An Act to protect and further the public interest, economy, safety and convenience by means of the provision of transportation facilities, highways and other modes of transportation; to this end to provide for the creation of transportation districts and the powers and duties thereof and to declare the need for action in relation thereto and to certain facilities; to define terms; to provide for the incorporation and name of transportation districts, transportation commissions, and membership on the foregoing; to provide for the status of the State Highway Commissioner concerning such districts and commissions; to provide for the membership, and terms and compensation of members, of transportation commissions; to require certain meetings of commissions and how certain action may be taken; to prohibit conflicts of interest and provide penalties; to prescribe how monies and accounts shall be kept; to set forth the powers and functions of district commissions; to authorize component counties and cities to appropriate funds to such commissions and to set forth other matters concerning budgets, costs and expenditures; to set forth the powers and duties of counties and cities embraced within a transportation district; to provide for jurisdiction and venue in relation to certain proceedings; to provide for the acquisition of certain rights-of-way by the State Highway Commissioner; to provide how the liability of component counties and cities may be fixed; to provide for cooperation with certain agencies; to fix the non-liability of the State; to provide for certain relevant plans, processes and procedures, the adoption of transportation plans, and other matters in connection therewith; to provide for the enlargement or contraction of transportation districts and the effect thereof; to set forth the governmental nature of certain actions and civil liabilities in connection therewith; to provide for the construction of the act; and to repeal certain acts and portions thereof.
An Act to amend and reenact § 68-44 of the Code of Virginia, as amended, to authorize the Commissioner of Public Welfare to receive gifts, funds or grants-in-aid for the purpose of providing, or assisting in providing, day care for children.

An Act to authorize the Governor to appoint a commission to be known as the Virginia Commission on Higher Education Facilities; to define the duties of such commission and to appropriate funds necessary to carry out the purposes of such commission.
An Act to amend the Code of Virginia by adding sections numbered 46.1-808.2 through 46.1-3808.8, which sections provide that Virginia shall be party to a certain interstate compact known as the Vehicle Equipment Safety Compact, prescribe the manner in which certain rules and regulations thereunder shall be adopted, designate Virginia’s representative on the Equipment Safety Commission, authorize State departments and officers to cooperate, provide how funds shall be made available therefor, prescribe how certain documents shall be filed, and define certain terms.

An Act to amend and reenact §§ 1 and 2, as amended, 8, 4, 9, 10, 11, 12, 18, 14, 15, 16, 18 and 19 of Chapter 46 of the Acts of Assembly of 1952, approved February 15, 1952, relating to the Peninsula Port and Industrial Authority which was created as the Newport News Port and Industrial Authority, so as to provide for changing the name of said authority to the Peninsula Ports Authority of Virginia, validate its creation and the appointment of the present commissioners, vest additional powers in said Authority, declare purposes to conform to State policy, authorize the city of Newport News to assume certain contingent liabilities enhancing the security and marketability of bonds of the authority, exempt port facilities and bonds of the Authority from taxation and vest additional powers respecting the issuance of and security for bonds of the Authority, including refunding bonds.
An Act to amend and reenact § 58-108, as amended, of the Code of Virginia, relating to credit for income taxes paid other states by resident individuals of this State; and to amend the Code of Virginia by adding thereto a new section numbered 58-104.1, relating to a special case in which a nonresident need not file a Virginia return.

An Act authorizing the issuance of State of Virginia Mental Hospitals and Institutions Bonds in an amount not exceeding thirteen million, seven hundred seventy thousand dollars ($13,770,000) for the purpose of providing funds, with any other available funds, for paying the cost of acquiring or constructing capital improvements at mental hospitals and institutions in the State; authorizing the Treasury Board, by and with the consent of the ‘Governor, to fix the details of such bonds and to provide for the sale of such bonds at public or private sale; providing for the pledge of the full faith, credit and taxing power of the State for the payment of the interest on such bonds and the principal thereof and further providing that such bonds shall be exempt from all taxation within the State; and providing that this act shall not become effective and that no bonds shall be issued hereunder unless this act, as supplemented as provided therein, shall be approved by a majority of the qualified voters of the State voting thereon at an election to be held on Tuesday, November 5, 1968, as required by Section 184a of the Constitution of Virginia. rH 804}

Act to create the Tidewater Recreation and Stadium Authority, embracing the cities of Chesapeake, Portsmouth, Norfolk and Virginia Beach, and to authorize such Authority to acquire, construct, equip, maintain and operate an athletic stadium and the usual facilities related thereto, parking facilities or parking areas in connection therewith, recreation and sports centers and areas, including but not limited to exhibition, concert and entertainment halls, athletic fields, parking facilities or parking areas in connection therewith, club houses, gymnasiums and related buildings and the usual and convenient facilities appertaining to such undertakings, and extensions and improvements of such facilities; to acquire the necessary property therefor, both real and personal, and to lease, sell or operate any or all of such facilities, including real property; to confer powers and to impose duties on the Authority; to provide for the membership and for the appointment of members of the Authority and their terms of office and compensation; to authorize the Authority to contract with others pertaining to the use of its facilities and to execute leases of such facilities and to convey title to real property in fee simple of the Authority and to do all things deemed necessary or convenient for the operation of such undertakings; to authorize the issuance of revenue refunding bonds, providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this act; to provide for the collection of revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; to exempt from taxes and assessments such project and such bonds and the income therefrom; to provide for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and to prescribe the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this act.

An Act providing for the organization of a Parking Authority as a public body and body politic and corporate by the cities of Newport News and Hampton in the Commonwealth of Virginia; authorizing and empowering the Authority to acquire, construct, reconstruct, equip, improve, extend, enlarge, maintain, repair and operate off-street parking facilities; providing for the issuance of revenue bonds of the Parking Authority, payable solely from revenues, to pay all or any part of the cost of such parking facilities; granting to the Authority power to acquire necessary real and personal property; providing for the imposition and collection of ratcs, rentals, fees and charges for the use of and for the services furnished by the parking facilities; authorizing the issuance of revenue refunding bonds; exempting from taxation and assessment such bonds and the parking facilities and the income therefrom; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of any bonds issued under the provisions of this act.
