AN ACT to prescribe the compensation of clerks of courts in cities of this Commonwealth having a population of not less than 85,000 inhabitants nor more than 40,000 inhabitants, according to the United States census of 1940; to provide for the payment of such compensation and the expenses of office of such officers, and to impose certain duties on the State Compensation Board.
AN ACT to amend and reenact § 8-266 of the Code of 1950 relating to when copies of certain records may be admitted in evidence.

An Act to amend and reenact §§ 8, 4, 5, as amended, and §§ 9, 18, 15, 16, 17, 18, 25, 26, 88, 50, 51, 65, 67, 68, 71, 78, 75, and 79-A of Chapter 157 of the Acts of Assembly of 1908, approved March 10, 1908, as amended, which provided a charter for the city of Portsmouth, relating to administration, and government, composition of council, terms of elective officers, the mayor, procedure for removal of a mayor, vacancies in the council, election and appointment of officers and boards by the council, officers of the council, restrictions on legislative powers of the council, powers of council and boards, use of streets, public ways and grounds, sale of city rights, assessment of property, taxation of abutting land owners, liens upon abutting land, the fire department, investigation of fires, destruction of buildings to prevent the spread of fires, city officers, officers of the council, justices of the peace, and deputy high constables; to amend such chapter by adding a section numbered 35-A and chapters numbered IX, consisting of sections numbered 1 through 26, and XIV, consisting of sections numbered 1 and 2, for the regulation of taxicabs, for the election, qualification, powers, duties, jurisdiction, and procedure of, and clerk to, the civil and police court, and to prescribe the duties and powers of a city manager, respectively; and to repeal §§ 6, 8, 21, 22, 54, 55, 56, 57, 58, 59, 60, 62, 68, 64, 66, 70 and 72, and Chapter IX, consisting of sections numbered 1 through 17, of such Chapter.
AN ACT to amend and reenact § 58-371.2 of the Code of 1950 authorizing certain counties to require a license of professional bondsmen so as to extend the application thereof.
AN ACT to amend the Code of 1950 by adding a section numbered 27-85.1, to provide that the person officially in charge at scenes of fires may take and preserve certain property, and conditions of restitution.
AN ACT to provide a new charter for the Town of Parksley, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Parksley, including Chapter 362 of the Acts of Assembly of 1916, approved March 20, 1916, as amended.

AN ACT to appropriate funds for payment of the salaries of the judges of certain courts.
AN ACT to amend the Code of 1950 by adding a new section numbered 8-701.1, to provide for attorneys fees to be allowed upon unrepresented shares in case of a partition suit.
AN ACT to amend and reenact §§ 3-82, 3-83, 3-89, 3-95, and 3-116, of the Code of Virginia of 1950, concerning the registration of commercial fertilizers, and providing a new method for paying inspection fees.

AN ACT to amend and reenact §§ 5, 14, 15, 20, 22, 27 and 82 of Chapter 384 of the Acts of Assembly of 1946 approved March 28, 1946, which provided a new charter for the City of Charlottesville, as amended, relating to the duties of the Council, the mayor and city manager of the city; the powers of taxation thereof; the assessment of real estate for taxation; the issuance of bonds by the city; the creation of a floating debt, and borrowing in anticipation of revenue.
AN ACT to amend § 46-418 so as not to require the revocation of a driver's license of a person discharged or released from an institution within thirty days after admission or commitment to the same.

AN ACT to amend and reenact § 24-251 of the Code of 1950 to provide assistance to a blind voter, by a person of his choice, in preparing his ballot.
AN ACT to authorize and empower the governing body of certain counties to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the governing body and certain other county officers in relation thereto.
AN ACT to amend and reenact § 19-78 of the Code of 1950, relating to flight, pursuit, and arrest of an accused, so as to extend the section to cover certain additional situations.
AN ACT to amend and reenact § 3 of Chapter 261 of the Acts of the General Assembly of Virginia of 1936, approved March 25, 1936, which was continued in effect by § 58-769 of the Code of 1950 providing for the assessment of real estate in cities containing more than one hundred and seventy-five thousand inhabitants so as to provide for the appointment of boards of review of real estate assessments in such cities and to prescribe their powers and duties.
AN ACT to amend and reenact §§ 5904-c, 5904-e, 5904-f, 5904-g and 5904-h of the Code of 1919, as amended, which were continued in force by § 16-50 of the Code. of 1950, the sections generally relating to courts in certain counties, and, respectively, to fees of clerks, procedure in such courts, substitute justices, compensation of officers of such courts, and special magistrates.

AN ACT to amend and reenact §§ 2.08, 3.05, 5.05, 5.09, 5.11, 6.19, 6.20, 7.05, 8.08, 9.14, 9.15, 12.05, 12.06, 17.12, 19.10 and 20.06 of Chapter 116 of the Acts of the General Assembly of Virginia of 1948 providing a new charter for the City of Richmond concerning the powers of the Council of the City of Richmond relating to public works, utilities and properties; the nomination and election of clerks of courts of record in said city; the duties of the city manager; the functions of the bureau of purchasing; the sale of property by the purchasing agent; the capital budget; the certification of funds; the authentication of bonds; the powers and duties of the director of finance; residence of officers and employees; the preference allowed in the employment of war veterans and promotions thereof; the grading of streets; the assessment of the cost of certain public improvements against abutting landowners; the changing of district boundaries established by zoning regulations; the jurisdiction of the traffic court; and the interest of city officers and employees in contracts with the city.
AN ACT to amend and reenact § 14-123 of the Code of 1950 relating to fees charged by clerks of courts.
AN ACT to permit civil proceedings to compel the support of dependent wives, children, and poor relations within and without the State of Virginia and to prescribe the procedure therefor.
AN ACT to amend and reenact § 15-338 of the Code of 1950, relating to certain officers in counties operating under certain forms of county government.

An Act to amend and reenact § 8-178, as amended, of the Code of Virginia, relating to exemptions from jury service, so as to provide exemptions as to certain persons.
An Act to amend and reenact § 17-1385 of the Code of Virginia, relating to cities of the first class for purposes of establishment of corporation courts.
An Act to amend and reenact § 84-80 of the Code of Virginia, relating to the exemption of wages of certain judgment debtors, so as to provide that in cities containing more than two hundred twenty-five thousand population certificates of exemption shall be issued without charge.
An Act to amend and reenact § 19-189 of the Code of Virginia, relating to the manner and expense of keeping jury together so as to increase the allowance for expenses.
An Act to provide for the service of process or notice in civil suits on nonresident operators and nonresident owners of aircraft operating within or above the Commonwealth of Virginia and on the personal representative of any such nonresident; and making such operation thereof to constitute the appointment of the Secretary of the Commonwealth of Virginia as the attorney and agent of said nonresident or personal representative thereof upon whom civil process or notice may be served; and providing for further notice to the defendant in any such suit.

An Act to amend and reenact §§ 46-409, 46-421, 46-428 and 46-424, of the Code of Virginia, relating to accident reports by investigating officers, notice and hearings required with reference to revocation of operators and chauffeurs licenses, when such licenses and registration certificates and plates may be revoked, and appeals from acts or orders of the Commissioner of Motor Vehicles; and to amend the Code by adding new sections numbered 46-422.1 and 46-422.2, providing how such hearings shall be conducted and the manner of rendering decisions or orders.
An Act to amend and reenact §§ 5904-a and 5904-b, as amended, of the Code of 1919, which were continued in effect by § 16-50 of the Code of Virginia, and §§ 5904-e and 5904-h, as amended, of the Code of 1919, which was incorporated by reference by § 16-50.1 of the Code of Virginia, relating to county courts in certain counties.
An Act to amend Title 87 of the Code of Virginia, relating to insane, epileptic, feeble-minded and inebriate persons and drug addicts, by adding thereto a new section numbered 87-61.2 so as to provide for the appointment of special justices to perform the duties of the justice or trial justice under the title, and to amend and reenact § 87-62 of the Code of Virginia, concerning duties of the judges, trial justices and special justices in dealing with such persons and addicts.
