An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to amend and re-enact Section 644-a of the Code of Virginia, relating to certain officers who may not be members of county school boards.
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698-a of the Code of Virginia, relating to the same matters.

An ACT to provide a new charter for the town of Holland, in the county of Nansemond, and to repeal the charter provided for said town by chapter 1047 of the Acts of the General Assembly of 1899-1900, approved March 7, 1900, and all amendments thereof, or of any part thereof.
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Section 698-a of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact Section 4 of an act entitled ‘‘An act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith.”, approved March 26, 1928, relating to the powers of the said town, so as to make further provisions with reference to town cemeteries.
An ACT to ratify and validate, for all purposes, an issue of $750,000 of certificates of indebtedness of the Virginia Agricultural and Mechanical College and Polytechnic Institute, at Blacksburg, issued pursuant to the provisions of Section 58 of Chapter 428 (the Appropriation Act) of the Acts of 1938, which are now owned and held as a part of the State Literary Fund, to authorize the sale of same to the general public by the State Board of Education, and to validate and re-enact all of the provisions of said Section 58.
An ACT to provide a new charter for the town of Gate City, in the county of Scott, and to repeal all acts and parts of acts inconsistent therewith, and to provide for a referendum.
An ACT to authorize the State Board of Education, in consideration of the closing of certain streets in the town of Farmville, to convey to the said town of Farmville for the purpose of opening a new street a certain tract or parcel of land in said town now a part of the property used by the State Teachers College at Farmville.
An ACT to regulate the operation of certain summer camps, to require certain sanitary and health provisions to be made therefor, to provide for the inspection thereof and for the issuance and revocation of permits for the operation thereof and for appeals in certain cases, to confer and impose certain powers and duties upon the State Health Commissioner and the agents and employees of the Department of Health, and to prescribe penalties for violations.
An ACT to validate $55,500.00 of 2 per cent general obligation bonds issued by the city of Williamsburg, in pursuance of an ordinance of the City Council, and of an election on the question, held on November 7, 1939, the proceeds of said bonds to be used in connection with the erection of a public school building in said city, for colored children.
An ACT to amend and re-enact Section 675 of the Code of Virginia, relating to temporary loans to school boards and expenditures of funds for school purposes.
An ACT to validate certain bonded indebtedness of the school board of the city of Hampton, Virginia, and to authorize the said school board of Hampton, Virginia, to issue bonds for the purpose of refunding such indebtedness and to require the council of the said city of Hampton, Virginia, annually to levy taxes to pay the interest on, and the principal of, the said bonds herein authorized to be issued.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 653-a, prescribing how certain county school boards shall be constituted and the members of such boards appointed, and ratifying and validating acts and proceedings of certain school boards affected.
An ACT to provide for the addition to the primary system of State highways, for certain purposes, of certain roads, on and adjacent to the lands of the Virginia Agricultural and Mechanical College and Polytechnic Institute.
An ACT to amend and re-enact Sections 660 as heretofore amended, 664, 670, and 672 and 786 as heretofore amended, of the Code of Virginia, relating to powers and duties of school boards in counties and cities, employment of teachers, joint operation of schools by two or more school boards, and certain other matters relating to public schools.
An ACT to amend and re-enact an act entitled ‘‘An act to provide equal educational facilities for certain persons denied admission to Virginia State colleges, universities, and institutions of higher learning.’’

An ACT to regulate certain child welfare agencies; and to that end
An ACT to amend the Code of Virginia by adding thereto — new sections numbered 653-a 1, 653-a 2, 653-a 3, and 653-a 4, to provide for the appointment of school trustee electoral boards and county school boards; provide for compensation of the members of said boards; to provide for levying certain district school taxes; to make certain provisions as to special school districts and town school districts; to provide for the payment of certain portions of county school funds to certain town school districts, and to provide for the appointment of county school boards in counties operating under the county manager form of government; and to repeal Sections 653 and 653-a, of the Code of Virginia, and to include cities, of certain ranges in population, within certain provisions hereof.
An ACT to provide a new charter for the City of Martinsville; to validate certain contracts and obligations of the said city; and to repeal all acts or parts of acts in conflict with this act, and all former charters of the city of Martinsville.
An ACT to authorize the State Board of Education, with the approval of the President of the State Teachers College at Radford, to enter into a contract of lease with the Atlantic Greyhound Lines in connection with its bus terminal at Radford, Virginia.
An ACT to amend and re-enact Section 684, as heretofore amended, of the Code of Virginia, providing methods for enforcing attendance of certain children at public schools.
An ACT to authorize and direct the Director of the Division of Purchase and Printing to furnish the Law Library of the University of Virginia certain publications.
An ACT to amend and re-enact Section 62, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and cited as “The Motor Vehicle Code of Virginia’, so as to prescribe further reductions in speed limits, in the interest of greater safety, and to provide for further reductions thereof, under certain circumstances, by executive order.
An ACT to amend and re-enact Section 623, as heretofore amended, of the Code of Virginia, prohibiting division superintendents of schools from receiving additional compensation for distributing textbooks, and prescribing penalties.
An ACT to amend and re-enact Section 655, as heretofore amended, of the Code of Virginia, relating to organization and meetings of county and city school boards, and procedure in case of tie votes.
An ACT to amend and re-enact Sections 1, 9, and 11 of Chapter 396 of the Acts of the General Assembly of 1940, approved April 1, 1940, relating to an optional form of county organization and government, so as to permit the adoption of such form by any county in the State having a density of population of 600 or more inhabitants per square mile of highland, and to permit certain changes in the composition of the school board and the compensation of its members provided for in said act.

An ACT to amend and re-enact Chapter 377 of the Acts of the General Assembly of 1938, approved March 31, 1938, providing for the support and maintenance of public free schools by appropriations out of the State treasury and by local school taxes, so as to change the basis on which State funds are allotted to counties and cities, and the basis on which average annual salaries of teachers are fixed.
An ACT to provide a new method of appointment of the members of county school boards, and to prescribe their terms of office.
An ACT to authorize and empower the Board of Visitors of the College of William and Mary in Virginia to sell and convey a certain strip of land in the City of Williamsburg.
An ACT to repeal Sections 665, 668, 781 and 782 of the Code of Virginia, relating respectively, to the duties of public school boards with reference to meetings of teachers, to certain other general duties of public school boards, to the levying of certain taxes by the councils of cities and to the budgets of public school boards of cities.
An ACT to permit the Board of Visitors of the College of William and Mary in Virginia to dispose of a certain tract or parcel of land in Bruton District of York County.
An ACT to amend and re-enact Section 713 of the Code of Virginia, as heretofore amended, in relation to the purchase of school libraries.
An ACT to provide a new charter for the Town of Chatham, in the County of Pittsylvania; to validate all contracts heretofore or hereafter made by the present governing body and council while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts or parts of acts in conflict with this act.
An ACT to amend and re-enact Section 644-a, as heretofore amended, of the Code of Virginia, relating to who may not be members of county school boards.
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.
An ACT to amend and re-enact Section 643, as heretofore amended, of the Code of Virginia, relating to loans to county and city and town school boards from the literary fund, so as to reduce the interest rate on such loans.
An ACT to amend and re-enact Sections 11, 63 and 64, as heretofore amended, of an act entitled "An Act to incorporate the City of Newport News, in the County of Warwick, and to provide a charter therefor."
An ACT to amend and re-enact Section 122 of The Tax Code of Virginia, as heretofore amended, prescribing what deeds are exempt from the recordation tax, so as to provide that such tax shall not be imposed on any deed of trust conveying land used as the site of a church.
An ACT to regulate the granting of college degrees, and to prescribe penalties for violations of this act.
An ACT to establish a contributory retirement system for certain State employees, and for public school teachers and certain other employees of local public school boards; and to repeal Chapter 36 and Sections 787 to 805, both inclusive, of the Code of Virginia, relating to the retirement of teachers.
An ACT to amend and re-enact Sections 2 and 47, as heretofore amended, and Sections 29 and 48 of Chapter 473 of the Acts of the General Assembly of 1924, approved March 22, 1924, the said chapter providing a new charter for the City of Roanoke, and the said sections relating to the powers of the city, the issuing justice, and the issuance of bonds therein
An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698-a, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Chapters 43 and 220, Acts of 1940, approved February 15, and March 16, 1940, respectively, and both entitled Section 698 of the Code of Virginia, relating to the same matters.
An ACT to permit the use and leasing of school buildings and grounds in Scott County for fairs, carnivals and similar exhibitions; to prescribe the terms upon which buildings and grounds may be so used and leased; to provide for the disposition of rents received therefrom; and to repeal Chapter 361, Acts of 1936.
An ACT to abolish the special town school district of the Town of Falls Church, in Fairfax County, except for the purpose of representation on the county school board; to provide for the transferring of all property owned by or held for the use of said town school district, including all funds standing to the credit of the district, to the county school board; to provide that all outstanding bonds and other valid obligations of said district shall constitute valid obligations of said county; to provide for levying taxes for the payment of such bonds and obligations; and to provide that if and when it shall be determined in the manner prescribed by law, that the Town of Falls Church has sufficient population to constitute it a city of either the first or second class, the schools within the boundaries thereof shall be under the jurisdiction of the county school board of Fairfax County, and the school taxes thereafter levied upon the property within such boundaries, shall be annually levied and collected by the city and paid over to the county.
An ACT to amend the Code of Virginia by adding a new section numbered 645-a, to provide that county school boards may anticipate the payment of loans obtained from the literary fund; to provide for borrowing money for such purpose by the issuance and sale of refunding bonds; to validate such literary fund loans; to provide for levying taxes to raise money for the payment of such bonds ; and to repeal Chapter 385 of the Acts of 1940, approved April 1, 1940.
An ACT to provide that service in the armed forces of the United States shall be a discharge of the obligation of any person to render certain services in consideration of any State scholarship awarded to or received by such person as a student in certain institutions of higher learning.
An ACT to validate certain indebtedness of the school board of the City of Hampton, Virginia, and to authorize the said school board of the City of Hampton, Virginia, to issue bonds for the purpose of refunding such indebtedness and to require the council of the said city of Hampton, Virginia, annually to levy taxes to pay the interest on and the principal of the said bonds herein authorized to be issued.
An ACT to validate, ratify, approve and confirm bonds heretofore issued, or bonds heretofore authorized to be issued, pursuant to any election heretofore held in any school district of the State, for the purpose of erecting, building, rebuilding, adding to, equipping or otherwise improving school buildings in any such district, in which election the vote was in favor of the issuance of such bonds; and to authorize the levying of taxes for their payment.
An ACT to appropriate certain funds for State aid in the development of certain public library services, particularly for rural communities, and to prescribe the powers and duties of the State Library Board and of certain other persons with respect to the expenditure of such funds and of similar future appropriations.
Joint Resolution Proposing Amendment to Section 134 of the Constitution of Virginia
An ACT to amend and re-enact Section 717 of the Code of Virginia, as amended, relating to the display of flags at public schools, so as to require each public school in the Commonwealth to be provided with a flag of the United States and necessary equipment; to provide for the payment thereof; to require instruction concerning the history of the flag and the principles for which it stands including the Bill of Rights; and to eliminate reference to the flag of Virginia.
An ACT to authorize the Medical College of Virginia and the University of Virginia severally to establish certain medical scholarships, to prescribe the conditions and restrictions under which such scholarships may be awarded and paid, to provide for repayment by the recipients of such scholarships under certain conditions, to establish a special fund of any money so repaid, and to appropriate funds necessary to carry out the provisions of this act.
Proposing amendment to Section 73 of the Constitution of Virginia:
An ACT to amend and re-enact Section 615, as heretofore amended, of the Code of Virginia, relating to the division of the State into school divisions and the salaries of division superintendents.
An ACT to amend and re-enact Section 672, as heretofore amended, of the Code of Virginia, relating to the establishment and conduct of public high schools and their supervision by the State Board of Education, and the payment of tuition and other charges in such schools.
An ACT to amend and re-enact Section 670, as heretofore amended, of the Code of Virginia, relating to establishment of joint schools for counties or for counties and cities.
An ACT to amend the Code of Virginia by adding a new section numbered 1615-a, authorizing the State Board of Medical Examiners to admit to examinations given by such board, applicants otherwise qualified who have completed the prescribed courses in not less than thirty-two months.
An ACT to amend and re-enact Section 5, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to persons to whom a license shall not be issued.
An ACT to amend and re-enact Chapter 253 of the Acts of the General Assembly of 1932, approved March 24, 1932, authorizing certain appropriations for grading and beautifying public school grounds, so as to remove the limit placed upon the amount appropriated for such purpose.
An ACT to provide a new charter for the town of Chincoteague, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Chincoteague.
An ACT to amend and re-enact Section 642, as heretofore amended, of the Code of Virginia, relating to loans to school boards from the literary fund, so as to authorize such loans not in excess of 85 per cent of the cost of the property on account of which the loan is made.
An ACT to amend and re-enact Section 669, as heretofore amended, of the Code of Virginia, relating to condemnation of land for school purposes, so as to permit condemnation in counties of parcels of land not exceeding fifteen acres.

An ACT to amend and re-enact Sections 683, 684, 685 and 686, as amended, of the Code of Virginia, relating to compulsory school attendance, providing methods for enforcing attendance of certain children at public schools, records and reports and the duties of certain officers relating thereto, and providing penalties for violation.
An ACT to convert Mary Washington College into a liberal arts college for women, which shall be under the supervision, management and control of the Rector and Visitors of the University of Virginia; and for the purpose to amend the Code of Virginia by adding to Chapter 37 six new sections, designated, respectively 833-a, 833-b, 833-c, 833-d, 833-e, and 833-f.
An ACT to amend and re-enact Section 643, as amended, of the Code of Virginia, relating to loans to county, city or town school boards from the literary fund, to reduce the interest rate on such loans.
An ACT to amend and re-enact Chapter 350 of the Acts of Assembly of 1942, approved March 31, 1942, providing for State aid in the development of public library services, so as to authorize the State Library Board to grant from appropriations made for this purpose funds for aiding certain libraries and library systems, peroutarly in rural communities, and to prescribe the powers and duties of the State Library Board and of certain other persons with respect to the expenditure of funds appropriated for such State aid.
An ACT to authorize the governing board of the Virginia State College for Negroes to contribute to the cost of the education of certain medical and dental students.
An ACT to transfer jurisdiction and control of a part of the land here- to-fore devoted to the use of the Virginia State School for Colored Deaf and Blind Children to the State Highway Commission to be used as a part of State Highway Route No. 610, Elizabeth City County.
An ACT to amend and re-enact Section 653-a 2 of the Code of Virginia, relating to school districts and special school districts, and school boards.
An ACT to amend and re-enact Section 675 of the Code of Virginia, as amended, relating to certain loans to school boards.
An ACT to amend and re-enact Section 363 of the Code of Virginia, relating to composition and appointment of the State Board for the Certification of Librarians.

An ACT to authorize and empower the board of visitors of the Virginia School for the Deaf and the Blind to sell and convey a farm belonging to it, commonly known as the Vincent property, and to repeal Chapter 285 of the Acts of Assembly of 1930, approved March 24, 1930, relating to the same
An ACT to amend and re-enact Sections 3821 and 3874 of the Code of Virginia so as to authorize the merger or consolidation of certain non-stock corporations, to prescribe the manner in which such merger or consolidation may be effected, and the rights, obligations, duties and powers of such merged or consolidated corporations, and to increase the amount of real estate which may be held by non-stock corporations operating as educational institutions.
An ACT to amend and re-enact Section 435 of the Tax Code of Virginia, as amended, relating to what property exempt from taxation, so as to omit lands owned ‘by the United States.
An ACT to authorize the Virginia Conservation Commission to accept from the Trustees of the Slemp Foundation, created by the will of the late C. Bascom Slemp, a collection of books, printings, and museum pieces, to be known as the “Southwest Virginia Museum”; to operate the same with funds donated by the said Trustees, or others, for that purpose; to enter into agreements with the State Library Board for joint operation of said museum and a public library, and to appropriate money for the purchase of a building in which to house said museum and carry on said activities.
An ACT to amend and re-enact Section 1, as amended, of Chapter 375 of the Acts of Assembly of 1930, approved March 24, 1930, providing for the education of children of persons killed or totally and permanently disabled as a result of service in World War I or World War II.
An ACT to amend Section 860 of the Code of Virginia so as to change the corporate name and style of “The Board of Visitors of the Virginia Agricultural and Mechanical College and Polytechnic Institute” to the corporate name and style of “Virginia Polytechnic Institute”.
An ACT to authorize the county school board of Frederick county to lease certain public school property to the War Food Administration.
An ACT to authorize the Virginia State College for Negroes to establish a division of the College in the City of Norfolk, and for that purpose to accept on behalf of the Commonwealth conveyances of certain property in that city, and to authorize the City of Norfolk to convey, lease or grant to the Commonwealth of Virginia, without cost, certain property for the use of such division.
An ACT to consolidate the State Teachers College at Radford with the Virginia Agricultural and Mechanical College and Polytechnic Institute to serve and to be known as “Radford College, Woman's Division of the Virginia Polytechnic Institute”

An ACT to require and to provide for the effectuation and maintenance of certain public liability and property damage insurance on vehicles engaging in transportation of school pupils and personnel to and from schools.
