An ACT to amend the Code of Virginia by adding thereto a new section, numbered 2641-a, prescribing how bonds and certificates of the Commonwealth of Virginia may be executed and attested when re-issued.

An ACT to amend the Code of Virginia by adding to chapter 109-a thereof fifty-six new sections numbered 2773-n 1 to 2773-n 56, both inclusive, relating to the organization and government of counties, and providing for complete forms of county organization and government different from that provided for in article VII of the Constitution of Virginia, sections 110 to 115, both inclusive thereof, to become effective in any county in Virginia when submitted to the qualified voters thereof in an election held for such purpose and approved by a majority of those voting thereon, as is authorized by section 110 of the Constitution.
An ACT to prevent and punish the desecration, mutilation, defacement and improper use of the flag of the United States of America, and of this State, and of any flag, standard, color, ensign or shield authorized by law; and to repeal an act entitled “An act to prohibit the public mutilation, defacement, defilement of, or casting contempt upon flags of the United States or of the State of Virginia, and providing penalties,” approved February 16, 1928.

An ACT to amend and re-enact section 154 of the Code of Virginia as heretofore amended, relating to duties of candidates for office and of person: to whom abstracts of primary elections are furnished.
An ACT to validate, ratify, and confirm an order of the circuit court of Shenandoah County incorporating the town of Toms Brook, in the said county to validate the boundaries of the said town as set out in the said order, to validate an election held in pursuance of said order; all the ordinances of the council of said town and all official acts of the mayor of said town, and its council; to provide that said town shall have certain officers chosen by the council, and that the elective officers shall be elected for a term of four years instead of two years, as now provided by general law.
An ACT to amend and re-enact section 53 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth, relating to banks and banking, known as the Virginia banking act, which was amended by an act approved March 24, 1930.
An ACT to amend and re-enact section 5429 of the Code of Virginia, relating to confirmation of reports of fiduciaries.
An ACT to amend and re-enact section 2698 of the Code of Virginia, as heretofore amended, relating to bonds of officers.
An ACT to amend the Tax Code of Virginia by adding thereto a new section, to be numbered section 402-a, making it a misdemeanor and malfeas-ance in office for a county or city treasurer knowingly to omit from any delin-quent list required by the Tax Code of Virginia to be prepared by him, any taxes or levies which are in fact delinquent, and which should be included in such delinquent list.
An ACT to amend and re-enact section 6 of an act entitled “an act to prevent unfairness, imposition or fraud in the sale or disposition of certain “securities” herein defined by requiring an inspection thereof, providing for such inspection, supervision and regulation of the business of any person, association, partnership, or corporation, engaged or intending to engage, whether as principal, broker or agent, in the sale of any such securities in the State of Virginia as may be necessary to prevent unfairness, imposition or fraud in the sale or disposition of said securities, and prescribing penalties for the violation thereof,” approved March 23, 1918, as heretofore amended.
An ACT to amend and re-enact section 34 of an act entitled an act to amend and re-enact an act, relating to the charter of the city of Harrisonburg, Virginia, approved March 3, 1896, so as to authorize the council of the said city to elect a justice of the peace for the city of Harrisonburg, in addition to the officers mentioned in section 34 of said charter.
An ACT to amend and re-enact section 6172 of the Code of Virginia, relating to striking cases from court docket.
An ACT to amend and re-enact section 78 of the Code of Virginia, as heretofore amended, relating to when members of the House of Delegates elected; apportionment therefor.
An ACT to prohibit corporations, associations and societies and the agents, representatives, officers and directors thereof or therefor, from making certain misrepresentations and circulating false literature concerning the value, contents or provisions of certain insurance policies or certificates; prohibiting the making of any misrepresentations or issuance of any statements in regard to the value or contents of any policy of any company or association for the purpose of causing said policy to be forfeited, lapsed or surrendered; prohibiting, causing or permitting of same to be done by such persons generally; prescribing offenses, fines, penalties and punishment.

An ACT to amend and re-enact section 3514 of the Code of Virginia, relating to when no fees are allowed officers.
An ACT to legalize, regulate and control the manufacture, bottling, sale and disposition of certain fermented beverages containing low alcohol content.
An ACT to amend an act entitled an act to incorporate the town of Purcellville, in the county of Loudoun, approved March 14, 1908, by adding thereto a new section numbered 6, relating to selection of sergeant of the town.
An ACT to amend and re-enact sections 13 and 26 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia banking act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof, approved March 27, 1928, and to add a new section to said act to be numbered section 7-a, authorizing State banks to subscribe for and hold stock in the Federal Deposit Insurance Corporation.

An ACT to amend and re-enact sections 4 and 8 of an act entitled an act to incorporate the town of Coeburn, in Wise county, Virginia, approved February 23, 1894.
An ACT to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings
An ACT to authorize and empower the State Board of Education to waive or modify certain statutory limitations and restrictions on making loans from the literary fund to county and city school boards, and to confer on the State Board of Education discretionary powers in lending money from the literary fund to school boards, for the purpose of enabling school boards to meet, to comply with and to take advantage of the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933.
An ACT to promote public health, safety, morals and general welfare by providing for the construction and supervision of safe and sanitary dwellings and apartments, and for the renting thereof at reasonable rentals; the elimination of unsanitary and dangerous housing conditions; authorizing the incorporation of limited dividend housing companies, and prescribing the powers, rights and duties thereof; creating a State board of housing for the purpose of encouraging, approving, assisting, supervising and regulating such activities, prescribing and defining the powers and duties of board, including supervisory and regulatory powers, over limited dividend housing companies engaged in such activities, authorizing the board to fix within certain limits rentals of housing accommodations furnished by limited dividend housing companies.
An ACT to amend and re-enact section 30 of an act entitled an act to appropriate the public revenue for the two years ending, respectively, on the thirtieth day of June, 1933, and the thirtieth day of June, 1934
An ACT to amend an act entitled "An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an act of the General Assembly entitled, an act to levy a tax upon motor vehicle fuel; to provide for its collection; to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act," approved March 23, 1932, by adding thereto a new section numbered section 8-a, providing for refunds of motor vehicle fuels in certain cases.

An ACT to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board: to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act.
An ACT to validate conveyances of real estate by executors given power of sale under wills admitted to probate in other jurisdictions and to declare valid and effectual conveyances made hereafter under similar conditions; and to repeal an act entitled an act to validate conveyances of real estate by executors given power of sale under wills admitted to probate in other jurisdictions, approved March 14, 1924.

An ACT to define, and to provide for the management, control, maintenance and operation of, the Virginia Museum of Fine Arts, for such purpose to provide for a board of directors, to set forth the powers and duties thereof; to define its relation to the Arts Commission and to provide for the disposition of any revenues derived by and from the said museum.
An ACT to provide additional funds for the operation of the banking division of the State Corporation Commission by authorizing and giving the State Corporation Commission power to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, national banks, building and loan associations, industrial loan associations, credit unions and small loan companies, to expend the same and for other purposes.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered section 5216-b, relating to the recordation of judgments, orders and decrees of United States courts affecting the title to, boundary or possession of, or any interest in and to real estate situated within this State.
An ACT to amend and re-enact section 70 of the Code of Virginia, concerning representation in Congress and apportionment therefor.
An ACT to prohibit the purchase of building materials, supplies and equipment for buildings and structures being erected or constructed or hereafter erected or constructed by, for or on behalf of the Commonwealth and counties, cities, towns, departments, divisions, institutions and agencies thereof from persons employed or acting as architects or supervising architects for such buildings and structures, and from partnerships, associations and corporations in which such persons are financially interested, and to prohibit the sale and supplying of such materials, supplies and equipment by such persons, partnerships, associations and corporations; and to provide penalties for violations of the provisions of this act.

An ACT to provide for commencing civil actions to be tried by civil and police justices, civil justices and trial justices by notice of motion, and to repeal an act entitled an act to provide for the trial of civil cases by a civil and police justice on motion, approved March 15, 1924.
An ACT to amend and re-enact section 3 of an act entitled an act authorizing the State Commission on Conservation and Development to acquire by the exercise of the right of eminent domain in condemnation proceedings or by gift, devise, purchase or any other lawful means for the transfer of title, the lands described therein, for public parks or for public park purposes, approved March 23, 1932, so as to authorize the State Commission on Conservation and Development under certain conditions to transfer said lands or a part thereof to the United States of America.
An ACT to authorize and empower the State Board of Education to make loans from the literary fund to counties, cities and towns, and to authorize and empower boards of supervisors, councils and other governing bodies of counties, cities and towns for and on behalf of such counties, cities and towns to borrow such moneys from the State Board of Education, for the purpose of maintaining and operating the public free schools in such counties, cities and towns for terms of eight months; to provide for making such loans, the payment of the principal of and interest on the same, and the pledging of certain unpaid local levies to secure such payment; and to repeal all acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend the Code of Virginia by adding thereto a new section, numbered 403-a, authorizing the Governor to vacate, assign and re-assign rooms and space in the public buildings other than the capitol.
An ACT to amend and re-enact section 6307 of the Code of Virginia, relating to vacation powers of chancery judges, and effect of vacation decrees and orders.
An ACT to amend and re-enact section 74 of act entitled an act to provide a new charter for the city of Portsmouth, approved March 10, 1908, relating to the appointment for unexpired terms of certain officers.
An ACT to amend the Code of Virginia by enacting and incorporating therein a new section to be designated as section 4071-a, authorizing the State Corporation Commission, under certain conditions, to order a temporary reduction or increase of the rates of any public utility company doing business in this State.
An ACT to amend and re-enact section 1 of an act entitled an act to authorize and regulate the exchange of certain classes of reciprocal and inter-insurance contracts among individuals, partnerships and corporations, empowering corporations generally to make such contracts, regulating process in suits on such contracts, and prescribing certain fees, taxes and licenses and penalty for violations, approved March 20, 1918, as last amended by an act approved March 26, 1932.
An ACT to amend and re-enact section 4 of an act entitled an act to provide for the organization or admission and the regulation and taxation of incorporated mutual insurance companies other than life, providing a penalty for any violation hereof and repealing all acts or parts of acts in conflict herewith, approved March 16, 1920, so as to provide how the charters of such and other similar companies may be amended.
An ACT to amend the Code of Virginia by adding to chapter 151 thereof a new section numbered 3879-a, authorizing members of non-stock corporations created under the provisions of chapter 151 of the Code of Virginia, to hold meetings for the transaction of business of such corporations without the State of Virginia, and to declare all actions heretofore and hereafter taken at such meetings as valid and binding as if such meetings had been held in Virginia.
An ACT to amend and re-enact section 298 of the Code of Virginia, as heretofore amended, relating to continuances to which members and officers of the General Assembly are entitled.
