An Act to amend and reenact § 8.06 of Chapter 215 of the Acts of Assembly of 1952, approved March 7, 1952, which provided a charter for the city of South Norfolk, said section relating to removal of officers and employees, and to amend said chapter by adding sections numbered 7.5 through 7.20, to create a civil service commission and provide compensation for members thereof; prescribe the powers and duties thereof; prescribe examinations for applicants for certain positions; provide certain exemptions; provide for payment of certain salaries; prohibit certain acts; impose penalties for violations; provide for appropriations; require certain reports; create a Division of Police and a Department of Fire and provide for the supervision thereof; and to prescribe the effective date thereof.
An Act to amend the Code of Virginia by adding a section numbered 88-47.1, to require the Department of Highways to file with county boards of supervisors a statement containing certain information.
AN ACT to amend and reenact § 28-1 of the Code of Virginia, relating to annual reports of boards of visitors and trustees of State educational institutions.
AN ACT to authorize the counties of Wise, Dickenson, Lee and Russell and the city of Norton, and the towns of Appalachia, Big Stone Gap, Wise, Pound, Coeburn, St. Paul, Clintwood, Haysi, Jonesville, Pennington Gap, Ewing, Rose Hill and Lebanon, or any two or more of them, to create a commission, to be known as “The Cumberlands Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, city and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, city and towns for which such commission is created.
An Act to amend and reenact § 15-692.2 of the Code of Virginia, which authorizes joint acquisition of property for educational purposes by counties and cities, and how the same may be disposed of.
An Act providing for the organization of a Parking Authority as a public body and body politic and corporate by the city of Harrisonburg, in the Commonwealth of Virginia; authorizing and empowering the Authority to acquire, construct, reconstruct, equip, improve, extend, enlarge, maintain, repair and operate off-street parking facilities; providing for the issuance of revenue bonds of the Parking Authority, payable solely from revenues, to pay all or any part of the cost of such parking facilities; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for the imposition and collection of rates, rentals, fees and charges for the use of and for the services furnished by the parking facilities; authorizing the issuance of revenue refunding bonds; exempting from taxation and assessment such bonds and the parking facilities and the income therefrom; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of any bonds issued under the provisions of this act.
AN ACT to amend and reenact § 38-252 of the Code of Virginia, relating to the incidental powers of the State Highway Commission under the State Revenue Bond Act, so as to provide for the employment of Project Guards.
An Act to amend and reenact § 22 of Chapter 607 of the Acts of Assembly of 1952, approved April 8, 1952, which chapter provided a new charter for the town of Coeburn and which section relates to municipal securities.

An Act to amend and reenact §§ 3-847, 8-348, 8-878 and 8-877 of the Code of Virginia, which prescribe the qualifications and terms of office of members of the Milk Commission, performance of certain services for the Commission and appointment of employees thereof, compensation of members and employees, assessments by the Commission and by local boards for expenses; and to repeal § 8-849 of the Code of Virginia, relating to enforcement powers of the secretary of the Commission.
An Act to amend and reenact § 62-106.7, as amended, of the Code of Virginia, by permitting the Virginia State Ports Authority to issue revenue bonds for certain purposes, and to lease real and personal property under certain conditions and to incur indebtedness in improving, repairing, maintaining or adding to the same.
An Act to amend and reenact § 15-15 of the Code of Virginia, relating to power of certain counties to require that owners of vacant property be required to cut grass, weeds and other growth thereon.
