An Act creating the Virginia College Building Authority as a public body corporate and a political subdivision and an agency and instrumentality of the Commonwealth of Virginia and prescribing its membership, powers and manner of proceeding; authorizing the Authority to issue its bonds payable solely from revenues including rentals and contract payments to provide funds to pay the cost of certain projects at educational institutions of the Commonwealth all as defined in this Act; authorizing the Authority and any educational institutions to make leases or contracts with respect to any project or projects; authorizing such educational institutions to charge and collect rents, fees and charges for the use of such projects and any existing facilities, to charge and collect student building fees and other student fees and to pledge the same and any other available funds of such educational institutions to pay the rentals under a lease or the contract payments under a contract; providing that bonds of the Authority shall not constitute a debt of the Commonwealth or any agency or instrumentality thereof; providing for the execution of a trust indenture to secure the payment of such bonds; making such projects and bonds exempt from taxation within the Commonwealth; making such bonds lawful investments and requiring the approval of the General Assembly for the issuance of bonds and the making of leases or contracts.

An Act to protect and further the public interest, economy, safety and convenience by means of the provision of transportation facilities, highways and other modes of transportation; to this end to provide for the creation of transportation districts and the powers and duties thereof and to declare the need for action in relation thereto and to certain facilities; to define terms; to provide for the incorporation and name of transportation districts, transportation commissions, and membership on the foregoing; to provide for the status of the State Highway Commissioner concerning such districts and commissions; to provide for the membership, and terms and compensation of members, of transportation commissions; to require certain meetings of commissions and how certain action may be taken; to prohibit conflicts of interest and provide penalties; to prescribe how monies and accounts shall be kept; to set forth the powers and functions of district commissions; to authorize component counties and cities to appropriate funds to such commissions and to set forth other matters concerning budgets, costs and expenditures; to set forth the powers and duties of counties and cities embraced within a transportation district; to provide for jurisdiction and venue in relation to certain proceedings; to provide for the acquisition of certain rights-of-way by the State Highway Commissioner; to provide how the liability of component counties and cities may be fixed; to provide for cooperation with certain agencies; to fix the non-liability of the State; to provide for certain relevant plans, processes and procedures, the adoption of transportation plans, and other matters in connection therewith; to provide for the enlargement or contraction of transportation districts and the effect thereof; to set forth the governmental nature of certain actions and civil liabilities in connection therewith; to provide for the construction of the act; and to repeal certain acts and portions thereof.

An Act to amend and reenact § 19, as amended, of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, which provided a charter and special form of government for the city of Norfolk, which section relates to the nomination of candidates for the council so as to provide that the general State law is applicable; and to repeal § 20, as amended, of such chapter, which section relates to acceptance by a candidate.
An Act to amend the Code of Virginia by adding in Title 15.1 thereof chapters numbered 84 and 85 containing, respectively, sections numbered 15.1-1400 through 15.1-1452, 15.1-1500 through 15.1-1505, to provide for the establishment of Planning District Commissions and prescribe their powers and duties, including preparation and periodic review of District comprehensive plans; to provide for State financial aid to such Commissions; to provide for merger, under certain conditions, of Regional Planning Commissions; to provide methods for the creation of Service Districts, including referenda on the creation thereof, and for election of certain members of Service District Commissions, and the merger of Planning District Commissions with Service District Commissions; to authorize Service Districts to make assessments on governmental subdivisions, to charge and collect fees, rents and charges for services, and to issue bonds for certain purposes; to create an Urban Assistance Incentive Fund and for making of grants therefrom to assist in local and area-wide approaches to common problems.
