An ACT to invest in boards of supervisors of counties adjoining and abutting any city, within or without this State, having a population of 125,000 or more, as shown by United States census, and in boards of supervisors of counties adjoining any county which adjoins and abuts any such city and has a density of population of 500 or more to the square mile, the same powers and authority now vested in, or hereafter conferred upon, common councils of cities and towns, and to repeal an act entitled an act to invest in boards of supervisors of counties adjoining and abutting a city with a population of 125,000 or more inhabitants, as shown by United States census, the same powers and authority now vested or hereafter conferred upon common councils of cities and towns, approved March 4, 1920, and any and all acts amendatory thereof.
An ACT to authorize the appointment of an assistant attorney for the Commonwealth for Roanoke county; to prescribe his powers and duties, and to provide for his compensation.
An ACT to amend and re-enact section 26 of chapter 473 of the Acts of the General Assembly of 1924, entitled an act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke, approved March 22, 1924.
An ACT to provide for the supervision, regulation, and fixing of the rates and charges of persons, associations and corporations, issuing motor vehicle liability insurance policies; to require such persons, associations, and corporations to file reports, rates, rate manuals, schedules of rates, rating plans, information concerning rates, and changed and deviations therefrom, with the State corporation commission; to prescribe the rights, powers and duties of the State corporation commission concerning such matters; to provide for the establishment of an administrative bureau and membership therein; to provide for appeals from the State corporation commission; to prescribe penalties for violations of this act; and to repeal all acts and parts of acts in conflict herewith.
An ACT to authorize the governor to remove members of the boards of visitors of State colleges, universities, institutions, and agencies, and members of examining or licensing boards of the State, for certain causes, and to fill such vacancies.
An ACT to amend and re-enact sections 1, 2 and 12 of an act entitled, an act declaring the control of the Commonwealth over the waters of the State and providing for the development of the water power resources in this State, and in furtherance thereof and incident thereto, among other things, defining the waters of the State, conferring on public service corporations engaged in the development of water power in this State certain powers of eminent domain, providing for the exercise of such control by the State through the agency of the State corporation commission and regulating the construction of dams and other structures included in such development, approved March 24, 1928; and authorizing the granting or refusal by the corporation commission of Virginia of application for licenses to construct or reconstruct dams across rivers and streams in this State, whether waters of the State or not and whether the applicant is or is not required by law to procure such license and prohibiting the utilization of any dam constructed or reconstructed without license after July 1, 1932, for the purpose of generating hydro-electric energy in public service unless or until licensed or permitted so to do by the State corporation commission
An ACT to authorize the board of supervisors of the county of Henrico to establish and maintain a fire department in sanitary district number one of said county, created and established by an act approved April 11, 1927, to acquire sufficient real estate upon which to construct an engine house and to equip the same with the requisite fire fighting engines and apparatus and to authorize said board to provide for the operation and maintenance of the same.
An ACT to amend and re-enact section 6049 of the Code of Virginia, as heretofore amended, in relation to jurisdiction of courts.
An ACT to provide a new charter for the town of Big Stone Gap, Wise county, Virginia, and to repeal all acts, or parts of acts in conflict therewith.
An ACT to amend the Tax Code of Virginia by adding thereto a new section, to be numbered section 402-a, making it a misdemeanor and malfeas-ance in office for a county or city treasurer knowingly to omit from any delin-quent list required by the Tax Code of Virginia to be prepared by him, any taxes or levies which are in fact delinquent, and which should be included in such delinquent list.
An ACT to provide for the compensation of the members of the board of supervisors of Halifax county.
An ACT to prescribe the compensation of clerks of courts, attorneys for the Commonwealth, commissioners of the revenue, city sergeants, and city treasurers in cities of this Commonwealth having a population of over sixty-five thousand and not exceeding one hundred thousand inhabitants, according to the United States census of 1930; to provide for the payment of such compensation and the expenses of office of such officers; to impose certain duties on the State fee commission; to provide for the appointment and compensation of jailors in such cities; to prescribe the powers and duties of such jailor, and to confer certain powers on the city manager in such cities in relation to the jail and jailor.
An ACT to amend the Code of Virginia by adding thereto four new sections, numbered 2725-c, 2725-d, 2725-e and 2725-f, in relation to permitting counties to employ or designate and compensate county purchasing agents, and prescribing powers and duties of such agents when so employed or designated, and how in such cases purchases for the county and its officers shall be made.
An ACT to amend and re-enact section 350 of the Tax Code of Virginia, relating to the receipt and disbursement of money paid to county treasurers for the accounts of the Commonwealth and the counties.

An ACT to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings
An ACT to appropriate the sum of two thousand dollars to the Division of Statutory Research and Drafting for the employment of stenographic and clerical help, and to pay other expenses of said division.
An ACT to declare the courthouse square, on which is located the courthouse, clerk’s office, jail and other public buildings of Richmond county, in the village of Warsaw, Virginia, a part of each of the several magisterial districts of the county of Richmond, for the purpose of the trial of civil and criminal warrants by the justices of the peace of Richmond county, and the granting of bail by the bail commissioner thereat.
An ACT to amend and re-enact section 350 of the Tax Code of Virginia, as heretofore amended, relating to the receipt and disbursement of money paid to county treasurers for the accounts of the Commonwealth and the counties.
An ACT to amend and re-enact sections 13 and 26 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia banking act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof, approved March 27, 1928, and to add a new section to said act to be numbered section 7-a, authorizing State banks to subscribe for and hold stock in the Federal Deposit Insurance Corporation.
An ACT to amend and re-enact sections 4 and 8 of an act entitled an act to incorporate the town of Coeburn, in Wise county, Virginia, approved February 23, 1894.

An ACT to provide that the sergeant of the town of Chilhowie shall be appointed by the town council instead of being elected by popula vote.
An ACT for the relief of county treasurers who have, prior to February 1, 1934, paid interest on school warrants regularly issued by the school boards of their respective counties, and/or failed to collect interest on delinquent taxes levied by the boards of supervisors of their respective counties, under certain circumstances.
An ACT to amend and re-enact section 3l-a of an act entitled an act to provide a new charter for the city of Roanoke, Virginia, and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke, approved February 28, 1928, so as to authorize the hustings court of the city of Roanoke, or the judge thereof in vacation to appoint a bail commissioner or bail commissioners for the city of Roanoke, to provide for the disposition of fees collected by a bail commissioner, to provide for the compensation of a bail commissioner, to authorize the council of the city of Roanoke, Virginia, to fix the compensation of such bail commissioner and to authorize certain officers of the city of Roanoke to admit persons to bail.
An ACT to amend and re-enact section 2 of an act entitled an act to provide for the suspension of operator’s and chauffeur’s licenses and registration certificate, and the right of non-residents to operate a motor vehicle, in certain cases; to prescribe procedure where damages to property and/or injuries to persons have been caused by the operation of motor vehicles, and to prescribe penalties, approved March 24, 1932, and to provide for the collection and distribution of fees from judgment creditors requesting suspension of operator’s, chauffeur’s and motor vehicle licenses.
An ACT for the relief of William A. Tuck, guardian of Helen Mitchell Morgan.
An ACT to amend sections 4, 5, 11, 14, 17, 20, 27, 33, 34, 35, 36 and 38 of an act entitled an act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk and to provide a charter for the city of South Norfolk, approved March 20, 1924, and to further amend said act by adding thereto two new sections numbered ll-a and 24-a.
An ACT to amend and re-enact section 6 of chapter three hundred and forty-two of the Acts of Assembly of nineteen hundred and thirty-two, entitled an act to revise, simplify, rearrange and consolidate into one act, which shall constitute and be designated and cited as “The Motor Vehicle Code of Virginia,” the various statutes of the Commonwealth concerning the registration and licensing of motor vehicles, trailers and semi-trailers, the licensing of chauffeurs, the collection of fees and disposition of funds collected, the operation of vehicles on the public roads, highways, streets and alleys, the Division of Motor Vehicles and the director of said division, the powers and duties of said division and director, and the penalties for violations of the provisions of certain such statutes ; and to repeal all statutes and acts in conflict with the provisions of this act.
An ACT to amend the Code of Virginia by adding to chapter 109 thereof 13 new sections numbered 2726-m to 2726-y, both inclusive, vesting in boards of supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances, payable out of county treasuries, shall be made to county officers, and to repeal section 2726 and section 2726-a to 2726-1, both inclusive, relating to the same matters.
An ACT to amend the Code of Virginia by adding thereto a new section, numbered 403-a, authorizing the Governor to vacate, assign and re-assign rooms and space in the public buildings other than the capitol.
An ACT to amend and re-enact section 6 of an act entitled an act to require the board of supervisors of the counties and the councils or other governing bodies of cities and towns to prepare and publish annual budgets, to hold public hearings thereon, and to give publicity to proposed increases in the local tax levies; to provide for regular audits by the State Accountant in the counties, and to prescribe the duties and powers of such accountant in reference thereto, approved March 26, 1926, as heretofore amended.
An ACT to amend and re-enact section 4211 of the Code of Virginia, as heretofore amended, in relation to deposits of bonds and securities with the Treasurer by insurance, guaranty, indemnity, fidelity, title insurance, security, etc., companies.
An ACT to provide a new charter for the town of Lawrenceville, Virginia; to repeal all acts or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.
An ACT to amend and re-enact sections 368, 3378, 3379, 3381 and 3383 of the Code of Virginia; to amend and re-enact sections 3465 and 3486 of the Code of Virginia, as heretofore amended; and to repeal section 3382 of the Code of Virginia; said sections relating to the tenure of office, duties and compensation of clerks of the Supreme Court of Appeals, auditing the accounts of such clerks, collection and remittances of fees and costs by them.
An ACT to amend and re-enact section 1 of an act entitled an act to authorize and regulate the exchange of certain classes of reciprocal and inter-insurance contracts among individuals, partnerships and corporations, empowering corporations generally to make such contracts, regulating process in suits on such contracts, and prescribing certain fees, taxes and licenses and penalty for violations, approved March 20, 1918, as last amended by an act approved March 26, 1932.
An ACT to amend and re-enact section 565 of the Code of Virginia, concerning the services of the Auditor of Public Accounts to counties and cities.
An ACT to amend and re-enact section 4 of an act entitled an act to incorporate the town of Tappahannock, county of Essex, approved February 12, 1894, as heretofore amended.
An ACT to amend and re-enact section 3 of an act entitled an act to create an Armory Commission for the State of Virginia and specify its authority and duties; to authorize said commission to construct and maintain armories, drill and training areas for the National Guard and Naval Militia and their various units; to authorize municipalities, counties, and the State and others to co-operate in and about the construction of armories and providing drill and training areas and to assist in paying therefor; and to authorize municipalities and counties to convey to the State of Virginia lands owned by them on which to construct armories, whether such lands already be used for parks or other purposes

An ACT to amend and re-enact subsection (d) of section twenty-nine of chapter sixty-four of the Acts of nineteen hundred and twenty-two, entitled an act to provide a new charter for the city of Suffolk and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts and parts of acts inconsistent with this act so far as they relate to the said city of Suffolk, approved February twenty-fifth, nineteen hundred and twenty-two; to amend and re-enact subsection (z) of section two of said chapter sixty-four of the Acts of nineteen hundred and twenty-two as here- tofore amended by an act approved February eleventh, nineteen hundred and thirty-two; and to amend and re-enact chapter two hundred and one of the Acts of nineteen hundred and thirty, entitled an act to amend and re-enact subsection (b) of section thirty-four of chapter sixty-four of the Acts of nineteen hundred and twenty-two, entitled an act to provide a new charter for the city of Suffolk, and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts and parts of acts inconsistent with this act, so far as they relate to the said city of Suffolk, approved February twenty-fifth, nineteen hundred and twenty-two, and to add eight new and additional subsections to said section thirty-four, to be known and designated as subsections (c), (d), (e), (f), (g), (h), (i), and (j), with reference to the sale of real estate delinquent for the non-payment of city taxes, purchase by the city, redemption of land so sold, saving to persons under disability, deed to purchasers, title of purchasers, title of city, and sale for the non-payment of local assessments, etc., approved March twenty-second, nineteen hundred and thirty, as amended by chapter four hundred and two of the Acts of nineteen hundred and thirty-two, approved March thirtieth, nineteen hundred and thirty-two.
An ACT to amend an act of the General Assembly of Virginia, approved March 10, 1908, providing a new charter for the city of Portsmouth, by adding thereto a new section to be known as section 71-A, relating to the appointment of the coroner for the said city, and providing his duties and compensation.

An ACT to amend and re-enact section 394 of the Tax Code of Virginia, relating to the collection of delinquent levies.
An ACT to amend and re-enact section 4 of an act entitled an act to provide for the organization or admission and the regulation and taxation of incorporated mutual insurance companies other than life, providing a penalty for any violation hereof and repealing all acts or parts of acts in conflict herewith, approved March 16, 1920, so as to provide how the charters of such and other similar companies may be amended.
An ACT to amend and re-enact section 655 of the Code of Virginia, as heretofore amended, relating to school boards.
An ACT to amend the Code of Virginia by adding thereto two new sections to be designated as section 3109-a and section 3118-a, providing respectively for the appointment of clerks of civil and police justices courts and for the appointment of bailiffs of civil justices courts, prescribing their duties and providing for their compensation; and to repeal section 3110 of the Code of Virginia relating to bailiffs for civil and police justices courts.
An ACT to amend the Code of Virginia by adding thereto sixteen new sections, numbered 4988-a to 4988-p, both inclusive, relating to the appointment of trial justices and substitute trial justices in counties; providing for the appointment of clerks for such trial justices, and prescribing the terms of office, jurisdiction, duties and compensation of such trial justices, substitute trial justices and clerks; to appropriate the sum of forty thousand ($40,000.00) dollars annually or so much thereof as may be necessary for the purpose, for distribution among certain counties, and to repeal section 4988-a of the Code of Virginia, as enacted into law by chapter 81 of the Acts of the General Assembly of 1926, and all acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact section 14 of an act entitled an act to continue the board of charities and corrections under the name of State Board of Public Welfare; to provide for the composition and maintenance of said board; to prescribe its powers, duties and compensation; to provide how the officers, assistants and employees of the board may be appointed and compensated; to authorize the board to create a children’s bureau; to provide how county and city boards of public welfare must or may be appointed, with certain exceptions, and to prescribe the powers and duties of such local boards; to authorize such local boards to appoint local superintendents of public welfare, and to prescribe the powers, duties and compensation of such superintendents if and when appointed; also to repeal sections 1888 to 1902 inclusive, of the Code of Virginia, approved February 27, 1922, so as to authorize boards of supervisors or other governing bodies of counties to appoint local superintendents of public welfare.
An ACT to amend the Code of Virginia by adding thereto a new section numbered section 5409-a, fixing the time within which accounts of fiduciaries holding principal sums of five hundred dollars or less, shall be exhibited before a commissioner of accounts.

An ACT to amend and re-enact section one of an act entitled an act to provide for the appointment of special justices of the peace in cities of less than 25,000 inhabitants and in counties, to be known as judges of juvenile and domestic relations courts; to prescribe their jurisdiction, powers, duties, and compensation; and to provide for the maintenance of juvenile and domestic relations courts in such cities and in counties
An ACT to amend and re-enact section 21 of an act entitled an act to reorganize the administration of the State government in order to secure better service, and through co-ordination and consolidation, to promote economy and efficiency in the work of the government; to create and establish or continue certain departments, divisions, offices, officers, and other agencies, and to prescribe their powers and duties; to abolish certain offices, boards, commissions and other agencies, and to repeal all acts and parts of acts inconsistent with this act to the extent of such inconsistency, approved April 18, 1927, as heretofore amended.

An ACT to regulate and control the production, preparation, manufacture, possession, transportation, sale, disposition and use of coca leaves, cocaine, opium, morphine, codeine, heroin, and any compound, manufacture, salt, derivative, mixture and preparation thereof or of either, and substances not chemically distinguishable from such drugs or either of them; to provide for the issuance, suspension and revocation of licenses to produce, prepare, manufacture, sell, dispense and otherwise handle such drugs; to prescribe penalties for violations of this act; to repeal all acts and parts of acts in conflict herewith: and to provide that this act may be designated and cited as the "Uniform Narcotic Drug Act."
An ACT to amend and re-enact section 4 of chapter 385 of the Acts of Assembly of 1932, entitled an act to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act
An ACT to prohibit sheriffs, sergeants, constables and high constables or any of their deputies from purchasing effects sold by them under writs and to prohibit any such officers from acting as an auctioneer or common crier unless he first obtains a license to act as such.
An ACT to amend the Code of Virginia by adding thereto a new section numbered section 2769-a fixing the pay of supervisors of counties; and to repeal section 2769 of the Code of Virginia, as heretofore amended.
An ACT to amend chapter 433 of the Acts of the General Assembly of 1928, page 1115, entitled an act to provide for the organization, maintenance and supervision of a fire, windstorm, lightning, tornado, hail, and automobile fire and theft insurance rate making bureau; to provide for the making and filing of such rates by the bureau, insurance companies and other insurers; whether stock, mutual, reciprocal or interinsurer; to generally regulate rate making agreements; to prohibit discrimination; and to empower the State Corporation Commission to fix, approve, alter or reduce such rates; providing penalties for violations; and to repeal all acts and parts of acts in conflict herewith, approved March 26, 1928, by adding thereto a new section, numbered 17, to require insurers against fire to report to the Commissioner of Insurance and Banking of the State of Virginia gross premiums collected and received from fire insurance policies covering property situated within the limits of each city, town and county; to give such commissioner authority to investigate concerning any such report; and to provide penalties for violations.
An ACT authorizing the councils or other governing bodies of cities and incorporated towns to provide for municipal planning; providing for the creation, organization and powers of municipal planning commissions.
An ACT to amend and re-enact section 64 of chapter 342, Acts of the General Assembly of Virginia, 1932, approved March 26, 1932, and designated and cited as the Motor Vehicle Code of Virginia.
An ACT to amend and re-enact section 2773-n 40 of the Code of Virginia, as enacted into law by chapter 368 of the Acts of the General Assembly of 1932, approved March 26, 1932, relating to the department of law enforcement in counties adopting the county manager form of organization and government.
An ACT to amend and re-enact section 7 of an act entitled an act to provide for the issuance of county bonds for constructing and operating water supply systems in the magisterial districts of certain counties of the State; to provide for the payment of the interest thereon and the principal thereof at maturity, and to provide for the construction and operation of such water supply systems, approved March 24, 1926, as heretofore amended.

An ACT to amend and re-enact section 5 of an act entitled an act to provide a new charter for the town of Colonial Heights, Chesterfield county, Virginia, and to repeal all acts or parts of acts in conflict therewith
