Chapter 407

An ACT to provide for better sanitation in and around Hampton Roads; to provide for and create the Hampton Roads Sanitation District, in which shall function the Hampton Roads Sanitation Commission, and other sanitation districts and commissions in said area; to declare the necessity therefor and benefits thereof; to provide the boundaries of said districts; to appropriate $50,000.00 for each year of the biennium beginning July first, nineteen hundred and forty to the Hampton Roads Sanitation Commission for the purpose of carrying out the provisions of law applicable thereto and paying obligations of the Hampton Roads Sewage Disposal Commission; and to repeal an act approved March twenty-seventh, nineteen hundred and thirty-four, and an act approved March twenty-seventh, nineteen hundred and thirty-six, as amended, both with respect to Hampton Roads Sewage Disposal Commission, and an act approved March thirty-first, nineteen hundred and thirty-eight, with respect to Hampton Roads Sanitation District.

Chapter 408

AN ACT to provide for the establishment, maintenance and administration of a system of pensions and retirements for the benefit of the personnel of police departments of counties, cities or towns having paid members of such departments; to provide for the creation of policemen’s pension and retirement boards and prescribe their powers and duties; to provide for assessments against and deductions from salaries to raise funds for purposes of said boards; and to repeal all acts and parts of acts inconsistent therewith.

Chapter 409

An ACT to amend and re-enact Sections 1, 8, 10 and 15-a of an act entitled ‘‘An Act to regulate the practice of general contracting in Virginia; to establish a State Registration Board for Contractors and to define its powers and duties; to provide the method of obtaining a certificate of registration to engage in the practice of general contracting, and to fix fees for such certificate; to dispose of the monies raised; to provide the method of suspension and cancellation of such certificate of registration ; and to prescribe the punishment for violation of the provisions of this act.’

An ACT validating certain outstanding indebtedness of the Town of Phoebus, Virginia, and authorizing the school board of the said Town of Phoebus, Virginia, to borrow money and issue bonds for the purpose of refunding such indebtedness, and requiring the council of said town annually to levy taxes to pay the interest on the said new bonds and to create a sinking fund to redeem the principal thereof at maturity; and repealing certain acts inconsistent with the provisions of this act.

An ACT to amend the Tax Code of Virginia by adding thereto a new section numbered 403-a, limiting the time within which any suit, action or other legal proceeding may be commenced for the collection of taxes or levies assessed on tangible personal property, and prohibiting any court from requiring the payment of certain taxes or levies assessed on such personal property in any legal proceeding not commenced within the period so prescribed.

Chapter 431

An ACT to authorize the board of supervisors of any county adjoining a city having a population of not less than 100,000 nor more than 150,000 inhabitants, to release, upon certain conditions, the liability for interest, penalties and accrued costs on unpaid county and district taxes upon real estate for the year 1939 and all previous years, and to release officers charged with the collection of such taxes from liability for such interest, penalties and costs, upon certain conditions.
