An ACT to amend and re-enact Section 3 of Chapter 2 of the Acts of the General Assembly, extra session of 1945, approved March 26, 1945, which chapter provides facilities for absentee voting by Virginia members of the armed forces of the United States, in primary and general elections, Section 3 relating to the time for filing declarations of candidacy in primary elections, the completion of nominations of candidates for certain offices, and other related matters.
An ACT to amend and re-enact Section 47 of the Code of Virginia, relating to conveyances of land by certain ‘benevolent or literary associations or school leagues, so as to include within the scope of the section certain associations of veterans of the armed forces.

An ACT to amend and re-enact Section 17, as amended, of an act entitled ‘““An act to incorporate the town of Franklin, Southampton County.”, approved March 15, 1876, and to amend said act by adding a new section numbered 17-a, relating to borrowing money, issuing bonds, and levying and collecting taxes.
An ACT to amend the act entitled “An act to provide for better sanitation in and around Hampton Roads; to provide for and create the Hampton Roads Sanitation District, in which shall function the Hampton Roads Sanitation Commission, and other sanitation districts and commissions in said area; to declare the necessity therefor and benefits thereof; to provide the boundaries of said districts; to appropriate $50,000.00 for each year of the biennium beginning July first, nineteen hundred and forty to the Hampton Roads Sanitation Commission for the purpose of carrying out the provisions of law applicable thereto and paying obligations of the Hampton Roads Sewage Disposal Commission; and to repeal an act approved March twenty-seventh, nineteen hundred and thirty-four, and an act approved March twenty-seventh, nineteen hundred and thirty-six, as amended, both with respect to Hampton Roads Sewage Disposal Commission, and an act approved March thirty-first, nineteen hundred and thirty-eight, with respect to Hampton Roads Sanitation District” approved April 1, 1940, by adding thereto a new section, to be numbered 4-b, in relation to the addition to the Hampton Roads Sanitation District of the territory of certain cities or counties.
An ACT to amend the Code of Virginia by adding in Title 37A entitled "Loan and Financing Organizations" (added to the Code by Chapter 370, Acts 1944), a new chapter numbered 166A 2 entitled "Virginia Building and Loan Law" consisting of 62 new sections numbered 4168-b 1 through 4168-b 61, to provide generally for the conduct of what is commonly known as building and loan business and for the authorization, regulation and supervision of everyone proposing to engage or engaging in such business; and to such end, to recodify the laws governing what are commonly known as building and loan associations; to provide for the administration of the laws governing the conduct of the business; to provide for punishment of, or penalties upon any person conducting such business without warrant of law, and also of or upon anyone for violations of certain provisions thereof or of lawful rules issued, orders entered or actions taken in the administration thereof; to provide for consolidation or merger of two or more such associations, for conversion from a State to a Federal association and vice versa, and for the respective rights, obligations and other consequences arising thereupon; to repeal certain specific designated act or acts relating to the same subject matter; and to repeal all other pertinent acts or parts of acts insofar as irreconcilably inconsistent.
An ACT to amend Chapter 94 of the Acts of Assembly of 1934, approved March 7, 1934, short title of which is “The Alcoholic Beverage Control Act”, as amended, by adding a new section numbered 18-d to permit any person holding a wholesale wine distributor's license to sell wines containing more than fourteen per centum of alcohol by volume for sacramental purposes.
An ACT to amend and re-enact Sections 6016 as amended, and 6133 of the Code of Virginia, relating to affidavits and accounts in warrants and in actions of assumpsit.
An ACT to provide a new charter for the Town of Clintwood, in the County of Dickenson, and to repeal the charter provided for said town by Chapter 616 of the Acts of Assembly of 1893-4, approved March 3, cig and all acts amendatory thereof, or of any part thereof.

An ACT to amend the Code of Virginia by adding a new section numbered 4219-b, prescribing the rights of beneficiaries, assignees and creditors under policies of life insurance.
An ACT to revise the laws of Virginia with respect to post-mortem examinations, and to that end to amend the Code of Virginia by adding thereto a new chapter numbered 190-A and 15 new sections numbered 4806-a to 4806-0, both inclusive, creating a Commission on Post-Mortem Examinations and prescribing its powers, duties and functions; to provide for the appointment of a Chief Medical Examiner, and to prescribe his powers and duties with respect to post-mortem examinations and investigations ; to provide for the dis- position of certain dead bodies and of any property or estate of such deceased persons; to amend Section 1727, as amended, of the Code of Virginia relating to embalming dead bodies, and Sections 2817 and 2821 of said Code relating to the service of process and summons by coroners and others and the appoint- ment of criers for courts; and to repeal Sections 2815, 2818 and 2819 of the Code of Virginia relating to coroners, Chapter 190 of the Code of Virginia relating to coroners and coroner’s inquests, and Chapter 214 of the Acts of Assembly of 1932 relating to disposition by coroners of money or property of deceased persons.
An ACT to amend and re-enact Section 89 of the Code of Virginia, as amended, relating to compensation of members of electoral boards.
An ACT to amend and re-enact Section 15 of Chapter 216 of the Acts of Assembly of 1924, approved March 14, 1924, relating to weights and measures, the section prescribing standard weights.

An ACT to amend and re-enact Section 5562 of the Code of Virginia, as amended, relating to seals and sealed instruments and other writings purporting to convey real estate.
An ACT to amend and re-enact Section 1 of Chapter 256 of the Acts of Assembly of 1942, approved March 18, 1942, the section and chapter authorizing the governing bodies of counties to regulate trailer camps and provide penalties for violations.

An ACT to amend and re-enact Section 16A of Chapter 57 of the Acts of Assembly of 1940, approved February 20, 1940, which provided a new charter for the town of Wise, the section relating to who eligible to appointment for certain offices.

An ACT to amend and re-enact Sections 5, 12, 19, 30, 31, 32, 33, 33-a, 34, 35, 41, 42 and 65 of Chapter 382 of the Acts of Assembly of 1934, approved March 29, 1934, which chapter provided a new charter for the City of Hopewell, said sections relating to the planning and park commissions, city council, and various city officers and their duties and compensation.
An ACT to amend and re-enact the title of Chapter 42 of the Code of Virginia; to amend and re-enact Sections 947, 948, 954, as amended, of the Code of Virginia, relating to name of Virginia State College for Negroes, name and style, powers and duties of governing board, and scholarships; to amend the Code of Virginia by adding thereto two new sections numbered 969-a and 969-b, relating to powers of the governing body of the institution: and to repeal Chapters 72 and 86 of the Acts of Assembly of 1944, approved February 28, 1944 and February 29, 1944, respectively, relating to the same matters.
An ACT to amend and re-enact Section 1879 of the Code of Virginia, as amended, relating to the use of inflammable oils in operating machinery underground, so as to permit the use of Diesel powered equipment in the operation of limestone mines.
An ACT to amend and re-enact Section 23 of the Virginia Retirement Act, in relation to benefits to teachers who were retired under Chapter 36 of the Code of Virginia as it existed immediately prior to the establishment of the Virginia Retirement System; to prescribe a minimum retirement allowance for every such teacher, and to make an appropriation.
An ACT to amend and re-enact Sections 247, as amended, 264, 265, and 267 as amended, of the Code of Virginia, and to repeal Section 266 of the Code of Virginia, the amended and repealed sections relating to contests of certain elections.

An ACT to amend the Code of Virginia by adding a new section thereto numbered 5930-a authorizing the payment of certain sums by certain cities to the clerks of the courts of record of such cities.
An ACT to amend and re-enact Section 3 of Chapter 415 of the Acts of Assembly of 1942, approved April 4, 194Z, relating to placing names of other candidates on official ballots when certain candidates have died or withdrawn.
An ACT to amend the Code of Virginia by adding a new section numbered 3205-a, to provide how and when oysters may be taken from the Potomac River by citizens of Virginia or Maryland; to provide for licensing dredges used in taking such oysters; to prescribe penalties for violations; to repeal Section 3206 of the Code of Virginia, as amended, which relates to ‘the same matters, and to provide when this act and such repeal shall become effective; and to repeal all other acts and parts of acts inconsistent wie act.
An ACT to amend the Code of Virginia, by adding a new section numbered 4533-a, to provide punishment for riotous or disorderly conduct in certain public places and to permit cities and towns to parallel this section.
An ACT to amend and re-enact Section 2773-f 1 of the Code of Virginia providing for the election of members of the governing bodies of certain counties so as to provide for certain changes in the time of electing such members, the expiration of their terms, how vacancies may be filled; and providing for an election to determine the sense of the qualified voters thereon.
An ACT to amend and re-enact Section 36-h of an act entitled “An act to provide a new charter for the City of Lynchburg, Virginia.”
An ACT to amend and re-enact Section 2717 of the Code of Virginia, relating to the organization and meetings of boards of supervisors of counties.

An ACT to amend and re-enact Section 3985 of the Code of Virginia and Section 84 of the Motor Vehicle Code both relating to railroad crossing boards and signs.
An ACT to provide for the submission of proposed amendments to Section 183 of the Constitution of Virginia to the qualified voters for ratification or rejection, and to prescribe when and how such referendum shall be had, and the manner in which the results thereof shall be ascertained and certified, the returns canvassed, and the vote thereon proclaimed by the Governor.
An ACT to amend and re-enact Section 1, as amended, of Chapter 15 of the Acts of Assembly of 1927, approved April 11, 1927, relating to zoning in certain counties, so as to make certain change or changes as to the scope of the act.
