An ACT to authorize the council of the city of South Norfolk to borrow money not in excess of $100,000.00, and to issue its bonds therefor for the purpose of funding and refunding certain school bonds, and to fund certain temporary loan notes or other obligations and to pay off the floating indebtedness of the said city, and to provide for the levy of a tax to pay the interest on said bonds and to retire the same as they mature.
An ACT validating certain outstanding school indebtedness of the city of Hampton, Virginia, and authorizing said city to borrow money and issue bonds for the purpose of refunding such indebtedness, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT giving authority to the Miller manual labor school of Albemarle, to sell and convey its real estate when, in the opinion of its board of trustees, the real estate to be conveyed is not needed for the use and purposes of said corporation and the sale and conveyance thereof is in furtherance of such uses and purposes, and ratifying the conveyances which have heretofore been made.

An ACT to validate the authorization of one hundred and ten thousand arp ($110,000) school bonds of the city of Hampton, Virginia, and provide for their issuance and sale and the payment thereof by an annual tax on taxable property in the city.
An ACT to amend and re-enact section 640 of the Code of Virginia, which was enacted into law by chapter 471 of the Acts of the General Assembly of 1928, approved March 26, 1928, said chapter being an act revising, amending, consolidating and codifying the laws of Virginia relating to public schools, the section amended being in relation to approval of loans from the literary fund.
An ACT to amend and re-enact section 8 of an act entitled an act to provide for the protection of wild water fowl in the public waters of Back bay and its tributaries and North Landing river, and along the shores thereof, in the county of Princess Anne, by prescribing the manner in which same may be killed; by regulating the number of batteries, sink boxes, mat blind rigs and other kindred devices which may be used on said waters and along the shores thereof in hunting said water fowl; by providing for the licensing of said batteries, sink boxes, mat blind rigs and other kindred devices; and by providing for the licensing of certain blinds on shore, at the option of the owners thereof, approved March 23, 1928, [H B 370]
An ACT to amend and re-enact section 653 of the Code of Virginia as enacted into law by chapter 471 of the Acts of the General Assembly of 1928, approved March 26, 1928, which act revised, consolidated, amended and codified the school laws of Virginia relating to the public school system, as amended.
An ACT to authorize and empower the school board of the city of Roanoke to sell and dispose of certain real estate to the city of Roanoke for public street purposes.
An ACT to provide a new charter for the city of Williamsburg, and to repeal all acts and parts of acts in conflict therewith.
An ACT to amend and re-enact section 698 of the Code of Virginia
An ACT to authorize the board of visitors of the Virginia Agricultural and Mechanical College and Polytechnic Institute, with the consent of the governor, to lease under certain conditions not to exceed two acres of real estate belonging to the said institution.
An ACT to abolish all school districts in the counties of Roanoke, Pittsylvania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school district; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate, town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1933, and the thirtieth day of June, 1934.
An ACT to ratify and approve the restoration of the original buildings and grounds of the Colonial College of William and Mary, authorizing their acceptance by the board of visitors of said college, and to provide for further changes by said college in the restoration of buildings, and decorations, furniture and furnishings, and in the landscaping of the grounds surrounding said Colonial College of William and Mary.
An ACT to authorize the county school board of any county to include in its budget an amount for the re-building and re-construction of any high school building heretofore destroyed by fire prior to July 1, 1930, and necessary in such county for proper school facilities, and at the same time furnish plans and specifications furnished by the superintendent of public instruction or State board of education, with the necessary levy to raise the said amount for re-building and equipping of said high school building not to exceed the sum of fifty cents on the one hundred dollars assessed valuation of real and personal property subject to local levy, and it shall not be levied for more than four years, commencing with the year 1932, and covering the years of 1932, 1933, 1934 and 1935, if deemed necessary by the county school board to re-build and equip said school building, and it shall be mandatory upon the said board of supervisors to levy such levy as recommended by the said county school board not to exceed the sum of fifty cents, and not to extend over a period not to exceed four years, and there need not be any publication of notice or public hearing upon the laying or imposing of this levy.
An ACT to repeal chapter 756 of the Acts of 1895-96, entitled “an act to provide that the Clintwood subdistrict, in Dickenson county, be, and the same is hereby, made a school district, to be known as the Clintwood school district, and to provide for building a school-house and raising funds for same,”
An ACT to amend and re-enact sections 1 and 8 of an act entitled "an act to authorize the issuance of bonds by county school boards of counties in the State of Virginia for the purpose of funding or refunding any of the current indebtedness of such counties incurred for school purposes and for the purpose of constructing school buildings or additions thereof," approved March 24, 1930, so as to include existing obligations incurred for school purposes.

An ACT to establish and to provide for the maintenance and operation, under the management, direction and control of the authorities of the Virginia Polytechnic Institute, of a nautical school for merchant marine training, to confer certain express powers and duties upon the said authorities with respect to such school, to permit them to accept gifts and loans and other aid in the maintenance of the said school, and to provide for the practical training of the students attending the same.
An ACT to provide that any bonds and coupons hereafter issued under the provisions of an act entitled “An act to provide for the retirement of registered certificates of the State issued to schools, colleges and other organizations, by authorizing and directing the issuance and sale of two million, four hundred and sixty-eight thousand, six hundred and five dollars and eighty-five cents ($2,468,605.85) of bonds of the Commonwealth of Virginia ; and to provide for the payment of the interest on such bonds and the principal thereof at maturity,” approved April 18, 1927
An ACT to authorize the governor to remove members of the boards of visitors of State colleges, universities, institutions, and agencies, and members of examining or licensing boards of the State, for certain causes, and to fill such vacancies.
An ACT to restrict the issuance of school warrants and the creation of school indebtedness by the county school board and other school officials of the county of Washington; to require the division superintendent of schools for said county to countersign all school warrants; to require such superintendent to give bond and to prescribe the liability of himself and his sureties under certain conditions; to authorize the board of supervisors of said county to provide for the payment of certain floating indebtedness of the said county school board by the issuance of new obligations therefor; to provide for certain levies for the final payment of such obligations; to limit the purposes for which the board of supervisors may make certain levies and the amount of such levies, and to provide for a referendum thereon in certain cases; to provide for the refund of certain school funds to the town of Abingdon; and to repeal an act of the general assembly entitled, an act to require the approval of the qualified voters of the county of Washington on certain local questions; to prohibit the board of supervisors of the said county from appropriating the county levy for certain purposes, to require the division superintendent of schools and members of the board of supervisors of the said county to be bonded, and to make them liable on their official bonds in certain cases; and to limit the rates of levy in the said county ; also, to authorize and direct the county school board of Washington county to borrow a sum not in excess of two hundred and fifty thousand dollars and to issue its notes therefor, the proceeds to be used to pay the existing school indebtedness of the school districts of the county and to replace funds expended during the present year for indebtedness incurred during the last preceding year or years; and providing for the levy and collection of a tax for the payment of the interest thereon and the principal thereof at maturity
An ACT to authorize the school boards of the cities of Roanoke, Danville and Portsmouth to purchase and own textbooks and to let them out to pupils on a rental basis.

An ACT to authorize and empower the State Board of Education to waive or modify certain statutory limitations and restrictions on making loans from the literary fund to county and city school boards, and to confer on the State Board of Education discretionary powers in lending money from the literary fund to school boards, for the purpose of enabling school boards to meet, to comply with and to take advantage of the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933.
An ACT to amend and re-enact section 30 of an act entitled an act to appropriate the public revenue for the two years ending, respectively, on the thirtieth day of June, 1933, and the thirtieth day of June, 1934
An ACT to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract a debt and to secure the payment of the same by deed of trust on real estate held by said trustees.
An ACT to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings

An ACT to constitute the town of Kilmarnock in Lancaster county a separate school district for the purpose of representation on the county school board of said county; to require the trustee electoral board of said county to appoint a member of the county school board from said town; and to provide what compensation such member shall receive.

An ACT to amend and re-enact section 617 of the Code of Virginia
An ACT to provide a new charter for the city of Hopewell and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Hopewell.
An ACT to authorize the board of supervisors of the county of Mecklenburg to levy and collect district school taxes in South Hill district of the county, for the payment of existing district indebtedness, at a rate, or rates, necessary to produce funds sufficient for such purposes.
An ACT to authorize and empower the Medical College of Virginia, through its board of visitors to provide from time to time for the extension, renewal or payment of its existing obligations, and for that purpose to borrow money to refund a present bonded indebtedness, to execute evidences of debt and secure same by deed of trust or mortgage.
An ACT to authorize the board of supervisors of Scott county to levy a district tax of not exceeding fifty cents on the one hundred dollars of the assessed value of all the property subject to local taxation in Taylor magisterial district of said county, for the purpose of repaying money borrowed from the literary fund to build certain schools in said district.
An ACT to validate, ratify, approve and confirm bonds issued on any election heretofore held, authorizing the issuance of such bonds by any school district of the State for the purpose of building, rebuilding, or otherwise permanently improving the school buildings of said school district or for original equipment therefor.
An ACT to amend and re-enact section 41 of an act entitled an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith
An ACT to make effective the Constitutional provision to the effect that the General Assembly shall establish and maintain an efficient system of public free schools throughout the State, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to authorize and empower the State Board of Education to make loans from the literary fund to counties, cities and towns, and to authorize and empower boards of supervisors, councils and other governing bodies of counties, cities and towns for and on behalf of such counties, cities and towns to borrow such moneys from the State Board of Education, for the purpose of maintaining and operating the public free schools in such counties, cities and towns for terms of eight months; to provide for making such loans, the payment of the principal of and interest on the same, and the pledging of certain unpaid local levies to secure such payment; and to repeal all acts and parts of acts inconsistent with the provisions of this act.
An ACT to authorize and empower the board of supervisors of Orange county to transfer certain road bond sinking funds of the Madison district of said county to the school board sinking fund of said district, for use in paying school bonds of said district.
An ACT to provide for the collection and disposal of taxes which prior to the segregation of land and tangible personal property to the locali- ties, were assessed upon land and tangible personal property for any State purpose or purposes, and which are now delinquent.

An ACT to amend and re-enact section 38 of an act entitled an act to provide a new charter for the city of Lynchburg, Virginia, approved March 21, 1928, as heretofore amended, defining the powers of the council of said city and relating to when certain ordinances shall be published and take effect.

An ACT to repeal an act entitled an act to authorize the board of supervisors of Dickenson county to levy additional taxes for the benefit of the public schools in said county, the several magisterial districts and incorporated towns therein, and authorizing the school board to borrow money for said purposes, approved March 21, 1928, and all acts amendatory thereof.
An ACT to amend and re-enact section 157 of the Tax Code of Virginia, relating to licenses on theatrical and other performances, exhibitions, etc.
An ACT to amend and re-enact section 683 of the Code of Virginia, as heretofore amended, relating to compulsory education.
An ACT to authorize and empower any two or more of the counties, cities and towns through their respective governing bodies to contract with each other for any public improvement and to provide in such contracts for appropriations of such moneys as may be deemed necessary for such purposes.
An ACT for the relief of county treasurers who have, prior to February 1, 1934, paid interest on school warrants regularly issued by the school boards of their respective counties, and/or failed to collect interest on delinquent taxes levied by the boards of supervisors of their respective counties, under certain circumstances.

An ACT to amend and re-enact sections 611, 612, 613, 614, 615, 638, 641, 642, 643, 649, 653, 655, 656, 657, 660, 667, 669, 673, 674, 683, 684, 688, 695, 700, 707, 708, and 716 of the Code of Virginia, Sections 611, 612, 638, 642, 649, 653, 655, 656, 660, 673, 683, 684, 688 and 695 of which have heretofore been amended, all of which sections relate to the State Board of Education, the Superintendent of Public Instruction, division superintendents, county and city school boards, the literary fund, and to the establishment, maintenance and administration of the public school system, so as, among other things, to make certain of said sections applicable to cities, to validate county bond elections, to prescribe qualifications of certain teachers for purposes of compulsory education; to provide for settlements of treasurers with school boards, and to prohibit school boards from employing their members for certain purposes; to amend the Code of Virginia by adding thereto a new section numbered six hundred and ninety-eight, providing for the levying of taxes and the appropriation of moneys in counties, cities and towns for public school purposes, and to repeal section six hundred and ninety-eight-a of the Code of Virginia relating to the same matter, and to further amend the Code of Virginia by adding thereto a new section numbered seven hundred and forty-one, relating to the qualifications of drivers of school buses and the methods by which their fitness shall be determined; and to prohibit the school board from employing certain persons related to the Division Superintendent.
An ACT to amend and re-enact Section 672 of the Code of Virginia, as heretofore amended, in relation to the establishing and maintenance of public high schools, and the charging of tuition in such schools.

An ACT to amend and re-enact an act entitled 'an act to authorize the governing boards of the University of Virginia, the Virginia Polytechnic Institute, the Virginia Normal and Industrial Institute and the State Teachers Colleges at Farmville and Harrisonburg to issue and sell, through the commissioners of the sinking fund, certificates of indebtedness in the name and on behalf of their institutions, respectively, to raise funds for dormitory construction purposes and for the construction of a power and heating plant at the Virginia Polytechnic Institute, subject to the conditions and limitations contained in this act; to provide for the payment of the interest thereon and the principal thereof at maturity; to authorize and require the State Board of Education to sell any State bonds held as a part of the literary fund, when so directed by the Governor, and to invest the proceeds: derived from the sale of such bonds in the certificates of indebtedness issued under the provisions of this act and to authorize and require the State Board of Education, when so directed by the Governor, to invest any uninvested portion of the literary fund in the certificates of indebtedness issued under the provisions of this act:' which follows the plan of the Noell Act, Chapter 489, Acts of 1926, adopted in the budget,” approved February 28, 1928, so as to authorize the Medical College of Virginia to issue and sell under the provisions of the said act certificates of indebtedness in an amount not to exceed $250,000 to raise funds for the payment of certain outstanding indebtedness.
An ACT to amend and re-enact Section 5343 of the Code of Virginia, as heretofore amended, relating to courts authorizing payment of money to infants, or to other persons for their benefit, without the intervention of a guardian.
An ACT to prohibit the pollution of certain waters in the county of Isle of Wight, and to prescribe penalties for violations thereof.

An ACT to re-number Section 356 of the Code as Section 347-1; to re-number Section 358 of the Code as Section 347-2; to re-number Section 368 of the Code as Section 347-3; to re-number Section 369 of the Code as Section 347-4; to re-number Section 370 of the Code as Section 347-5; to re-number Section 371 of the Code as Section 347-6; to re-number Section 372 of the Code as Section 347-7; to re-number Section 373 of the Code as Section 347-8; to re-number Section 374 of the Code as Section 347-9; to re-number Section 358-a of the Virginia Code of 1930, as Section 347-10 of the Code of Virginia, and as re-numbered to amend and re-enact said Code sections.
An ACT to amend an act entitled an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith, approved March 26, 1928, by adding thereto a new section numbered 4l-a, to provide for the school board of said town to borrow money for the purpose of erecting school houses and to issue bonds therefor.
An ACT to assent to and to accept certain grants of money provided for by an act of the Congress of the United States entitled, “An act to provide for research into basic laws and principles relating to agriculture and to provide for the further development of cooperative agricultural extension work and the more complete endowment and support of land-grant colleges,” approved June 29, 1935, and to appropriate funds received pursuant to the said act of the Congress of ‘the United States.
