An ACT to amend and re-enact Section 2701 of the Code of Virginia, relating to the appointment, powers, and removal of certain deputies.
An ACT to prohibit any and all State owned and State supported institutions of higher learning from awarding free scholarships to out of State students.
An ACT in relation to sanitation districts heretofore or hereafter created, for the relief of the tidal waters of the State from pollution and the consequent improvement of conditions affecting the public health and the natural oyster beds, rocks and shoals; providing for the creation of such districts; providing for the creation and organization of sanitation commissions in sanitation districts heretofore or hereafter created under this or any other act, and for the appointment, terms, compensation, suspension and removal of the members of such commissions; prescribing the rights, powers and duties of such commissions; authorizing such commissions to contract debt, borrow money and issue bonds and other obligations of such commissions therefor, and prescribing the mode or procedure for and regulating the issuance of such bonds and other obligations, and providing for the payment or redemption thereof; and enlarging and prescribing the rights, powers and duties of counties, cities and towns in relation to such districts and commissions.
An ACT to amend and re-enact Section 13 of an act entitled “an act to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board; to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act,” approved March 29, 1934, as heretofore amended, in relation to the salaries and expenses of commissioners of the revenue in cities containing more than 175,000 inhabitants.
An ACT to authorize the State Commission on Conservation and Development, with the approval of the Governor, to sell and convey all right, title and interest of the said commission and of the Commonwealth of Virginia in and to two small tracts of land in Henry county.
An ACT to amend and re-enact sections 12, 13, 14 and 15 of an act entitled “An act to provide a new charter for the town of Salem, Virginia, and to repeal all acts or parts of acts in conflict therewith”
An ACT to amend and re-enact Section 2773-n of the Code of Virginia, relating to elections on the question of adopting certain forms of county government, and the election and salaries of members of the county boards in counties adopting any such form of government.
An ACT to amend and re-enact Sections 1626, 1631 and 1632, as amended, and 1635, 1636, 1637 and 1638, as amended, of the Code of Virginia, in relation to optometry and the practice of optometry in Virginia.
An ACT to amend and re-enact-section 291 of the Code of Virginia, as heretofore amended, relating to disabilities to hold office and exceptions
An ACT to create a sanitary district in Chesterfield County, Virginia, to provide for the construction, acquisition, maintenance and operation by said district of water supply, sewerage, light and power and gas systems, and fire fighting system by such district; to provide for the issuance of district bonds on behalf of such district for said purposes, and to provide funds for establishing and operating such public utilities therein; To empower the board of supervisors of said county to require the connection with and use of the public utilities provided for herein.
An ACT to amend the Code of Virginia by adding thereto a new section numbered Section 197-a, providing how certain special elections and referenda may be called and held, and the results thereof ascertained and certified.
An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 2773, providing compensation for clerks of boards of supervisors; and to repeal section 2772-a of the Code of Virginia.
An ACT to amend and re-enact Section 2773-n 29 of the Code of Virginia, relating to boards of county supervisors under the county manager form of government, so as to provide that in counties having not more than four magisterial districts and adjoining a city in this State having a population of 180,000 inhabitants or more according to the last preceding United States census, the members of the boards of county supervisors shall be elected by the qualified voters of the magisterial districts of such counties.
An ACT to amend and re-enact Section 3146 of the Code of Virginia, in relation to the Commission and Commissioner of Fisheries, so as to provide that the office of the Commissioner of Fisheries shall be in the city of Newport News.

An ACT to provide that, in any suit or action in which the title to any lot which was sold, and conveyed to the purchaser, by the trustees of the town of Lovingstown, under the provisions: of “An act establishing a town on the lands of James Loving, in the county of Nelson’, passed January 24, 1809, is brought in question, proof of the continuous actual possession of said lot by the claimants thereof, under color of title or claim of right, through a period of at least fifty years shall raise a prima facie presumption that the building requirements of said act, or of a certain act amendatory thereof, were complied with.
An ACT to require non-resident persons, firms, corporations, associations or societies who or which advertise and/or offer for sale any form of insurance or contract of indemnity within the State of Virginia to appoint the Secretary of the Commonwealth and his successor in office as agents upon whom process may be served; to require certain information regarding insurance and contracts of indemnity to be filed with the State Corporation Commission; and to empower the State Corporation Commission to issue, cease and desist orders against persons, firms, corporations, associations, or societies for failure to comply with the provisions of this act.
An ACT to amend and re-enact Section 1494 of the Code of Virginia, relating to rules and regulations of boards of health.
An ACT to amend and re-enact Section 7-a of an act entitled, “An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof”
An ACT to validate substitutions of trustees under deeds recorded in Virginia heretofore made in the courts of Virginia without sufficient notice or without any notice to some one or more of the persons interested in the trusts of such deeds, and to validate acts done by such substituted trustees.
An ACT to amend and re-enact Section 708 of the Code of Virginia, as heretofore amended, relating to the public schools and officers and teachers thereof.
An ACT to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled “An act to incorporate the town of Herndon, in the county of Fairfax”
An ACT to amend and re-enact Section 50, as heretofore amended, of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith. and to provide penalties for the violations thereof"
An ACT to amend and re-enact Section 3845 of the Code of Virginia, being in relation to service of process or notice on foreign corporations and societies.
An ACT to amend and re-enact Section 435 of the Tax Code of Virginia, as heretofore amended, relating to what property is exempt from taxation, State and local.
An ACT to provide minimum standards for plumbing and plumbing materials; to define plumbing and plumbing materials as used in this act; to provide for inspection and tests; to prescribe penalties.
An ACT to provide additional funds for the operation of the Banking Division of the State Corporation Commission by authorizing the said Commission to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, building and loan associations, industrial loan associations, credit unions and small loan companies, and to prohibit the imposition of such fees and assessments upon National banks, to repeal all acts and parts of acts inconsistent with this act, and for other purposes.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726 and 2726-a to 2726-1, both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726-m to 2726-y, both inclusive of the Code of Virginia, relating to the same matters.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 698-b, providing how certain special elections and referenda on proposed increases in school taxes may be called and held.
An ACT to amend and re-enact Section 581 of the Code of Virginia, as heretofore amended, in relation to the establishment of the art commission, so as to provide for an additional member of such commission.
An ACT to authorize, empower and direct the Governor for and on behalf of the Commonwealth of Virginia, to convey to the United States of America, without consideration, all the right, title and interest of the Commonwealth in and to a certain tract of land situated in Rappahannock County and adjoining the Shenandoah National Park, and to prescribe the respective jurisdiction and powers of the United States and the Commonwealth of Virginia thereover.

An ACT to make the city of Fredericksburg a part of the 15th judicial circuit; to establish a circuit court for said city and prescribe the time for holding terms thereof; to make the judge of the 15th judicial circuit the judge of the said circuit court; to prescribe the jurisdiction of said circuit court; to transfer to said circuit all suits, actions, proceedings and matters pending in the corporation court; to provide for the clerk and other officers of said circuit court, and a Commonwealth’s attorney for said city; and to transfer to the clerk’s office of said circuit court and make parts of the records therein, all record books, papers and records of and in the clerk’s office of the corporation court; and to provide when this act shall be in force.
An ACT to amend the Code of Virginia by adding thereto a new Section to be numbered 4204-a, relating to the investment of the minimum capital and surplus of insurance companies other than life.
AN ACT validating, ratifying, approving and confirming proceedings heretofore taken, and elections heretofore held, to provide for and relative to the authorization, issuance, sale, execution and delivery of bonds by or on behalf of sanitary districts.
An Act to amend and re-enact Sections 4 and 26 of the charter of the city of Charlottesville
An ACT to amend and re-enact Section 6096 of the Code of Virginia, relating to the filing of petitions by certain persons in pending chancery causes, so as to provide that such petitions may be filed without first obtaining leave of court.
An ACT to amend and re-enact Section 389 of the Code of Virginia, relating to distribution of copies of bills, joint resolutions, documents and calendars of the House of Delegates and of the Senate.
An ACT to amend and re-enact Section 2715 of the Code of Virginia, relating to calling special meetings of boards of SOEL TOE and matters which may be considered at such meetings.
An ACT to amend and re-enact Section 2773-1 of the Code of Virginia, relating to annexation of counties or parts thereof which have adopted a form of county organization and government provided for in Sections 2773-a to 2773-n, both inclusive, of the Code of Virginia, constituting a portion of Chapter 109-A of the said Code.
An ACT to provide a new charter for the town of Hillsville, situated in Carroll County, and to repeal all other acts inconsistent with this act, when this act shall become effective.
An ACT to amend and re-enact Section 5078 of the Code of Virginia, as heretofore amended, relating to issuance of marriage licenses for certain persons under twenty-one years of age.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered Section 3083-a, relating to bond issue elections in any town situated partly in two or more counties, and providing for the ordering, holding and certifying of such elections.
An ACT to amend and re-enact Section 2773-n 4 of the Code of Virginia, relating to boards of county supervisors under the county executive form of county organization and government, so as to provide that in certain counties adopting such county executive form the members of the boards of county supervisors shall be elected by the qualified voters of the magisterial districts of such counties.
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698-a of the Code of Virginia, relating to the same matters.

An ACT to amend and re-enact Section 1 of an act entitled ‘An Act to provide for the sexual sterilization of inmates of State institutions in certain cases’
An ACT to amend and re-enact Section 298 of the Code of Virginia, as heretofore amended, relating to continuance of cases where an officer or a member of the General Assembly is a party to such case, or attorney for a party thereto.
An ACT to provide for the creation of a Commission on reapportionment to assist the General Assembly in the reapportionment of the Commonwealth into Senatorial and House Districts, to prescribe the duties and functions of such commission, and to appropriate to the said commission the sum of $2,000, or so much thereof as shall be required, for expenses of the commission and the members thereof.
An Act to prescribe the qualifications of newspapers in which may be published, ordinances, resolutions, advertisements or notices, required by law to be published in a newspaper.
An ACT to authorize and empower the heads of the several administrative departments, divisions, institutions and agencies of the State to cause, with the approval of the Governor, the records and papers of their respective departments, divisions, institutions and agencies to be photographed or micro-photographed and destroyed, under certain conditions to authorize the acquisition and use of certain facilities and equipment relating thereto, and to provide for the admissibility in evidence of such photographs, microphotographs and photographic and photostatic copies thereof.
An ACT to amend and re-enact Section 401-p of the Code of Virginia, relating to public printing, so as to provide that Chapter 25 of the said Code relating to public printing, unless otherwise ordered by the Governor, shall not apply to the binding of certain books and other literary material of libraries operated by the State of Virginia or under its authority.
An ACT establishing a commission to prepare plans for appropriate exercises to be held in 1944 commemorating the 325th Anniversary of the meeting in 1619 at Jamestown, Virginia, of the first Legislative Assembly in the New World.
An ACT to amend Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, by adding thereto a new section numbered 31-a, authorizing and prescribing the method of contesting local option elections held under the provisions of the said act.
An ACT to enable counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America, now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.
An ACT to amend and re-enact section 89 of the Code of Virginia, as heretofore amended, relating to compensation of members of electoral boards.
An ACT to amend and re-enact Chapter 129 of the Acts of the General Assembly of 1938, approved March 12, 1938, so as to provide, among other things, to authorize the governing bodies of counties, cities, and towns to adopt ordinances prohibiting or regulating the sale of wine and beer, or either of them, between certain hours of certain days; to provide for the issuance of retail beer and wine licenses in accordance with the provisions of, and the suspension or revocation of such licenses of persons convicted of violation of such ordinances: and to provide that such ordinances when so adopted so likewise prohibit the sale of beverages as defined in Chapter 3 of the Acts of the General Assembly of 1933, approved August 29, 1933, and the consumption of wine, beer and beverages, or any one or more of them, upon any establishment licensed to sell wine, beer or beverages, or any one or more of them.
An ACT to amend and re-enact Section 2773-a of the Code of Virginia, relating to the application of Sections 2773-a to 2773-n, both inclusive, of the Code of Virginia, constituting a portion of Chapter 109-A of the said Code, relating to certain optional forms of county organization and government, so as to make such sections, subject to approval of a majority of the qualified voters of such county, applicable to any county having less than sixty square miles of high land or land above low water line or mark.
An ACT to amend and re-enact Section 2917 of the Code of Virginia, relating to the government of cities upon their transition from cities of the second-class to cities of the first-class
An ACT to amend and re-enact Section 267 of the Tax Code of Virginia
An ACT to provide a complete form of county organization and government for counties in this State adjoining a county having a density of population of 600 or more per square mile according to the last preceding United States Census, and to prescribe the conditions upon which such form of county organization and government shall become effective in any such county and may thereafter be discontinued.
An ACT to amend and re-enact Sections 22, 27 and 28 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, as here- tofore amended, which act is known, designated and cited as “The Alcoholic Beverage Control Act’’, said sections relating to license and excise taxes, and to further amend the said act by adding thereto a new section numbered 17-a, levying a State tax upon alcoholic beverages, as defined in the said act, providing for the collection of the said State tax, and providing for the payment of all moneys so collected into the State treasury.
An ACT to define utility assets, utility securities and public utilities; to regulate the acquisition and disposition of such utility assets and utility securities by such public utilities; to prescribe the powers and duties of the State Corporation Commission with reference thereto; and to prescribe penalties for violations of the provisions of this act.
An ACT to authorize the boards of supervisors and other governing bodies of the counties to release upon certain conditions the liability for interest, penalties and accrued costs on unpaid county and district taxes upon real estate for the year 1938 and all previous years, and to release officers charged with the collection of such taxes from liability for such interest, penalties and costs,

An ACT to amend and re-enact Section 322 of the Code of Virginia, relating to Commissioners for the Promotion of Uniformity of Legislation in the United States.
An ACT to provide for better sanitation in and around Hampton Roads; to provide for and create the Hampton Roads Sanitation District, in which shall function the Hampton Roads Sanitation Commission, and other sanitation districts and commissions in said area; to declare the necessity therefor and benefits thereof; to provide the boundaries of said districts; to appropriate $50,000.00 for each year of the biennium beginning July first, nineteen hundred and forty to the Hampton Roads Sanitation Commission for the purpose of carrying out the provisions of law applicable thereto and paying obligations of the Hampton Roads Sewage Disposal Commission; and to repeal an act approved March twenty-seventh, nineteen hundred and thirty-four, and an act approved March twenty-seventh, nineteen hundred and thirty-six, as amended, both with respect to Hampton Roads Sewage Disposal Commission, and an act approved March thirty-first, nineteen hundred and thirty-eight, with respect to Hampton Roads Sanitation District.
An ACT to provide for a continuing board of equalization of real estate assessments for any county having a population of not more than thirty thousand and adjoining a city having a population of not less than one hundred thousand nor more than one hundred and fifty thousand; to prescribe the term of office and the powers and duties of the members of such boards, and to provide for their compensation.
An ACT to fix the salaries of the members of the board of commissioners, or of the county board, as the case may be, in counties which adopt certain optional forms of county organization and government.
An ACT to amend the Code of Virginia by adding thereto a new section, numbered 19-c, relating to the cession by the Commonwealth of Virginia to the United States of jurisdiction over certain lands in Virginia.
An ACT to amend and re-enact section 394 of the Code of Virginia, relating to the printing and distribution of the reports of State departments and agencies, so as to provide that the same, with certain exceptions, shall be edited and condensed, and printed and distributed bi-ennially in consolidated form.
An ACT to amend and re-enact sections 306 and 307 of the Code of Virginia, as heretofore amended, relating to the duties of the Clerk of the House of Delegates.
An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to amend and re-enact Section 644-a of the Code of Virginia, relating to certain officers who may not be members of county school boards.
An ACT to amend and re-enact Section 4257-d of the Code of Virginia relating to officers and directors of insurance companies being pecuniarily interested in certain transactions.
An ACT to amend and re-enact an act entitled ‘‘An act providing how a subdivision of land into villa sites, blocks, lots, streets and alleys, in Fairfax county, shall be made; certificates of source of title, boundary markets, recorda-<br />tion, power of board of supervisors to regulate and effect of copies of plats or extracts therefrom attested by the clerk in whose office recorded.”
An ACT to amend and re-enact Section 7, Chapter 2, of an act entitled ‘An Act to provide a new charter for the city of Fredericksburg, Virginia, and to repeal the existing charter of said city, and all other acts or parts of acts in conflict herewith.’
An ACT to amend and re-enact an act entitled ‘‘An act to regulate investments of domestic life insurance companies.’’
An ACT to provide a new charter for the town of Gate City, in the county of Scott, and to repeal all acts and parts of acts inconsistent therewith, and to provide for a referendum.

An ACT to amend and re-enact Section 58 of an act entitled “An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith and to provide penalties for the violation thereof.”
An ACT to amend Chapter 3 of the Acts of Assembly, Extra Session, 1933, known as the 3.2 Beverage Act, approved August 29, 1933, by adding thereto a new section to be numbered 11-1, in relation to excise taxes.
An ACT to repeal Chapter 116, Acts 1930, approved March 10, 1930, relating to building and loan associations.
An ACT to validate deeds for real estate purchased under the provisions of Section 2495 of the Code of Virginia.
An ACT to amend the Code of Virginia by adding a new section numbered 1615-a, authorizing the State Board of Medical Examiners to admit to examinations given by such board, applicants otherwise qualified who have completed the prescribed courses in not less than thirty-two months.
An ACT to amend and re-enact Section 3 of Chapter 360 of the Acts of the General Assembly of 1922, approved March 23, 1922, said chapter, as heretofore amended, relating to the conduct of business under assumed or fictitious names or by partners, so as to provide that failure to comply with the provisions of the said act shall not prevent recovery on any cause of action heretofore or hereafter arising.
An ACT to authorize patent attorneys to practice patent law in Virginia so long as the U. S. Patent Office, or any part thereof, is located in Virginia, without being licensed as attorneys at law in Virginia, under certain conditions; and to require a license of and impose a license tax upon any such attorney who maintains an office in this State.
An ACT to amend arid re-enact Section 29 of an Act entitled 'An Act to provide a new charter for the town of Covington, in the county of Alleghany, and to repeal all other acts with reference thereto.'
An ACT to provide for the abatement of penalties and interest on certain taxes assessed against persons in the armed forces of the United States.
An ACT to provide for the appointment of a general registrar for any county having a density of population of 1,000 or more per square mile, and to prescribe the duties of such general registrars.
