An Act to amend and reenact § 58-648, as amended, of the Code of Virginia, and to repeal § 58-648.1 of the Code of Virginia, both relating to the road tax on certain motor vehicle carriers.
AN ACT to authorize the counties of Wise, Dickenson, Lee and Russell and the city of Norton, and the towns of Appalachia, Big Stone Gap, Wise, Pound, Coeburn, St. Paul, Clintwood, Haysi, Jonesville, Pennington Gap, Ewing, Rose Hill and Lebanon, or any two or more of them, to create a commission, to be known as “The Cumberlands Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, city and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, city and towns for which such commission is created.

An Act to amend the Code of Virginia by adding in Title 12, a chapter numbered 6, containing sections numbered 12-65 through 12-67, to provide for the supervision, control and expenditure of the Uninsured Motorists Fund; to require certain payments to insurance companies writing motor vehicle bodily injury and property damage liability insurance and, based thereon, certain reductions in the rate applicable to uninsured motorists endorsements or provision; and to empower the State Corporation Commission to issue rules and regulations with respect thereto.
An Act providing for the organization of a Parking Authority as a public body and body politic and corporate by the town of Fairfax, in the Commonwealth of Virginia; authorizing and empowering the Authority to acquire, construct, reconstruct, equip, improve, extend, enlarge, maintain, repair and operate off-street parking facilities; providing for the issuance of revenue bonds of the Parking Authority, payable solely from revenues, to pay all or any part of the cost of such parking facilities; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for the imposition and collection of rates, rentals, fees and charges for the use of and for the services furnished by the parking facilities; authorizing the issuance of revenue refunding bonds; exempting from taxation and assessment such bonds and the parking facilities and the income therefrom; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of any bonds issued under the provisions of this act.

AN ACT to amend the Code of Virginia by adding a section numbered 46-283.1 imposing requirements as to brake fluid, empowering the Superintendent of State Police to adopt regulations relative thereto, to prohibit use of certain kinds of brake fluid, and to provide penalties for violations.
AN ACT to amend and reenact §§ 58-715 as amended, 58-719, 58-730 as amended, and 58-780.1 of the Code of Virginia, relating to refunds of tax on motor fuels, procedure therefor, disposition of funds collected, and restrictions on use of certain tax proceeds.

AN ACT to amend the Code of Virginia by adding in Title 5 a chapter numbered 6, containing sections numbered 5-47 through 5-61, to create the Virginia Airports Authority and prescribe its powers and duties in connection with airports and air navigation facilities; to confer on the Authority the power of eminent domain, with certain restrictions; to authorize the Authority to borrow money and issue evidence of indebtedness; to authorize the Authority to enter into certain contracts with respect to its airports and facilities; to authorize the acceptance, receipt and disbursement of funds by the Authority; to provide the conditions for certain exemptions from taxation; to provide for joint operation of airports with other political subdivisions or agencies of this or other states or the United States in certain cases; to provide for certain agreements; and to permit the creation of local airport authorities and prescribe their powers and duties.
AN ACT to amend the Code of Virginia by adding in Title 15 thereof a new Chapter numbered 5.1, containing new sections numbered 15-77.1 through 15-77.76, providing powers for certain municipal corporations, and providing the procedure for requesting the General Assembly to confer such powers on such municipal corporations.
An Act to amend and reenact § 22-277, as amended, of the Code of Virginia, relating to when it shall be unlawful to collect tolls for the use of roads, highways and bridges in the State so as to except from its provisions certain projects.

An Act to amend and reenact § 46-64, as amended, of the Code of Virginia, relating to authority of counties, cities and towns to impose and collect license fees on motor vehicles.
AN ACT to amend the Code of Virginia by adding a section numbered 52-4.2, to require that the Division of Motor Vehicles furnish certain information to the Department of State Police; to prescribe the use that shall be made of such information; and to authorize the Department of State Police to conduct certain experiments.

An Act to amend and reenact § 4-15 of the Code of Virginia, relating to the operation of government stores for the sale of alcoholic beverages, other than beer, by the Virginia Alcoholic Beverage Control Board, to provide for the sale of certain alcoholic beverages to certain Federal instrumentalities of the United States Department of Defense at discount prices in certain quantities, and to permit the sale and transportation of up to three gallons of alcoholic beverages under certain conditions.

An Act creating, subject to certain conditions, a political subdivision of the Commonwealth to be known as the Peninsula Civic Recreation Center Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from rents, rates and fees and other revenues; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of rents, rates and fees and other revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.

An Act providing for the construction, maintenance, repair and operation of a bridge project from a point or points on Smith Island off the southeastern shore of Northampton County, Virginia, to a point or points on the mainland in said County, including beach facilities incidental to such project; creating a political subdivision of the Commonwealth to be known as the Smith Island Bridge Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from tolls and other revenues; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of tolls and other revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.
An Act to amend and reenact §§ 58-628 as amended, 58-629 as amended, 58-711, 58-715 as amended, 58-780 as amended and 58-744 as amended, of the Code of Virginia; and to amend the Code of Virginia by adding thereto in Title 58 a chapter numbered 14.1, consisting of a new section numbered 58-757.1, all relating to road taxes and taxes upon the sale and use of motor fuels, and to credits, refunds, and uses of such taxes paid.
