An Act to amend and reenact §§ $7-125.1 and $7-125.5, as amended, of the Code of Virginia, relating to limit of liability for maintenance of patients at certain hospitals and colonies, and to contracts for the maintenance of such persons.

An Act validating the creation of the Hampton Roads Sanitation District, the appointment of the present members of the Hampton Roads Sanitation District Commission and all outstanding bonds issued by the Commission; authorizing the Commission to construct, improve, extend, maintain, repair and operate a sewerage system, to issue revenue bonds, notes or other obligations of the District, payable solely from the special funds provided by this act, for any of its authorized purposes, and to fix, revise, charge and collect rates, fees and other charges for the use of the sewerage system; providing that such obligations and such charges are subject to the approval of the State Corporation Commission; providing for the collection and enforcement of such charges; granting to the Commission power to acquire necessary real and personal property and to exercise the right of eminent domain; authorizing the Commission to restrain, enjoin or otherwise prevent the pollution of any waters within the District; providing that no debt of the Commonwealth or of any political subdivision thereof shall be incurred in the exercise of any of the powers granted by this act; exempting from taxes and assessments such sewerage system and such obligations and the income therefrom; providing for the addition of territory to the District; describing the powers and duties of the Commission in connection with the foregoing and the rights and remedies of the holders of such obligations issued under the provisions of this act; and to repeal certain acts.
An Act to amend and reenact § 32-294, as amended, of the Code of Virginia, relating to eligibility of persons for hospitalization under the State-Local Hospitalization program, so as to direct the Board of Welfare and Institutions to promulgate and distribute uniform eligibility standards as an aid to local authorizing agents.
An Act to amend and reenact § 1-18.86 of the Code of Virginia, providing what provisions of law shall not be affected by § 1-18.85 of the Code.

An Act to permit fiscal agents for any counties to destroy bonds and bond coupons when payment in full has been made thereon; to require that such facts be certified to the treasurer or director of finance of the county obligated upon such bonds and bond coupons; to prescribe the form for such certifications; to provide that county treasurers and directors of finance be relieved of certain liabilities upon such certification; and to prescribe the effect of such certification for accounting purposes.

An Act to amend and reenact § 51-114.2 of the Code of Virginia, providing for partial reimbursement by the State to certain counties and cities of funds contributed by such counties and cities to local retirement systems in the benefit of certain officials and employees, and to appropriate funds.
An Act to amend and reenact § 15-6 of the Code of Virginia, so as to permit cities and towns to allow the temporary use of streets for other than public purposes and to close such streets and alleys connected therewith for public use and travel during the period of such temporary use.
An Act creating, subject to certain conditions, a political subdivision of the Commonwealth to be known as the Peninsula Civic Recreation Center Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from rents, rates and fees and other revenues; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of rents, rates and fees and other revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.

An Act to encourage the education of the children of the Commonwealth by providing State scholarships and authorizing the governing bodies of counties, cities and towns to provide local scholarships for the education of such children in nonsectarian private schools located in or outside, and in public schools located outside, the locality in which they reside; to provide for the manner in which such scholarships shall be made available; to make unlawful the improper obtaining or expending of funds provided for such scholarships; to provide for the manner in which local scholarships shall be available under certain circumstances, and the minimum amount of such scholarships; and to repeal Chapter 58, Acts of Assembly, Extra Session, 1959, and Chapter 7.2 of Title 22 of the Code, consisting of §§ 22-115.22 through 22-115.28, relating to grants for education of children in private schools.
