An ACT to provide for and make effective a system of probation and parole in Virginia; to that end to provide for a Parole Board, Director of Parole, probation and parole officers, and officers, agents and employees to carry into effect the provisions of this act, and to prescribe and provide for the appointment, suspension, removal, compensation, functions, powers, and duties of the said Board, of the said Director, of the said probation and parole officers, and of the other said officers, agents and employees; and to prescribe the powers, and duties of certain other boards and officers with reference to the ree
An ACT to establish a system of personnel administration for the Commonwealth, to prescribe with reference to such system the powers and duties of the Governor and other officers and employees of the Commonwealth, to appropriate and provide for the disbursement of funds for the purpose of carrying out the provisions of this act, and to repeal acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact Chapter 326 of the Acts of the General Assembly of 1938, approved March 29, 1938, relating to compensation of deputy clerks in counties having less than a certain population by the latest preceding United States census.
An ACT to provide a new charter for the Town of North Tazewell, in the County of Tazewell, and to repeal all acts or parts of acts in conflict therewith.
An ACT to create a commission for the supervision of the production and distribution of certified seed; to prescribe its powers and duties; to provide for the appointment and qualifications of its members, secretary, chief, and other personnel, of the field force, and clerical assistants; to provide for the procurement of certified seed stocks, selection of producers, adoption of standards, the regulation and purification of seed stocks; to prohibit certain acts and activities relative to production and distribution of seeds; to prescribe penalties; to provide for the expense of administration; to incorporate herein the substantial provisions of Chapter 370, Acts 1936, approved March 28, 1936; and to repeal said act.
An ACT to amend and re-enact Section 4987-b of the Code of Virginia, as heretofore amended, relating to substitute trial justices, to provide for appointment of assistant substitute trial justices under certain circumstances.
An ACT to amend and re-enact Section 10 of Chapter 1 of the Acts of the General Assembly, Extra Session 1936, known as the Virginia Unemployment Compensation Act, so as to reduce the number of Unemployment Compensation commissioners, from three to one, to provide for said one commissioner’s ‘immediate appointment and for his compensation and to authorize the Unemployment Compensation Commission to utilize the services of Federal employment officers in the administration of said act.
An ACT to amend the Code of Virginia by adding a new section thereto to be numbered 5058-a relating to the transfer of inmates of the Virginia Industrial School for Colored Girls to the State Industrial Farm for Women.

An ACT to authorize the boards of supervisors or other governing bodies of certain counties to establish and operate retirement systems for certain employees of such counties, to prescribe the powers and duties of the said governing bodies with respect to such systems, and to provide for certain exemptions from legal process in connection therewith.
An ACT to amend Chapter 105, as heretofore amended, of the Acts of the General Assembly of 1922, approved February 27, 1922, relating to the powers and duties of the State Board of Public Welfare and of local boards of public welfare, by adding thereto a new section, numbered 14-a, authorizing local boards of public welfare to engage in certain child welfare activities, and to amend and re-enact Section 15 thereof, as heretofore amended, relative to the powers and duties of local superintendents of public welfare.
An ACT to amend and re-enact Sections 4987-a as amended, 4987-b as amended, 4987-c, 4987-e, 4987-g as amended, 4987-1 and 4987-m, of the Code of Virginia, so as to provide for the fixing of the salaries of trial justices and their associates, substitutes, clerks, deputy clerks and clerical assistants, by a committee of judges of circuit courts; to provide for the appointment of such committee; to provide that such salaries shall be paid wholly by the State; and to provide for the disposition of fees and fines collected by the trial justices.
An ACT to amend and re-enact Sections 4258-h and 4258-i of the Code of Virginia, defining group life insurance and providing standard provisions for group life insurance policies.
An ACT to amend and re-enact Sections 1, 2, 3, 4, as attended, 5, 6, 7, 8, 9, 12, 14, 18, 20 and 21 of Chapter 12 of an act entitled ‘““An Act to provide a new charter for the City of Portsmouth.”
An ACT to provide for a temporary addition to the regular cash compensation of State officers and employees, and to prescribe how such additional cash compensation shall be computed and paid; to appropriate funds to carry out the provisions of this act; and to authorize the Governor by executive order to terminate all such payments.
An ACT to amend, as heretofore amended, and to re-enact sections 4804 and 4805, of the Code of Virginia, relating to the appointment of conservators of the peace and policemen at certain places, so as to add any place which is deemed by the court to be essential to National or State defense, and to increase the penalty of the requisite bond to be given in certain cases, and to provide for disposition of any fees or mileage received by them.
An ACT authorizing any city having a population of not less than 100,000 nor more than 170,000, according to the last preceding United States census, to establish and maintain a system of pensions, retirement allowances and death benefits for its officers and employees, prescribing how funds may be provided for the maintenance and operation of said system, authorizing the prescribing of rules and regulations for the management, investment and administration of any of such funds, providing certain exemptions from taxation and from legal process in connection with the operation of such system, and validating any such system established in conformity therewith by ordinance that became effective on and after January 1, 1942.
An ACT to amend and re-enact Sections 19, 20, 21 of an act entitled "An Act to reorganize the administration of the State government in order to secure better service, and through co-ordination and consolidation, to promote economy and efficiency in the work of the government; to create and establish or continue certain departments, divisions, offices, officers, and other agencies, and to prescribe their powers and duties; to abolish certain offices, boards, commissions and other agencies, and to repeal all acts and parts of acts inconsistent with this act to the extent of such inconsistency."
An ACT to amend the Code of Virginia by adding to Chapter 199 thereof, eight new sections numbered 4987-f 1 to 4987-f 8, both inclusive, relating to jurisdiction of trial justices, justices of the peace and mayors, and to repeal Section 4987-f of the Code of Virginia, and all acts amendatory thereof, relating to the same subjects.
An ACT to amend and re-enact Sections 19-n and 21, and Section 22 as heretofore amended, of an act entitled “An act to provide a new charter for the city of Richmond.”
An ACT to amend and re-enact Sections 1, 6, and 8, as amended, of Chapter 379, Acts 1938, approved March 31, 1938, of which the short title is “Virginia Public Assistance Act of 1938”, said sections relating, respectively, to definitions, to local boards and to local superintendents and employees.

An ACT to amend an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, by adding thereto a new section numbered 29a so as to empower the council of the city of Richmond to provide for leave of absence for officers and employees of the city of Richmond serving in the military and naval forces of the United States and reinstatement of such officers and employees to positions in the government of the city of Richmond when released from such service.

An ACT to amend the Code of Virginia by adding a new section numbered 2773-1 1 so as to authorize the governing bodies of certain counties to appoint a civil service commission charged with the establishment of a classified civil service system for county employees.

An ACT to amend Chapter 325 of the Acts of the General Assembly of 1942, approved March 31, 1942, relating to the establishment of a contributory retirement system for certain State employees and for public school teachers and certain other employees of local public school boards, by inserting a new section numbered 24-a, providing for the voluntary participation in such system of such political subdivisions of the Commonwealth as shall elect to have their employees covered by such system, the expense on account thereof being’ paid by the political subdivisions so electing.
An ACT to require all State agencies authorized at any time to con-duct examinations of applicants for admission to practice or pursue any profession, vocation, trade, calling or art to file a copy of each examination given with the Secretary of the Commonwealth as a public record and to provide tor their ultimate disposition.

An ACT to amend and re-enact Sections 4, 6, 8 and 9 of Chapter 386 of the Acts of Assembly of 1942, approved April 2, 1942, relating to the compensation and expenses of sheriffs and sergeants, the feeding and care of jail prisoners and the payment of the costs thereof, the method of keeping and certifying accounts covering such costs, the furnishing of unusual medical, hospital and dental service to prisoners, and prohibiting the use of prisoners in certain instances.

An ACT to amend Chapter 400 of the Acts of Assembly of 1918, which became a law without the approval of the Governor March 21, 1918, known as "The Virginia Workmen’s Compensation Act', as it has been amended from time to time, in order to extend the scope of the law to include certain coverage of occupational diseases; and to such end, to amend and re-enact, as previously amended, Section 2, by re-enacting the matter of Section 2, with certain amendments, as follows: Section 2, and five new sections numbered 2-a, 2-b, 2-c, 2-d and 2-e; and to add to the law eleven other new sections numbered 2-f, 2-g, 2-h, 2-1, 2-j, 2-k, 2-1, 2-m, 2-n, 2-0 and 2-p.
