An Act making appropriations for the support of the government of the Commonwealth of Virginia for the year ending February 29, 1924.

An ACT to authorize the board of supervisors of Rockingham county to borrow money by short time loans to enable it to meet the expense of destroying cedar trees for the eradication of cedar rust as provided by statute and to authorize said board to provide for the payment of the principal and interest by special levies.
An ACT to amend and re-enact section 11 of an act entitled "An act to amend and re-enact an act approved March 22, 1871, to incorporate the town of Blacksburg, Virginia, and to provide a new charter for same," approved March 12, 1912.
An ACT providing how the lands in Lower Chuckatuck and Sleepy Hole magisterial districts of Nansemond county donated for the benefit of the poor of said districts shall be held, how trustees therefor may be appointed and removed, the duties of said trustees, how the incomes therefrom shall be used and how the said lands may be sold and the proceeds arising from the sale reinvested, counsel may be employed, etc.

An ACT authorizing the county school board of Chesterfield county to borrow money, not in excess of $30,000.00, and to issue its bonds therefor, for the purpose of erecting and equipping school buildings in Midlothian school district; and requiring the board of supervisors of said county annually to levy a tax to pay the interest thereon, and to create a sinking fund to redeem the principal thereof at maturity.
An ACT authorizing the Manassas Battlefield Confederate Park, Incorporated, to issue bonds to be paid, with interest thereon, in ten years in annual installments by this State.
An ACT to authorize the board of supervisors of Botetourt county to reconstruct and resurface that portion of the macadam road, or so much thereof as may be necessary, between the town of Fincastle, Virginia, and Trinity and between Trinity and Troutville on its present location, said road to be so reconstructed and resurfaced to the north side of what is known as Main street in the said town of Fincastle, using what is known as Roanoke street in the said town; and also to authorize said board to issue and sell certain warrants on the county treasurer to provide for the cost of such road improvement and to make provision for the payment of the interest on said warrants and the retirement of the principal thereof at maturity.
An ACT to amend and re-enact section one of an act approved March 10, 1922, entitled “An act to authorized and regulate the recordation of plats subdividing tracts of land situated within the corporate limits of any city containing more than one hundred thou- sand inhabitants according to the last preceding United States census, or within ten miles of the corporate limits of any such city, into three or more parts for the purpose of laying out any town, or city, or any addition thereto, or any part thereof or surburban lots, and to declare the effect of such recordation; and to repeal an act entitled an act to prohibit the recordation of plats for the subdivision of land into lots showing on said plats, streets and alleys, within or within fifteen miles from, the limits of any city having a population of not less than sixty thousand nor more than one hundred arfd ten thousand inhabitants, except in conformity with the plan provided by such city, approved March 27, 1918.”
An ACT to amend and re-enact section 9 of an act of the general assembly, entitled an act to provide a charter for the city of Winchester, approved April 2, 1874, as amended by an act approved April 30, 1874, as amended by an act approved February 26, 1896, as amended in section 9 and section 11 thereof by an act approved March 5, 1900, as amended in section 9 thereof by an act approved March 9, 1910.
An ACT to amend and re-enact section 5264 of the Code of Virginia, as amended by an act approved March 28, 1922, and section 5266 of the said Code, both in relation to descents.

An ACT to amend and re-enact section 4 of an act entitled an act to amend and re-enact an act approved March 4, 1896, entitled an act providing for the working, opening and keeping in repair the roads of the county of Lunenburg, and for building and keeping in repair the bridges of said county, except that an amendment to said act known as section 14-a, providing for submitting to the qualified voters of the several magisterial districts in Lunenburg county the question as to the issuance of bonds by such magisterial district for the construction and repair of public roads in said magisterial district, which said amendment was approved March 12, 1912, is not to be affected hereby, approved March 21, 1914.
An ACT to authorize the State board of public welfare to sell and convey certain lots, pieces or parcels of ground situated in the city of Newport News, and to use the proceeds of sale to purchase other property more suitable for a detention home for the cities of Newport News and Hampton.
An ACT authorizing the council of the city of Portsmouth and the board of supervisors of the county of Norfolk to sell and convey the present courthouse property in said city, the clerk’s office site and the land in the rear of said clerk’s office site of said county, adjoining said courthouse property on the west, and the land in the rear of the municipal building of said city, adjoining said courthouse property on the north; or, in lieu thereof, to authorize the said board to convey to the said city the county’s interest in said property, and if so conveyed, to authorize the said council to sell said property at public auction; also to authorize the said council to acquire land in said city and erect thereon a courthouse, and office building and to convey to the said county for its courthouse, clerk’s office, and other office purposes, a one-half interest in said land and buildings.
An Act to approve the grants and conveyance by the Prison Association of Virginia of a lot of land with improvements thereon, located in the city of Richmond and the State of Virginia, which said lot of land was not enumerated as a part of the property of the said association in an act approved February 21, 1920, and to declare the grant and conveyance by the said association to the Commonwealth of all its property, wherever located, valid in all respects.
An ACT to amend and re-enact section 5161 of the Code of Virginia, which provides for the sale of contingent and other estates, and the procedure therefor; and validating proceedings and sales in certain suits in equity heretofore instituted.
An ACT to enable the county of Prince Edward, State of Virginia, to release and forever quit claim to a strip of land fronting fifteen feet on Main street of the town of Farmville, formerly a portion of the courthouse square.

An ACT to provide that in certain cases it shall be prima facie presumed that no minerals, coals, oils, or ores exist in or on certain lands situated in the non-mountainous regions of this Commonwealth, having an elevation not in excess of six hundred feet above sea level, and for the extinguishment in certain cases of the claim to undiscovered or exhausted minerals, coals, oils or ores in such land.

An ACT to provide for the holding of an election in the town of Covington school district in the county of Alleghany, on the question of the issuance of bonds not in excess of $75,000.00 for the purpose of purchasing, constructing, improving and furnishing school buildings and for acquiring sites for school buildings in said district; to provide for the issuance and sale of said bonds in accordance with said election; and to provide for levying a tax for the purpose of paying the interest on said bonds and to create a sinking fund for the payment of the principal thereof at maturity.

An ACT to authorize the board of supervisors of Franklin county to pay to C. P. Guilliams a sum not exceeding five hundred dollars to compensate him for certain losses.

An Act to authorize the board of supervisors of the county of Henry to borrow the sum of $100,000.00 and to issue serial bonds or notes for the same running from one to ten years; to provide for the payment of the interest thereon and the principal thereof at maturity; to provide that the money so borrowed shall be used for the retirement or payment of any notes, bonds or warrants heretofore issued by said board; to repeal an act entitled an act to authorize the board of supervisors of Henry county to borrow the sum of $50,000.00 to be used for the construction and permanent improvement of roads and bridges in said county under the supervision of the State highway commissioner or the board of supervisors of said county and to provide for the payment of same and to provide for the retirement of any notes or bonds which may have been issued by said board pursuant to acts of the general assembly, approved March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts inconsistent with this act, approved September 5, 1919; and to provide that no bank, person, firm or corporation in the county of Henry shall hereafter receive any interest on any loan made to the board of supervisors of the county of Henry unless such loan shall have been authorized by the general assembly.
