An ACT to amend and re-enact Section 3518 of the Code of Virginia, in relation to pay of attorneys appointed to defend poor persons.
An ACT to create a State Board of Photographic Examiners; to provide for the appointment, removal, compensation, powers and duties of the members, agents and employees of the said Board; to provide for the examination and registration of persons desiring to practice photography and the licensing of persons, firms, corporations and associations engaging in the practice of photography in this State; to provide for the collection of certain fees for such examinations, registrations, and licenses, and to appropriate moneys derived therefrom; to prohibit certain practices in violation of this act; and to prescribe penalties.
An ACT to authorize the superintendent ot the state penitentiary, upon certain conditions and in his discretion, to deliver to the custody of officers of other States, of the United States and of the District of Columbia, prisoners in his custody, for transportation to such other States or the District of Columbia for trial or as witnesses in criminal cases in the courts thereof; and to authorize said superintendent and his deputies to receive and retain in custody for trial or as witnesses in criminal cases in Virginia prisoners of said District, of other States, or of the United States, delivered to him by the officers thereof; and to provide for the custody of all such or similar prisoners while in transit in or through Virginia.

An ACT to amend and re-enact Section 5374 of the Code of Virginia, relating to the commitment of estates to sheriffs, and sergeants.
An ACT prohibiting the entry by courts of judgments in certain cases where service of process or notice is accepted by another than the defendant, unless notice thereof shall have been mailed to such defendant.
An ACT providing for the adoption and enforcement by the Supreme Court of Appeals of Virginia of rules and regulations defining the practice of law, prescribing a code of ethics governing the professional conduct of attorneys at law and a code of judicial ethics, establishing practice and procedure for disciplining, suspending and disbarring attorneys at law, providing for the creation, government and conduct of the Virginia State Bar, prescribing fees to be paid for the administration of this act, and providing for the collection and disbursement thereof.
An ACT to amend and re-enact Section 4503 of the Code of Virginia, in relation to punishment for bribing, or offering to bribe commissioners, auditors, arbitrators, umpires or jurors.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726 and 2726-a to 2726-1, both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726-m to 2726-y, both inclusive of the Code of Virginia, relating to the same matters.

An ACT to amend an act entitled ‘‘An act to incorporate the town of Franklin, Southampton county”, approved March 15, 1876, as heretofore amended, by adding thereto a new section to be designated as Section 20, providing for the appointment of a civil and police justice for said town, prescribing his powers and duties, providing for his compensation, and providing for the appointment of a substitute civil and police justice.

An ACT to amend and re-enact Section 6035 of the Code of Virginia, relating to the trial by certain justices, of claims of third parties to property levied on under certain executions or distress warrants, and to money and other personal estate subject to the lien of such executions.
An ACT to amend and re-enact Section 6096 of the Code of Virginia, relating to the filing of petitions by certain persons in pending chancery causes, so as to provide that such petitions may be filed without first obtaining leave of court.
An ACT to prescribe the compensation of clerks of courts, and city sergeants, in cities of this Commonwealth having a population of over sixty-five thousand and not exceeding one hundred thousand inhabitants, according to the last preceding United States census; to provide for the payment of such compensation and the expenses of office of such officers; to impose certain duties on the State Compensation Board; to provide for the appointment and compensation of jailors in such cities; to prescribe the powers and duties of such jailor, and to confer certain powers on the city manager in such cities in relation to the jail and jailor; and to repeal chapter 302 of the Acts of the General Assembly of 1932, approved March 24, 1932, and all other acts and parts of acts in-consistent herewith to the extent of such inconsistency.

An ACT to prescribe the jurisdiction and authority of police justices in cities containing not less than 100,000 nor more than 150,000 inhabitants, to provide for appeals from such police justices, and to provide that this act shall be supplemental to and not in derogation of existing law.
An ACT to amend and re-enact Section 24 of an act entitled ‘An Act to provide a new charter for the city of Winchester and to repeal the existing charter of said city, and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Winchester.'
An ACT to amend and re-enact Section 2773-n 40 of the Code of Virginia, as heretofore amended, relating to departments of law enforcement in certain counties adopting the County Manager form of organization and government.
An ACT to authorize and empower the heads of the several administrative departments, divisions, institutions and agencies of the State to cause, with the approval of the Governor, the records and papers of their respective departments, divisions, institutions and agencies to be photographed or micro-photographed and destroyed, under certain conditions to authorize the acquisition and use of certain facilities and equipment relating thereto, and to provide for the admissibility in evidence of such photographs, microphotographs and photographic and photostatic copies thereof.
An ACT to amend and re-enact Sections 5 and 11 of Chapter 1 of the Acts of the General Assembly of Virginia, extra session, 1936-1937, approved December 18, 1936, as amended and known, designated and cited as the Virginia Unemployment Compensation Act, said sections relating to disqualifications for benefits, and to administration of said act.
An ACT to amend and re-enact Section 61, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to reckless driving.

An ACT to make the city of Fredericksburg a part of the 15th judicial circuit; to establish a circuit court for said city and prescribe the time for holding terms thereof; to make the judge of the 15th judicial circuit the judge of the said circuit court; to prescribe the jurisdiction of said circuit court; to transfer to said circuit all suits, actions, proceedings and matters pending in the corporation court; to provide for the clerk and other officers of said circuit court, and a Commonwealth’s attorney for said city; and to transfer to the clerk’s office of said circuit court and make parts of the records therein, all record books, papers and records of and in the clerk’s office of the corporation court; and to provide when this act shall be in force.
An ACT to fix the number of terms of the circuit courts of the twenty-fourth judicial circuit, and to designate the days upon which the same shall commence.
An ACT to amend and re-enact Section 4960 of the Code of Virginia, as heretofore amended, relating to compensation for officers in certain cases, so as to provide that a witness without the State, who is compelled to attend a court in this State whether for the Commonwealth or the accused, may be paid by the State.
An ACT to amend and re-enact Section 5167 of the Code of Virginia, as heretofore amended, relating to deeds of trusts.

An ACT to amend and re-enact an act entitled ‘An Act to prescribe the times for holding the regular terms of the circuit courts in the twenty-seventh judicial circuit.’
An ACT to amend the Code of Virginia by adding thereto a new section numbered Section 6508-a, to provide that trial justice, civil justice, civil and police justice, or police justice or the clerk of any such justice, may issue summonses to certain execution debtors and their debtors or bailers, to appear before such justices to answer interrogatories, and to prescribe the proceedings to be had thereon by such justices, and the disposition of property disclosed by such interrogatories.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 6555-b, prescribing the requirements for valid assignments of wages and salaries due or to become due from employers, and making certain partial assignments of wages and salaries unenforceable.

An ACT to amend and re-enact Section 6046 of the Code of Virginia, as heretofore amended, relating to notices of motion in lieu of action at law; when notice to be returned to clerk’s office; rules applicable thereto.
An ACT to amend and re-enact Section 27 of an act entitled ‘“An Act to provide a new charter for the City of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke.”’
An ACT to provide that the Judge of the juvenile and domestic relations court for any city having a population of not less than 100,000 nor more than 150,000 shall be elected by the General Assembly; to provide for the compensation of such judges, to prohibit them from practicing law, and to prescribe the application of general law to such judges and courts.
