An ACT to amend the Code of Virginia by adding to chapter 109-a thereof a new section numbered 2773-n 57, limiting the frequency of elections in counties as to the adoption of certain forms of county organization and government and as to changes of forms of county organization and government.

An ACT to amend and re-enact Section 39, as amended, of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as among other things to make certain manufacturing and bottling a felony; and to provide how person found at distillery, winery or brewery where such manufacturing or bottling is done shall be punished.
An ACT to amend the Code of Virginia by adding thereto two new sections, numbered 4407-a and 4407-b, prohibiting the payment of money or the giving of pecuniary benefit, and requiring the disclosure of information and the rendering of assistance, by certain persons, in event any person be taken, seized or secreted by another, or in event of any threat or attempt to take, seize or secrete any person.

An ACT to amend and re-enact Section 33 of an act entitled, “An act to provide a new charter for the City of Richmond”
An ACT to amend and re-enact Section 5325 of the Code of Virginia, in relation to investment of funds by guardians, and to enlarge the section to apply to other fiduciaries.
An ACT to amend and re-enact Section 38, as amended, of an act entitled “An act to provide a new charter for the city of Lynchburg, Virginia”, approved March 21, 1928, relating to the powers of the council of the said city, so as to authorize the prohibition of lotteries and raffles therein, the fixing of certain penalties for violation of city ordinances, and prescribing the manner in which certain city ordinances shall be published.
An ACT to amend the Virginia Workmen’s Compensation Act, which became a law March 21, 1918, by adding thereto a new section numbered Section 52-a, providing for the voluntary retirement of members of the Industrial Commission of Virginia and for the payment of retirement compensation to persons who so retire, and appropriating funds therefor.

An ACT to amend and re-enact Section 3518 of the Code of Virginia, in relation to pay of attorneys appointed to defend poor persons.
An ACT to amend and re-enact an act entitled an act to authorize the councils of the cities to provide for the cutting of weeds and other foreign growth on vacant property, approved March 23, 1928, as heretofore amended, so as to confer like powers upon boards of supervisors of certain counties and councils of towns.
An ACT to amend and re-enact Section 3484 of the Code of Virginia, as amended, in relation to fees of clerks of courts.

An ACT to amend and re-enact Section 7-a of an act entitled, “An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof”
An ACT to amend and re-enact Section 14 of an act entitled “An act to provide a new charter for the town of Grundy, and to repeal all other acts or parts of acts in conflict therewith’
An ACT to amend chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, by adding thereto a new section numbered section 49-b, so as among other things, to provide that it shall be a misdemeanor for an infant to represent himself to be twenty-one years of age or older for the purpose of purchasing or attempting to purchase alcoholic beverages, and for any person to purchase alcoholic beverages for another person to whom alcoholic beverages may not be sold; and providing punishment for the violation of the provisions of this section.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 1006-a, conferring certain additional powers, and imposing certain additional duties, upon the State Hospital Board and to repeal Sections 1009, 1011 and 1012 of the Code of Virginia relating to the Commissioner of State Hospitals for the Insane.

An ACT to amend and re-enact Sections 5 and 7, as amended, of an act entitled “an act to legalize, regulate and control the manufacture, bottling, sale and disposition of beer, lager beer, ale, porter, wine, similar fermented malt or vinous liquor, and fruit juice, containing one-half of one per centum or more of alcohol by volume, and not more than 3.2 per centum of alcohol by weight; to provide for licensing and taxing manufacturers, bottlers, wholesalers and retailers of such beverages by the State and the counties, cities and towns thereof; to impose an excise tax upon all such beverages; to appropriate a portion of the revenue derived hereunder for the collection of the taxes herein imposed and for the administration of the act; to provide for the dismissal of pending prosecutions for alleged violations of laws heretofore in force declaring illegal the beverages legalized by this act where such prosecutions are founded upon the then illegality of such beverages; to impose penalties for violations of the act; and to repeal all acts and parts of acts in conflict herewith’
An ACT to amend and re-enact Section 1 of an act entitled "An act to authorize the board of supervisors of counties having a density of population of more than five hundred per square mile according to the last United States census, to divide the area of said counties into one or more districts, and in such districts to regulate the use of land and of buildings or other structures, and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures in said counties; to authorize such boards of supervisors to adopt all necessary regulations for carrying into effect the purposes of this act; to provide for zoning commissioners and boards of zoning appeals in such counties, their powers and duties; to provide for appeals from such zoning commissioners and boards of appeal and the effect thereof; to authorize such boards of supervisors to appoint administrative officers; to prescribe the powers and duties of such administrative officers; to provide for the enforcement of this act and to prescribe penalties for the violation thereof", approved April 11, 1927, as heretofore amended, so as to include within the provisions of the act, counties adjoining cities having a population of 100,000 or more.
An ACT to amend and re-enact Sections 40 and 41 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things to provide that certain sales of alcoholic beverages shall be unlawful, to provide penalties for the violation of the provisions of such sections, and to provide that when such penalties shall have been imposed that such sentences shall not be suspended; and to amend and re-enact Section 50 of Chapter 255 of the Acts of the General Assembly of 1936, approved March 25, 1936, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things to provide under certain conditions that it shall be unlawful to have, possess, keep, carry, ship or transport alcoholic beverages, to provide penalties for the violation of the provisions of such section.
An ACT to amend and re-enact Section 57, and Section 58, as amended, of Chapter 342 of the Acts of the General Assembly of Virginia of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, in relation to stopping at scene of accident, and penalties for failure to stop, render aid and give certain information; and to repeal an act entitled 'An act prescribing the duties of operators of motor or other vehicles on public highways who shall injure any person or property while so driving on said highways, and prescribing penalties for the violation of this act', approved March 24, 1922.

An ACT to amend and re-enact Sections 1455, 1456, 1457, 1458, 1459, 1460, 1461, 1462 and 1463 of the Code of Virginia, relating to trade-marks, labels, terms, designs, devices and forms of advertising, and providing for and regulating the registration and use of the same, and to amend the Code of Virginia by adding thereto a new section numbered Section 1458-a, prescribing what shall not be so registered.

An ACT to amend and re-enact Section 5553 of the Code of Virginia, as heretofore amended, relating to the rate of interest allowed to bankers, brokers, corporations and agricultural credit corporations or associations.
An ACT to amend and re-enact Section 1835 of the Code of Virginia, in relation to the Department of Mines, so as to change the name of the said department to the Division of Mines to conform to existing law, and to provide that the State Mine Inspector shall for certain purposes be the inspector of weights and measures and be vested with the authority, and charged with the duties, of inspectors of weights and measures; and to appropriate money to pay the costs and expenses incident to the discharge of his duties as such.

An Act to amend and re-enact Section 5 of an Act entitled 'An act making it a misdemeanor for a husband to desert or neglect his wife or for a parent to desert or neglect his children; prescribing the penalty therefor, and making provision for the apprehension and punishment of persons charged with or convicted of non-support; providing for the taking of recognizances, and for the forfeiture and enforcement of the same; providing for the appointment of probation officers, prescribing their duties and powers, and repealing certain acts,' approved March 27, 1918, as heretofore amended.
An ACT to amend and re-enact Section 6046 of the Code of Virginia, as heretofore amended, relating to notices of motion in lieu of action at law; when notice to be returned to clerk’s office; rules applicable thereto.
An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to make it lawful to gig red-horse, carp, and other non-game fish in the waters of Clinch River, within the County of Russell, during certain periods; to prescribe the bag limit for such fish; to provide penalties for viola- tions; to authorize the board of supervisors of said county to pay rewards to persons furnishing information which leads to the conviction of any person for dynamiting fish in any stream in said county; to provide that the Commission of Game and Inland Fisheries shall not discriminate against Clinch River, in said county, in the matter of restocking inland waters with game fish, on account of any provisions of this act; and to repeal an act entitled ‘An act to authorize the Chairman of the Commission of Game and Inland Fisheries, to issue per- mits to gig certain kinds of fish in Clinch River, within Russell County, during certain periods and upon certain conditions.’
An ACT to amend and re-enact Section 6 of an Act entitled ‘‘An Act to prescribe the method of ascertainment of principal and income and the apportionment of receipts and expenses among tenants and remaindermen, and to make uniform the law with reference thereto’
An ACT to amend the Code of Virginia by adding thereto a new chapter numbered 203-A and thirty-one new sections numbered 5070-a to 5070-ee, both inclusive, providing for the extradition of persons in this State accused or convicted of crime in other States and territories of the United States and in the District of Columbia, providing for the requisitioning and return to this State of persons in other States and territories of the United States or in the District of Columbia who are accused or convicted of crime against the laws of this State and making the law uniform with reference thereto; and to repeal Sections 5061 to 5067, both inclusive, of the Code of Virginia.
An ACT to amend and re-enact Section 4960 of the Code of Virginia, in relation to the compensation of sheriffs or other persons in certain criminal cases and the compensation allowed hospitals for the treatment of prisoners.
An ACT to provide a new charter for the town of Gate City, in the county of Scott, and to repeal all acts and parts of acts inconsistent therewith, and to provide for a referendum.

An ACT to amend and re-enact Sections 1, 3, 9 and 14, as heretofore amended, of Chapter 212 of the Acts of the General Assembly of 1932, approved March 23, 1932, and entitled ‘‘An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an Act of the General Assembly entitled, an act to levy a tax upon motor vehicle fuel; to provide for its collection, to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act.”
