An ACT to create a commission to determine the probable cost of old age pensions or old age assistance in Virginia during each year of a ten-year period beginning with the year 1938; to prescribe the rights, powers and duties of the said commission; and to appropriate to the said commission the sum of $20,000.00 for the purpose of carrying out the provisions of this act.
An ACT to amend and re-enact sections 3 and 4, as heretofore amended, of an act entitled an act to provide for the creation of sanitary districts in any county adjacent to a city having a population of thirty thousand, or more, according to the latest United States census; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds, approved March 27, 1930, so as to provide for the construction, maintenance and operation of sidewalks in such districts.
An ACT .to amend and re-enact section 262 of the Tax Code of Virginia, as heretofore amended, relating to permits for the construction, repair and improvement of buildings and structures in certain counties.
An ACT to amend and re-enact sections 381, as amended, 386, 388, 389, 390, 393 and 394 of the Code of Virginia relating to public printing so as to prescribe the powers and duties of the Director of the Division of Purchase and Printing and the Director of the Division of the Budget with reference thereto, and to amend the Code of Virginia by adding thereto a new section numbered 393-a, providing for the editing and printing of reports and publications of departments, officers, boards, commissions and other agencies of the Commonwealth; and to repeal section 280 of the Code of Virginia of 1887, as heretofore amended, relating to the printing and distribution of annual reports.
An ACT to amend and re-enact Chapter 344, Acts 1930, entitled "an act to amend the Code of Virginia by adding thereto ten new sections, numbered 3074-a to 3074-i, both inclusive, authorizing and empowering cities and incorporated towns in this Commonwealth to acquire by lease, purchase or condemnation proceedings any land within, or (with the consent of the local authorities where such land is situated) without the limits of said cities or towns for the purpose of establishing and maintaining municipal airports or aviation landing fields, and to establish, construct, improve, equip, maintain and operate said airports or landing fields, and to provide for the procedure in cases of condemnation and the extent of title acquired; authorizing the lease by the said cities or incorporated towns of the whole or portions thereof to individuals or corporations and the operation of the same, or any part thereof, on such terms and subject to such conditions as may be provided by the local legislative body of said city or incorporated town, and the lease thereof to the government of the United States upon nominal or other rental, or without consideration for aviation, mail delivery or other aviation purposes."
An ACT to amend and re-enact Sections 80, 81 and 82 of an act entitled “an act to provide a new charter for the city of Portsmouth,” approved March 10, 1908, as amended by an act approved March 10, 1922, relating to the sinking fund commissioners of the said city.
An ACT to amend and re-enact Section 4235 of the Code of Virginia, as heretofore amended, as to filing list of agents of insurance companies.
An ACT to appropriate certain sums of money from the Virginia State treasury in aid of duly organized Confederate Memorial Associations and organizations of the United Daughters of the Confederacy of this State, having in charge, and that expend such money upon cemeteries containing the graves of Confederate soldiers and sailors, and in erecting and caring for markers and monuments to said soldiers and sailors.
An ACT to provide for the creation of a commission for the celebration of the 150th anniversary of the formation of the Constitution of the United States; to prescribe the duties of said commission; and to appropriate funds to carry out the provisions of this act.
An ACT to authorize the Armory Commission to acquire lands in the vicinity of the State Military Reservation near Virginia Beach, Princess Anne county, Virginia, suitable for drill, instruction and administration purposes; and to appropriate funds for such purpose.
An ACT to authorize and empower the State Board of Education to sell, transfer and convey certain real estate, together with buildings thereon, situated in the city of Petersburg, and to provide for the disposition of proceeds derived from the sale of such property.
An ACT to amend and re-enact Section 7 of an act entitled “An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an act of the General Assembly entitled an act to levy a tax upon motor vehicle fuel; to provide for its collection; to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act, approved March 23, 1932,” as heretofore amended, in relation to refunds of taxes paid on motor fuel.
An ACT to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.
An ACT to amend and re-enact Section 47 of an act entitled “an act to provide a new charter for the town of Clintwood, in Dickenson county,” approved March 3, 1894, in relation to licensing motor vehicle owners.
An ACT validating certain outstanding indebtedness of the town of Phoebus, Virginia, and authorizing said town to borrow money and issue bonds for the purpose of funding part of such indebtedness and refunding part of such indebtedness and to require the council of said town annually to levy taxes to create a sinking fund to redeem the principal thereof at maturity.
An ACT to amend and re-enact Section 117 of an act entitled "An act to provide a new charter for the town of Blackstone, in the county of Nottoway, and to repeal all other acts or parts of acts in conflict therewith," approved March 27, 1914, said section being in relation to issuing bonds.
An ACT to authorize the boards of supervisors of the counties of Franklin and Bedford to make appropriations for the expenses of the judge of the thirtieth judicial circuit.
An ACT for the relief of the Jefferson Hospital, Incorporated,
An ACT to provide for the establishment, maintenance and operation of a tannery at the State Penitentiary Farm, and to provide funds therefor.
An ACT to amend and re-enact Sections 18 and 19 of the Code of Virginia, relating to the acquisition of lands by the United States of America, so as to prescribe the rights, powers and jurisdiction of the Commonwealth of Virginia and the United States of America over and with respect to such lands, and persons and property thereon, and transactions, matters and things arising thereon, and to amend the Code of Virginia by adding thereto two new sections numbered 19-a and 19-b, giving the conditional consent of the Commonwealth of Virginia, to the acquisition by the United States of America of certain lands in Virginia, and prescribing the limitations imposed upon and the reservations incident to any transfer of such lands; and prescribing the respective jurisdictions of the Commonwealth of Virginia and of the United States of America over such lands, over persons and property thereon, and over any transactions, matters and things arising thereon; and to repeal certain acts pertaining to the same subject.
An ACT to amend and re-enact section 1 of an act entitled “An act authorizing cities containing not less than one hundred and twenty-five thousand nor more than one hundred and fifty thousand population, according to the last preceding United States census, to provide for the annual assessment and equalization of assessments of real estate approved March 24, 1932, in relation to reassessment of real estate, so as to prescribe the compensation of the assessors
An ACT to authorize the special board of directors of the Eastern State Hospital at Williamsburg to accept a gift of $25,000 from Colonial Williamsburg, Incorporated; to impose certain conditions upon the acceptance of such gift; to appropriate the said sum when received; and to declare the policy of the State as to the future removal of the Eastern State Hospital from its present location to Dunbar farm in James City county, Virginia.
An ACT to amend and re-enact sections 22 and 23 of an act entitled "an act to provide a new charter for the town of Farmville," approved February 10, 1890, as amended by chapter 162 of the Acts of the Assembly of 1912, approved March 16, 1912, said sections relating to the issuance of bonds; to provide for the issuance of serial bonds; to prescribe the procedure for issuing refunding bonds; and to validate all bonds now outstanding.
An ACT to validate, ratify, approve and confirm bonds issued by the County School Board of Warwick County, at a special election heretofore held on November 5, 1935, authorizing the issuance of such bonds by said County School Board, for the purpose of erecting, furnishing and equipping a school building in Warwick County, Virginia, under the rules and regulations prescribed by the Federal Emergency Administration of Public Works.
An ACT to authorize State departments, agencies, bureaus and institutions to accept grants of funds made by the United States, or any department or agency thereof, to be applied to purposes within the functions of such State departments, agencies, bureaus or institutions, respectively, and to administer and expend such funds for the purposes for which they are granted; to ratify and affirm any previous actions of State departments, agencies, bureaus and institutions in accepting and/or administering and expending such grants; to appoint the treasurer of Virginia custodian of such funds and authorize him to disburse the same on warrants issued by such departments, agencies, bureaus and institutions.
An ACT for the relief of M. F. Powers.
An ACT to release the United States of America, and any contractor therefor or agent thereof, from any and all claims for damages to the oyster and other public interests of the Commonwealth of Virginia by reason of the dredging and maintenance, by the United States or any such contractor or agent of, including the deposit of material in connection with, a navigable channel in and from Back river into and in Wallace creek, Elizabeth City county, Virginia.
An ACT to regulate the business of cleaning, dyeing and pressing; defining what constitutes engaging in said business, as well as defining certain other words; creating a State Dry Cleaners Board; empowering and authorizing said board to promulgate rules and regulations; requiring the issuance of licenses by said board as a prerequisite to engaging in said business, and providing penalties for the violation of any of the provisions of this act; and providing that this act shall apply in all cities, and in any counties when two-thirds of the resident persons actively engaged in the cleaning, dyeing and pressing business in such counties petition the State Dry Cleaners Board to be entitled to the benefits of this act, then such counties shall be governed by this act.
An ACT to amend and re-enact Section 35 of an act entitled an act to revise, simplify, rearrange and consolidate into one act which shall constitute and be designated and cited as “The Motor Vehicle Code of Virginia,” the various statutes of the Commonwealth, concerning the registration and licensing of motor vehicles, trailers and semi-trailers, the licensing of chauffeurs, the collection of fees and disposition of funds collected, the operation of vehicles on the public roads, highways, streets, and alleys, the Division of Motor Vehicles and the director of said division, the powers and duties of said division and director, and the penalties for violations of the provisions of certain such statutes; and to repeal all statutes and acts in conflict with the provisions of this act, approved March 26, 1932, as heretofore amended and re-enacted by an act approved March 2, 1934, in relation to registration fees.
An ACT to appropriate the public revenue for the two years ending
An ACT to amend the Code of Virginia by revising and consolidating into a new chapter, to be numbered 23-a and to be entitled "The State Library - and Certain Other Libraries," the general statutes of the Commonwealth relating to the State Library, its board and employees, and certain other libraries and to that end to amend, re-arrange, re-enact and add to certain of said statutes and to repeal others, more specifically to add new Code sections numbered 347-a, 361, and 363, to amend and re-enact Section 348 of the Code of Virginia, to re-number Sections 366, 364, 360, 363, 361, 353, 354, 355, 362, 350, 367 and 3074 of the Code of Virginia, as Sections 349, 350, 351, 352, 353, 354, 355, 356, 357, 358, 359, 360, 362, 364, and 365 of the Code of Virginia, to amend certain of said sections and as amended and re-numbered to re-enact the same; to amend, number and re-enact Chapter 231 of the Acts of 1918, as heretofore amended as Section 354 of the Code; to revise, number and re-enact Chapter 230 of the Acts of 1928, as Section 355 of the Code; to revise, number and re-enact Chapter 13 of the Acts of 1924, as heretofore amended as Section 365 of the Code of Virginia; and to repeal Sections 349, 350, 351, 352, 353, 354, 355, 357, 359, 360, 361, 362, 363, 364, 365, 366, 367, 3074 and 3445 of the Code of Virginia as they exist prior to the taking effect of this act, and to repeal Chapter 231 of the Acts of 1918 as heretofore amended; to repeal Chapter 230 of the Acts of 1928; and to repeal Chapter 13 of the Acts of 1924, as heretofore amended.
An ACT to repeal the two sections numbered 29 of an act entitled, "an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith," approved March 26, 1928, and to amend said act by adding thereto and inserting therein in lieu of the sections repealed, two new sections numbered 29 and 29-a, providing for the issuance of bonds, the laying of levies, and the appropriation of moneys.
An ACT validating certain outstanding indebtedness for street paving of the city of Hampton, Virginia, and authorizing said city to borrow money and issue bonds for the purpose of refunding such indebtedness, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding fifty thousand dollars ($50,000), and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.
An ACT to authorize the commission on Conservation and Development to expend, not to exceed fifteen hundred dollars, under the direction of the Manassas Battlefield Park Association, Incorporated, to pay expenses of the celebration of the seventy-fifth anniversary of the Battle of Manassas.
An ACT to authorize the Town Council of the Town of Orange, to issue bonds in the sum of $50,000, to be used in refunding certain water bonds and water improvement bonds heretofore issued, and providing for the assessment and collection of certain taxes for the payment of the interest thereon and the principal thereof at maturity.
An ACT to permit persons, associations, partnerships, or corporations of the State of Virginia to borrow funds from production credit associations, regional agricultural credit corporation, banks for cooperatives, or the government of the United States or any department, agency or officer thereof, federal intermediate credit banks or any institution which has made arrangements to discount therewith or to procure funds therefrom on the security of the obligation of the borrower and providing a means of securing said loans
An ACT to provide a new charter for the town of South Hill, in Mecklenburg county, Virginia, and to repeal an act entitled an act to incorporate the town of South Hill, Mecklenburg county, Virginia, approved February 16, 1901, and all acts amendatory thereof.
An ACT to provide a new charter for the town of Vinton, Virginia, and to repeal all acts or parts of acts in conflict therewith.
An ACT to authorize the issuance of refunding bonds by counties, magisterial districts and school districts; to prescribe a mode of procedure therefor; to provide for the payment of such bonds; to validate all bonds so refunded; to prescribe various details pertinent to the subject matter of this act; and to declare an emergency.
An ACT to amend and re-enact Section 52 of an act entitled an act to provide a new charter for the city of Radford, and to repeal all other acts or parts of acts in conflict therewith, approved March 15, 1910, in relation to borrowing money, and letting of certain contracts
An ACT to amend and re-enact Section 11 of chapter 3 of the acts of the General Assembly at its Extra Session 1933, approved August 29, 1933, the said section relating to powers and duties of the State Tax Commissioner pertaining to the use of stamps, crowns and caps; prescribing the method and manner of evidencing the payment and collection of such tax by manufacturers, wholesalers and retailers of beverages in Virginia, and re-quiring such persons to keep records and make reports; regulating the refund of such taxes; and imposing penalties for violations of this section.
An ACT for the relief of Edward Meeks.
An ACT to appropriate $5,000.00 to the State Commission on Conservation and Development to be used in payment of expenses incident to the participation by and on behalf of the State in the dedication of the Shenandoah National Park.
An ACT to ratify certain acts of the State Highway Commission and the State Highway Commissioner relating to additions heretofore made to the State Highway System, and the conveyance of certain sections thereof to the United States as parts of the Shenandoah-Great Smoky Mountains National Parkway; to authorize and prescribe future similar conveyances of remaining parts thereof and the acquisition of the lands so conveyed or to be conveyed; to cede to the United States certain jurisdictional powers over said lands in said parkway and to reserve to the Commonwealth of Virginia all other powers and jurisdiction over same.
An ACT to amend and re-enact sections 242 and 243 of the Tax Code of Virginia, as amended, in relation to general reassessments of real estate.
An ACT to amend and re-enact sections 1110, 1111, 1112, and 1120 of the Code of Virginia, as heretofore amended, relating to fertilizers.
An ACT to amend and re-enact section 3 of an act entitled “An act to provide for the creation of sanitary districts in counties of the State adjoining a city having a population, according to the last preceding United States census, of one hundred and seventy thousand inhabitants or more; to prescribe the powers and duties of the boards of supervisors of such counties as to the construction, acquisition, maintenance and operation of water supply, sewerage, heat, light and power and gas systems in such districts; and to provide for the issuance of county bonds; to provide funds for establishing and operating such public utilities in said sanitary districts,” approved March 17, 1926, and to further amend said act by adding thereto a new section numbered 12-a, authorizing the board of supervisors of any county in which a sanitary district has heretofore or may hereafter be created under said act, to provide public utilities for thickly populated areas through the creation of smaller districts within such sanitary district, and to provide funds for said purpose, by taxation and otherwise; a new section numbered 12-b, conferring certain powers of eminent domain upon the board of supervisors of the county, and a new section numbered 12-c, declaring what shall be the effect if any part of section, sentence, clause, or phrase of the said act is declared unconstitutional.
An ACT to name and designate the bridge across the Nansemond river, in the county of Nansemond, Virginia, on route 460 of the State highway system as the “Robert W. Withers Memorial Bridge.”
An ACT to amend and re-enact Sections 31, 36, 36-a, 41 and 51 of the Tax Code of Virginia, as heretofore amended, in relation to income taxes; to amend and re-enact Section 98 of the Tax Code of Virginia, as heretofore amended, in relation to inheritance taxes; to amend and re-enact Section 120-15 of the Tax Code of Virginia in relation to gift taxes; to amend and re-enact Section 216-a of the Tax Code of Virginia, in relation to pipe line transmission corporations; and to amend and re-enact Section 229 of the Tax Code of Virginia, as heretofore amended, in relation to the Taxes on water or heat, light and power corporations.
An ACT to authorize the Governor of Virginia, with the approval of the State Board of Health, to sell or lease certain land located in Roanoke county, Virginia, acquired April 15, 1912, from C. E. Strickler and wife by the Commonwealth of Virginia, for use in connection with the Catawba Sanatorium; and to appropriate the money realized therefrom.
An ACT to amend and re-enact sections 10 and 17 as amended, of an act entitled “an act to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act,
An ACT to authorize the State Highway Commission to expend out of funds appropriated to it derived from the tax on motor vehicle fuels the sum of $25,000, for the maintenance and improvement of airplane and airship landing fields owned or leased and operated on a non-profit basis by the counties, cities and towns of the State; and to empower the counties of the State to acquire, establish and operate airplane and airship landing fields.
An ACT to authorize the Special Board of Directors of the Southwestern State Hospital, at Marion, to convey certain real estate belonging to said hospital to the Chamber of Commerce of Marion, Incorporated.
An ACT to amend and re-enact section 59 of chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to reports of accidents, so as to permit the inspection of such reports at any reasonable time.
An ACT to empower the councils or other governing bodies of cities and towns to release the liability and liens for interest, penalties and accrued costs on unpaid taxes due such cities and towns for any year or years prior to and including the year 1935 provided such taxes are paid within six months after the effective date of this act.
An ACT authorizing the appointment by the board of supervisors of any county, county planning commission for said county, defining the duties of said planning commission and authorizing the appropriation of county funds for the purpose of carrying on the work of said commission.
An ACT to amend and re-enact Sections 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29 and 30 and to repeal Section 23% of Chapter 247, Acts 1930, relating to the Game, Inland Fish and Dog Code of Virginia.
An ACT to amend and re-enact section 19 of an act entitled "an act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further acts of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects, approved September 12, 1933, so as to extend the effective date of certain provisions of said act until July 1, 1938.
An ACT to create a legislative council to be known as the Virginia Advisory Legislative Council; to provide for the appointment of the members of such council; to prescribe the powers and duties of the said council; and to appropriate funds necessary to carry out the provisions of this act.
An ACT for the relief of Mrs. Thornton Massie.
An ACT to authorize the State Commission on Conservation and Development to acquire, by the exercise of the right of eminent domain in condemnation proceedings, or by gift, devise, purchase or any other lawful means, certain lands in the counties of Amelia, Nottoway and Prince Edward, for public parks or public park purposes; to appropriate for such purpose the sum of $1,500.00, or so much thereof as shall be necessary; and to authorize the said commission, through its chairman, to convey, upon certain terms and conditions, the said lands, or any part thereof, so acquired, to the United States of America or such department, institution or agency thereof as may be authorized to accept and preserve the same.
An ACT to authorize the Special Board of Directors of the Eastern State Hospital to convey to the city of Williamsburg for cemetery purposes not exceeding one and one-quarter acres of the lands of such hospital.
An ACT to authorize counties, districts, cities and towns to issue bonds for the purpose of funding floating indebtedness; to prescribe how such bonds may be issued, and the terms thereof as to interest and time to run; to provide how such bonds may be sold or disposed of and how the proceeds shall be applied; to provide for the levying of taxes for the payment of such bonds; and to validate the principal of such bonds and the interest thereon and also the floating indebtedness to be funded.
An ACT to amend and re-enact sections 1, 2, 3, 5 and 15 of an act entitled an act concerning agricultural seeds, and to repeal sections 1138 to 1153, both inclusive, of the Code of Virginia, approved March 7, 1924, as heretofore amended, and to repeal section 4 of the said act.
An ACT to amend and re-enact section 1771 of the Code of Virginia, as heretofore amended, relating to assessment tax roll and amount to be assessed; collection of assessments and sale of lands to pay delinquent assessments in drainage districts.
An ACT to amend and re-enact Section 10 of Chapter 159 of the Acts of the General Assembly of 1928, which chapter is an act to provide for a general road law applicable in all the counties of the Commonwealth, the section here amended being in relation to the duty of the owner or occupier of a dam to maintain road or bridge thereon; providing for the right of inspection of same by the State Highway Commission; costs of replacing and upkeep.
An ACT to amend and re-enact Section 14 of an act entitled "an act to enable counties, cities and towns to secure the benefits of an act of the Congress of the United States of America, approved June 16, 1933, known as the National Industrial Recovery Act, and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States of America delegating powers to undertake any purpose or purposes in aid of the financing of which the President of the United States or any other Federal agency is now or hereafter authorized and empowered, through the Federal Emergency Administrator of Public Works or through such other agencies as may be designated or created, to make grants or loans; delegating powers to contract debts, borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; and repealing inconsistent provisions of all laws general or special of the Commonwealth," approved September 7, 1933, so as to extend the effective date of certain provisions of said act until July 1, 1938.
An ACT to provide for a determination and survey of the natural rocks, beds and shoals in the waters of Princess Anne county.
An ACT to appropriate, subject to certain conditions $950,000.00 for each year of the biennium beginning July 1, 1936, to assist counties and cities to provide assistance to and for destitute persons in this State in need of public relief and for the purpose of providing for administration of the provisions of this act; to authorize the Governor to transfer certain funds to the State treasury; to provide for the distribution and expenditure of the funds herein appropriated; to require and empower counties and cities to match State funds to be paid to them hereunder; and to prescribe the powers and duties of the State Commissioner of Public Welfare relating to the distribution and expenditure of funds, hereunder.

An ACT to authorize the city of Hampton, Virginia, to borrow money and issue bonds in the amount of $10,000.00 to be used in the purchase of a site and paying for certain skilled labor incident to the building of an armory in said city, in conjunction with a United States Work’s Progress Administration Project, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to create and provide for the Hampton Roads Sewage Disposal Commission; to provide for the appointment and removal of the members thereof; to fix their compensation; to prescribe the rights, powers and duties of the said Commission; to authorize and empower the said Commission to acquire, own, construct, reconstruct, replace, improve, repair, maintain, operate and use trunk, intercepting and outlet sewers, pumping and ventilating stations, treatment plants or works and other plants and structures to relieve waters in Hampton Roads and Chesapeake Bay and in certain rivers and creeks and certain other tributaries, from pollution and to prevent the pollution of the same; to authorize the making of certain contracts and agreements with and by counties, cities and towns; and to appropriate to the said commission the sum of fifteen thousand dollars for the purpose of carrying out the provisions of this act.
An ACT to provide a new charter for the city of Martinsville, Virginia, and to repeal all acts and parts of acts in conflict with this act.
An ACT to amend and re-enact Section 2495 of the Code of Virginia in relation to how lands sold for delinquent taxes and purchased in the name of the Auditor or the Comptroller, may be purchased by other persons.
An ACT validating, ratifying, approving, and confirming certain bonds and other instruments or obligations heretofore issued, and validating, ratifying, approving, and confirming certain proceedings heretofore taken, by counties, cities, towns, school districts, school boards, and sanitary districts in, and educational institutions of, this Commonwealth.
An ACT to authorize the board of supervisors of Tazewell county to pay Mrs. Nannie A. Bryant for services rendered by her as overseer of the poor for Clear Fork magisterial district for the years 1931 to 1935, inclusive.
An ACT to provide for the establishing of systems of pensions and group insurance for injured, retired and superannuated employees, in any county adjoining a city in this State having more than 180,000 inhabitants, and to prescribe how funds may be provided for such purpose.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726 and 2726-a to 2726-1, both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726-m to 2726-y, both inclusive, relating to the same matters.
An ACT to authorize the board of supervisors of Hanover county to appropriate a sum not to exceed $5,000.00 to the Patrick Henry Bi-Centennial, Incorporated, for the purpose of aiding in the celebration of the bi-centennial of the birth of Patrick Henry; and to declare an emergency.
An ACT to amend and re-enact section 116 of chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to weighing vehicles, so as to authorize officers to collect weighing charges for excess loads, [H B 494]
An ACT to amend and re-enact Section 198 of the Tax Code of Virginia, as heretofore amended, relating to license tax upon slot machines.
An ACT to amend and re-enact an act entitled 'an act to authorize the governing boards of the University of Virginia, the Virginia Polytechnic Institute, the Virginia Normal and Industrial Institute and the State Teachers Colleges at Farmville and Harrisonburg to issue and sell, through the commissioners of the sinking fund, certificates of indebtedness in the name and on behalf of their institutions, respectively, to raise funds for dormitory construction purposes and for the construction of a power and heating plant at the Virginia Polytechnic Institute, subject to the conditions and limitations contained in this act; to provide for the payment of the interest thereon and the principal thereof at maturity; to authorize and require the State Board of Education to sell any State bonds held as a part of the literary fund, when so directed by the Governor, and to invest the proceeds: derived from the sale of such bonds in the certificates of indebtedness issued under the provisions of this act and to authorize and require the State Board of Education, when so directed by the Governor, to invest any uninvested portion of the literary fund in the certificates of indebtedness issued under the provisions of this act:' which follows the plan of the Noell Act, Chapter 489, Acts of 1926, adopted in the budget,” approved February 28, 1928, so as to authorize the Medical College of Virginia to issue and sell under the provisions of the said act certificates of indebtedness in an amount not to exceed $250,000 to raise funds for the payment of certain outstanding indebtedness.
An ACT to amend and re-enact section 1077 of the Code of Virginia, as amended, in relation to State Colony for Epileptics and Feeble-minded.
An ACT to provide for the supervision and regulation of the sale, marketing and distribution of tobacco; to create a tobacco commission and provide for local tobacco committeemen and other agencies and employees, and to define and to provide for their functions, duties and powers; to provide for the appointment, suspension, removal, compensation, costs and expenses of said commission, and of committeemen, agencies and employees thereof; to provide for the raising of funds for the administration of this act and for the disposition of the revenue hereunder; to provide a fund to compensate tobacco growers for crop failures and losses from fire; to impose penalties for violation of this act and to provide for the establishment of a compact and agreement between the Commonwealth of Virginia and certain other states for the purpose of regulating and controlling commerce in tobacco in and between the Commonwealth of Virginia and each of such states.
An ACT to amend and re-enact section 526 of the Code of Virginia, as heretofore amended, relating to powers of the State Commission on Conservation and Development concerning the acquisition, maintenance and control of State forests, so as to authorize the said commission to lease and acquire lands, and interests therein, from the United States, and to provide for the management, control and utilization of the said lands, and the disposition of products and proceeds derived therefrom.
An ACT to amend and re-enact section 993 of the Code of Virginia, relating to scholarships in State educational institutions, so as to prescribe certain limitations and restrictions upon the granting of such scholarships, and to prohibit the remission of special fees and charges in such institutions except in certain designated cases, and to repeal sections 854, 858 and 938, and 945 and 953, as heretofore amended, of the Code of Virginia relating to the remission of certain fees and charges to students in such institutions, and to repeal an act entitled “An act authorizing the rector and visitors of the University of Virginia to offer one hundred and nineteen State scholarships to students from Virginia, which shall entitle the holder to tuition in the college, room rent, light, heat and attendance free of charge,” approved March 16, 1918.
An ACT validating, ratifying, approving and confirming the creation of all sanitary districts of this Commonwealth and all proceedings taken for such creation as of the date of such creation or proceedings, and validating, ratifying, approving and confirming elections heretofore held for, and proceedings heretofore taken relative to, the issuance of bonds in sanitary districts.
An ACT to amend an act entitled an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith, approved March 26, 1928, by adding thereto a new section numbered 4l-a, to provide for the school board of said town to borrow money for the purpose of erecting school houses and to issue bonds therefor.
An ACT to amend and re-enact Section 1031 of the Code of Virginia, relating to the voluntary admission of insane persons to hospitals.
An ACT providing for the formation of non-profit corporations to be known as Electric Cooperatives, for the purpose of promoting and encouraging the fullest possible use of electric energy in this State by making electric energy available at the lowest cost consistent with sound economy and prudent management of such cooperatives; providing for the rights, powers and duties of such cooperatives; authorizing and regulating the issuance of bonds and other obligations by such cooperatives, and providing for the payment of such obligations and the rights of the holders thereof; and providing when the State Corporation Commission may require electric utility companies to make electric energy available to communities not now served.
An ACT to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act.
An ACT to amend and re-enact sections 2, 3, 4 and 5 of an act entitled "an act to define, and to provide for the management, control, maintenance and operation of, the Virginia Museum of Fine Arts, for such purpose to provide for a board of directors, to set forth the powers and duties thereof; to define its relation to the Arts Commission and to provide for the disposition of any revenues derived by and from the said museum," approved March 27, 1934.
An ACT for the relief of H. I°. Minter
An ACT to authorize the State Commission on Conservation and Development to transfer and convey to the United States of America, or to a department, institution, or agency thereof, or to the Mount Vernon Ladies Association of the Union, subject to certain conditions, restrictions and reservations, all right, title and interest which the said commission and the Commonwealth has or may hereafter acquire in and to certain lands in Fairfax county, Virginia, and known as Washington’s Old Mill.
An ACT to determine the nature of sanitary districts heretofore or hereafter created in this State from and after the date of such creation, and determining the nature of improvements therein.
An ACT to authorize the issuance of bonds by county school boards of counties in the State of Virginia for the purpose of providing funds for school improvements in said counties, including the purchase of sites for school buildings or additions to school buildings, the construction of school buildings or additions to school buildings, and the furnishing and equipping of school buildings or additions to school buildings.
An ACT to amend and re-enact sections 4, 7, 9, 13, 15, 19, 20, 20-a and 21 of an act entitled "an act to provide for a State Boxing and Wrestling Commission, to prescribe its powers and duties, and to provide for the expense of administering this act; to authorize and empower counties, cities and towns to determine by ordinance, referendum, or otherwise, when boxing and wrestling contests may be held therein; to provide for boxing and wrestling contests for prizes or purses, or where an admission is charged, and limiting such boxing contests to fifteen rounds and wrestling matches by such rules as may be promulgated by the commission; to prescribe conditions under which licenses shall be issued and contests held; to declare that amateur boxing and wrestling contests conducted heretofore shall be subject to the provisions of this measure and under the sole jurisdiction of such commission in all cases wherein an admission fee is charged spectators to witness such amateur boxing and/or wrestling contests; to provide for licensing and taxing such boxing and wrestling matches and providing for the distribution of the moneys derived therefrom," approved March 29, 1934, said sections being in relation to licenses, permits, compensation of officers, referees, number of bouts of matches, and appropriation of money collected.
An ACT to authorize the State Board of Education in its discretion to provide for the payment of a certain percentage of the salaries of teachers in the public schools in the State while such teachers are absent on account of sickness or other disability; and to provide funds therefore.
An ACT to amend and re-enact section 2808 of the Code of Virginia, designating persons who shall be deemed vagrants.
