An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 31, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.

An Act to amend and reenact 8§ 8-518 as amended, 8-514, 8-515, 8-517, 8-518 and 8-520 of the Code of Virginia, relating, respectively, to definitions, the composition, terms of office, method of selection, organization and expenses of the Virginia State Apple Commission, powers and duties of the Commission, excise taxes on certain apples, and reports and forms and records required, so as to extend the class of annles to which the tax applies, to change the method of selection of members of the Virginia State Apple Commission and enlarge its powers, to increase the tax, change the time for making certain reports, and to provide how certain records and forms shall be maintained.
AN ACT to appropriate funds to reopen and operate State Lime Grinding Plant No. 2 in the county of Appomattox; and to prescribe conditions for the expenditure thereof.
AN ACT to authorize the sale of certain livestock raised by State institutions and agencies under certain conditions.

An Act to require the Commissioner of Agriculture and Immigration to establish and operate a meat inspection service; and to this end to amend and reenact §§ 8-676.1, 8-676.2, 8-676.8, and 8-676.5 of the Code of Virginia, and to amend the Code of Virginia by adding sections numbered 8-676.4:1 and 8-676.4:2, the amended and new sections providing for the transfer from the State Department of Health to the Commissioner and Department of Agriculture and Immigration of certain powers, duties, and functions in relation to meat inspection, to authorize the Board of Agriculture and Immigration to make certain rules and regulations, to exempt from further inspection meat and meat products meeting State and Federal inspection requirements, to authorize political subdivisions of the State to require the inspection of certain fresh dressed meat and meat products, at their own expense, to exempt from inspection and from the requirements of any local ordinance sales of cured meat, and to provide for payment of costs of State meat inspection.
AN ACT to repeal §§ 3-189 through 8-141, and 3-143 through 3-150, of the Code of Virginia, relating to production and sale of lime, marl and ground oyster shells by the Board of Agriculture and Immigration; and to amend the Code of Virginia by adding sections numbered 8-139.1 through 3-139.5, to provide what lime grinding plants, and farms connected therewith, shall be operated by the Board of Agriculture and Immigration, to provide for working convicts in the production of lime grinding and farm operations in connection therewith, to fix the standards applicable to lime so produced, to provide for the sale of such lime and farm products, and to fix the cost of such lime and farm products.

An Act to amend the Code of Virginia by adding to Chapter 11 of Title 8 thereof a new article numbered 8.1, which article consists of new sections numbered 38-197.1 to 8-197.12, inclusive, so as to empower the State Entomologist to require the destruction of musk thistle by landowners under certain circumstances and to cause such weed to be destroyed upon failure of the landowner to do so, to provide for notice, to prescribe penalty for interference with such official when acting under such powers, to provide for appeal by the landowner, to provide for payment by landowner and a lien upon land for failure to pay, and to prescribe the manner in which such article may be placed in force in any county or magisterial district thereof.
