An Act to amend and reenact §§ 2.1-88, as amended, 2.1-51.2, 2.1-64 as amended and 55-297 as amended, of the Code of Virginia, relating to Divisions in the Governor’s office, supervision by the Commissioner of Administration, the Division of Industrial Development, and the D+-vision of Planning; to amend the Code of Virginia by adding in Title 2.1 thereof a chapter numbered 6.1 containing sections numbered 2.1-68.1 through 2.1-68.8, relating to the Division of State Planning and Community Affairs, its powers and duties, including studies and services relating to State-wide planning, Planning Districts and Service Districts, establishing boundaries of Virginia Standard Metropolitan Statistical areas, and charges for planning services; and to repeal 8§ 2.1-64.1 through 2.1-64.8, relating to the Director of Planning and charges for planning services.

An Act to amend and reenact §§ 2.05, 2.06, 3.02, 3.05, 8.07, 4.08, 5.07, 5.14, 6.04, 6.05, 6.08, 6.14, 6.15, 7.02, 7.06, 7.08, 7.11, 7.15, 8.06, 9.01, 9.12, 9.18, 9.29 and 11.01 of Chapter 586 of the Acts of Assembly, 1950, approved April 7, 1950, as amended, which provided a charter for the city of Alexandria; and to further amend this chapter by adding new sections numbered 1.01.1, 5.14.1, 6.08.1, 8.08.1, 9.12.1, 10.03.1, 15.01.2 and 15.11, the amended and new sections relating, respectively, to miscellaneous powers of the city; enforcement of ordinances; compensation of council, mayor and vice-mayor, induction of members of council; assessment and equalization for taxation; transfer of appropriations; contracts for city improvements; scope of the general budget; requirement for a balanced budget; requirement that budget be a public record; capital improvement budget; reserve fund for permanent public improvement; purposes for which bonds may be issued; requirements of ordinances for bond issue; requirements of consolidated bond issue; periods for which bonds may run; bond issues for revenue producing utilities; pension and retirement systems; power of council to adopt master plan for physical development of city; adoption and amendment of regulations, restrictions and determination of zone boundaries; powers of board of zoning appeals; penalty for transfer of lots in unapproved subdivisions; the office of city attorney, filling vacancies in office and compensation; changes in corporate limits; exceptions for bids on contracts in cases of emergency; school budget hearings; supplemental salaries for certain public health employees; applications and motions to amend, supplement or repeal regulations, restrictions and determination of boundaries; voter registration offices; residence of certain officers and eligibility of certain federal employees to hold city offices.
