An ACT to authorize and empower the Governor and State Treasurer, jointly, to make certain investments of current funds in the State Treasury, the expenditure of which is not required for the current needs of the State.

An ACT to authorize the governing bodies of certain counties to release certain penalties, interest and costs on real property taxes, under certain conditions.
An ACT to authorize and empower the Board of Supervisors of any county which adjoins a county having a population of 1,000 per square mile, or more, as shown by the last preceding United States Census, to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the board of supervisors and certain other county officers in relation thereto; to prohibit certain county officers, employees and other persons from being interested in transactions in which the county is interested, and making such transactions void; and to repeal all acts and parts of acts inconsistent with this act.
An ACT to provide for a temporary addition to the regular cash compensation of certain State officers and employees, and to prescribe how such additional cash compensation shall be computed and paid; to appropriate funds to carry out the provisions of this act; and to authorize the Governor under certain conditions to terminate such payments by Executive Order.

An ACT to authorize the governing bodies of certain counties to require licenses and impose and collect license taxes on certain motor vehicles used as taxicabs or for the transportation of passengers for a consideration.
An ACT to amend and re-enact Sections 5 and 9, as amended, of Chapter 212 of the Acts of Assembly of 1932, approved March 23, 1932, relating to taxes on motor fuel, and penalty for failure to make certain reports.
An ACT to authorize the County of Orange to assume and pay a certain debt of one of its magisterial districts, and to provide means by which the voters of the county may approve or reject same.
An ACT to provide facilities and opportunity for absentee voting by Virginia members of the armed forces of the United States and certain affiliated services by making certain temporary changes in the primary and general election laws of the State relating to the nomination and election of members of the General Assembly, Governor, Lieutenant Governor, and Attorney General, and all county and city officers, with respect to (a) the effect of failure to register and pay poll taxes by said members upon their eligibility to vote; (b) the furnishing of absentee ballots to all qualified members; (c) the time within which candidates for said offices shall qualify so as to have their names printed on the official ballots, and (d) the time for and method of printing said ballots and the distribution thereof; and to limit the duration of this act.
An ACT to amend and re-enact Section 1887-h of the Code of Virginia relating to Division of Mines, and to duties of the mine inspector as inspector of weights and measures for certain purposes.
An ACT to amend and re-enact Sections 4, 18 as amended, 25 and 28 as amended, of Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, known as “The Motor Vehicle Code of Virginia”
An ACT to amend and re-enact Section 675 of the Code of Virginia, as amended, relating to certain loans to school boards.
An ACT to amend the Code of Virginia by adding a new section numbered 3387-a, providing for copying of certain records in office of clerks of court under certain circumstances.
An ACT to amend and re-enact Sections 20, 25, 37, 40, 47 and 49 of Chapter 217 of the Acts of Assembly of 1918, approved March 14, 1918, which provided a new charter for the City of Clifton Forge, relating to powers of council, taxation, issuance of bonds, disbursements, licenses and Commonwealth's Attorney.
An ACT to authorize the Attorney General to institute mandamus proceedings in the Supreme Court of Appeals in certain cases and under certain circumstances to secure an adjudication by said Court respecting the construction, interpretation or constitutionality of Acts of the General Assembly which direct or require the payment of appropriations of the State Treasury, and to empower said Court to render a final adjudication of said questions.
An ACT to amend and re-enact Section 4676 of the Code of Virginia, as amended, relating to keeping gaming tables, et cetera, and for forfeiture thereof, to provide that the court may award certain tables and other paraphernalia to charitable organizations or war recreation centers.
An ACT to amend and re-enact Sections 1 as amended, 11, 12, 13, 14, and 15-a as amended, of Chapter 431, Acts of Assembly of 1938, approved April 1, 1938, relating to the establishment of a State Registration Board for Contractors, defining its powers and duties, providing for certificates of registration, fees, distribution of moneys, suspension and cancellation of certificates, prescribing punishment for violations, all as to the conduct of the business of contracting, in order to make certain changes in the scope and applicability of certain provisions of the act.

An ACT to amend and re-enact Section 62, as amended, of Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, and known as “The Motor Vehicle Code of Virginia”, such section relating to speed limits for motor vehicles and unlawful driving, so as to permit the Governor by executive order to increase the maximum speed limits of certain motor vehicles, and to remove a provision making the section null and void after a specified date.
An ACT to amend and re-enact Section 541 of the Code, as amended, relating to forests, so as to impose upon the several counties the obligation to make certain annual payments into the State Treasury for the purpose of protection of forests, especially from the ravages of fire, and to prescribe the effective date thereof.
An ACT to transfer jurisdiction and control of a part of the land here- to-fore devoted to the use of the Virginia State School for Colored Deaf and Blind Children to the State Highway Commission to be used as a part of State Highway Route No. 610, Elizabeth City County.

To provide for certain credit to the owner and operator of a motor vehicle truck, who paid the license fee thereon, and was unable to operate the truck for the full license year by reason of his being inducted into the armed forces of the United States.
An ACT to amend and re-enact Sections 683, 684, 685 and 686, as amended, of the Code of Virginia, relating to compulsory school attendance, providing methods for enforcing attendance of certain children at public schools, records and reports and the duties of certain officers relating thereto, and providing penalties for violation.

An ACT to amend and re-enact Sections 1, 11, 12-a and 12-b of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, as amended, relating to sanitary districts in certain counties, so as to include additional counties within the provisions of the chapter, to permit investments of sinking funds in certain bonds, to authorize bond issues by small districts within any such sanitary district, and to prescribe the rights of certain persons whose property is taken or used for improvements in sanitary districts and to further amend such chapter by adding thereto a new section numbered 3-a conferring additional powers as to such districts on boards of supervisors.

An ACT to amend and re-enact Section 8 of Chapter 217 of the Acts of Assembly of 1942, approved March 13, 1942, relating to regional jail farms, so as to limit such farms to male prisoners, to provide that prisoners may be required to work at such farms, and to prescribe how such prisoners may work out certain fines and costs.
An ACT to transfer the jurisdiction and control of certain parcels of land in Smyth County from the Commission of Game and Inland Fisheries to the State Highway Commission, and to authorize the latter agency to use said lands as a part of State Highway Route No. 16.

An ACT to authorize the Virginia Conservation Commission to accept from the Trustees of the Slemp Foundation, created by the will of the late C. Bascom Slemp, a collection of books, printings, and museum pieces, to be known as the “Southwest Virginia Museum”; to operate the same with funds donated by the said Trustees, or others, for that purpose; to enter into agreements with the State Library Board for joint operation of said museum and a public library, and to appropriate money for the purchase of a building in which to house said museum and carry on said activities.
An ACT to transfer the jurisdiction and control of a certain tract of land in Roanoke County from the State Board of Health to the State Highway Commission and to authorize the latter agency to use said land for highway purposes.

An ACT to provide for the recordation by clerks of courts of counties and cities, in a book or books to be designated “Induction and Discharge Record, World War II”, of certain information relating to residents thereof who are serving or have served in the armed forces of the United States in World War II, and to prescribe how the expenses of such recording shall be paid.
An ACT to require and to provide for the effectuation and maintenance of certain public liability and property damage insurance on vehicles engaging in transportation of school pupils and personnel to and from schools.
An ACT to further the interests of national security by authorizing the State Highway Commission at the request of the Army and Navy Departments, Public Roads Administration or other agency of the United States, to construct and maintain or cooperate in the construction and maintenance of flight strips, airfields, and roads leading thereto and to acquire by gift, purchase, or the exercise of the power of eminent domain such property as may be needed for such purposes; to authorize the conveyance of such flight strips, airfields and roads to, or the use of the same by, the United States; and to authorize the sale and conveyance of property acquired, but no longer needed, for such flight strips, airhelds or roads, and to declare an emergency.
An ACT to provide a new charter for the town of Middleburg, in Loudoun County, Virginia; and to repeal all acts or parts of acts in conflict herewith.
An ACT to amend and re-enact Section 3 of Chapter 355 of the Acts of the General Assembly of 1942, prescribing, for the State Corporation Commission and the State Highway Commission, certain powers and duties relating to aviation and aviation facilities.
An ACT to appropriate certain sums of money in aid of certain Confederate Memorial Associations and organizations of the United Daughters of the Confederacy in Virginia, to be used in caring for the graves of and cemeteries wherein are buried Confederate soldiers and sailors, and in erecting and caring for markers and monuments to such soldiers and sailors.
An ACT to amend and re-enact Section 32 of Chapter 288 of the Acts of Assembly of 1924, approved March 20, 1924, which provides a new charter for the town of Salem, the section relating to appropriation ordinance and levy; and to repeal Section 28 of that chapter, which section relates to an annual budget.
An ACT to authorize the Medical College of Virginia to issue and sell certificates of indebtedness to meet certain existing indebtedness, to prescribe how such certificates shall be secured, issued, sold, or otherwise disposed of, and to provide a sinking fund to retire such certificates at maturity,
An ACT to authorize the governing body of any city having a population within certain stated limitations to elect one or more assessors to assess and equalize real estate assessments in the city, and to prescribe the powers and duties of the assessors.
An ACT to authorize and direct the State Highway Commission and the State Highway Commissioner to prepare a twenty-year plan for the development, improvement, maintenance and enlargement of the primary and secondary systems of State Highways, and to make report thereof to the Governor and the General Assembly.
An ACT to amend and re-enact Section 11, as amended, of Chapter 457 of the Acts of Assembly of 1920, approved March 24, 1920, which act amended and re-enacted, as amended, an act entitled “An Act to extend the limits of, and provide for electing trustees for, the town of Marion, in the county of Smyth, and vesting them with certain corporate powers.”
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3042-a, authorizing counties, cities and towns having the right of eminent domain to exercise the right of condemnation in the same manner as is prescribed by law for condemnation proceedings instituted by the State Highway Commission.
An ACT to amend and re-enact Section 351 of the Code of Virginia (as it amended former Section 360 of the Code), relating to The Library Board, appointment, terms, certain powers and duties, and so forth.
An ACT to authorize the State Highway Commissioner to acquire by gift, purchase or condemnation land, easements, rights of way or ether interest in land adjacent to or near land needed for any highway project and to convey the same to public utility companies to be used by them in lieu of other land, easements, rights of way or other interest in land owned by them but needed for such highway project; to give the State Highway Commissioner certain powers with respect to such property.
An ACT to amend and re-enact Section 4, as amended, of Chapter 335 of the Acts of Assembly of 1938, approved March 31, 1938, known as the “Sanitation Districts Law of nineteen hundred thirty-eight”, relating to the incorporation of sanitation districts and the creation of sanitation district commissions.
An ACT to amend and re-enact Section 1006 of the Code of Virginia, as amended, relating to the State Hospital Board and certain of its powers and duties, so as to make certain changes in the per diem expenses of members.
An ACT to authorize the Commission of Game and Inland Fisheries to harvest and sell timber from its land under certain circumstances.
An ACT to amend and re-enact Section 935 of the Code of Virginia, as amended, relating to the Board of Visitors of the College of William and Mary in Virginia.
An ACT to amend and re-enact Chapter 350 of the Acts of Assembly of 1942, approved March 31, 1942, providing for State aid in the development of public library services, so as to authorize the State Library Board to grant from appropriations made for this purpose funds for aiding certain libraries and library systems, peroutarly in rural communities, and to prescribe the powers and duties of the State Library Board and of certain other persons with respect to the expenditure of funds appropriated for such State aid.
An ACT to amend Chapter 380 of the Acts of the Assembly of 1940, as amended, relating to the exercise of the power of eminent domain by the State Highway Commissioner, so as to add a new section thereto, designated as Section 7, providing certain remedies to landowners whose property has been entered upon by the State Highway Commissioner under Section 4 and Section 6 of Chapter 380 of the Acts of Assembly of 1940, as amended.
