An ACT to provide for a trial justice in counties having a population of not less than forty thousand nor more than forty-six thousand, and to prescribe the term of office, the jurisdiction, duties and compensation of such trial justices.
An ACT to amend and re-enact section 5335 of the Code of Virginia as amended by acts of assembly of 1922, chapter 113.
An ACT to provide for the separation of white and colored passengers in passenger motor vehicle carriers within the State; to constitute the drivers of said motor vehicles special policemen, with’the same powers given to conductors and motormen of electric railways by general law.

An ACT to amend the Code of Virginia by adding thereto a new chapter numbered 243-a and nine new sections, numbered 5904-a, 5904-b, 5904-c, 5904-d, 5904-e, 5904-f, 5904-g, 5904-h and 5904-i, providing for the establishment of a county court in each county of the Commonwealth having a population greater than 500 inhabitants per square mile as shown by the last United States census; to provide for its jurisdiction; to provide for the officers of said court and fix their duties; to provide for the pleadings in said court; to provide for appeals from decisions of said court; to provide for its terms; to fix the compensation of the judge and the court officers; and to abolish in the counties in which such courts are established the offices of justices of the peace, trial justices, and juvenile and domestic relations justice; and to transfer the powers of such courts to the county court.

An ACT to amend and re-enact sections 6017 and 6028 of the Code of Virginia, relating to appeals and removals of cases from justices courts, [H B 349]
An ACT to amend and re-enact sections 8 and 12 of an act entitled an act to amend the charter of the city of Portsmouth, approved March 10, 1908, by adding a new chapter, in the place of chapter 9 of said charter, in relation to civil and police justice, providing for his election and qualifications, and prescribing his powers, duties, jurisdiction, term of office, and compensation, and repealing chapter 9 of said charter, as provided by an act of the general assembly of Virginia, approved March 12, 1912, as amended by an act approved March 16, 1918, and repealing all acts, parts of acts, and charter provisions inconsistent with this act, so far as they relate to the city of Portsmouth, and to abolish the offices of civil justice and police justice in said city, approved March 23, 1926, and to add a new section thereto to be known as section 18, providing for the appointment of a clerk to the civil and police justice and prescribing the powers and duties of such clerk.

An ACT to amend the Code of Virginia by adding to chapter 124 thereof a new section numbered 3105-a, prescribing the conditions upon which warrants or other process, issued upon certain claims or causes of action of which civil and police justices are given jurisdiction, may be made returnable before such justices; and providing that such warrants or other process may be directed to a constable, sheriff or sergeant of any county or city wherein the defendant resides or may be found, and prescribing in what instances such warrants may be served in a county or corporation other than that in which the action is brought.
An ACT to amend and re-enact Section 3102 of the Code of Virginia, as heretofore amended, in relation to civil and police justices, civil justices and judges of municipal courts, so as to provide for the payment of certain taxes and costs in removals.
An ACT to amend and re-enact section 3106 of the Code of Virginia, as heretofore amended, relating to appeals and removals from civil and police justices and civil justices.

An ACT to amend and re-enact sections 63 and 64 of an act to incorporate the city of Newport News, Virginia, as amended by act approved March 24, 1920, as amended by act approved March 10, 1928, and to add thereto a new section to be known as section 64-a.
An ACT to amend the Code of Virginia by adding thereto fifteen new sections, numbered 4987-a to 4987-0, both inclusive, providing for the appointment of trial justices and substitute trial justices in counties and in certain counties and cities; providing for the appointment of clerks for such trial justices, and prescribing the terms of office, jurisdiction, duties and compensation of such trial justices, substitute trial justices and clerks; providing that trial justices, substitute trial justices, and their clerks, selected and functioning under other acts, shall be subject to the said fifteen new sections as if appointed thereunder; providing for the appointment of associate trial justices in certain counties and prescribing their terms of office, jurisdiction, duties and compensation; providing for continuity between this and prior trial justice systems; enlarging authority of justices of the peace and mayors to issue attachments, warrants and subpoenas and as issuing officers; prescribing fees to be charged and collected by trial justices and clerks and providing for the disposition of moneys collected by such officers; appropriating for such purposes the sum of $60,000 annually for distribution among the counties; and exempting certain counties until they adopt the provisions of the foregoing sections; and to repeal Sections 4983 and 4988-a to 4988-p, both inclusive, of the Code of Virginia and certain other acts providing for the appointment or selection of trial justices, and all other acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact section 6012 of the Code of Virginia, relating to juries for the trial of, and the waiver of trial by jury in, civil cases.
An ACT to amend and re-enact sub-sections (f), (i), (j) and (k) of section 29 of chapter 64 of the acts of 1922, entitled an act to provide a new charter for the city of Suffolk and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the said city of Suffolk

An ACT to amend and re-enact section 5, as heretofore amended, of an act entitled an act to regulate the confession of judgment in the office of the clerk of any court of record in the Commonwealth of Virginia and to prescribe the procedure thereon, approved March 27, 1922, in relation to notice to be given after judgment confessed.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 4899-a, providing for the disqualification, in felony cases in counties, of jurors who reside within two miles of the place where the felony is alleged to have been committed, upon objection of the Commonwealth or the accused.

An ACT to amend the title of chapter 291, Acts 1930, by substituting the word 'airmen' for the words 'aircraft pilots' therein, and to amend and re-enact sections 3775-a to 3775-h, inclusive, and sections 3775-k, 3775-1 and 3775-n, of 'An act to amend the Code of Virginia by adding thereto fourteen new sections, numbered 3775-a to 3775-n, both inclusive, providing for the safety of aircraft passengers, for the licensing and inspection of aircraft and of aircraft pilots; authorizing the State Corporation Commission to promulgate rules and regulations governing the operation of aircrafts, providing for the issuance of permits for the establishment of airports; providing for the supervision of said airports; fixing penalties for violation of the sections embraced in this bill, and to repeal chapter 463 of the Acts of 1928,' being chapter 291, Acts 1930, approved March 24, 1930, by omitting and repealing sections 3775-i and 3775-j and by adding thereto section 3775-0; providing for the issuance of cease and desist orders, or injunctions, by the State Corporation Commission to prevent violations or further violations of this act and/or of its rules and regulations in pursuance of this act.
An ACT to amend and re-enact section 15 of an act entitled an act to amend and re-enact all acts creating and amending the charter of the city of Charlottesville, and to provide a charter and special form of government for the said city, and to repeal all acts and parts of acts inconsistent with this act, so far as they relate to the city of Charlottesville, approved March 24, 1922, relating to certain powers of the city council, and to further amend the said act by adding thereto a new section to be numbered section 26%, authorizing the city council to appoint a city jailor and such deputy jailors as may be necessary and to fix their compensation, and prescribing the powers and duties of such jailors.

An ACT to amend and re-enact Section 38, as amended, of an act entitled “An act to provide a new charter for the city of Lynchburg, Virginia”, approved March 21, 1928, relating to the powers of the council of the said city, so as to authorize the prohibition of lotteries and raffles therein, the fixing of certain penalties for violation of city ordinances, and prescribing the manner in which certain city ordinances shall be published.
An ACT to amend and re-enact Section 1, as amended, of an act entitled "An act to provide for the appointment of special justices of the peace in cities of less than 25,000 inhabitants and in counties, to be known as judges of juvenile and domestic relations courts; to prescribe their jurisdiction, powers, duties, and compensation; and to provide for the maintenance of juvenile and domestic relations courts in such cities and in counties"
An ACT to amend chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, by adding thereto a new section numbered section 49-b, so as among other things, to provide that it shall be a misdemeanor for an infant to represent himself to be twenty-one years of age or older for the purpose of purchasing or attempting to purchase alcoholic beverages, and for any person to purchase alcoholic beverages for another person to whom alcoholic beverages may not be sold; and providing punishment for the violation of the provisions of this section.
An ACT to provide that the State of Virginia may enter into a compact with any of the United States for mutual helpfulness in relation
An ACT to amend the Code of Virginia by adding thereto two new sections, numbered 4407-a and 4407-b, prohibiting the payment of money or the giving of pecuniary benefit, and requiring the disclosure of information and the rendering of assistance, by certain persons, in event any person be taken, seized or secreted by another, or in event of any threat or attempt to take, seize or secrete any person.
An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.
