An ACT to amend and re-enact an act of the general assembly of Virginia, approved March 6, 1906, entitled an act to incorporate the town of Virginia Beach, in the county of Princess Anne, Virginia; and to define the boundaries of the said town of Virginia Beach, as set forth in the said act of the general assembly of Virginia, approved March 6, 1906, and in an order of the circuit court of Princess Anne county, Virginia, entered on the 28th day of May, 1923.
An ACT to amend and re-enact section 11 of an act entitled an act to raise revenue for the support of the government and public free schools, and to pay the interest on the public debt, and to provide a special tax for pensions as authorized by section 189 of the Constitution
An ACT to reimburse George W. Richardson for a certain sum improperly paid into the treasury of the State of Virginia.
An ACT to amend and re-enact sections 18-a, 19, 19-k, 19-n and 37, of the charter of the city of Richmond, as the same may have been heretofore amended.
An ACT to provide a new charter for the town of Edinburg and to repeal all acts or parts of acts in conflict therewith, and to declare all contracts and obligations heretofore or hereafter made by the present council and government of the town of Edinburg and all power heretofore or hereafter exercised by them, while in office, to be legal and valid.
An ACT to require the State accountant to prepare and cause to be published annually a statement showing in detail the comparative cost of local government as among counties and cities of the State and the per capita cost thereof.

An ACT to provide for the appointment of trial justices in counties adjoining cities in the State of Virginia having a population of one hundred and seventy thousand or more; to provide for the appointment of clerks for such trial justices; and to rescribe the terms of office, jurisdiction, duties and compensation of such trial justices and clerks; and to prohibit and provide penalties or alteration or failure to serve process issued by such trial justices ae clerks.
An ACT to amend and re-enact section 203 of the Code of Virginia, as amended by acts approved March 15, 1920, and March 28, 1922, and sections 205 to 210, both inclusive, of the Code of Virginia, as amended by an act approved March 28, 1922.
An ACT to provide the time within which objections may be made to irregularities in advertising sales made by trustees under deeds of trust securing money and to validate deeds made by such trustees.
An ACT to provide that no non-resident of this State shall be appointed or allowed to qualify as personal representative, guardian or committee of a resident decedent, infant or person non compos mentis, unless there be appointed also a resident personal representative, guardian or committee.

An ACT to amend and re-enact section 629 of the Code of Virginia, in relation to school trustee electoral boards.
An ACT to require the approval of the qualified voters of Dickenson county on certain local questions; to prohibit the board of supervisors of the said county from appropriating the county levy for certain purposes; to limit the rates of levy in the said county; and to invest the court or judge with certain authority.
An ACT to provide a new charter for the town of Floyd, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact section 2775 of the Code of Virginia requiring treasurers of counties and auditors of cities to file with the auditor of public accounts detailed statement of annual receipts and disbursements so as to hereafter require such reports to be made to the State accountant, and impose a fine for failure to make such reports, and to require the State accountant to prepare and cause to be published annually a statement showing in detail the comparative cost of local government as among counties and cities of the State and the per capita cost thereof; and to repeal an act approved February 15, 1924, entitled an act to require the State accountant to prepare and cause to be published annually a statement showing in detail the comparative cost of local government as among counties and cities of the State and the per capita cost thereof.

An ACT to validate any certificate of acknowledgement heretofore taken by any notary public or other officer duly authorized to take acknowledgments who at the time of taking such acknowledgment was the husband or wife of the grantee in the deed or instrument to which the certificate is attached.
An ACT to amend and re-enact section 1 of an act entitled an act to amend and re-enact an act entitled an act to establish the State highway system, approved January 31, 1918, and to establish a perpetual memorial to Robert Edward Lee, approved March 20, 1922, as amended by an act approved March 14, 1924.

JOINT RESOLUTION proposing amendments to sections 69 and 70 of the Constitution of Virginia, which sections relate to the election and term of office of the Governor.
An ACT to authorize the council of the city of Winchester to borrow a sum of money not in excess of $10,000.00, and to issue bonds of the town therefor; and to advance the proceeds in aid of the establishment of the Shenandoah National Park; and to provide for the payment of the interest on said bonds and the principal thereof at maturity.

An ACT to continue in force the War Memorial Commission, created by, and duly appointed pursuant to, an act approved March 20, 1924, for the erection of a memorial to the patriotism and valor of the soldiers, sailors, marines, and women from Virginia who served in the World War, committing the Commonwealth of Virginia to the carillon and directing the commission to do certain things and to provide that said memorial shall be of the form of a carillon, or singing tower; to ratify all action of said commission heretofore taken, except the selection by said commission of the character or design of said memorial; to provide for the payment of all legal obligations heretofore incurred by said commission, and to repeal so much of said act of March 20, 1924, as is in conflict or inconsistent with this act
An ACT to provide for the appointment of an advisory committee to the board of supervisors of the county of Greensville and to prescribe the powers, duties, and compensation of the members of such advisory committee.
An ACT to amend chapter 243 of the Code of Virginia, in relation to circuit and other courts, by the addition thereto of a new section to be numbered 5901-a, in relation to judges pro tempore.
An ACT to appropriate the public revenue for the two years ending, respectively, on the 28th day of February, 1927, and the 29th day of February, 1928.

An ACT to create a State tax commission; to prescribe its powers and duties; to provide for a chairman thereof to be known as the State tax commissioner; to create local boards of equalization of assessments of property for purposes of taxation in each county and city; to prescribe the powers and duties of such boards; to prescribe penalties; and to repeal an act entitled an act to create local board of equalization of assessments of real estate for purposes of taxation in each county and city of the Commonwealth; to define the powers and duties of such boards; to fix the compensation of their members; to create a State tax commission; to define its powers and duties; to fix the compensation of its members; to appropriate money to carry out the provisions of this act; to prescribe penalties for the violation of the provisions of this act, and to repeal sections 2213, 2214, 2215 and 2216 of the Code of Virginia, approved March 20, 1924, and to repeal Code section 2397 as heretofore amended.

An ACT to amend and re-enact section 3799 of the Code of Virginia, as heretofore amended, in relation to who shall be entitled to vote at meetings of stockholders of corporations, and prescribing the number of votes allowed for each share.
An ACT to amend and re-enact sections 2, 5, 6, 7, 18, 19, 20 and 21, and to repeal sections 10, 11 and 12, of an act entitled an act to incorporate the town of Fries, in Grayson county, Virginia, approved December 21, 1901, as amended by an act approved March 29, 1902.
An ACT declaring it a misdemeanor for any maker or drawer with intent to defraud, to make or draw or utter or deliver any check, draft, or order, when such person has not sufficient funds in, or credit with the depository upon which the same is drawn, and making certain provisions in relation to the admissibility of evidence in civil cases respecting collateral agreements, statements or representations as to said draft, check or order, growing out of arrest under this act.
An ACT to authorize the governing boards of certain State institutions of ‘higher education to issue and sell, through the commissioners of the sinking fund, and subject to the approval of the State Board of Education, certificates of indebtedness in the names and on behalf of their institutions, respectively, to raise funds for dormitory construction purposes
An ACT to amend and re-enact section 5465 of the Code of Virginia; relating to evidence in actions of ejectment and unlawful detainer in certain cases.

An ACT providing for the restoration to its former condition, as far as possible, of that portion of the capitol building formerly constituting the hall of the house of delegates and for the removal of the exhibits therein, and authorizing the placing of tablets and paintings therein, and appropriating the sum of five hundred dollars for the removal of said exhibits.

An ACT to amend the charter of the city of Portsmouth, approved March 10, 1908, by adding a new chapter, in the place of chapter 9 of said charter, in relation to civil and police justice, providing for his election and qualifications, and prescribing his powers, duties, jurisdiction, term of office, and compensation, and repealing chapter 9 of said charter as provided by an act of the general assembly of Virginia, approved March 12, 1912, as amended by an act approved March 16, 1918, and repealing all acts, parts of acts, and charter provisions inconsistent with this act so far as they relate to the city of Portsmouth, and to abolish the offices of civil justice and police justice in said city.
