An ACT to incorporate the City of Arlington, the corporate limits which shall include the entire area of the County of Arlington, subject to referendum.
An ACT to prohibit, with certain exceptions, the sale, the offering and exposing for sale, and the use of, fireworks during the period defined in this act, to provide for the issuance of permits for the use of fireworks, under certain conditions, and to prescribe penalties.
An ACT to amend the Code of Virginia by adding thereto a new chapter, numbered 216-A, and twelve new sections, numbered 5333-a to 5333-1, providing for the adoption of children and prescribing the procedure and incidents thereof; and to repeal Section 5333 of the Code of Virginia, as heretofore amended.
An ACT to amend the Code of Virginia by adding a new section numbered 5338-a, to remove the disability of infancy for the purpose of passing the contingent right of curtesy and dower, and to repeal Chapter 293 of the Acts of the General Assembly of 1922, approved March 20, 1922, relating to the same matter.
An ACT to amend and re-enact Section 4830 of the Code of Virginia, as heretofore amended, relating to bail by bail commissioners and clerks of courts.
An ACT to amend and re-enact Sections 11, 63 and 64, as heretofore amended, of an act entitled "An Act to incorporate the City of Newport News, in the County of Warwick, and to provide a charter therefor."
An ACT to provide a new charter for the Town of North Tazewell, in the County of Tazewell, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Section 6172 of the Code of Virginia, as heretofore amended, authorizing courts to strike certain cases from its docket, and prescribing how such cases may be reinstated.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 6071-a, relating to orders of publication in proceedings to enforce liens for taxes assessed upon real estate.
An ACT to amend and re-enact Section 4234 of the Code of Virginia, relating to enforcement of penalties against insurance companies, and appeal.
An ACT to abolish the special town school district of the Town of Falls Church, in Fairfax County, except for the purpose of representation on the county school board; to provide for the transferring of all property owned by or held for the use of said town school district, including all funds standing to the credit of the district, to the county school board; to provide that all outstanding bonds and other valid obligations of said district shall constitute valid obligations of said county; to provide for levying taxes for the payment of such bonds and obligations; and to provide that if and when it shall be determined in the manner prescribed by law, that the Town of Falls Church has sufficient population to constitute it a city of either the first or second class, the schools within the boundaries thereof shall be under the jurisdiction of the county school board of Fairfax County, and the school taxes thereafter levied upon the property within such boundaries, shall be annually levied and collected by the city and paid over to the county.
An ACT to amend and re-enact Sections 5 and 19, as heretofore amended, of an act entitled “An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk.”, approved March 20, 1924, said sections relating to the councilmen, mayor and other officers of the city; and to further amend the said act by adding a new section numbered 20-a, authorizing the council to establish and maintain a system of pensions, a plan for group insurance for city employees, under certain circumstances; and to repeal Section 12 of said act, being Section 12 of the charter of the city of South Norfolk.
An ACT relating to the public health, providing for the establishment of special emergency health and sanitation areas; and providing for the making and enforcing of health and sanitation rules and regulations within such areas and for the construction and operation of essential health and sanitation facilities.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 4235-d, prohibiting, subject to certain exceptions, domestic insurance companies of this State from insuring the lives and persons of residents of certain other States.
An ACT to establish a system of personnel administration for the Commonwealth, to prescribe with reference to such system the powers and duties of the Governor and other officers and employees of the Commonwealth, to appropriate and provide for the disbursement of funds for the purpose of carrying out the provisions of this act, and to repeal acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact Section 319 of the Code of Virginia, as heretofore amended, relating to the Governor’s staff.
An ACT to amend and re-enact Section 6300 of the Code of Virginia as heretofore amended, relating to the execution of trusts where certain trustees have died, resigned, become incapable of executing the trust, declined to accept the trust, or removed from the State.
An ACT to abolish the existing Division of Motor Vehicles in the Department of Finance and the office of Director of the Division of Motor Vehicles; to establish, in the Department of Finance, Department of State Police and a new Division of Motor Vehicles; to provide for a Superintendent of the Department of State Police and a Commissioner of the Division of Motor Vehicles ; and to declare what powers and duties of the Director of the Division of Motor Vehicles and the said division shall be transferred to and exercised or performed by the Superintendent of the Department of State Police and the Department of State Police and what powers and duties shall be transferred to and exercised or performed by the Commissioner of the Division of Motor Vehicles and the Division of Motor Vehicles.
An ACT to prescribe the regular terms of the Circuit Court of Buckingham County.
An ACT to amend and re-enact Sections 4987-a as amended, 4987-b as amended, 4987-c, 4987-e, 4987-g as amended, 4987-1 and 4987-m, of the Code of Virginia, so as to provide for the fixing of the salaries of trial justices and their associates, substitutes, clerks, deputy clerks and clerical assistants, by a committee of judges of circuit courts; to provide for the appointment of such committee; to provide that such salaries shall be paid wholly by the State; and to provide for the disposition of fees and fines collected by the trial justices.
An ACT to amend and re-enact Section 2773-n 55 of the Code of Virginia, relating to certain county officers, so as to provide for the appointment of additional justices of the peace, by the judge of the circuit court of any county operating under the county manager form of government and organization adjoining a city lying wholly in the Commonwealth of Virginia having a population of more than 170,000 according to the last preceding United States census.
An ACT to amend and re-enact Section 3 of an Act entitled “An Act to provide for the incorporation, establishment and operation of loan and savings institutions known as ‘credit unions’.”
An ACT to amend an act entitled “An Act to provide a new charter for the City of Lynchburg, Virginia.”, approved March 21, 1928, as amended, by adding a new section numbered 38-a, so as to provide when publication of ordinances unnecessary.
An ACT to provide that no person shall be disqualified from holding any State, county or municipal office or position by reason of certain federal service.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof two new Sections numbered 2726 and 2726-a
An ACT to release all liens in favor of the Commonwealth and of the political subdivisions thereof, for taxes and levies assessed prior to 1937, upon any real estate owned by or held in trust for any benevolent or charitable association and acquired solely for lodge purposes or meeting rooms, for any year or years in which such association received no rents, profits or income whatever from said real estate.
An ACT to amend Chapter 415, Acts 1932, approved March 31, 1932, as heretofore amended, relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, by adding thereto a new section, designated Section 11-c, authorizing the State Highway Commission to transfer, within certain limits, roads, bridges and streets from the primary system to the secondary system of State highways.
An ACT to amend and re-enact Section 62, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and cited as “The Motor Vehicle Code of Virginia’, so as to prescribe further reductions in speed limits, in the interest of greater safety, and to provide for further reductions thereof, under certain circumstances, by executive order.
An ACT to amend and re-enact Section 129 of the Code of Virginia, as heretofore amended, in relation to officers of cities, so as to provide that in the City of Danville no separate clerk shall be elected for the circuit court of such city.
An ACT to amend and re-enact Sections 78 and 79 of the Code of Virginia, as heretofore amended, apportioning the State into house and senatorial districts.
An ACT to amend and re-enact Section 197-a of the Code of Virginia, relating to how certain special elections and referenda may be held and the result thereof ascertained and certified, so as to provide that the voting at any such election shall be by a positive affirmative method as therein defined.
An ACT to amend and re-enact Section 213 of the Tax Code of Virginia, relating to necessity for payment, by corporations, of certain taxes, fees and dues, assessed by the State Corporation Commission, as prerequisite to taking certain steps before, and securing certain actions by, the Commission, and relating to relief therefrom under certain circumstances; so as to except, from necessity of such prepayment, corporations whose incorporators make voluntary surrender of corporate rights and franchises.
An ACT to amend and re-enact Section 25 of an act approved March 18, 1926, entitled an act to authorize the councils, or other governing bodies of cities and towns of the Commonwealth, to divide the municipal area into one or more districts, and in such districts to regulate the use of land and of buildings or other structures and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures, and to repeal an act entitled an act to authorize the councils or other governing bodies of cities of the Commonwealth to divide the municipal area into one or more districts, and in such districts to regulate the use of land and of buildings or other structures, and the height thereof, and, also to establish building lines and to regulate and restrict the construction and location of buildings and other structures, approved February 17, 1922, in relation to the gradual elimination of uses of land and buildings that do not conform to such regulations and restrictions.
An ACT to amend and re-enact Sections 120 and 121 of the Code of Virginia, relating to vacancies in both the offices of Governor and Lieutenant-Governor, and in the office of Lieutenant-Governor only.
An ACT to amend:and re-enact Chapter 69 of the Acts of the General Assembly of 1932, approved February 27, 1932, as heretofore amended, conferring certain powers on boards of supervisors of certain counties, so as to confer like powers on boards of supervisors of certain other counties, and to give publicity to ordinances proposed to be enacted under the authority of this act.
An ACT to amend and re-enact Section 229 of the Code of Virginia, as heretofore amended, relating to primary elections and declarations of candidacy.
An ACT to amend and re-enact Section 3751 of the Code of Virginia, relating to reports of the State Corporation Commission, to eliminate requirements of publication of certain statistical data.
An ACT to amend and re-enact Sections 1, 2, 3, 4, as attended, 5, 6, 7, 8, 9, 12, 14, 18, 20 and 21 of Chapter 12 of an act entitled ‘““An Act to provide a new charter for the City of Portsmouth.”
An ACT to amend and re-enact Section 3875, as amended, of the Code of Virginia, relating to procedure for amendment of charter of a non-stock corporation, so as to provide for amendment changing principal office without vote of members having voting powers ; to conform the section to certain changes made in other, or by previous, legislation; to make certain formal changes ; and to provide for recordation of amendments as in case of stock corporations.
An ACT to amend and re-enact Section 1 of Article 1 of Chapter 446 of the Acts of the General Assembly of 1930, approved March 27, 1930, and designated as the Military Code of Virginia, relating to who shail compose the militia of the State, so as to change the age limits for membership in the militia.
An ACT to amend and re-enact Section 669, as heretofore amended, of the Code of Virginia, relating to condemnation of land for school purposes, so as to permit condemnation in counties of parcels of land not exceeding fifteen acres.
An ACT to amend and re-enact Section 5108 of the Code of Virginia, as heretofore amended, relative to orders of publication in certain divorce suits and to validate certain divorces granted in cases where the defendant was proceeded against by order of publication.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 4241-a, prohibiting insurance companies incorporated or organized under the laws of Virginia from removing from this State their entire property or business or substantially all of their property or business, any material part thereof, without the approval of the State Corporation Commission, and providing penalties for violations.

An ACT to declare valid and legal the establishment and organization of housing authorities in the Commonwealth of Virginia under the provisions of the housing authorities law, and all contracts, bonds, notes, agreements, obligations and undertakings of such housing authorities, and all proceedings, acts and things heretofore undertaken, performed or done with reference thereto.
An ACT to amend Section 253 of the Code of Virginia, relating to the furnishing of lists of expenses by candidates, so as to require to be included any payments of money or consideration given or promised to the publisher of any periodical ; and to repeal Section 232 of the Code of Virginia, as amended, relating to statement of expenditures by candidates in primaries.
An Act to amend and re-enact Section 4 of Chapter 364 of the Acts of the General Assembly of 1934, approved March 29, 1934, relating to compensation of Commonwealth’s Attorneys and other officers.
An ACT to repeal Sections 665, 668, 781 and 782 of the Code of Virginia, relating respectively, to the duties of public school boards with reference to meetings of teachers, to certain other general duties of public school boards, to the levying of certain taxes by the councils of cities and to the budgets of public school boards of cities.
An ACT to amend and re-enact Sections 5887 and 5888 of the Code of Virginia, as heretofore amended, relating to circuit courts for counties and cities and the division of the State into judicial circuits, so as to provide a circuit court for the City of Martinsville and to include such court in the Seventh Judicial Circuit, and to add the City of Fredericksburg heretofore provided with a circuit court and included in the Fifteenth Circuit.
An ACT to amend and re-enact Section 394 of the Code of Virginia, as amended, relating to the printing and distribution of the reports of State departments and agencies.
An ACT to amend and re-enact Section 246 of the Code of Virginia, so as to permit any candidate, even though declared a nominee, to have his name printed on the ticket.
An ACT to amend and re-enact Section 623, as heretofore amended, of the Code of Virginia, prohibiting division superintendents of schools from receiving additional compensation for distributing textbooks, and prescribing penalties.
An ACT to amend and re-enact Chapter 226 of the Acts of 1936, approved March 23, 1936, relating to the appointment of general registrars for cities of the second class, so as to provide for general registrars for cities of the first class having less than a certain population.
An ACT to amend and re-enact Sections 4242 and 4243 of the Code of Virginia, relating to the rights, powers and duties of the State Corporation Commission upon certain conditions to take possession of the property and conduct the business of domestic insurance companies.
An ACT to provide that any person born in this State prior to June 14, 1912, may, under certain circumstances, have the date and place of his birth established by a court order, and certified to the Registrar of Vital Statistics, upon which record, the Registrar may issue a birth certificate to such person.
An ACT to amend and re-enact Section 1 of Chapter 170 of the Acts of the General Assembly of 1936, approved March 12, 1936, creating the Virginia Advisory Legislative Council and prescribing its powers and duties, so as to prescribe a different method for appointing the members of the said council and to fix-their term of office.

An ACT to provide for the compensation, and allowances, for the presiding officers and members of the General Assembly in attendance upon the extra session of 1942; and to declare the existence of an emergency.
An ACT to amend and re-enact Section 290 of the Code of Virginia, relating to the disability of persons holding office under the United States so as to provide that the provisions of this section and of any other statute having the effect of prohibiting a State, county or municipal officer or employee from accepting or holding an office, post, trust or emolument under the government of the United States shall not be effective during such period as a state of war exists between the United States and any foreign power.
An ACT to amend and re-enact Section 2924 of the Code of Virginia, relating to application of the provisions of Chapter 118 of the Code of Virginia as to transition of cities of the second class to cities of the first class; and to declare the existence of an emergency.
An ACT to amend the Code of Virginia by adding a new section, numbered 5333-bl, to provide for jurisdiction of cases pending on the effective date of Chapter 205, Acts of 1942, which added Sections 5333-a to 5333-1 to the Code of Virginia: to provide for the further procedure in such cases; to validate certain orders and actions in cases so pending; and to declare the existence of an emergency.
An ACT to authorize any county, city, or town to purchase bonds or other evidences of indebtedness of the United States of America, or of the State or any political subdivision or institution thereof, out of money available in the general fund or in any sinking fund or in any special fund during the period defined in this Act; to dispose of such bonds or other evidences of debt so purchased; to validate any ordinances which have been enacted for the purchase of same, and any purchases of same which have been made out of any such funds, and to declare the existence of an emergency.

An ACT to amend and re-enact Section 2 of Chapter 379 of the Acts of Assembly of 1938, approved March 31, 1938, known as the Virginia Public Assistance Act of 1938, so as to provide for change in the membership of the State Board of Public Welfare.
An ACT to amend and re-enact Section 1, as amended, of Chapter 170 of the Acts of Assembly of 1936, approved March 12, 1936, relating to composition and appointment of the Virginia Advisory Legislative Council.
An ACT requiring certain corporations and companies of other states to appoint the Secretary of the Commonwealth its attorney for certain purposes, to provide that transacting certain business or soliciting, making or delivering certain contracts in Virginia shall be deemed to be an appointment oi the Secretary of the Commonwealth as attorney for certain purposes, and to prescribe the duties of the Secretary of the Commonwealth when notice or process is served upon him in such cases and the effect of such service.
An ACT to amend and re-enact Chapter 49 of the Acts of Assembly of 1942, approved February 17, 1942, relating to terms of the circuit courts of the Fifteenth Judicial Circuit.
An ACT to amend and re-enact Sections 383, 384, 401-b, 401-e and 401-j of the Code of Virginia, relating to awarding contracts for printing and for paper, centralized purchasing, competitive bidding, disposition of moneys collected and other matters pertaining to the functions of the Division of Purchase and Printing.
An ACT to amend and re-enact Sections 5 and 6 of an act entitled "An Act to provide a new charter for the city of Alexandria, Virginia."
An ACT to authorize the State Highway Commissioner to acquire by gift, purchase or condemnation land, easements, rights of way or ether interest in land adjacent to or near land needed for any highway project and to convey the same to public utility companies to be used by them in lieu of other land, easements, rights of way or other interest in land owned by them but needed for such highway project; to give the State Highway Commissioner certain powers with respect to such property.
An ACT to amend and re-enact Section 62, as amended, of Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, and known as “The Motor Vehicle Code of Virginia”, such section relating to speed limits for motor vehicles and unlawful driving, so as to permit the Governor by executive order to increase the maximum speed limits of certain motor vehicles, and to remove a provision making the section null and void after a specified date.
An ACT to amend and re-enact Section 44 of Chapter 507 of the Acts of Assembly of 1928, approved March 27, 1928, and known as the Virginia Banking Act, relating to the liability of banks for the payment of forged or raised checks.
An ACT to amend and re-enact Section 807 of the Code of Virginia, as amended, relating to the Board of Visitors of the University of Virginia.
An ACT to amend and re-enact Section 84 of the Code of Virginia.
An ACT to amend and re-enact Section 2, as amended, of an act entitled “An act to provide a new charter for the City of Portsmouth.”
An ACT to amend and re-enact Section 1703 of the Code of Virginia relating to Composition and appointment of the State Board of Examiners of Graduate Nurses.
An ACT to amend and re-enact Section 835 of the Code of Virginia, as amended, relating to the Board of Visitors of the Virginia Military Institute.
An ACT to amend and re-enact Section 3388 of the Code of Virginia, as amended, relating to when clerks’ offices shall be kept open, and when they may be closed.
An ACT to amend and re-enact Section 3405 of the Code of Virginia, as amended, relating to reports by clerks of the business of courts of record.
An ACT to amend and re-enact Section 3694 of the Code of Virginia, as amended, relating to the election, appointment and terms of office of members of the Corporation Commission.
An ACT to create a fund for the benefit of and as part of the estate of Virginia members of the armed forces of the United States and certain affiliated services; to provide for the payment, out of said fund, upon written request of any such member, of his poll tax or taxes necessary to enable such member to vote in elections for members of the General Assembly, Governor, Lieutenant Governor, Attorney General, and all county and city officers ; to provide for the registration for such elections by mail by such members who are physically unable, by reason of service in the armed forces, to appear in person before the registration officer for the purpose of registering under the provisions of Section 20 of the Constitution of Virginia; to make similar provision for registration and poll tax payments to enable such members to vote in elections for Presidential and Vice-Presidential electors and Senators and Representatives in Congress under certain conditions, and to provide certain conditions and limitations with respect to the taking effect of and duration of this Act.
An ACT to amend and re-enact Section 89 of the Code of Virginia, as amended, relating to compensation of members of electoral boards.
An ACT to amend the Code of Virginia by adding a new section numbered 2769, relating to compensation and mileage of members of boards of supervisors of counties, and to repeal Section 2769-a of the Code, relating to the same subject.
An ACT to authorize and empower the Board of Supervisors of any county which adjoins a county having a population of 1,000 per square mile, or more, as shown by the last preceding United States Census, to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the board of supervisors and certain other county officers in relation thereto; to prohibit certain county officers, employees and other persons from being interested in transactions in which the county is interested, and making such transactions void; and to repeal all acts and parts of acts inconsistent with this act.
An ACT to provide facilities and opportunity for absentee voting by Virginia members of the armed forces of the United States and certain affiliated services by making certain temporary changes in the primary and general election laws of the State relating to the nomination and election of members of the General Assembly, Governor, Lieutenant Governor, and Attorney General, and all county and city officers, with respect to (a) the effect of failure to register and pay poll taxes by said members upon their eligibility to vote; (b) the furnishing of absentee ballots to all qualified members; (c) the time within which candidates for said offices shall qualify so as to have their names printed on the official ballots, and (d) the time for and method of printing said ballots and the distribution thereof; and to limit the duration of this act.
An ACT to amend and re-enact Section 144 of the Code of Virginia, as amended, relating to increasing, diminishing and abolishing voting districts.
An ACT to amend and re-enact Section 175 of the Code of Virginia, relating to trial of challenge of right to vote, and declaring an emergency.
An ACT to amend and re-enact Section 344 of the Code of Virginia.
An ACT to amend and re-enact Section 5 as amended of an act entitled “An Act to amend an act entitled an act to incorporate the Mount Vernon Ladies Association of the Union, and to authorize the purchase of a part of Mount Vernon, passed March 17, 1856.”
An ACT to amend and re-enact Section 154 of the Code of Virginia, as amended, in relation to filing notice of candidacy in elections, so as to clarify the provisions of the section with respect to party nominations.
An ACT to amend and re-enact Section 200 of the Code of Virginia, as amended, relating to compensation of certain election officials.
An ACT to amend and re-enact Sections 1, and 9 as amended, of an Act entitled “An act to establish a corporation court for the city of Newport News.”
An ACT to provide for the recordation by clerks of courts of counties and cities, in a book or books to be designated “Induction and Discharge Record, World War II”, of certain information relating to residents thereof who are serving or have served in the armed forces of the United States in World War II, and to prescribe how the expenses of such recording shall be paid.
An ACT to amend and re-enact Section 344 of the Tax Code of Virginia, as amended, relating to boards of equalization of real estate assessments.
An ACT to amend the Code of Virginia by adding a new section numbered 1808-a 1 to provide for certain hours of work for women for a certain limited duration of emergency.
An ACT to amend and re-enact Sections 4 and 8, as amended, of an act entitled ‘““An Act to incorporate the town of Coeburn, in Wise County, Virginia.”
An ACT to amend and re-enact Section 32 of Chapter 288 of the Acts of Assembly of 1924, approved March 20, 1924, which provides a new charter for the town of Salem, the section relating to appropriation ordinance and levy; and to repeal Section 28 of that chapter, which section relates to an annual budget.
An ACT to amend and re-enact Sections 1 as amended, 11, 12, 13, 14, and 15-a as amended, of Chapter 431, Acts of Assembly of 1938, approved April 1, 1938, relating to the establishment of a State Registration Board for Contractors, defining its powers and duties, providing for certificates of registration, fees, distribution of moneys, suspension and cancellation of certificates, prescribing punishment for violations, all as to the conduct of the business of contracting, in order to make certain changes in the scope and applicability of certain provisions of the act.
An ACT to amend the Code of Virginia by adding a new section numbered 6204-a, validating certain proceedings had under the two preceding sections, under certain circumstances.
