An ACT to revise and clarify certain provisions of law relating to the registration, taxing and licensing of motor vehicles, trailers and semi-trailers, and to arrange such provisions in orderly sequence; to provide a system of registering, taxing and licensing motor vehicles, trailers and semi-trailers not designed and used for the transportation of passengers, based on the gross weight of such vehicles when loaded; to impose a road tax on the gross receipts of persons operating certain motor vehicles, trailers and semi-trailers for compensation, under certain conditions and with certain exemptions; to provide a system for the registration of certain motor vehicles, trailers and semi-trailers not otherwise required by law to be registered in Virginia.
An ACT to approve and accept from Corinne Lawton Melchers, subject to a retained life estate in the grantor and to certain other conditions and limitations, a deed of gift, dated February 17, 1942, of the estate at Falmouth, Stafford County, Virginia, known as “Belmont”; to provide that when possession is vested in the Commonwealth of Virginia the said property, and any additions thereto and any funds provided as-an endowment in connection therewith, shall be established and maintained in perpetuity as “The Gari Melchers Memorial”, and to provide for the management and control of the said memorial when established.
An ACT to amend and re-enact Section 2773-n 55 of the Code of Virginia, relating to certain county officers, so as to provide for the appointment of additional justices of the peace, by the judge of the circuit court of any county operating under the county manager form of government and organization adjoining a city lying wholly in the Commonwealth of Virginia having a population of more than 170,000 according to the last preceding United States census.
An ACT to amend and re-enact Section 2702 of the Code of Virginia, as amended, relating to the holding of more than one office by certain officers, so as to provide that a deputy sheriff of a county may also be town sergeant of.a town within such county, and a county surveyor of one county may be county surveyor of another county.
An ACT to amend and re-enact Section 1, as amended, of “An Act requiring non-resident persons, associations, partnerships and corporations establishing and/or maintaining a place of business in this State for the advertising, offering and/or sale of securities to appoint, by written power of attorney, the secretary of the Commonwealth and his successors in office, as the agents of such non-residents, upon whom may be served any process against, or notice to such non-resident; to provide for the admissibility in evidence of certified copies of the power of attorney provided for; to empower the State Corporation Commission to enjoin or restrain the advertising, offering and/or sale of securities by such non-residents, and their agents and employees; and to prescribe penalties.”

An ACT to establish a contributory retirement system for certain State employees, and for public school teachers and certain other employees of local public school boards; and to repeal Chapter 36 and Sections 787 to 805, both inclusive, of the Code of Virginia, relating to the retirement of teachers.
An ACT to provide for a temporary addition to the regular cash compensation of State officers and employees, and to prescribe how such additional cash compensation shall be computed and paid; to appropriate funds to carry out the provisions of this act; and to authorize the Governor by executive order to terminate all such payments.

An ACT to amend and re-enact Section 1, as amended, of Chapter 361 of the Acts of 1940, relating to police departments and police forces of certain counties; and to declare the existence of an emergency.
An ACT to amend Chapter 529, Acts of 1928, approved March 28, 1928, as amended, which amended and re-enacted, in its entirety, Chapter 408, Acts of 1918, approved March 23, 1918, pertaining to the offer, sale, et cetera, of securities, by adding a new section, numbered 5-a, defining certain terms, requiring any company proposing to sell, selling, or having sold certain kinds of securities, in Virginia, to make and maintain a deposit as security for the performance of the obligations assumed, or otherwise to provide security, as determined by the State Corporation Commission; providing for the appointment of a receiver for any such company under certain circumstances ; requiring certain steps to be taken, or certain conditions to exist, before application for a receiver for any such company by any person other than the State Corporation Commission as provided; providing for the custody, control, et cetera, of the deposit when made; and declaring an emergency.
An ACT to amend an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, by adding thereto a new section numbered 29a so as to empower the council of the city of Richmond to provide for leave of absence for officers and employees of the city of Richmond serving in the military and naval forces of the United States and reinstatement of such officers and employees to positions in the government of the city of Richmond when released from such service.

An ACT to provide that in counties having a certain density of population, persons engaged in the business of selling pistols or revolvers at retail shall register with and obtain certain permits from the chief of police; to require any person desiring to purchase any such weapon to obtain a permit so to do; and to provide that no person obtaining a permit to sell shall sell, give or furnish any such weapon to any person unless he delivers to the dealer a permit. obtained under the provisions of this act; and to prescribe penalties for violations.
An ACT requiring certain corporations and companies of other states to appoint the Secretary of the Commonwealth its attorney for certain purposes, to provide that transacting certain business or soliciting, making or delivering certain contracts in Virginia shall be deemed to be an appointment oi the Secretary of the Commonwealth as attorney for certain purposes, and to prescribe the duties of the Secretary of the Commonwealth when notice or process is served upon him in such cases and the effect of such service.
An ACT to amend and re-enact Sections 5889 as amended and 5889-a of the Code of Virginia, relating to vacancies in judicial circuits, the creation of new circuits, election of judges, their terms of office and conditions as to filling vacancies, to make certain changes as to filling vacancies under certain circumstances.
An ACT to amend and re-enact Section 3405 of the Code of Virginia, as amended, relating to reports by clerks of the business of courts of record.
An ACT to amend the Code of Virginia by adding a new section numbered 3387-a, providing for copying of certain records in office of clerks of court under certain circumstances.

An ACT to provide for the regulation of certain administrative agencies
An ACT to repeal sections 1608 to 1623, both inclusive (including sections 1614-a and 1615-a), of the Code of Virginia, as amended, the said sections relating to the practice of medicine, and to amend the Code of Virginia by adding thereto and inserting in chapter 68 thereof in lieu of the sections herein repealed 17 new sections numbered 1608 to 1623, both inclusive, and section 1613-a, defining and regulating the practice of the healing arts ia the State of Virginia.
An ACT to amend and re-enact Section 8 of Chapter 382 of the Acts of Assembly of 1934, approved March 29, 1934, providing a new charter for the City of Hopewell, Section 8 relating to composition of the council.
