An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 31, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.

An Act to define the crime of barratry; to define certain terms; to prohibit barratry and to provide penalties for persons found guilty thereof; to prohibit aiding and abetting barrators; to authorize certain courts of record to enjoin barratry and to prescribe the officers who may bring suits therefor; to provide that conduct prohibited by the act shall constitute unprofessional conduct and be grounds for revocation of licenses to practice certain professions.

An Act to establish the responsibility of the Commonwealth of Virginia for the control of certain public schools under certain conditions; to that end to state the conditions which must exist in relation to such schools in order for the Commonwealth to assume such responsibility; to vest in the Commonwealth control of certain schools under stated conditions, and to confer powers and impose duties upon the Commonwealth to be exercised by the Governor of Virginia; to provide the conditions under which such powers shall be designated; to empower the Governor to act in certain cases; to confer immunity from legal proceedings upon the Commonwealth of Virginia and the Governor; to refuse the consent of the Commonwealth to certain legal proceedings; to provide for the payment of certain educational grants; and to provide for the appropriation and expenditure of funds necessary under this act.
An Act to create a Pupil Placement Board and confer upon it powers as to enrollment or placement of pupils in the public schools and determination of school attendance districts, and to provide for administrative procedure and remedies for pupils seeking enrollment in a school or a change from one school to another school.

AN ACT to create a joint committee of the General Assembly to study and report upon the observance, administration and enforcement of certain provisions of the common law and of certain statutes and the activities of certain persons, corporations, associations and other groups in relation thereto; to provide for the selection, compensation and terms of office of the members thereof; to prescribe the duties and powers of such committee; to require reports of the committee to the General Assembly; to provide that the Attorney General or other legal counsel shall represent said committee; and to repeal Chapter 87 of the Acts of Assembly of the Extra Session of 1956 which created a legislative committee of the House and Senate to investigate the activities of certain corporations, associations, organizations and other groups, and which was codified as §§ 80-85 through 80-41 of the Code of Virginia.
An Act to amend §§ 4, as amended, 5, 6, 7 and 8 and 9, as amended, 16, 17 and 44 of Chapter 423 of the Acts of Assembly of 1986, approved March 30, 1936, which provided a charter for the town of Vinton, the sections relating to the mayor and council of the town, appointment or election of officials, elections, and vacancies; and to further amend such chapter by adding a section numbered 10-a, providing for appointment of a police justice and justices of the peace.

An Act to declare an emergency to exist in any school division in which an efficient system of elementary or secondary public schools is not operated under local authority, and in such case to invoke the police powers of the Commonwealth and the Constitutional powers of the General Assembly; to establish in every such school district, subject to the adoption by the local governing body of a resolution declaring the need therefor, an efficient system of elementary or secondary public schools operated by the Commonwealth; to provide that such system be operated and maintained by the Governor for and on behalf of the General Assembly; to define "efficient system of elementary public schools" and "efficient system of secondary public schools"; to provide for the use of local school buildings and related facilities of certain counties, cities and towns; to provide for the purchase of text-books, supplies and equipment, and to permit local school boards to provide for the transportation of pupils; to provide for the administration of the school system hereby established and the employment of persons therein; to provide for the application of this act to counties, cities and towns; to vest in the State Board of Education the general supervision of such schools and to authorize it, subject to certain limitations, to make rules and regulations applicable thereto; to provide how proceedings against local school boards in matters involving the State established schools may be instituted; to prescribe the effect of certain proceedings brought against local school boards and the members thereof; to provide the circumstances under which pupils may be admitted to the State schools; to provide for the employment and assignment of teachers and other personnel; to prescribe the provisions of Title 22 of the Code of Virginia which shall apply to the State established and maintained schools; to provide the method for admission to the State established schools and the terms and conditions thereof.
An Act to create a Pupil Placement Board and confer upon it powers as to enrollment or placement of pupils in the public schools and determination of school attendance districts, and to provide for administrative procedure and remedies for pupils seeking enrollment in a school or a change from one school to another school.
An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 81, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.
