An ACT to appropriate certain sums of money in aid of certain Confederate Memorial Associations and organizations of the United Daughters of the Confederacy in Virginia, to be used in caring for the graves of and cemeteries wherein are buried Confederate soldiers and sailors, and in erecting and caring for markers and monuments to such soldiers and sailors.
An ACT to impose a road tax on certain motor carriers operating over the highways of this State; to provide for credits on such tax; to require reports to be made by such carriers; to provide for the administration of this act by the State Corporation Commission; to prescribe remedies for the enforcement of this act and penalties for violations thereof; and to repeal Chapter 108 of the Acts of the General Assembly of 1942, approved March 6, 1942.

An ACT to amend and re-enact Sections 3, as amended, 3-a and 6 of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, relating to the powers and duties of the governing bodies of certain counties with respect to sanitary districts, and the manner of holding elections in such districts.
An ACT to authorize the governing bodies of certain counties to release certain penalties, interest and costs on real estate property taxes, under certain conditions.
An ACT to amend and re-enact Sections 35, 35-b, 35-d, 36, and 36-c of Chapter 342 of the Acts of Assembly of 1932, as heretofore amended by Chapter 377 of the Acts of 1942, said chapters of said acts and amendments thereto being known and designated as the “Motor Vehicle Code of Virginia”, and to further amend said Act by adding thereto a new section to said Motor Vehicle Code designated as Section 35-aa, said sections amended and added relating to fees for registration, licenses of motor vehicles, reduction of fees after certain periods, registration of dealers; fees therefor; gross receipts taxes upon certain motor vehicle carriers, registration of certain vehicles; fees therefor ; certain reciprocal agreements; to amend and re-enact Section 5 of Chapter 212 of the Acts of 1932, as amended, and being known as the “Motor Fuel Tax Act”; and to amend ‘and re-enact Section 4 of Chapter 307 of the Acts of Assembly of 1940, known as the “Use Fuel Tax Act’, the latter two sections relating to the taxes upon motor fuels; and to amend and re-enact Chapter 153 of the Acts of Assembly of nineteen hundred and forty-two relating to the apportionment of the motor fuels tax.
An ACT to amend the Code of Virginia by adding a new section numbered 3205-a, to provide how and when oysters may be taken from the Potomac River by citizens of Virginia or Maryland; to provide for licensing dredges used in taking such oysters; to prescribe penalties for violations; to repeal Section 3206 of the Code of Virginia, as amended, which relates to ‘the same matters, and to provide when this act and such repeal shall become effective; and to repeal all other acts and parts of acts inconsistent wie act.
An ACT to authorize the State Hospital Board to grant and convey to The Brunswick-Balke-Collender Company, an easement for a railroad siding over and across the property of the Southwestern State Hospital at Marion, Virginia.
An ACT for the relief of J. H. Cash
An ACT to provide for the sending of a certain book to the family or nearest relative of each member of the armed forces of the United States from Virginia who died in World War II; and to appropriate funds therefor.
An ACT to amend the Code of Virginia by adding a new section numbered 3573-a authorizing the leasing by the State of the beds of certain waters within the jurisdiction of the State, for certain purposes.
An ACT to authorize the Commission of Game and Inland Fisheries to sell and convey certain of its property and to appropriate the funds received therefor.
An ACT to authorize and empower the board of supervisors of any county adjoining any city within or without this State having a population of more than one hundred twenty-five thousand according to the last preceding United States census to establish a department of public utilities, and to authorize any such Board to employ personnel and to make rules and regulations for the operation of such department.
An ACT to amend and re-enact Chapter 155 of the Acts of the General Assembly of 1942, being “an act to authorize the State Highway Commission to provide by-passes through or around cities and incorporated towns, and to make the provisions of general law with respect to certain roads and highways applicable to such by-passes”

An ACT to authorize the State Highway Commissioner, with the approval of the Governor, to exercise the power of eminent domain to acquire, for temporary use and operation by the State Highway Department, certain ferries, steamboats, docks, wharves, facilities and equipment used in operating the same, under circumstances where the owners or operators are unable or unwilling to operate same.
An ACT to amend and re-enact Section 2724-b of the Code of Virginia, relating to boards of supervisors providing funds for working roads in the counties, so as to include water and sanitary systems.
An ACT to amend and re-enact Section 7 of Chapter 98 of the Acts of Assembly of 1940, approved February 27, 1940, authorizing establishment of mosquito control districts, the section relating to levy of taxes.
An ACT to appropriate money to the Virginia Conservation Commission, to be used for the purchase of the Ayers Building, in the town of Big Stone Gap.
An ACT to authorize the governing bodies of counties to provide shelters, platforms or other structures at points on school bus routes for the protection and comfort of school children.
An ACT to amend and re-enact Section 1952, as amended, of the Code of Virginia so as to provide for reimbursing cities one-half of the compensation paid clerks, bailiffs, and other employees of juvenile and domestic relations courts.

An ACT to amend and re-enact Section 242 of the Tax Code of Virginia, as amended, in relation to general reassessments of real estate in cities and counties, and making an appropriation to enable the Department of Taxation to render advisory aid and assistance.

An ACT to amend and re-enact Section 80, as amended, of the Game, Inland Fish and Dog Code of Virginia, relating to the disposition of funds accruing from license taxes on dogs.
An ACT to authorize the governing body of the County of Prince Edward to appropriate county funds for the purchase or erection and maintenance of certain property as a memorial to certain war veterans.
An ACT to provide for the submission of proposed amendments to Section 183 of the Constitution of Virginia to the qualified voters for ratification or rejection, and to prescribe when and how such referendum shall be had, and the manner in which the results thereof shall be ascertained and certified, the returns canvassed, and the vote thereon proclaimed by the Governor.
An ACT to require the State Board of Education to make a survey regarding the advisability of establishing a certain radio network in Virginia for educational purposes and to make an appropriation.
An ACT to provide how fire departments and fire companies may be established in counties; to authorize the governing bodies of certain counties or towns to enter into contracts with the governing bodies of certain other counties or towns, concerning fire protection in such counties and towns; to prescribe the limitations of liability when any fire department or fire company is operating outside the limits of the county or town wherein it was established or formed; to authorize the governing bodies of counties to provide for compensation to firemen injured, or the families of firemen killed, and to appropriate money for such purpose, and for other purposes in connection with the maintenance and operation of such fire departments or companies; and to repeal all acts and parts of acts in conflict with this act.

An ACT to amend the Code of Virginia by adding a new section numbered 2773-g 1 relating to bonds of county officers and employees in certain counties.
An ACT to amend and reenact Section 2958 of the Code of Virginia, as amended, relating to the extension of corporate limits of cities
An ACT to authorize the State Hospital Board to sell and convey on behalf of the Commonwealth certain timber on the Dunbar Meadowfield tracts in James City County, and to appropriate the moneys derived from any such sale.
An ACT to amend the Code of Virginia by adding a new section numbered 5377-b, relating to the duties of fiduciaries with respect to obligations of the United States payable to or collectible by other persons.
An ACT to amend and reenact Section 698, as amended, of the Code of Virginia, providing for the levying of taxes and the appropriating of money by counties, cities and towns for public school purposes.
An ACT to amend Chapter 175 of the Acts of Assembly of 1946, approved March 12, 1946, providing water supply systems in certain counties by adding three new sections numbered 7-b, 7-c and 7-d relating to bond issues.
An ACT to amend and reenact Section 13, as amended, of Chapter SO of the ees oe Assecably of 1928, approved March 27, 1928 and known as the Virginia Banking Rees relating to the establishment and operation of branch banks.
An ACT to amend and reenact Section 4, as amended, of Chapter 96 of the Acts of Assembly of 1872-1873, in force February 21, 1873, which incorporated the town of Lebanon, in Russell County, the section relating to powers of the council of the town.
An ACT to authorize certain produce market authorities to acquire by purchase, lease or condemnation, real estate necessary for its corporate purposes, which real estate may be located within or without the corporate limits of the city for which it is established; and to provide that any such market authority may be located either within or without such city.
An ACT to provide for the supervision, regulation and fixing of premiums, rates and charges for and with respect to insurance against loss or damage by, from or as a result of fire, windstorm, tornado, hail, lightning, explosion, riot and civil commotion on and with respect to risks protected in whole or in part by automatic sprinklers when such risks are insured in connection with an inspection service, other kinds of insurance which fire insurance companies and insurers writing fire insurance are authorized to write on or with respect to such risks, and inland marine insurance on or with respect to risks located in Virginia.
An ACT to provide a new charter for the town of Pulaski, in the county of Pulaski, and to r the charter which was provided for said town by Chapter 242 of the Acts of Assembly of 1910, approved March 16, 1910, and all acts and parts of acts amendatory thereof, and all other acts inconsistent with this act.
An ACT to amend and reenact Section 3485 of the Code of Virginia relating to fees of clerks of courts of record.
An ACT to amend and reenact Sections 5222-b, 5222-c, 5222-d, 5222-e, and 5222-f of the Code of Virginia, and to further amend the Code of Virginia by adding thereto two new sections numbered 5222-j and 5222-k, the amended and new sections relating to the subdivision of lands, authorizing regulations providing for public improvements on lands to be subdivided, and providing for the enforcement of the requirements of the chapter and to except certain counties from the provisions of this act and of pter 211-A of the Code of Virginia.

An ACT to amend and reenact Sections 1 and 5 of Chapter 431 of the Acts of Assembly of 1922, approved March 24, 1922, relating to the manufacture and sale or offering for sale of paint, turpentine or linseed oil or any substitute therefor.
An ACT to amend and reenact Section 6, Section 7 and Section 12, of Chapter 22 of the Acts of Assembly of 1946, approved February 18, 1946, relating to the creation of a commission known as “The Peninsula Airport Commission”, and providing for the establishment and operation of airports and air navigation facilities by such commission, and prescribing the rights, powers, duties and functions of such commission, and of the counties, cities and towns for which such commission was created.
An ACT to make it unlawful to hunt or shoot any wild bird or wild animal with certain firearms in the county of Caroline; and to provide penalties.
An ACT to amend and reenact section 9 of Chapter 415 of the Acts of 1932 as amended and reenacted by Chapter 135 of the Acts of 1946 entitled "An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, baiiges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict, herewith, approved March 31, 1932, as heretofore amended," and to amend and reenact section 9 of said Act, approved March 9, 1946, so as to increase the amount of money, to provide the manner and terms of payment and how the money shall be expended.

An ACT for the Relief of Mrs. Mary G. McLeod.
An ACT to amend Chapter 266 of the Acts of Assembly of 1946, approved March 25, 1946, which authorized the Governor to execute in the name of the Commonwealth of Virginia, a deed conveying, subject to certain jurisdictional and other limitations, to the United States of America certain submerged lands containing approximately 3,400 acres, situate in Hampton Roads area, by adding a new section numbered Section 2, relating to claims for damages as may occur to public or leased oyster beds.
An ACT to amend and reenact Chapter 354, as amended, of the Acts of Assembly of 1942, approved April 1, 1942, relating to establishment, terms and conditions of certain medical scholarships, so as to expand the provisions thereof and make an appropriation therefor.
An ACT to amend and reenact Section 8 of Chapter 332 of the Acts of Assembly of 1946, approved March 27, 1946, relating to provision of free textbooks in the public schools.
An ACT to amend and reenact Chapter 361 of the Acts of Assembly 1946, approved March 28, 1946, which provided for the establishment of ore departments and fire companies in counties and authorized the governing bodies of counties to provide for fire protection, so as to extend the operation of the act.
An ACT to authorize and empower the board of supervisors of any county having authority to acquire, construct and operate a water supply system or systems under authority of chapter one hundred seventy-five of the Acts of Assembly of nineteen hundred forty-six, and as amended, and the board of supervisors of such counties when and if authorized and empowered by the Acts of the General Assembly of nineteen hundred forty-eight to acquire, construct, and operate a sewer system or sewer systems in any such county, to purchase any such systems from any sanitary district in any such county and to make just and commensurate payment to such sanitary district or districts by way of cash settlement and/or the assumption of any indebtedness against any such sanitary district by reason of any such system or systems; to authorize the board of supervisors to make loans, deposits or investments of any funds on hand to pay any such indebtedness until any such indebtedness may become callable.
An ACT to amend and reenact Section 636 of the Code of Virginia, as amended, relating to loans from the literary fund.
An ACT relating to tobacco; to create the Virginia Bright Flue-Cured Tobacco Commission and to prescribe its powers and duties; to promote the sale, consumption and exportation of Virginia bright flue-cured tobacco by providing for campaigns at education, advertising, publicity, sales promotion and research; to levy an excise tax on certain tobacco in Virginia, to provide for its collection, and to appropriate the revenue derived from it; and to provide penalties for violations of this act.
An ACT to amend and reenact Sections 3, 10, 11, 17, 20, 23, 27, 28, 29, 33, and 42 of Chapter 473 of the Acts of Assembly of 1942, approved April 6, 1942, which chapter provided a new charter for the town of Blacksburg in the county of Montgomery, and the amended sections relating to the powers, duties, functions and procedure of the council, the annual budget, the appointment of town officials and employees, audits of the town’s finances, the subdivision of lands, and town planning and zoning.
An ACT to amend and reenact Section 401 of the Code of Virginia, as amended, relating to the sale and distribution of State publications.
An ACT to amend and reenact Section 1914, as amended, of the Code of Virginia so as to provide for reimbursing cities two-thirds of the salaries of officers and employees engaged in maintaining juvenile detention homes, and for the payment of other expenses incident thereto.
An ACT to amend and reenact Section 23, as amended, of Chapter 325 of the Acts of Assembly of 1942, approved March 31, 1942, and known as the Virginia Retirement Act, relating to benefits to teachers who were retired under Chapter 36 of the Code of Virginia as it existed immediately prior to the establishment of the Virginia Retirement System; to prescribe a minimum retirement allowance for every such teacher, and to make an appropriation.
An ACT to amend and reenact Section 5189 of the Code of Virginia, as amended, relating to docketing conditional sales contracts, and certain other contracts, so as to increase docketing fees.
An ACT to amend Chapter 440, as amended, of the Acts of Assembly of 1889-1890, approved March 3, 1890, which provided a new charter for the town of Liberty and changed its name to Bedford City (and which is now known as Bedford) by adding a new section numbered 3/-a, relating to care of cemeteries, and to validate certain acts.
An ACT to authorize the governing body of the county of Greens-
An ACT to amend and reenact Sections 4804 and 4805, as amended, of the Code of Virginia, dealing with appointment of conservators of the peace and special policemen in certain counties, by permitting such appointment in cities and towns.
An ACT for the relief of M. E. Weast.
An ACT to amend and reenact Sections 1, 5, 7, 11 and 12 of Chapter 386 of the Acts of Assembly of 1940, approved April 1, 1940, enabling counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America; now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.
An ACT to amend and reenact Section 16 of Chapter 14 of the Acts of Assembly of 1947, Extra Session, approved January 29, 1947, to provide for the deposit of State funds in the hospital construction fund; and to amend said chapter by adding two new sections numbered 16-a and 16-b, prescribing conditions for the deposit and expenditure of State funds, and to confer certain powers upon the governing bodies of counties and cities.
An ACT to amend and reenact Section 20, as amended, and Section 9, of Chapter 52 of the Acts of Assembly of 1887-88, approved January 30, 1888, being the charter of the town of South Boston, Virginia, and to add thereto a section numbered 30, so as to authorize the appointment and fix the powers of a police justice for the town, to provide a maximum tax rate and to authorize the levy and collection of taxes on amusements and electric light.

An ACT to amend Chapter 184 of the Acts of Assembly of 1934, approved March 27, 1934, which provided for the management, control, maintenance and operation of the Virginia Museum of Fine Arts by adding a new section numbered l-a conveying certain rights to the Museum.
An ACT to authorize the governing bodies of political subdivisions to exercise certain powers relative to the adoption of certain ordinances.
An ACT to authorize the governing body of the town of Emporia to appropriate funds of such town for the purchase, construction, maintenance, repair and operation of recreation centers, parks, libraries, civic centers, hospital or health centers.
An ACT to provide that all existing leases of lands for the operation and development of oil and gas in the State of Virginia shall be construed as if containing certain provisions with respect to offset wells.

An ACT to amend and reenact Section 11 of Chapter 435 of the Acts of Assembly of 1926, approved March 24, 1926, the chapter providing a new charter for the town of Floyd, and the section relating to the levy and collection of taxes.
An ACT to amend Chapter Iv of an act to provide a charter for the city of Petersburg
An ACT to amend and reenact Section 14 of Chapter 52 of the Acts of Assembly of 1887-1888, approved January 30, 1888, which provided a new charter for the town of South Boston, the section relating to the separate school district for the town.
An ACT for the relief of Mrs. Blanche M. Shifflett.
An ACT to amend and reenact Sections 1 as amended, 2, 3, 7 and 16 of Chapter 305 of the Acts of Assembly of 1944, approved March 29, 1944, the chapter and sections relating to imposition of special assessments in certain counties for public improvements.
AN ACT requiring certain dry or abandoned oil wells in the State to be plugged, sealed or filled; and to provide equitable relief and penalties for violations.
An ACT to authorize the Board of Supervisors of the county of Roanoke to transfer to The Roanoke County Public Health Association, Incorporated, either by gift, sale or lease, all or part of the lands, buildings and appurtenances now used or usable by The Roanoke Coanty, Public Health Association, Incorporated, in its operation of the Mercy House in Roanoke County, to place certain restrictions upon such transfer, and to exclude this bill from the provisions of certain named Acts.
An ACT to amend and reenact Section 674, as amended, of the Code of Virginia, validating school bonds heretofore issued, notwithstanding certain defects.
An ACT for the relief of M. L. Dutton.
An ACT to amend and reenact Chapter 395 of the Acts of Assembly of 1940, approved April 1, 1940, so as to authorize consolidation of certain counties, cities and towns into a single city or a single county or a single city and one or more counties, and to add three new sections to such chapter numbered 3-a, 3-b and 6-a relating to the consolidation agreements and plans.
An ACT for the Relief of Mrs. Mont Gilbert.
An ACT to amend and reenact Sections 1, as amended, 2, as amended, 6 and 7 of Chapter 129 of the Acts of Assembly ‘of 1936, approved March 9, 1936, relating to motor vehicle carriers, and to add a new section, 7. relating to filing fees for permits.
An ACT to amend and reenact Section 1058 of the Code of Virginia relating to expenses of certain insane, epileptic or feeble-minded persons and persons addicted to drugs or the intemperate use of alcohol, and to amend the Code of Virginia by adding 5 new sections numbered 1058-a through 1058-e, requiring reimbursement of the State for the care of such persons and providing for the collection thereof.
