the town of Manassas, in Prince William county’
An ACT to impose a tax on every person, firm or corporation not being a regular retail merchant in the State of Virginia, who shall display samples, goods, wares or merchandise in any hotel room, or in any house rented or occupied temporarily, for the purpose of securing orders for the retail sale of such goods, wares or merchandise so displayed in the State of Virginia.
An ACT to amend and re-enact an act enttiled “An act to impose an annual State license tax on certain police pension fund associations, police benevolent associations, and firemen’s mutual aid associations, which license tax shall be in lieu of all State taxes on the intangible personal property of such association”
An ACT to amend and re-enact Section 1493 of the Code of Virginia, in relation to duties of local boards of health.
An ACT to provide minimum standards for plumbing and plumbing materials; to define plumbing and plumbing materials as used in this act; to provide for inspection and tests; to prescribe penalties.
An ACT to define and prohibit unfair sales, to provide remedies and to impose penalties for the violation of the provisions thereof.

An Act to prescribe the qualifications of newspapers in which may be published, ordinances, resolutions, advertisements or notices, required by law to be published in a newspaper.
An ACT to amend and re-enact Section 4, as heretofore amended, of an act entitled ‘‘An act to provide a new charter for the town of Woodstock and to repeal all acts or parts of acts in conflict therewith, and to declare all contracts and obligations heretofore or hereafter made by the present council and government of the town of Woodstock and all power heretofore or hereafter exercised by them, while in office, to be legal and valid.”’
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698-a of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact an act entitled “an act requiring assistants and officers appointed by the motor vehicle commissioner and engaged in the enforcement of the laws concerning the operation of motor vehicles to give bond for the lawful and faithful discharge of their duties”
An ACT to amend and re-enact an act entitled ‘An Act to authorize any county in which is located in whole or in part, any legally established drainage district, to appropriate money to any such drainage district for application on the indebtedness of such district, or for any other legal purpose thereof, and to authorize the county board of drainage commissioners to accept and use such appropriations for such purposes.”
AN ACT to authorize the State Highway Commission to lend or rent equipment to cities, towns, counties, or school boards
An ACT to provide a new charter for the town of Wise, in the county of Wise; to validate all contracts heretofore or hereafter made by the present council and government while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts, or parts of acts, in conflict with this act.
An ACT to release the United States of America, and certain contractors and agents thereof, from all claims for damages to the oyster and other public interests belonging to the State of Virginia, which may result from the re-dredging and maintaining of a navigable channel in Starling’s Creek in the vicinity of Saxis, in the county of Accomack.
An ACT to amend and re-enact Section 3, as heretofore amended, of an act entitled ‘“‘an act to provide for the creation of sanitary districts in counties of the State adjoining a city having a population, according to the last preceding United States census, of one hundred and seventy thousand inhabitants or more; to prescribe the powers and duties of the boards of supervisors of such counties as to the construction, acquisition, maintenance and operation of water supply, sewerage, heat, light and power and gas systems in such districts; and to provide for the issuance of county bonds; to provide funds for establishing and operating such public utilities in said sanitary districts.’’, approved March 17, 1926.
An ACT to authorize the sale at public auction of unclaimed baggage and other personal property in possession of a hotel under certain conditions and after certain notice, to require the payment of any surplus proceeds of such sale into the literary fund of the Commonwealth when the owner fails to apply therefor, and to provide under certain conditions for the recovery of such surplus proceeds by the former owner.
An ACT to declare policy as to, and to determine the character of, plans, projects, or enterprises for the furnishing of future hospital, medical and/or surgical services
An ACT to levy a tax upon fuel used in internal combustion engines for the generation of power to propel motor vehicles
An ACT to amend and re-enact Sections 660 as heretofore amended, 664, 670, and 672 and 786 as heretofore amended, of the Code of Virginia, relating to powers and duties of school boards in counties and cities, employment of teachers, joint operation of schools by two or more school boards, and certain other matters relating to public schools.
An ACT to amend and re-enact Section 13 of an act entitled ‘An act to incorporate the town of Pennington Gap, in the county of Lee.’
An ACT to amend and re-enact Section 2731 of the Code of Virginia, relating to the appropriation of funds by county boards of supervisors for the erection and maintenance of armories, and for the assistance and maintenance of certain military and naval units.
An ACT to authorize the State Corporation Commission to apply for and receive certain appropriations, grants, donations, and gifts of money and equipment, and to use the same in the development and promotion of aviation.
An ACT to amend and re-enact Sections 98 and 120-1 of the Tax Code of Virginia, as heretofore amended, in relation to inheritance and gift taxes, respectively.
An ACT to authorize and direct the State Highway Commission to take into the secondary system of State highways certain roads in and adjacent to the Prince Edward State Forest, the Surrender Grounds State Forest and Cumberland State Forest under certain conditions.
An ACT to amend and re-enact Section 19 of the Tax Code of Virginia in relation to warrants for the collection of taxes.
An ACT to amend and re-enact an act entitled An act providing for the adoption and enforcement by the Supreme Court of Appeals of Virginia of rules and regulations defining the practice of law, prescribing a code of ethics governing the professional conduct of attorneys at law and a code of judicial ethics, establishing practice and procedure for disciplining, suspending and disbarring attorneys at law, providing for the creation, government and conduct of the Virginia State Bar, prescribing fees to be paid for the administration of this act, and providing for the collection and disbursement thereof.
An ACT to amend and re-enact Section 2958 of the Code of Virginia, relating to the extension of corporate limits of cities and towns
An ACT to amend an act entitled ‘‘An act to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled ‘An act to incorporate the town of Herndon, in the county of Fairfax’
An ACT to provide a new charter for the town of Hillsville, situated in Carroll County, and to repeal all other acts inconsistent with this act, when this act shall become effective.
An ACT to require the county school boards and the boards of supervisors, or other governing bodies of the counties, to cause to be recorded in well bound books, complete minutes of all their meetings and proceedings, including all bids submitted on any building, materials, supplies, work, or project to be let to contract, and to provide that such books shall be kept open to public inspection of any such minutes for certain periods.
An ACT to amend and re-enact section 2743 of the Code of Virginia, as heretofore amended, relating to powers of local nature conferred on boards of supervisors.

An ACT for the relief of I. J. Smith
An ACT to amend and re-enact Section 19-f, as heretofore amended, of an act entitled ‘‘An act to revise, simplify, arrange and consolidate into one act the general game, inland fish and dog statutes of Virginia, which act shall constitute and be designated and cited as ‘The Game, Inland Fish and Dog Code of Virginia’.”
An ACT to amend and re-enact Section 276 of the Tax Code of Virginia, relating to fees for transferring and entering lands on the books of commissioners of the revenue.
An ACT to provide a new charter for the town of Vienna, in Fairfax county, and to repeal an act entitled ‘‘An act to incorporate the town of Vienna, in Fairfax county.’’
An ACT to amend and re-enact Section 1068 of the Code of Virginia, as heretofore amended, relating to the commitment of inebriates to the State hospitals for the insane.
An ACT to provide a new charter for the town of Iron Gate, Alleghany County, Virginia; to repeal all acts, or parts of acts in conflict therewith: and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Iron Gate.
An ACT to amend and re-enact Section 11 of Chapter One of the Acts of the General Assembly of Virginia, extra session, 1936-1937, approved December 18, 1936, as amended, known and designated as the Virginia Unemployment Compensation Act.
An ACT to authorize, empower and direct the Board of Visitors of the Virginia School for the Deaf and Blind, to convey to the City of Staunton a right of way for certain sewer pipe lines heretofore laid by said city in connection with its sanitary sewerage system, through the lands of said school, together with the right to maintain, repair and relay said lines.
An ACT to authorize the use of an outline map of the State of Virginia on agricultural and other food products; to prescribe its use; to vest certain powers with reference thereto in the Commissioner of Agriculture and Immigration and the Director of the Division of Markets; and to prescribe penalties for the violation of this act.

An ACT to permit the State Board of Education to except certain counties from the requirement of paying the minimum of twenty per centum of total teachers’ salaries for the school year 1939-40, in order to receive certain State appropriations, and to approve and ratify the action of the said State board in distributing State school funds to said counties for previous years.
An ACT to amend and re-enact Section 3 of an act entitled ‘‘An act to incorporate the town of Louisa, in Louisa county.’’
An ACT to authorize the Town of Jarratt in Sussex County to issue bonds in the amount of $17,000.00 for the purpose of constructing a water works and water supply and sewer system, to authorize the redemption of such bonds, and to provide for the levy of a tax to pay interest on said bonds and to retire the same as they mature.
An ACT to amend and re-enact Section 675 of the Code of Virginia, relating to temporary loans to school boards and expenditures of funds for school purposes.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 4537-b, making it a misdemeanor for any person, without just cause, to call or otherwise summon, any ambulance.
An ACT to provide for the creation of produce market authorities in certain cities; to prescribe the rights, powers, functions and duties of such authorities and of the officers, agents and employees of such authorities; to prescribe with reference to such authorities certain exceptions and limitations with respect to licenses and taxes; and to prescribe the powers and duties of certain officers with respect to such authorities.
An ACT to relieve the counties of Norfolk, Nansemond and Wythe from any liability which may have accrued to the Commonwealth, under the provisions of section 541 of the Code of Virginia, during the years 1930 ar 1931.
An ACT to amend and re-enact Section 401-p of the Code of Virginia, relating to public printing, so as to provide that Chapter 25 of the said Code relating to public printing, unless otherwise ordered by the Governor, shall not apply to the binding of certain books and other literary material of libraries operated by the State of Virginia or under its authority.
An ACT to amend and re-enact Section 9 of an act entitled ‘“‘An act to incorporate the town of Broadnax, in Brunswick and Mecklenburg Counties, Virginia.”
An Act to amend and re-enact an act entitled, ‘‘An Act to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation, as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of airports and landing fields, to which the public shall have access, with the cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes,”’ approved March 31, 1938, so as to make the act apply to both intrastate and interstate commerce.
An ACT to provide for the addition to the primary system of State highways, for certain purposes, of certain roads, on and adjacent to the lands of the Virginia Agricultural and Mechanical College and Polytechnic Institute.
