An ACT to ratify, confirm and validate all elections, proceedings, acts or things heretofore held, done and performed in the city of Norfolk, a city having a population in excess of sixty-five thousand inhabitants and less than one hundred thousand inhabitants, in reference to the granting, pursuant to chapter 55 of the acts of the general assembly of 1916, of a special form of government to the said city by the general assembly, as provided for by an act approved February 7, 1918.

An ACT to invest in boards of supervisors of counties adjoining and abutting a city with a population of 30,000 or more inhabitants, as shown by the United States census, the power to install and maintain proper lights on the streets and highways in the villages and build up portions of such counties, and to pay for the same out of the county fund.

An ACT to authorize the mayor and council of the city of Williamsburg, in the county of James City, State of Virginia, to issue bonds and borrow money for the purpose of building, repairing and maintaining streets, sidewalks, and bridges, and extending water and sewer mains, provided that the question of such bond issue, for the purposes named, be first submitted to the qualified voters of said city, and to authorize such council to call a special election for the submission of the same to the voters thereof.

An ACT to add a new section to the charter of the city of Suffolk, to be known as section 34, in relation to a civil and police justice, providing for his election or appointment and qualifications, describing his powers, duties, jurisdiction, term of office, and compensation, and repealing all acts and parts of acts and all charter provisions in conflict herewith.
An ACT to amend sections ten and eleven of the charter of the town of Salem, as heretofore amended.
An ACT to authorize the town of Potomac, in the county of Alexandria, Virginia, to issue bonds not exceeding $60,000.00 for the purpose of building and maintaining a sewerage system; to allow the council of said town to issue said bonds if the same shall be authorized by a majority of the qualified voters, being freeholders thereof; and to levy and collect a special tax to pay the interest thereon, and to create a sinking fund for the redemption of the said bonds upon their maturity.
An ACT to empower the board of supervisors of Rockingham county to purchase and provide for the payment therefor of the Rawley springs and Harrisonburg turnpike, and the Harrisonburg and Franklin turnpike, or either of them.
