Chapter 415

An ACT to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State department of highways, the State highway commission, and the State highway commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith.

Chapter 416

An ACT to abolish all school districts in the counties of Roanoke, Pittsylvania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school district; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate, town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective.

Chapter 417

An ACT to authorize the county school board of any county to include in its budget an amount for the re-building and re-construction of any high school building heretofore destroyed by fire prior to July 1, 1930, and necessary in such county for proper school facilities, and at the same time furnish plans and specifications furnished by the superintendent of public instruction or State board of education, with the necessary levy to raise the said amount for re-building and equipping of said high school building not to exceed the sum of fifty cents on the one hundred dollars assessed valuation of real and personal property subject to local levy, and it shall not be levied for more than four years, commencing with the year 1932, and covering the years of 1932, 1933, 1934 and 1935, if deemed necessary by the county school board to re-build and equip said school building, and it shall be mandatory upon the said board of supervisors to levy such levy as recommended by the said county school board not to exceed the sum of fifty cents, and not to extend over a period not to exceed four years, and there need not be any publication of notice or public hearing upon the laying or imposing of this levy.

An ACT to amend and re-enact sections 1 and 5 of an act entitled “an act to provide for the registration of voters in cities having a population of fifty thousand or more; and to repeal an act entitled an act to provide for the registration of voters in cities having a population of one hundred thousand or more,” approved March 20, 1920, approved March 2, 1922, as heretofore amended, so as to make the same apply to cities having a population of fifteen thousand or more.

An ACT to establish and to provide for the maintenance and operation, under the management, direction and control of the authorities of the Virginia Polytechnic Institute, of a nautical school for merchant marine training, to confer certain express powers and duties upon the said authorities with respect to such school, to permit them to accept gifts and loans and other aid in the maintenance of the said school, and to provide for the practical training of the students attending the same.

An ACT to limit and reduce the fees, allowances, commissions, salaries and other emoluments of office, which certain officers named in section 3516 o of the Code of Virginia may receive for and during the year beginning January 1, 1933, and ending December 31, 1933; to require such officers to make statements and reports of their collections and expenses; and to require such officers to pay a portion of the fees, allowances, commissions, salaries, and other emoluments of office collected and received by them during the said year into the treasury of the State and/or of the counties and cities thereof.
