An ACT to amend and re-enact section 2727 of the Code of Virginia, relating to the raising of money for county purposes and authorizing the board of supervisors to make temporary loans.

An ACT to provide for the refunding of certain certificates of indebtedness of the par value of $950,000.00, issued under an act entitled "an act to repeal an act entitled an act to anticipate by counties, or otherwise, the construction of the State highway system, approved March 15, 1920, as amended and re-enacted by an act entitled 'an act to amend and re-enact an act entitled an act to anticipate by counties or otherwise the construction of the State highway system, approved March 15, 1920, approved March 21, 1924; to provide for the issue and sale of certificates of indebtedness of the Commonwealth of Virginia to repay the sums advanced to the State under the provisions of the aforesaid acts and to provide a sinking fund for the payment of the interest on the said certificates of indebtedness and the principal thereof at maturity,' approved March 19, 1926, by authorizing and directing the issuance and sale of $950,000.00 par value certificates of indebtedness and/or notes of the Commonwealth of Virginia; and to provide for the payment of interest on such certificates of indebtedness and/or notes, and the principal thereof at maturity.

An ACT to amend and re-enact section 6556 of the Code of Virginia, as heretofore amended, relating to certain exemptions allowed laborers who are householders or heads of families, so as to permit any such householder or head of a family against whom a judgment has been obtained, at the time such judgment is rendered or at any time thereafter, to move the justice or court rendering such judgment to declare certain wages exempt.
An ACT to authorize the issuance of refunding bonds by cities and towns; to prescribe a mode of procedure therefor; to provide for the payment of such bonds; to validate all bonds so refunded; to prescribe various details pertinent to the subject matter of this act; to provide that any such city or town may avail itself of the provisions of the Act of Congress relating to bankruptcy and municipal debt readjustment; and to declare an emergency.
An ACT to authorize courts administering or liquidating the estates of insolvent banks or trust companies operating in Virginia, and upon petition of trustees engaged in the voluntary liquidation of the estates of such insolvents, to require creditors to act with diligence in obtaining satisfaction of claims allowed therein upon penalty of having such claims barred.
An ACT to amend and re-enact section 6268 of the Code of Virginia, relating to proceedings to subject real estate to the payment of debts and providing for the sale of real estate for other purposes.
An ACT to authorize the court of hustings for the city of Portsmouth, Virginia, or the judge thereof in vacation, to destroy certain papers, books and records filed in the case of W. J. Williams et al v. The Peoples Bank of Portsmouth et al., recently pending in the said court.
An ACT to authorize, under certain conditions and under the direc-tion and control of certain courts, assignments by certain persons of salary, wages and income to trustees for the benefit of creditors; defining the power and duties of such trustees and fixing their compensation; and prescribing the effect of such assignments as to creditors of the parties so assigning.
An ACT to permit persons, associations, partnerships, or corporations of the State of Virginia to borrow funds from production credit associations, regional agricultural credit corporation, banks for cooperatives, or the government of the United States or any department, agency or officer thereof, federal intermediate credit banks or any institution which has made arrangements to discount therewith or to procure funds therefrom on the security of the obligation of the borrower and providing a means of securing said loans
An ACT to amend and re-enact Section 5431 of the Code of Virginia, as heretofore amended, relating to securities in which fiduciaries may invest funds.
An ACT to amend and re-enact sections 5904-b, 5904-c and 5904-e, of the Code of Virginia, as heretofore amended, relating to county courts, so as to provide for jurisdiction and procedure in actions in detinue, attachments and garnishments, and to provide for the disposition of fees collected by, and for the expenses of, the clerk of such court.
An ACT to amend and re-enact Section 2095 of the Code of Virginia, as amended, relating to prisoners on the State convict road force, so as to make the same applicable to prisoners in chain gangs, at the State Farm, and at the State Industrial Farm for Women, and so as to provide for certain credits against unpaid fines and costs.
An ACT to amend and re-enact an act to amend and re-enact Section 5553 of the Code of Virginia, approved March 24, 1930.
An ACT to amend and re-enact section 4951 of the Code of Virginia, relating to the hiring of persons sentenced to confinement in jail for failure to pay a fine and costs of prosecution, or confined in jail under a capias pro fine, so as to provide for the relief of the hirer and the release of the fine and costs.
An ACT to provide a new charter for the town of Leesburg, in the county of Loudoun, Virginia. and to repeal all prior acts and amendments thereto creating a charter for the said town.
An ACT to amend and re-enact section 4950 of the Code of Virginia, relating to when and how persons held in custody, or under a capias pro fine, may be hired out to pay fine and costs.

An ACT to amend and re-enact Section 1 of an act entitled 'an act to regulate the confession of judgment in the office of the clerk of any court of record in the Commonwealth of Virginia and to prescribe the procedure thereon,' approved March 27, 1922, as heretofore amended.
An ACT to repeal section 17 of an act entitled “an act to encourage thrift and savings amongst industrial classes similar to the encouragement afforded by building and loan associations and to authorize the incorporation of industrial loan associations for the purpose of making small loans to industrial classes on security and at a low rate of interest,” approved February 21, 1920, which said section was added to said act by chapter 46 of the Acts of Assembly of 1934, which is an act approved February 23, 1934; and to provide that such repeal shall not affect any corporation heretofore chartered and now doing business under and by virtue of the authority conferred by the provisions of said section.
An ACT to amend and re-enact section 48 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof, approved March 27, 1928, as heretofore amended, relating to liability of borrowers and loans on stock
An ACT to amend and re-enact Section 4214 of the Code of Virginia, relating to the lien of policyholders on deposits of insurance companies with the State Treasurer and the enforcement thereof.
An ACT to validate bonds issued under the provisions of an act entitled "an act to provide for the settlement of the public debt of Virginia not funded under the provisions of an act entitled an act to ascertain and declare Virginia’s equitable share of the debt created before and actually existing at the time of the partition of her territory and resources, and to provide for the issuance of bonds covering the same, and the regular and prompt payment of the interest thereon, approved February 14, 1882," approved February twentieth, eighteen hundred and ninety-two, and to provide for the retirement of said bonds by authorizing and directing the issuance and sale or exchange of $11,750,000.00 or so much thereof as may be necessary, of bonds and/or notes of the Commonwealth of Virginia; to provide for the payment of the interest on such bonds and/or notes herein provided for and the principal thereof at maturity; to allow holders of bonds issued under the said act of 1892 to exchange, upon certain conditions, said bonds for bonds issued under the provisions of this act; to provide for the funding of obligations of the Commonwealth authorized to be funded by an act, approved February twentieth, eighteen hundred and ninety-two, remaining unfunded as of the date of issue of bonds herein authorized and for the payment of the principal of and accrued interest on the debt so funded and making an appropriation therefor; to provide for the payment of expenses incident to carrying out the provisions of this act and making an appropriation therefor; to repeal all acts or parts of acts inconsistent with the provisions of this act.
