An ACT to amend and re-enact Section 5108 of the Code of Virginia, as heretofore amended, relative to orders of publication in certain divorce suits and to validate certain divorces granted in cases where the defendant was proceeded against by order of publication.
An ACT to provide for the administration, control and supervision of the penal system of the Commonwealth and of the political subdivisions thereof, to that end to establish a Department of Corrections to consist of a State Board of Corrections, a Commissioner of Corrections, and the officers, agents and employees of the Board and the Commissioner, and to prescribe the functions, powers and duties thereof and of certain other officers and of the subdivisions of the State with reference to the foregoing matters.
An ACT to amend and re-enact Section 61, as amended, of the Motor Vehicle Code of Virginia, said section relating to reckless driving, so as to require all vehicles to come to a full stop whenever a school bus is taking on or discharging passengers, and to provide that violation of certain laws shall constitute reckless driving.
An ACT to provide for compensation of ex-judges of circuit or city courts which have been abolished, who have attained the age of seventy years, and who served as judge of any such court for not less than fifteen years.

An ACT to amend Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known as the Motor Vehicle Code of Virginia, by adding thereto a new section numbered 61-a, to provide for seizing and impounding, under certain circumstances, motor vehicles in cases where the violation by some person, of any of the provisions of said chapter resulted in damages to another person; to provide that any motor vehicle so seized and impounded be held until after the trial of a civil action for the recovery of such damages; and to provide for the sale of such vehicle where the plaintiff in such action recovers damages and costs; and to repeal Sections 2146 and 2147 of the Code of Virginia, relating to the same matters.

An ACT requiring certain corporations and companies of other states to appoint the Secretary of the Commonwealth its attorney for certain purposes, to provide that transacting certain business or soliciting, making or delivering certain contracts in Virginia shall be deemed to be an appointment oi the Secretary of the Commonwealth as attorney for certain purposes, and to prescribe the duties of the Secretary of the Commonwealth when notice or process is served upon him in such cases and the effect of such service.
An ACT to amend and re-enact Sections 5428 and 5429 of the Code of Virginia, as amended, relating, respectively, to reports of commissioners, their examination, correction, confirmation and its effect, recordation, return of vouchers, etc.
An ACT to amend and re-enact Section 5988 of the Code of Virginia, as amended, relating to jury lists in counties and cities, so as to limit the number of jurors to be selected for the courts in the city of Lynchburg.
An ACT to amend and re-enact section 3008, as amended, of the Code of Virginia, relating to attorneys and assistant attorneys for the Commonwealth for cities, so as to provide for a second assistant attorney for the Commonwealth in certain cities, to provide for the election, term of office and compensation of such assistant attorney for the Commonwealth, and to abolish the office of assistant attorney for the Commonwealth heretofore provided for in the charters of such cities and to terminate the terms of office of all persons now holding such offices.

An ACT to amend and re-enact Section 5449 of the Code of Virginia, relating to appeal from judgment of a justice in certain cases.
An ACT to provide for the submission of proposed amendments to Sections 73 and 134 of the Constitution of Virginia to the qualified voters for ratification or rejection, and to prescribe when and how such referendum shall be had, and the manner in which the results thereof shall be ascertained and certified, the returns canvassed, and the vote thereon proclaimed by the Governor.
An ACT to authorize and empower governing bodies of counties ad-joining any city with a population of one hundred ninety thousand or more, lying wholly within this State, to establish, furnish and provide for police departments and police forces in such counties; to provide for the appointment, functions, powers, duties and compensation of police officers, chiefs of police and police clerks and dispatchers in such counties; and to authorize the appropriation of funds for the retirement of the members of such police departments.
