An Act to promote interracial harmony and tranquility and to that end
An Act to create a joint committee of the General Assembly to study and report upon the administration and enforcement of certain statutes; to prescribe the powers of such joint committee; to provide for the selection, terms of office and compensation of the members of such committee; and to require reports from the committee to the General Assembly.
An Act to create a legislative committee of the House and Senate to investigate and hold hearings relative to the activities of corporations, associations, organizations and other groups which encourage and promote litigation relating to racial activities; to provide for the organization, powers and duties of said committee; to provide for hearings; to authorize said committee to issue subpoenas and require testimony; to provide for application to court for an order requiring any person to appear and testify who fails or refuses to do so; to provide for witness fees; to provide for employment of a clerical and investigative force by the committee; to provide for payment of expenses; to appropriate funds for use of the committee; to provide that the Attorney General or other legal counsel shall represent said committee; and for other purposes.

An Act to establish the responsibility of the Commonwealth of Virginia for the control of certain public schools under certain conditions; to that end to state the conditions which must exist in relation to such schools in order for the Commonwealth to assume such responsibility; to vest in the Commonwealth control of certain schools under stated conditions, and to confer powers and impose duties upon the Commonwealth to be exercised by the Governor of Virginia; to provide the conditions under which such powers shall be designated; to empower the Governor to act in certain cases; to confer immunity from legal proceedings upon the Commonwealth of Virginia and the Governor; to refuse the consent of the Commonwealth to certain legal proceedings; to provide for the payment of certain educational grants; and to provide for the appropriation and expenditure of funds necessary under this act.

AN ACT to amend the Code of Virginia by adding new sections numbered 56-412.1 and 56-412.2 so as to prohibit obstruction of streets or roads by railroad cars or trains, prescribing penalties for violation and prohibiting local governing bodies from adopting conflicting ordinances, orders or resolutions; and to repeal §§ 38-290 and 38-291 of the Code of Virginia, relating to the same matters.

An Act to amend Chapter 9 of the Acts of Assembly, Extra Session, 1952, approved December 16, 1952, which provided a charter for the city of Hampton, by adding a section numbered $8.10, to permit members of the council of the city to act as commissioners of the Hampton Redevelopment and Housing Authority, and to exercise the powers conferred on such Authority without a referendum thereon.
An Act to create a commission to commemorate the centennial of the American Civil War; to provide for the selection and terms of office of the members of such commission; to provide for the duties and powers of such commission; and to appropriate funds for the use of such commission.

An Act to amend the Code of Virginia by adding thereto in Chapter 7 of Title 17 an article numbered 2.1, containing sections numbered 17-195.1 through 17-195.6, which article provides for an additional judge of the Court of Law and Chancery of the City of Norfolk, prescribes his powers, duties, jurisdiction, salary and authority, his term of office, a senior judge of said court and the allowance of compensation for the clerk thereof.
