AN ACT to create a Commission for Economy in Governmental Expenditures; to provide for the membership thereof, their terms of office, their compensation, and the powers and duties of the Commission; to require agencies of the State to assist the Commission; to provide for the appointment of advisory committees by the Commission; to require certain reports from the Commission; and to appropriate funds.

An Act to amend the Code of Virginia by adding a new section numbered 68-869.1, so as to permit an allowance for work done by wards of the four State training schools and to appropriate funds.
An Act to require the Commissioner of Agriculture and Immigration to establish and operate a meat inspection service; and to this end to amend and reenact §§ 8-676.1, 8-676.2, 8-676.8, and 8-676.5 of the Code of Virginia, and to amend the Code of Virginia by adding sections numbered 8-676.4:1 and 8-676.4:2, the amended and new sections providing for the transfer from the State Department of Health to the Commissioner and Department of Agriculture and Immigration of certain powers, duties, and functions in relation to meat inspection, to authorize the Board of Agriculture and Immigration to make certain rules and regulations, to exempt from further inspection meat and meat products meeting State and Federal inspection requirements, to authorize political subdivisions of the State to require the inspection of certain fresh dressed meat and meat products, at their own expense, to exempt from inspection and from the requirements of any local ordinance sales of cured meat, and to provide for payment of costs of State meat inspection.

AN ACT to require the Comptroller, through the Division of Purchase and Printing, to maintain a stock of flags of the Commonwealth of Virginia for sale to the public.
AN ACT to authorize towns to tax and collect as part of the costs in criminal cases involving violations of the ordinances of such towns the costs of transporting persons arrested for violating, or convicted of violating, such ordinances to a jail or other penal institution out- side the corporate limits of any such town; and to prescribe the fees in connection therewith.
AN ACT to provide for an inventory of existing facilities for training nurses, for a survey of the need for additional such facilities, for the development and administration of a construction program which will, in conjunction with existing facilities, provide for the training of sufficient nurses to serve all people of the State; to create an advisory council on nursing training and provide for the terms, powers and duties of the members thereof.

An Act to amend the Code of Virginia by adding to Chapter 11 of Title 8 thereof a new article numbered 8.1, which article consists of new sections numbered 38-197.1 to 8-197.12, inclusive, so as to empower the State Entomologist to require the destruction of musk thistle by landowners under certain circumstances and to cause such weed to be destroyed upon failure of the landowner to do so, to provide for notice, to prescribe penalty for interference with such official when acting under such powers, to provide for appeal by the landowner, to provide for payment by landowner and a lien upon land for failure to pay, and to prescribe the manner in which such article may be placed in force in any county or magisterial district thereof.
An Act to amend and reenact § 15-789.7 as amended, of the Code of Virginia, which was enacted as § 1 of Chapter 882 of the Acts of Assembly of 1954, approved April 2, 1954, relating to notice to the governing body required prior to the construction of sewerage systems and facilities or extensions thereof.
An Act to amend the Code of Virginia by adding a section numbered 88-57.1, to permit the acquisition by the State Highway Commission of real property which may be needed for the construction of highways or projects within a period of twelve years for the Interstate Highway System or six years for any other highway system, and the lease or other utilization thereof.

An Act to declare an emergency to exist in any school division in which an efficient system of elementary or secondary public schools is not operated under local authority, and in such case to invoke the police powers of the Commonwealth and the Constitutional powers of the General Assembly; to establish in every such school district, subject to the adoption by the local governing body of a resolution declaring the need therefor, an efficient system of elementary or secondary public schools operated by the Commonwealth; to provide that such system be operated and maintained by the Governor for and on behalf of the General Assembly; to define "efficient system of elementary public schools" and "efficient system of secondary public schools"; to provide for the use of local school buildings and related facilities of certain counties, cities and towns; to provide for the purchase of text-books, supplies and equipment, and to permit local school boards to provide for the transportation of pupils; to provide for the administration of the school system hereby established and the employment of persons therein; to provide for the application of this act to counties, cities and towns; to vest in the State Board of Education the general supervision of such schools and to authorize it, subject to certain limitations, to make rules and regulations applicable thereto; to provide how proceedings against local school boards in matters involving the State established schools may be instituted; to prescribe the effect of certain proceedings brought against local school boards and the members thereof; to provide the circumstances under which pupils may be admitted to the State schools; to provide for the employment and assignment of teachers and other personnel; to prescribe the provisions of Title 22 of the Code of Virginia which shall apply to the State established and maintained schools; to provide the method for admission to the State established schools and the terms and conditions thereof.
An Act to authorize the State Board of Education to convey certain property of Madison College and to authorize the expenditure of the proceeds therefrom.
An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 81, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.

An Act to authorize certain localities to raise sums of money by a tax on property, subject to local taxation, to be expended by local school authorities for educational purposes including cost of transportation, and to impose penalties for violations.
An Act to require the inclusion in school budgets of amounts sufficient for the payment of grants for educational purposes; to provide for local governing bodies raising money for educational purposes and making appropriations therefor; to provide for the expenditure of such funds for payment of such grants and transportation costs under certain circumstances; to empower the State Board of Education to make rules and regulations and pay such grants; to provide for the withholding of certain funds and the use thereof; and to provide penalties for the violation of this act.
An Act to amend and reenact § 22-72, as amended, of the Code of Virginia, relating to the powers and duties of the county school boards, and to amend the Code of Virginia by adding a new section numbered 22-72.1, authorizing county school boards to provide for transportation of pupils.
An Act to authorize local school boards to expend funds designated for public school purposes for such grants in furtherance of elementary and secondary education as may be permitted by law without first obtaining authority therefor from the tax levying body.
An Act to amend and reenact § 51-111.10, as amended, of the Code of Virginia, relating to the meaning of certain words as used in the Virginia Supplemental Retirement Act, and to amend the Code of Virginia by adding to Title 51, Chapter 8.2 thereof, an Article 4.1, containing §§ 51-111.88:1 through 51-111.88:8, providing for the retirement of certain private school teachers.

An Act to amend and reenact §§ 37-1.1 and 37-5, as amended, of the Code of Virginia, relating to certain definitions of certain State institutions and to continuation of the Petersburg Training School.
An Act to amend Chapter 384 as amended of the Acts of Assembly of 1946, approved March 28, 1946, which provided a new charter and special form of government for the city of Charlottesville and matters in connection therewith, by adding a section numbered 14-a, to confer upon the city council powers in relation to the operations of certain authorities within the city; to require any such authority to obtain approval from the city council for entry into certain contracts, the construction, reconstruction or extension of certain facilities, and the establishment of any new housing within the confines of the city; to provide that the approval of the voters may be required in any such case and to provide for the holding of referendums to obtain the approval of the voters in such cases; and to repeal § 86-19.3 of the Code of Virginia, relating to limitations upon housing authorities in certain cities.

An Act to encourage the education of the children of the Commonwealth
An Act providing for the construction, maintenance, repair and operation of a bridge project from a point or points on Smith Island off the southeastern shore of Northampton County, Virginia, to a point or points on the mainland in said County, including beach facilities incidental to such project; creating a political subdivision of the Commonwealth to be known as the Smith Island Bridge Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from tolls and other revenues; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of tolls and other revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.
