An ACT to ratify, confirm and validate all the acts of the present de facto trustees of the school district of the town of Leesburg, and their predecessors in office; for the appointment of the present de facto trustees as trustees de jure, to ratify all the acts, proceedings and resolutions of said de facto trustees, acting as the school board of said district, also the acts, orders and resolutions of the board of supervisors of Loudoun county, and all other officials, relative to the issuance of bonds by said school district for the purpose of erecting a school building and equipping the same in said school district; to validate an election held in said school district on Thursday, March 3, 1921, authorizing the said board to issue bonds in the aggregate amount of seventy-eight thousand dollars; to validate the bonds issued or to be issued by the said board in pursuance of said election; to authorize the said board to prescribe the denomination of and maturities of said bonds; to provide for levy of taxes, and their collection, sufficient to maintain the schools of said district, to pay the interest on said bonds annually, and to provide for an annual sinking fund to pay the bonds as the same shall mature in accordance with the terms and provisions thereof.
An ACT to provide dispensary facilities for the rural districts by promoting the tuberculosis educational division of the State board of health and appropriating moneys therefor.

An ACT to validate, ratify, approve, and confirm elections held in Arlington school district, of Arlington county, on October 9, 1922, in Washington school district, of Arlington county, on January 8, 1923, and Jefferson school district, of Arlington county, on March 5, 1923, authorizing the issuance of school bonds by the county school board, of said county, for the purpose of providing additional sites, school buildings and furnishing the same, and declaring the said bonds to be issued pursuant to said elections to be valid obligations of the county school board of said county.

An ACT to repeal an act entitled an act to establish Jonesville high school district, in Lee county, Virginia, providing the mode of appointing trustees, levying tax for district school purposes therein, and authorizing the trustees to apply the money collected for district school purposes to the payment of teachers’ salaries, the purchasing, renting or building of school houses, apparatus, furniture, appliances, etc., approved May 5, 1903; to abolish the said district; to provide for the vesting of the title to property of the Jonesville high school district, in the county school board of Lee county; and to authorize the said board to assume both the assets and liabilities of the Jonesville high school district.
An Act to authorize the board of supervisors of the county of Henry to borrow the sum of $100,000.00 and to issue serial bonds or notes for the same running from one to ten years; to provide for the payment of the interest thereon and the principal thereof at maturity; to provide that the money so borrowed shall be used for the retirement or payment of any notes, bonds or warrants heretofore issued by said board; to repeal an act entitled an act to authorize the board of supervisors of Henry county to borrow the sum of $50,000.00 to be used for the construction and permanent improvement of roads and bridges in said county under the supervision of the State highway commissioner or the board of supervisors of said county and to provide for the payment of same and to provide for the retirement of any notes or bonds which may have been issued by said board pursuant to acts of the general assembly, approved March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts inconsistent with this act, approved September 5, 1919; and to provide that no bank, person, firm or corporation in the county of Henry shall hereafter receive any interest on any loan made to the board of supervisors of the county of Henry unless such loan shall have been authorized by the general assembly.

An ACT to legalize, validate and confirm a certain ordinance of the city of Charlottesville enacted March 5, 1923, and a certain election held in the said city of Charlottesville, April 10, 1923, both of which relate to the negotiation of a city loan not exceeding three hundred and fifteen thousand dollars ($315,000.00) and to the issuance by the city of coupon bonds therefor and to legalize, validate and confirm all other proceedings of the said city, its officials and agents, relating to said loan and to said bond issue and to authorize the mayor and council of the city to proceed to issue and to sell such bonds to the amount of three hundred and fifteen thousand dollars ($315,000.00), for the following municipal purposes: Two hundred and ninety thousand dollars ($290,000.00) for public school expansion and improvement and twenty-five thousand dollars ($25,000.00) for the improvement of the armory; and to declare said bonds, when executed, valid and binding obligations of the city of Charlottesville.
