An ACT to amend and re-enact Section 435 of the Tax Code of Virginia, as heretofore amended, relating to property exempt from taxation.

An ACT to amend and re-enact sections 5408 and 5426 of the Code of Virginia, relating to settlement of fiduciaries accounts, and filing reports thereof.
An ACT to amend and re-enact section 3, as heretofore amended, of an act entitled an act making it a misdemeanor for a husband to desert or neglect his wife or for a parent to desert or neglect his children; prescribing the penalty therefor, and making provision for the apprehension and punishment of persons charged with or convicted of non-support; providing for the taking of recognizances and for the forfeiture and enforcement of the same; providing for the appointment of probation officers, prescribing their duties and powers, and repealing certain acts, approved March 27, 1918, in relation to jurisdiction in cases of desertion and non-support.

An ACT to amend and re-enact Section 5825 of the Code of Virginia
An ACT to authorize and empower peace officers of other State of the United States to follow in close pursuit and arrest in Virginia persons fleeing into Virginia, and to provide for the disposition of such persons after such arrest.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726 and 2726-a to 2726-1, both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726-m to 2726-y, both inclusive, relating to the same matters.
An ACT to amend and re-enact section 59 of chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to reports of accidents, so as to permit the inspection of such reports at any reasonable time.
An ACT to amend and re-enact Sections 4250, 4256 and 4257 of the Code of Virginia, and to repeal Section 4258 of the Code of Virginia, all of which sections relate to legal reserve life insurance companies.
An ACT to amend and re-enact Section 32 of an act entitled 'an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof'
An ACT to amend and re-enact section 4950 of the Code of Virginia, relating to when and how persons held in custody, or under a capias pro fine, may be hired out to pay fine and costs.
An ACT to amend and re-enact section 3l-a as amended, and section 46 of an act entitled 'an act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke,' approved March 22, 1924, section 3l-a being in relation to the bail commissioners, and section 46 in relation to the sinking fund commission, and to declare an emergency.
An ACT to amend and re-enact section 993 of the Code of Virginia, relating to scholarships in State educational institutions, so as to prescribe certain limitations and restrictions upon the granting of such scholarships, and to prohibit the remission of special fees and charges in such institutions except in certain designated cases, and to repeal sections 854, 858 and 938, and 945 and 953, as heretofore amended, of the Code of Virginia relating to the remission of certain fees and charges to students in such institutions, and to repeal an act entitled “An act authorizing the rector and visitors of the University of Virginia to offer one hundred and nineteen State scholarships to students from Virginia, which shall entitle the holder to tuition in the college, room rent, light, heat and attendance free of charge,” approved March 16, 1918.
An ACT to amend an act entitled an act to authorize the board of supervisors of counties having a density of population of more than five hundred per square mile according to the last United States census, to divide the area of said counties into one or more districts, and in such districts to regulate the use of land and of buildings or other structures and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures in said counties; to authorize such boards of supervisors to adopt all necessary regulations for carrying into effect the purposes of this act; to provide for zoning commissioners and boards of zoning appeals in such counties, their powers and duties; to provide for appeals from such zoning commissioners and boards of appeals and the effect thereof; to authorize such boards of supervisors to appoint administrative officers; to prescribe the powers and duties of such administrative officers; to provide for the enforcement of this act and to prescribe penalties for the violations thereof, approved April 11, 1927, as heretofore amended, by adding thereto a new section numbered 6-a, prescribing the conditions upon which zoning regulations, restrictions and boundaries may be amended, supplemented, changed, modified or repealed in event 7 pre
An ACT to amend and re-enact Section 672 of the Code of Virginia, as heretofore amended, in relation to the establishing and maintenance of public high schools, and the charging of tuition in such schools.
An ACT to amend and re-enact Section 14 and Section 20 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to include the shares of Federal Savings and Loan Associations within the provisions of Section 14 of the Act, and so as to enlarge and extend the powers of Trustees under deeds of trust on real estate securing loans of such associations.
An ACT to amend and re-enact section 4180 of the Code of Virginia, as heretofore amended, relating to the refusal, suspension or revocation of licenses of insurance companies insolvent or violating the law.
An ACT to prohibit dynamiting fish in any of the waters in the county of Russell, and to prescribe penalties for violations thereof; and to repeal an act entitled “an act to permit the shooting of certain kinds of fish in certain waters in the County of Russell, during certain times, and the gigging for said fish in certain waters in Russell County during the open season,” approved March 27, 1934.
An ACT to authorize the State Highway Commissioner to convey the interest of the Commonwealth in certain property in Henrico county, which is no longer needed for highway purposes, to Anna E. Wagner, in exchange for a parcel of property now owned by Anna E. Wagner, which is needed for highway purposes.
An ACT to amend and re-enact sections 63 and 64 of an act to incorporate the city of Newport News, Virginia, as amended by act approved March 24, 1920, as amended by act approved March 10, 1928, and to add thereto a new section to be known as section 64-a.
An ACT to amend and re-enact Chapter 344, Acts 1930, entitled "an act to amend the Code of Virginia by adding thereto ten new sections, numbered 3074-a to 3074-i, both inclusive, authorizing and empowering cities and incorporated towns in this Commonwealth to acquire by lease, purchase or condemnation proceedings any land within, or (with the consent of the local authorities where such land is situated) without the limits of said cities or towns for the purpose of establishing and maintaining municipal airports or aviation landing fields, and to establish, construct, improve, equip, maintain and operate said airports or landing fields, and to provide for the procedure in cases of condemnation and the extent of title acquired; authorizing the lease by the said cities or incorporated towns of the whole or portions thereof to individuals or corporations and the operation of the same, or any part thereof, on such terms and subject to such conditions as may be provided by the local legislative body of said city or incorporated town, and the lease thereof to the government of the United States upon nominal or other rental, or without consideration for aviation, mail delivery or other aviation purposes."

An ACT to amend and re-enact section 1, article 3 of an act entitled an act to incorporate the town of Phoebus in Elizabeth City county, approved January 22, 1900, as heretofore amended.
An ACT to amend and re-enact section 4942 of the Code of Virginia, relating to the transfer of certain persons to the penitentiary, how death sentence shall be executed and who shall be present and the duties of the superintendent of the penitentiary relating thereto.
An ACT to amend and re-enact sections 2, 16, 19, 21, 22 and 28 of an act entitled an act to provide a charter and special form of government for the city of Hampton, and to repeal the existing charter for said city, formerly the town of Hampton, approved May 23, 1887, and the several acts amendatory thereof, approved, respectively, February 29, 1892; February 24, 1896; March 3, 1898; January 13, 1900; January 30, 1900; February 23, 1901; the two acts of May 15, 1903; March 2, 1914; March 9, 1916, and the act of December 26, 1903, which became a law without the Governor’s signature; and all other acts and parts of acts inconsistent with this act so far as they relate to the city of Hampton, approved March 16, 1920, as heretofore amended; to repeal section 23 of the said act; and to provide for the effect of said repeal; and to prescribe the conditions upon which the said amendments and the said repeal shall become effective.
An ACT to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.

An ACT to amend and re-enact section 835 of the Code of Virginia, as heretofore amended, relating to the appointment of the board of visitors for the Virginia Military Institute.
An ACT to amend and re-enact Section 8 of an act entitled "an act to create a State Highway Commission; to provide for a chairman thereof; and to prescribe the powers, duties and the compensation of the commission and chairman; and to provide for a State Highway Commissioner; to create road construction districts; to provide for the apportionment among them of road construction funds, and to provide for road construction, improvement, maintenance and preservation, also to repeal Sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State Highway Commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State highway system, not in conflict with the laws of this State, and to prescribe penalties for the violation of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act,” approved March 24, 1922, said section relating to the advertising for bids.
An ACT to amend and re-enact section 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended.
An ACT to amend and re-enact section 12 of the Virginia Workmen’s Compensation Act, which became a law March 21, 1918, as last amended by an act approved March 24, 1932.
An ACT to repeal section 17 of an act entitled “an act to encourage thrift and savings amongst industrial classes similar to the encouragement afforded by building and loan associations and to authorize the incorporation of industrial loan associations for the purpose of making small loans to industrial classes on security and at a low rate of interest,” approved February 21, 1920, which said section was added to said act by chapter 46 of the Acts of Assembly of 1934, which is an act approved February 23, 1934; and to provide that such repeal shall not affect any corporation heretofore chartered and now doing business under and by virtue of the authority conferred by the provisions of said section.
An ACT to amend and re-enact Section 1649 of the Code of Virginia, as heretofore amended, relating to and regulating the practice of dentistry, and the powers of the Virginia State Board of Dental Examiners to suspend and revoke certificates and licenses.
An ACT to amend and re-enact sections 2158 and 2162 of the Code of Virginia, as heretofore amended, relating to public moneys and State depositories.
An ACT to amend and re-enact Section 13 of an act entitled ‘act to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board; to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act,’ approved March 29, 1934, as heretofore amended, in relation to the salaries and expenses of commissioners of the revenue in cities containing more than 175,000 inhabitants.
An ACT to amend and re-enact section 4473 of the Code of Virginia, as heretofore amended, relating to punishment for throwing stones or other missiles at trains, vessels, motor vehicles or buildings.
An ACT to provide for the release of the liability of members of the boards of supervisors of counties for pay drawn by them in excess of the amount prescribed by law in certain cases, and to provide for the release of judgments heretofore recovered for such excess pay.
An ACT to amend and re-enact section 1 of an act entitled “An act authorizing cities containing not less than one hundred and twenty-five thousand nor more than one hundred and fifty thousand population, according to the last preceding United States census, to provide for the annual assessment and equalization of assessments of real estate approved March 24, 1932, in relation to reassessment of real estate, so as to prescribe the compensation of the assessors
An ACT to amend and re-enact Section 1650 of the Code of Virginia, as heretofore amended, relating to the hearing of charges against licensed dentists and the revocation of licenses, so as to permit suspension of licenses, and to prohibit a person whose license is revoked or suspended from practicing dentistry pending a decision upon appeal.
An ACT to amend and re-enact Section 4895 of the Code of Virginia, as heretofore amended, relating to venire facias in felony cases and the trial of persons jointly indicted for a felony, so as to provide that juries summoned as herein provided may be used for the trial of civil cases as well as felonies and misdemeanors.

An ACT to amend an act entitled an act to incorporate the town of Independence, in the county of Grayson, approved March 27, 1934, by adding thereto a new section numbered 7-a, providing how persons convicted of violating town ordinances may be required to work on the streets and roads in said town.
An ACT to amend and re-enact sections 381, as amended, 386, 388, 389, 390, 393 and 394 of the Code of Virginia relating to public printing so as to prescribe the powers and duties of the Director of the Division of Purchase and Printing and the Director of the Division of the Budget with reference thereto, and to amend the Code of Virginia by adding thereto a new section numbered 393-a, providing for the editing and printing of reports and publications of departments, officers, boards, commissions and other agencies of the Commonwealth; and to repeal section 280 of the Code of Virginia of 1887, as heretofore amended, relating to the printing and distribution of annual reports.

An ACT to provide a new charter for the town of South Hill, in Mecklenburg county, Virginia, and to repeal an act entitled an act to incorporate the town of South Hill, Mecklenburg county, Virginia, approved February 16, 1901, and all acts amendatory thereof.

An ACT to amend and re-enact an act entitled “An act to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract a debt and to secure the payment of the same by deed of trust on real estate held by said trustees,’ approved September 13, 1933, so as to authorize the trustees of the Shenandoah Valley Academy, of Winchester, Virginia, to contract debts and to secure the payment of the same.
An ACT to amend and re-enact section 47 of chapter 473 of the Acts of the General Assembly of 1924, entitled “An act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke,” approved March 22, 1924, as heretofore amended.
An ACT to amend an act entitled "An act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an Act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects," approved September 12, 1933, as heretofore amended, so as to grant and confirm the power of educational institutions under said act and the title thereof, to borrow money from and issue bonds to others than the United States of America.
An ACT to provide a new charter for the town of Norton, Virginia, and to repeal all acts or parts of acts in conflict therewith, and all former charters and amendments thereof, of said town.
An ACT to amend and re-enact Section 4211 of the Code of Virginia, relating to deposits of bonds and securities with the Treasurer of Virginia by insurance, guaranty, indemnity and other like companies, so as to permit the deposit by domestic companies of such bonds and securities in excess of the amount required by this section, which excess deposit shall be for the protection of all its policyholders.
An ACT to amend an act entitled “An act to incorporate the town of Independence, in the county of Grayson, Virginia,’ approved March 27, 1934, by adding thereto a new section numbered Section 19, providing for the establishment of a water commission for the said town and prescribing the powers and duties of the said commission; requiring the said commission under certain conditions, to construct, operate and maintain water or sewerage systems, or both in the said town; and fixing the powers and duties of the council with respect to the construction, maintenance and operation of such system or systems.
An ACT to amend and re-enact section 1 of "An act entitled an act to regulate investments of domestic life insurance companies"
An ACT to amend and re-enact section 2705 of the Code of Virginia, as heretofore amended, in relation to removal of officers from office, so as to authorize the court in which a hearing on removal of any officer is had to suspend such officer pending such hearing or until the matter is finally disposed of, and to appoint some suitable person to act in his place.
An ACT to amend and re-enact section 4 of chapter 12 of an act entitled "An act to provide a new charter for the city of Portsmouth"
An ACT to authorize the State Commission on Conservation and Development to transfer and convey to the United States of America any and all right, title and interest which the said commission and the Commonwealth of Virginia has in and to lands known as and constituting Richmond Battlefield Parks, and to repeal chapter 285 of the Acts of the General Assembly of 1934, and all acts and parts of acts inconsistent with this act.

An ACT to amend Section 26 of an act entitled “An act to provide a new charter for the town of Shenandoah, and to repeal all other acts inconsistent with this act”, approved March 17, 1926, so as to confer additional powers on the council of the said town.
An ACT to amend and re-enact section 6564 of the Code of Virginia, making certain liens on property of a householder void, so as to provide that such liens shall be valid when given to obtain money with which to purchase such property.
An ACT to amend and re-enact Sections 8, 9 and 10 of "An Act relating to public service companies, providing for additional supervision and regulation of their relations and practices with affiliated interests, and declaring an emergency"

An ACT to amend and re-enact Section 3519 of the Code of Virginia, in relation to security for costs and damages on the part of non-resident plaintiffs.
An ACT to provide that, in any suit or action in which the title to any lot which was sold, and conveyed to the purchaser, by the trustees of the town of Lovingstown, under the provisions: of “An act establishing a town on the lands of James Loving, in the county of Nelson’, passed January 24, 1809, is brought in question, proof of the continuous actual possession of said lot by the claimants thereof, under color of title or claim of right, through a period of at least fifty years shall raise a prima facie presumption that the building requirements of said act, or of a certain act amendatory thereof, were complied with.
An ACT to amend and re-enact Section 13, of an act entitled "An act to amend and re-enact all acts creating and amending the charter of the city of Charlottesville and to provide a charter and special form of government for the said city, and to repeal all acts and parts of acts inconsistent with this act, so far as they relate to the city of Charlottesville"
An ACT to amend and re-enact Section 36 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things, to provide what alcoholic beverages, materials and other articles shall be deemed contraband and forfeited to the Commonwealth.
An ACT to amend and re-enact Section 1 of Chapter 10, of an act entitled “An act to incorporate the city of Danville’, approved February 17, 1890, as heretofore amended, so as to authorize the council of the said city to create and fill the office of director of public safety and to prescribe certain of the powers and duties of such director; to impose certain powers and duties upon such director when appointed; to abolish the board of police commissioners; and to provide for a referendum to determine whether the amendment and re-enactment of said Section 1 of Chapter 10 of the said act shall become effective.
An ACT to amend the Code of Virginia by adding to Chapter 109-a thereof a new section numbered 2773-f 1, providing that in any county operating under the county manager plan provided for in Sections 2773-a to 2773-n, both inclusive, of the Code of Virginia, for the election of members of the county board of said county and the filling of vacancies on the said board, if and when approved by the qualified voters of the county voting at an election called for such purpose, in a manner and for terms different from that otherwise provided for under the said county manager plan.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3775, providing for the voluntary retirement of members of the State Corporation Commission and for the payment of retirement compensation to persons who so retire.

An ACT to amend the Code of Virginia by adding thereto a new section numbered 3015-a, authorizing the councils or other governing bodies of cities to permit certain encroachments on the streets and alleys thereof.
An ACT to revise, consolidate, amend and codify into a single chapter of the Code of Virginia the laws of Virginia relating to public printing and centralized purchasing
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3466-a prescribing the compensation of judges of circuit courts and of judges of corporation and city courts of record of cities of the first class, to amend and re-enact Sections 3469 and 3471 of the Code of Virginia, relating to the compensation of judges, and to repeal Sections 3466, 3468 and 3470 of the Code of Virginia, relating to the same matter, and an act entitled “An act to continue the salaries of the judges of the first and tenth judicial circuits”, approved February 18, 1924.
An ACT to amend and re-enact sections 12, 13, 14 and 15 of an act entitled “An act to provide a new charter for the town of Salem, Virginia, and to repeal all acts or parts of acts in conflict therewith”
An ACT to amend and re-enact Section 64, as heretofore amended, of an act entitled “An act to incorporate the city of Newport News, in the county of Warwick, and to provide a charter therefor, approved January 16, 1896”, in relation to the civil justice and substitute civil justice said city.
An ACT to amend and re-enact sections 1662, as amended, 1060, and 1664, as amended, of the Code of Virginia, and to add thereto the following new sections; section 1663-a, defining adulterated cosmetics; section 1664-a, defining misbranded cosmetics; section 1664-b, defining false advertisement; section 1664-c, prohibiting the dissemination of false advertisement and the introduction and delivery into commerce of adulterated or misbranded drugs or cosmetics; section 1664-d, providing for the seizure and forfeiture of adulterated and misbranded drugs and cosmetics; and section 1664-e, providing for injunctive relief in certain cases.
An ACT to amend and re-enact Sections 1626, 1631 and 1632, as amended, and 1635, 1636, 1637 and 1638, as amended, of the Code of Virginia, in relation to optometry and the practice of optometry in Virginia.
An ACT to amend and re-enact Section 4978 of the Code of Virginia, in relation to forfeited recognizances, so as to enlarge the jurisdiction of trial justices with respect thereto.

An ACT to amend and re-enact Section 3, as heretofore amended, of an act entitled "An act to provide for the creation of sanitary districts in any county adjacent to a city having a population of thirty thousand, or more, according to the latest United States census; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds"
An ACT to amend and re-enact Section 8 of an Act entitled, “An Act to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board; to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act’, approved March 29, 1934, in relation to population of counties and cities.
An ACT to amend and re-enact Section 9 of an act entitled, “An act to provide for the incorporation, establishment and operation of loan and savings institutions known as ‘credit unions’”, approved March 27 1922, relating to directors and officers.
An ACT to amend Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, by adding thereto a new section numbered 7-a, authorizing the Attorney General to represent, or employ special counsel to represent, certain police officers appointed by the director of the Division of Motor Vehicles and employees of the State Highway Department in certain civil actions arising out of or in connection with their official duties; and providing for the employment of special counsel by the Director of Motor Vehicles and/or the State Highway Commission to employ counsel to represent such officials and employees in criminal prosecutions arising out of or in connection with their official duties.
