An ACT to authorize the council of the city of South Norfolk to borrow money not in excess of $200,000.00, and to issue its bonds therefor for the purpose of funding and refunding certain school bonds becoming due in the year 1930, outstanding notes or certificates of indebtedness, and to pay off the floating indebtedness of the said city, and to provide for the levy of a tax to pay interest on said bonds and to retire the same as they mature.
An ACT to authorize the State health commissioner to convey, on behalf of the State, to the Appalachian Electric Power Company, a certain electric transmission line owned by the State, through which electric current is furnished the Catawba Sanatorium.
An ACT to amend the Code of Virginia, by adding thereto ten new sections, numbered 1154-a, 1154-b, 1154-c, 1154-d, 1154-e, 1154-f, 1154-g, 1154-h, 1154-i, 1154-j, both inclusive, relating to the sale of vegetable seeds, providing definitions, label requirements, exemptions; prescribing the powers and duties of the commissioner of agriculture and immigration and his employees; prohibiting false marks; making violations of this act a misdemeanor and providing for prosecutions thereof; providing trial grounds; making provisions for free tests and authorizing the commissioner of agriculture and immigration to prescribe rules and regulations and to repeal chapter 379 of the acts of 1922, entitled an act to prevent the sale of inferior and worthless vegetable seed in the State of Virginia.
An ACT to amend and re-enact chapter 387 of the acts of the general assembly of Virginia, session of 1926, as amended at the session of 1928 by amending sections 1, 2, 3, 4, 8, 12, and 15, and repealing sections 5, 9, 10, 11, 13 and 14, of an act entitled “An act requiring all oysters from the public rocks of the Commonwealth to be inspected when loading on vessels, measurement, tax, penalties,’ approved March 24, 1926, and to include leased grounds within the meaning of said act.
An ACT to amend and re-enact section 1 of an act entitled an act to authorize the board of supervisors of counties having a density of population of more than five hundred per square mile according to the last United States census, to divide the area of said counties into one or more districts and in such districts to regulate the use of land and of buildings or other structures, and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures in said counties; to authorize such boards of supervisors to adopt all necessary regulations for carrying into effect the purposes of this act; to provide for zoning commissioners and boards of zoning appeals in such counties, their powers and duties; to provide for appeals from such zoning commissioners and boards of appeal and the effect thereof; to authorize such boards of supervisors to appoint administrative officers; to prescribe the powers and duties of such administrative officers; to provide for the enforcement of this act and to prescribe penalties for the violation thereof, approved April 11, 1927, so as to extend said act to cover every county of the Commonwealth adjoining a city, having a population of one hundred and seventy thousand, or more, as shown by the last United States census.
An ACT to amend and re-enact section 15 of the charter of the city of Hampton
An ACT to amend and re-enact sections (d) and (t) of the defini-tion clause defining the term “tractor truck” and “highway,” and to amend and re-enact sections three, eighteen, nineteen and one-half, twenty, as amended, twenty-nine, as amended, and thirty-two, of chapter one hundred and forty-nine of the acts of the general assembly of Virginia, session of nineteen hundred and twenty-six, approved March seventeenth, nineteen hundred and twenty-six, relating to the office of the director of the division of motor vehicles, and his assistants, their powers and duties, and to the licensing and registration of motor vehicles.
An ACT to authorize certain counties and/or cities, in this State, to establish a mosquito control district, or districts; to provide for a governing body or commission, its appointment and duties: for the creation, operation, and management of such district, or districts; and to provide for the issuance of bonds, and a sinking fund, and for financing the same, and to authorize the levy of a tax for carrying on the work of said commission and to appropriate funds therefor; and to repeal chapter 419 of the acts of the general assembly of Virginia, session of 1928, which was issued March 23, 1928, relating to the establishment of mosquito control districts.
An ACT to require the placing of labels showing date of shipment, quantity, and payment of tax on all containers in which scallops are shipped; to fix the price of such labels; to direct the application of the funds derived from sale of such labels; and prescribing penalties.
An ACT to authorize the city of Newport News to issue bonds to the maximum amount of $150,000.00 to be used for the construction of a sanitary sewer or the erection of a sewage disposal plant near Salters creek, and to authorize a tax sufficient to pay the interest thereon and create a sinking fund for their redemption.
AN ACT to provide a new charter for the town of Colonial Heights, Chesterfield county, Virginia, and to repeal all acts or parts of acts in conflict therewith.
An ACT to authorize the town of Orange to issue bonds in the amount of $200,000.00 to refund all outstanding bonds heretofore issued for the purpose of providing a revenue producing water system in said town, not exceeding the sum of $50,000.00, and providing $150,000.00 to be used for providing sewerage and enlarging the revenue producing water system of said town.
An ACT to amend and re-enact sections 573, 574, 575, 576, 577, 578, 579 and 580 of the Code, relating to the legislative drafting bureau, re-establishing the same, providing for a director, his duties, his assistants and clerks, and to repeal sub-section (b) of section 22 of chapter 33 of the acts of 1927, commonly known as “an act to re-organize the administration of the State government.”
An ACT to provide for the employment of foremen to supervise the working of the roads of Louisa county, and to compensate them therefor.
An ACT to amend and re-enact section 526 of the Code of Virginia, in relation to forest reserves, as amended by chapter 416 of the acts of assembly of 1920; and to add a new section to the said Code, to be designated as section 2495-a, immediately following section 2495, in relation to the disposition of real estate sold for delinquent taxes and bid in by treasurers for the benefit of the State, and of certain waste and unappropriated lands of the Commonwealth.

An ACT to appropriate to the commission of fisheries for the years ending June 30, 1931, and June 30, 1932, the revenues collected and paid into the State treasury by the commissioner of fisheries, his employees, agents, and inspectors during the aforesaid years, in excess of the amount of $79,115.00 appropriated annually to the commission of fisheries by the general appropriation bill enacted by the general assembly of 1930.
An ACT to authorize and empower the council of the town of Cape Charles to compel the property owners, in said town to construct and/or maintain the sidewalks abutting their property.

An ACT to authorize the mayor and council of the town of Bowling Green, in this State, to issue and sell bonds for the construction and maintenance of a water system in said town.
An ACT to repeal chapter 358 of the acts of assembly of 1928, entitled an act to authorize and empower the board of supervisors of the county of Carroll to borrow money, not in excess of $75,000.00, and to issue bonds of the county therefor, for the purpose of surveying, constructing, repairing and improving certain roads and bridges, for Laurel Fork magisterial district of said county, and to provide for the payment of the interest on such bonds and to create a sinking fund to redeem the principal thereof at maturity
An ACT to amend and re-enact sections 3079 and 3081-A of the Code of Virginia, relating to the issuance of bonds by cities and towns.
An ACT to amend and re-enact chapter 422 of the acts of assembly of 1926, concerning elk in the counties of Giles, Bland, Pulaski, Montgomery and Craig, as amended by chapter 202 of the acts of assembly of 1928.
An ACT to authorize the board of supervisors of the counties of Richmond, Halifax, Craig, Wise, Lancaster and Roanoke to dispose of the poor farms, detention homes and other similar property of those counties.
An ACT to amend and re-enact sections 1, 2, 6, 7, 8, 9, 14, 21, 22, 24, 30 and 31 of chapter 48 of the acts of assembly of 1922, entitled an act to encourage the co-operative marketing of farm products in Virginia, to provide for and authorize the incorporation of co-operative marketing associations or exchanges and the licensing to do business in Virginia of similar corporations created in other states under similar laws; to enlarge the same so as to include co-operative purchasing; and to add a new section thereto, to be designated as section 29-a, and to prescribe penalties.
An ACT to provide for an appropriation of $500.00 to compensate E. C. Burks, Commonwealth’s attorney of Bedford county, for his services in prosecuting a certain ouster proceeding in Franklin county.
An ACT to amend and re-enact sections 4, 8, 9, 10, 11, 12, 18 and 20 of chapter 50 of the acts of assembly of 1920, concerning the construction, improvement and maintenance of the public roads in Giles county, and to add two new sections thereto, to be designated as sections 23 and 24, providing the method for locating, altering and discontinuing roads and gates.

An ACT to authorize the board of supervisors of Chesterfield county to make certain contributions to the W. W. Baker Child Welfare Camp, Incorporated.
An ACT to amend the tax Code of Virginia by adding a new sub-section to section 25 thereof, the said sub-section to be designated (n), and being in relation to deductions under the income tax law; also to amend and re-enact sections 39, 90, 107, 110, 120, 170, 198, 203, 267, 407, 410, and 415 of the tax Code of Virginia; which sections are in chapters 6, 7, 8, 9, 14, 18 and 26 of the tax Code of Virginia on the subjects of income, intangible personal property, banks, banking associations and trust companies, inheritance taxes, licenses, real estate assessments and erroneous assessments; and also to repeal section 169 of the tax Code of Virginia, in relation to the license taxation of ship brokers; section 179 of the tax: Code of Virginia, in relation to fish factories, and section 181-a of the tax Code of Virginia, in relation to the license taxation of installment paper handlers or dealers.
An ACT to amend and re-enact section 435 of the tax Code of Virginia, providing what property real and personal shall be exempt from taxation State and local.
An ACT to amend and re-enact section 5 of chapter 403 of the acts of assembly of 1922, being the act creating a State highway commission and prescribing its powers and duties, the section here amended, being in relation to adding additional mileage to the State highway system, as last amended by chapter 160 of the acts of assembly of 1928.
An ACT to amend and re-enact section 9 of chapter 448 of the acts of 1920, entitled an act to authorize, empower and direct the board of supervisors of the county of Carroll to borrow money by the issuance of bonds for a sum not to exceed $300,000.00 for the purpose of the building and permanent improvement of the roads and bridges in said county; prescribing how such bonds may be issued and disposed of; to create a county road board for the county of Carroll and to prescribe its powers and duties; also to provide how the funds realized from the sale of said bonds shall be disposed of, and to repeal section 6 thereof so as to abolish the county road board for Carroll county created by section 6 of said chapter 448 of the acts of 1920, and to transfer the duties imposed by said act to the board of supervisors of Carroll county.

An ACT authorizing the Standard Dredging Company to construct a bulkhead west of Craney Island, in the county of Norfolk, Virginia, and to deposit excavated material behind said bulkhead.
An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding one hundred thousand dollars ($100,000.00), and to provide the levy of a tax to pay interest on said bonds, and to retire the same as they mature.
An ACT to amend and re-enact section 2756 of the Code of Virginia, providing for audit of accounts of certain officers, boards and commissions in certain counties.
An ACT to provide for a commission to study the forestry conditions of the State, to prescribe the powers and duties of said commission and to make an appropriation to carry the provisions of this act into effect.
An ACT to amend and re-enact section 698 of chapter 471 of the acts of assembly of 1928, said chapter being a general revision, consolidation, amendment and codification of the school laws, the section to be here amended, being in relation to school levies.

An ACT to amend and re-enact section 4730 of the Code of Virginia, in relation to public roads, so as to prohibit the erection or maintenance of any structure that would obstruct the view at road and railway crossings, and to prescribe penalties for violations.
An ACT to amend and re-enact section 869 of the Code of Virginia, in relation to the agricultural experiment station at the Virginia Agricultural and Mechanical College and Polytechnic Institute, so as to provide for a survey of the soils of the State, and to appropriate money to carry out such work.
AN ACT to provide for refunding to the town of Buchanan the sum of $1,241.80, being for taxes paid into the State treasury by Buchanan National Bank for the year 1927, which should have been paid to said town.
An ACT providing for a change in the location of a portion of route eighteen of the State highway system, in Nelson county.
An ACT authorizing the purchase by the Commonwealth of the land, with the building thereon, at the northeast corner of Main and Twelfth streets, in the city of Richmond, for uses as an office building, and the transfer of the division of motor vehicles thereto; and the repair and assignment of the offices vacated in the capitol, and making appropriations therefor, and for the purchase of the property within the limits of the capitol square known as the Davis property, in accordance with the option given thereon, and to make appropriation therefor.
An ACT to appropriate the public revenue for the period of four months from the first day of March to the thirtieth day of June, inclusive 1930, and for the two years ending respectively on the thirtieth day of June 1931, and the thirtieth day of June, 1932, including the appropriation of fund which may be derived from certificates of indebtedness authorized by this act to be issued by certain State educational institutions.
An ACT to repeal section 102 of chapter 64, acts of 1895-96, entitled an act to incorporate the city of Newport News, in the county of Warwick, and to provide a charter therefor, approved January 16, 1896, relating to the disposition of money to the credit of the sinking fund; and to amend and re-enact section 91 of said act, relating to the election and duties of the constable; and to amend and re-enact section 103 of said act, as amended by an act approved March 24, 1920, relating to contracts for the erection and construction of public improvements.
An ACT to amend and re-enact an act of the general assembly of Virginia chartering the city of Buena Vista
An ACT to provide a new charter for the town of Occoquan and to repeal all other acts inconsistent with this act.
An ACT to validate certain conveyances of school properties where all legal requirements were not strictly complied with.
An ACT to amend the Code of Virginia by adding thereto ten new sections, numbered 3074-a to 3074-i, both inclusive, authorizing and empowering cities and incorporated towns in this Commonwealth to acquire by lease, purchase or condemnation proceedings any land within, or (with the consent of the local authorities where such land is situated) without the limits of said cities or towns for the purpose of establishing and maintaining municipal airports or aviation landing fields, and to establish, construct, improve, equip, maintain and operate said airports or landing fields, and to provide for the procedure in cases of condemnation and the extent of title acquired; authorizing the lease by the said cities or incorporated towns of the whole or portions thereof to individuals or corporations and the operation of the same, or any part thereof, on such terms and subject to such conditions as may be provided by the local legislative body of said city or incorporated town, and the lease thereof to the government of the United States upon nominal or other rental, or without consideration for aviation, mail delivery or other aviation purposes.
An ACT to amend and re-enact section 1269 of the Code of Virginia, in relation to the establishment of lime grinding plants.
An ACT to amend and re-enact section 4 of an act entitled an act to levy a tax upon motor vehicle fuels; to provide for its collection; to appropriate revenue raised by the same, and to prescribe penalties
