An ACT to amend and re-enact section 19 of an act entitled "an act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further acts of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects, approved September 12, 1933, so as to extend the effective date of certain provisions of said act until July 1, 1938.
An ACT to authorize the school board of Scott county to rent, lease or otherwise permit to be occupied and used, high school buildings and grounds for holding county fairs, carnivals, and similar exhibitions on such premises
An ACT to amend the Code of Virginia by revising and consolidating into a new chapter, to be numbered 23-a and to be entitled "The State Library - and Certain Other Libraries," the general statutes of the Commonwealth relating to the State Library, its board and employees, and certain other libraries and to that end to amend, re-arrange, re-enact and add to certain of said statutes and to repeal others, more specifically to add new Code sections numbered 347-a, 361, and 363, to amend and re-enact Section 348 of the Code of Virginia, to re-number Sections 366, 364, 360, 363, 361, 353, 354, 355, 362, 350, 367 and 3074 of the Code of Virginia, as Sections 349, 350, 351, 352, 353, 354, 355, 356, 357, 358, 359, 360, 362, 364, and 365 of the Code of Virginia, to amend certain of said sections and as amended and re-numbered to re-enact the same; to amend, number and re-enact Chapter 231 of the Acts of 1918, as heretofore amended as Section 354 of the Code; to revise, number and re-enact Chapter 230 of the Acts of 1928, as Section 355 of the Code; to revise, number and re-enact Chapter 13 of the Acts of 1924, as heretofore amended as Section 365 of the Code of Virginia; and to repeal Sections 349, 350, 351, 352, 353, 354, 355, 357, 359, 360, 361, 362, 363, 364, 365, 366, 367, 3074 and 3445 of the Code of Virginia as they exist prior to the taking effect of this act, and to repeal Chapter 231 of the Acts of 1918 as heretofore amended; to repeal Chapter 230 of the Acts of 1928; and to repeal Chapter 13 of the Acts of 1924, as heretofore amended.
An ACT validating, ratifying, approving, and confirming certain bonds and other instruments or obligations heretofore issued, and validating, ratifying, approving, and confirming certain proceedings heretofore taken, by counties, cities, towns, school districts, school boards, and sanitary districts in, and educational institutions of, this Commonwealth.
An ACT to authorize the county school board of certain counties to pay its members an annual salary of not in excess of three hundred dollars, in lieu of per diem.
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698-a of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact section 1077 of the Code of Virginia, as amended, in relation to State Colony for Epileptics and Feeble-minded.
An ACT to authorize the issuance of bonds by county school boards of counties in the State of Virginia for the purpose of providing funds for school improvements in said counties, including the purchase of sites for school buildings or additions to school buildings, the construction of school buildings or additions to school buildings, and the furnishing and equipping of school buildings or additions to school buildings.
An ACT to amend and re-enact section 835 of the Code of Virginia, as heretofore amended, relating to the appointment of the board of visitors for the Virginia Military Institute.
An ACT to authorize and empower the board of visitors of the College of William and Mary to sell and convey a certain parcel of land in the city of Williamsburg.
An ACT to authorize and direct the Director of the Division of Purchase and Printing to furnish to the law school of any university or incorporated college whose law library has been destroyed by fire, out of any surplus copies on hand and available for distribution, certain copies of the Virginia Reports and of the Acts of the General Assembly.
An ACT to amend and re-enact sections 2 and 5 of an act entitled an act to authorize and empower the State Board of Education to waive or modify certain statutory limitations and restrictions on making loans from the literary fund to county and city school boards, and to confer on the State Board of Education discretionary powers in lending money from the literary fund to school boards, for the purpose of enabling school boards to meet, to comply with and take advantage of the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, approved September 13, 1933, as amended by an act approved February 20, 1934.
An ACT to validate, ratify, approve and confirm bonds issued by the County School Board of Warwick County, at a special election heretofore held on November 5, 1935, authorizing the issuance of such bonds by said County School Board, for the purpose of erecting, furnishing and equipping a school building in Warwick County, Virginia, under the rules and regulations prescribed by the Federal Emergency Administration of Public Works.
An ACT to amend and re-enact section 671 of the Code of Virginia, as heretofore amended, in relation to plans and requirements for the construction of public school buildings, condemnation of unsafe or unfit buildings, fire escapes and exits, and fire drills, so as to authorize the State Board of Education to require such changes in public school buildings as may be necessary for safety against fire and panic hazards, and to withhold from any county, city or town failing to meet such requirements certain State school funds.
An ACT to amend and re-enact Section 618 of the Code of Virginia, as heretofore amended, in relation to contracts for purchase of school books by State Board of Education.
An ACT to amend and re-enact Sections 1, 2, 3, 6, 10, 13, 15 and 16 of an act entitled "An act to regulate the employment of children; to repeal an act entitled an act to amend and re-enact Chapter 210 of the Acts of 1908, regulating the employment of children in certain employments, approved March 13, 1908, as amended by Chapter 339 of the Acts of 1914, approved March 27, 1914, approved March 14, 1918; to repeal an act entitled an act to permit children over the age of twelve years to work in fruit and vegetable canneries and to transmit merchandise or run errands, approved March 20, 1920, and to repeal Sections 1809 to 1816, inclusive, of the Code of Virginia, Section 1810 of which was amended by an act approved March 25, 1920," approved March 27, 1922.
An ACT to amend and re-enact section 993 of the Code of Virginia, relating to scholarships in State educational institutions, so as to prescribe certain limitations and restrictions upon the granting of such scholarships, and to prohibit the remission of special fees and charges in such institutions except in certain designated cases, and to repeal sections 854, 858 and 938, and 945 and 953, as heretofore amended, of the Code of Virginia relating to the remission of certain fees and charges to students in such institutions, and to repeal an act entitled “An act authorizing the rector and visitors of the University of Virginia to offer one hundred and nineteen State scholarships to students from Virginia, which shall entitle the holder to tuition in the college, room rent, light, heat and attendance free of charge,” approved March 16, 1918.
An ACT to amend and re-enact Section 435 of the Tax Code of Virginia, as heretofore amended, relating to property exempt from taxation.

An ACT to amend and re-enact section 72 of the Tax Code of Virginia, as heretofore amended, in relation to the taxation of bonds of counties, cities and towns, and other political subdivisions of this State, so as to bring within the provisions of that section the bonds, certificates of indebtedness, and other obligations hereafter issued by State educational institutions under the provisions of Chapter 49 of the Acts of Assembly of 1933, as amended.
An ACT to authorize the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding the sum of fifty thousand dollars ($50,000.00) for the purpose of constructing a high school building, and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.
An ACT to amend and re-enact Section 1005 of the Code of Virginia, relating to the boards of directors of the State hospitals and the colony for epileptics and feeble-minded, so as to abolish the present general and special boards of directors of said institutions; to provide for a single board of directors to be known as the State Hospital Board, and to prescribe its powers and duties; to provide for the appointment, suspension and removal of the members of such board and to provide for the expenses of the members of the said board and its secretary.
An ACT to amend and re-enact section 3 of an act entitled “An act to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State,” approved March 30, 1936
An ACT to amend and re-enact an act entitled “An act to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract a debt and to secure the payment of the same by deed of trust on real estate held by said trustees,’ approved September 13, 1933, so as to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract debts and to secure the payment of the same.

An ACT to provide a new charter for the town of Norton, Virginia, and to repeal all acts or parts of acts in conflict therewith, and all former charters and amendments thereof, of said town.
An ACT to validate, ratify, approve and confirm bonds issued pursuant to any election or proceedings heretofore held or taken authorizing the issuance of such bonds by any county, school board or school district of the State for the purpose of making school improvements, including the purchase of land, building, rebuilding, adding to, improving or equipping any school buildings of any county or school district.

1938
An ACT to authorize and empower the board of supervisors of Wythe county, the county school board of Wythe county, and the school board of Evansham School District of Wythe County, either singly or jointly, to pay not to exceed $5,000.00 to H. L. Austin, for the benefit of Harry Austin, to compensate the said Harry Austin for losses, injuries, disfigurement and suffering resulting from certain burns.
An ACT to authorize the County School Boards of Tazewell County and of Buchanan County to provide for the free transportation of both elementary and high school pupils in said counties and to authorize the Board of Supervisors of said counties to raise money for such purpose by a county school levy in addition to that authorized by section six hundred and ninety-eight-a of the Code of Virginia.
An ACT to make effective the Constitutional provision to the effect that the General Assembly shall establish and maintain an efficient system of public free schools throughout the State, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to authorize and empower the State Board of Education
An ACT to amend and re-enact Section 708 of the Code of Virginia, as heretofore amended, relating to the public schools and officers and teachers thereof.
An ACT to amend and re-enact Section 660 of the Code of Virginia, in relation to the duties of school board as to school laws and rules and regulations; employment of teachers; restrictions; penalties.
An ACT to amend and re-enact Section 365 of the Code of Virginia, relating to free library systems for counties, so as to permit the governing body of any county in which no such system has been established to appropriate funds for the support and maintenance of any free library or library service operated therein by a company, society or association organized under the provisions of Chapter one hundred and fifty-one of the Code of Virginia.
An ACT to amend and re-enact Section 656 of the Code of Virginia, as amended, in relation to authority and duty of school boards, so as to require drinking water to be provided at all public school houses.
An ACT to provide for the erection of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; to that end to create a commission to be known as the State Library Building Commission; to provide for the appointment of the members of such commission; to prescribe the powers and duties of the said commission; to provide for the acceptance by the Commonwealth of certain land which may be conveyed by the City of Richmond, and for the erection thereon of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; and to continue the State Library Building Commission created by the General Assembly of 1936 until June 30, 1938, and to prescribe its powers and duties for the said period.
An ACT to validate bonds issued, and all bonds authorized prior to January 1, 1938, to be issued whether heretofore issued or not, by the county school board and/or the Board of Supervisors, of any county, for the purpose of erecting or improving school houses in any school district of such county, and for funding outstanding floating indebtedness of such school district to a town located in such school district.
An ACT to amend and re-enact Section 435 of the Tax Code of Virginia, as heretofore amended, relating to what property is exempt from taxation, State and local.
An ACT to amend and re-enact Section 638 of the Code of Virginia as heretofore amended, authorizing the school boards of counties, cities and towns to borrow from the literary fund.
An ACT to amend and re-enact Sections 619, 620, 621, 622 and 623 of the Code of Virginia, in relation to the duties of the State Board of Education, local school boards and division superintendents regarding the purchase and distribution of basal and supplementary textbooks for use in the public schools of Virginia.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 698-b, providing how certain special elections and referenda on proposed increases in school taxes may be called and held.
An ACT to provide for a system of voluntary apprenticeship and the regulation and supervision of apprenticeship agreements; to create an apprenticeship council and the office of secretary of the said council; to define the powers and duties of the said council; and to repeal all acts and parts of acts in conflict with this act.
An ACT to authorize the trustees of the Shenandoah Valley Academy, at Winchester, to sell and convey to the purchasers, certain lands of said Academy, situated in the western section of said city, the title to which is in said trustees; to authorize said trustees to make and enforce building regulations and to enter into contracts concerning the laying out and grading of certain streets; and to authorize said trustees to apply the proceeds of such sales to the payment of part of the costs of grading such streets and the installation of water and sewer lines, and, to the payment of certain indebtedness of said Academy.
An ACT to amend and re-enact Section 395 of the Tax Code of Virginia, as heretofore amended, in relation to delinquent State taxes.
An ACT to amend and re-enact Section 4804 of the Code of Virginia, as heretofore amended, relating to the appointment and powers of conservators of the peace at watering places, natural caverns, universities and colleges, so as to provide for the appointment of conservators of the peace with like powers at airports.
An ACT to amend and re-enact Section 2968 of the Code of Virginia, as heretofore amended, in relation to annexation, property to be included and property not to be included in annexed territory, and persons to be included and persons not to be included in enumeration of population.
An ACT to amend and re-enact Section 811 of the Code of Virginia, relating to the duties of the board of visitors of the University of Virginia.
An ACT to appropriate the public revenue for the two years ending, respectively on the thirtieth day of June, 1939, and the thirtieth day of June, 1940, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to amend and re-enact Sections 1 and 2 of an act entitled “An act to authorize the governing boards of the University of Virginia, the Virginia Polytechnic Institute, the Virginia Normal and Industrial Institute and the State Teachers Colleges at Farmville and Harrisonburg to issue and sell, through the commissioners of the sinking fund, certificates of indebtedness in the name and on behalf of their institutions, respectively, to raise funds for dormitory construction purposes and for the construction of a power and heating plant at the Virginia Polytechnic Institute, subject to the conditions and limitations contained in this act; to provide for the payment of the interest thereon and the principal thereof at maturity; to authorize and require the State Board of Education to sell any State bonds held as a part of the literary fund, when so directed by the Governor, and to invest the proceeds derived from the sale of such bonds in the certificates of indebtedness issued under the provisions of this act and to authorize and require the State Board of Education, when so directed by the Governor, to invest any uninvested portion of the literary fund in the certificates of indebtedness issued under the provisions of this act: which follows the plan of the Noell Act, Chapter 489, Acts of 1926, adopted in the budget”, approved February 28, 1928, as heretofore amended, so as to authorize the governing body of the State Teachers College at Farmville to issue and sell in accordance with the provisions of the said act certificates of indebtedness in an additional amount not to aot Ty
An ACT to amend and re-enact Section 935 of the Code of Virginia, providing for a board of visitors of the College of William and Mary in Virginia, their number, method of appointment, term and duties.
An ACT to amend and re-enact Section 636 of the Code of Virginia, as heretofore amended, relating to loans from the literary fund for purpose of erecting school houses.
An ACT to amend and re-enact Section 672 of the Code of Virginia, as heretofore amended, in relation to high schools; establishment and maintenance; standards; appropriations; tuition; fees; teaching of high school subjects, so as to prohibit the charging, levying and collection of certain fees and charges in primary, grade and high schools.
An ACT to validate the payment of interest heretofore made on certain notes of the school board of Claremont School District No. 4 of the county of Surry; to validate the said notes for the purpose of and to the extent necessary for liquidation, and to authorize the application of certain funds realized from a special levy made upon the taxable property in the said school district to the liquidation of the said notes.
An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.

An ACT to amend and re-enact Section 644 of the Code of Virginia, as heretofore amended, relating to the re-payment of loans made by school hoards of counties and cities from the literary fund, so as to include certain towns within the provisions of the said section.
An ACT to amend and re-enact Sections 1 and 2 of an act entitled “An act to provide for the regulation of public dance halls located in counties adjoining cities of fifty thousand inhabitants or more and in counties having a density of population of more than three hundred per square mile, according to the last United States census”
An ACT to authorize the county school board of Giles County to pay John Eaton $250.00 to reimburse him in part for hospital expenses incurred by him for injuries received while in the performance of his duties as janitor and caretaker of the Pearisburg high school building.
An ACT to authorize and empower the Rector and Visitors of the University of Virginia to sell and convey a certain piece or parcel of land in the county of Albemarle, Virginia.
An ACT to amend Article V of an act entitled “An act to incorporate the town of Phoebus, in Elizabeth City county”, approved January 22, 1900, by adding to said Article V a new section numbered Section 3, in relation to levying school taxes.
An ACT to amend and re-enact an act entitled “an act to provide equal educational facilities for certain persons denied admission to Virginia State colleges, universities and institutions of higher learning”
An ACT for the relief of J. Davenport Blackwell, trading as Blackwell Engineering and Construction Company.
An ACT to create a State Board of Photographic Examiners; to provide for the appointment, removal, compensation, powers and duties of the members, agents and employees of the said Board; to provide for the examination and registration of persons desiring to practice photography and the licensing of persons, firms, corporations and associations engaging in the practice of photography in this State; to provide for the collection of certain fees for such examinations, registrations, and licenses, and to appropriate moneys derived therefrom; to prohibit certain practices in violation of this act; and to prescribe penalties.
An ACT to amend and re-enact Section 942 of the Code of Virginia as heretofore amended, relating to the State Teachers Colleges.
An ACT to amend and. re-enact Section 1092 of the Code of Virginia, relating to the colony for feeble-minded colored persons, so as to establish said colony as a separate institution.
An ACT for the relief of John C. Senter, of Roanoke, Virginia; J. F. Barbour and Sons, of Roanoke, Virginia, and the Stone Construction Company of Bristol, Virginia.
An ACT to provide a new charter for the town of Cape Charles, Northampton county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Cape Charles.

An ACT to amend and re-enact Section 122 of the Tax Code of Virginia, relating to certain deeds upon which recordation tax shall not be imposed.
An ACT to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled “An act to incorporate the town of Herndon, in the county of Fairfax”

An ACT to amend and re-enact section 394 of the Code of Virginia, relating to the printing and distribution of the reports of State departments and agencies, so as to provide that the same, with certain exceptions, shall be edited and condensed, and printed and distributed bi-ennially in consolidated form.
An Act to amend and re-enact an act entitled ‘An Act to provide educational opportunities for the orphans of soldiers, sailors and marines who were killed in action or died during the World War,’ so as to extend the benefits of the act to the children of certain disabled soldiers, sailors and marines.
An ACT to amend and re-enact Section 1092 of the Code of Virginia, as heretofore amended, relating to the establishment of the Petersburg State Colony.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3875-a, authorizing any stock corporation organized to operate an educational institution to amend its charter so as to become a corporation not organized for profit and without capital stock.
An ACT for the relief of Miller Manual Labor School of Albemarle County
An ACT to validate elections heretofore held for the purpose of submitting to the qualified electors of any county the question of issuing county bonds for the purpose of funding indebtedness incurred by the county school board for school purposes, and to validate county bonds issued by county school boards pursuant to any such election.
An ACT to amend and re-enact Section 4, as heretofore amended, of an act entitled ‘‘An act to provide a new charter for the town of Woodstock and to repeal all acts or parts of acts in conflict therewith, and to declare all contracts and obligations heretofore or hereafter made by the present council and government of the town of Woodstock and all power heretofore or hereafter exercised by them, while in office, to be legal and valid.”’
An ACT to permit the State Board of Education to except certain counties from the requirement of paying the minimum of twenty per centum of total teachers’ salaries for the school year 1939-40, in order to receive certain State appropriations, and to approve and ratify the action of the said State board in distributing State school funds to said counties for previous years.
An ACT to add to the primary system of State highways certain roads in the several State parks, and to add to the secondary system of State highways certain roads leading from State highways to public school buildings.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 385-a, exempting under certain conditions, from certain provisions of Chapter 25 of the Code of Virginia, public printing, lithographing, engraving and ruling for State colleges, universities and other institutions of higher learn-
An ACT to amend and re-enact sections 683 and 684, as heretofore amended, 685, and 686 of the Code of Virginia, relating to compulsory school attendance, records and reports and the duties of certain officers relating thereto, and providing penalties for violations; and to further amend the said Code by adding thereto a new section numbered 686-a, providing for the enforcement of compulsory attendance laws and penalties for violations.

An ACT to amend and re-enact Sections 979, 982 and 983 of the Code of Virginia, relating to the Virginia State School for Colored Deaf and Blind Children, so as to abolish the board of visitors of said school and place the same under the control, management and supervision of the State Board of Education, and to repeal Section 984 of the Code of Virginia, relating to the same subject.
An ACT to authorize school boards of counties to anticipate the payment, in whole or in part, of loans obtained from the literary fund.
An ACT to amend and re-enact an act entitled 'An Act to make it unlawful for any person to drive or operate any automobile or other motor vehicle, engine or train while under the influence of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, or any other liquid, beverage or article containing alcohol, or under the influence of any narcotic drug, or any other self-administered intoxicant or drug of whatsoever nature; to prescribe penalties for violations thereof, and to require convictions thereunder to be reported to the Director of the Division of Motor Vehicles.'
An ACT to amend and re-enact Section 613 of the Code of Virginia, as heretofore amended, relating to the governing boards of certain educational institutions.
An ACT to repeal an act entitled ‘‘an act to provide for protection of school children upon the streets and highways, when being transported to and from school by buses and other vehicles”
An ACT to require the county school boards and the boards of supervisors, or other governing bodies of the counties, to cause to be recorded in well bound books, complete minutes of all their meetings and proceedings, including all bids submitted on any building, materials, supplies, work, or project to be let to contract, and to provide that such books shall be kept open to public inspection of any such minutes for certain periods.
An ACT to amend and re-enact Sections 608 and 609 of the Code of Virginia, relating to powers and duties of the State Board of Education.
An ACT to amend and re-enact Section 1, as heretofore amended, of an act entitled ‘‘An act to abolish all school districts in the counties of Roanoke, Pittsylvania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school districts; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective.’’
An ACT to authorize, empower and direct the Board of Visitors of the Virginia School for the Deaf and Blind, to convey to the City of Staunton a right of way for certain sewer pipe lines heretofore laid by said city in connection with its sanitary sewerage system, through the lands of said school, together with the right to maintain, repair and relay said lines.
An ACT to amend an act entitled ‘‘An act to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled ‘An act to incorporate the town of Herndon, in the county of Fairfax’
AN ACT to amend and re-enact Sections 973, 975 as heretofore amended, and 976 of the Code of Virginia, relating to the powers and duties of the Board of Visitors and the Superintendent of the Virginia School for the Deaf and Blind, and to repeal Section 978 of the Code of Virginia relating to funds for the support of said institution.
