An ACT to authorize the board of supervisors of Alleghany county to borrow the sum of $80,000, to be used in building a new courthouse and in building bridges in each of the magisterial districts of said county
An ACT to amend and re-enact sections 4, 8 and 22 and to repeal sections 16, 17, 18 and 19 of an act entitled an act to amend and re-enact an act entitled an act to amend and re-enact an act approved March 7, 1900, entitled an act to provide for the working and keeping in repair the public roads and bridges in the county of Washington, and to authorize the board of supervisors to borrow money by the issue of bonds, and to build bridges and to macadamize the roads in said county, and to authorize the qualified voters of said county to vote on the question, approved April 2, 1902, as amended and re-enacted by an act approved May 15, 1903, as amended and re-enacted by an act approved March 15, 1906, as amended and re-enacted by an act approved March 13, 1908.
An ACT to authorize Albemarle and Buckingham and Nelson counties to purchase the toll bridge across James river, at Howardsville, and to maintain and operate the same as a free bridge, and to issue bonds for that purpose.
An ACT to authorize the district school board of Grafton school district, of York county, Virginia, to borrow the sum of $4,000, and to issue bonds therefor, for the building and equipment of a new high school building in said district.
An ACT to authorize the sinking fund commissioners of Virginia, in their discretion, to purchase the fractional certificates now outstanding or hereafter issued of both the Riddleberger and Century issues.

An ACT to empower the town of Chatham, in the county of Pittsylvania, to borrow money and issue bonds for public schools and street and road improvement.
An ACT to promote the public health, convenience and welfare by leveeing, ditching and draining the wet, swamp and overflowed lands of the State, and providing for the establishment of levee or drainage districts for the purpose of enlarging or changing any natural water courses, and for digging ditches, or canals, for securing better drainage, or providing better outlets for drainage, for building levees, or embankments, and installing tide gates, or pumping plants for the reclamation of overflowed lands, and prescribing a method for so doing; and providing for the assessment and collection of the cost and expense of the same, and issuing and selling bonds therefor: and for the care and maintenance of such improvements when constructed.
An ACT to authorize the school board of Deep Creek magisterial district, No. 2, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor,

An ACT to authorize Albemarle county from time to time, as necessary, to borrow money and issue bonds for a sum not exceeding $30,000.00, for the purpose of uniting in the building, in the county of Albemarle, of State money aid roads, as well as roads where private individuals contribute one-half the cost thereof, and to assist in securing undergrade crossings under the tracks of the Chesapeake and Ohio Railway Company and the Southern Railway Company, respectively, in the county of Albemarle.
An ACT to authorize the city of Newport News to issue bonds for school purposes.
An ACT to authorize the town council of the town of Clarksville, Virginia, to purchase the outstanding bridge certificates issued by the said town of Clarksville and secured by deed of trust on the steel toll bridge across the Dan and Staunton rivers at Clarksville, Mecklenburg county, Virginia, the approaches appurtenant thereto, and the tolls and revenues therefrom, and to cancel and retire the same.
An ACT to amend and re-enact an act approved February 25, 1908, entitled an act to amend and re-enact an act of assembly entitled an act to authorize school boards of the several school districts in the counties of this State to borrow money and to issue bonds for the purpose of erecting and furnishing schoolhouses, and to provide for the payment of such bonds and the interest to accrue thereon, approved March 15, 1906.
An ACT to authorize the council of the town of Suffolk to borrow money and issue bonds therefor.
An ACT to authorize the board of supervisors of the county of Elizabeth City to issue bonds not to exceed the sum of sixteen thousand dollars ($16,000.00) to refund certain bonds heretofore issued by that county pursuant to an act approved February 4, 1890, and to authorize and empower the said board to expend such portion as is necessary of a certain fund now in the hands of the treasurer of said county, and known as the “sinking fund,” to build a new clerk's office or to repair or enlarge the present clerk’s office in said county.

An ACT to authorize the town of Eastville, in the county of Northampton, Virginia, to issue bonds and borrow money for the purpose of building macadamized or stone streets through the town.

An ACT to authorize the school board of Butts’ Road magisterial district, No. 4, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor, not exceeding $5,600 in amount.
An ACT to authorize the submission to the legal voters of the city of Winchester of the question whether or not they will favor the issuance by said city of not more than one hundred and twenty-five thousand dollars of “gravity water bonds” and to authorize the issuance by said city of not more than $125,000 of said bonds, if a majority of those voting vote in favor of such issuance.
An ACT to authorize the school board of Washington magisterial district, No. 5, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor, not exceeding $40,000 in amount.
An ACT to amend and re-enact section 815 of the Code of Virginia, as amended by an act approved December 10, 1903, entitled an act to amend and re-enact sections 812, 813, 814, 815, 817, 818, 819, &20, 821, 822 and S24 of the Code of Virginia, so far as the same relates to the bond of the treasurer of the city of Norfolk.
An ACT to amend and re-enact an act to authorize the town of Cape Charles, in Northampton county, to issue bonds and borrow money thereon, for the purpose of erecting and equipping a public school building in and for the said town.

An ACT to amend an act approved March 4, 1896, entitled "An act providing for the working, opening, and keeping in repair the roads in the county of Lunenburg, and for the building and keeping in repair the bridges in said county," by adding a new section (14-a) thereto, providing for submitting to the qualified voters of the several magisterial districts in Lunenburg county, the question as to the issuance of bonds by such magisterial districts for the construction and repair of the public roads in said magisterial districts.
An ACT to authorize Northampton county to borrow money and issue bonds for a sum not exceeding $150,000 for the purpose of building public roads in the said county.
An ACT to authorize the School Board of Jerusalem Magisterial District, Southampton county, Virginia, to borrow money for the purpose to pay off school indebtedness in said district, and to issue bonds therefor, not exceeding $12,000.00 in amount.
An ACT to amend and re-enact sections four, twelve, the first sub-section of section twenty-three, sections fifty-three and seventy-six of the charter of the city of Portsmouth, approved March tenth, nineteen hundred and eight, in reference to the time of election of councilmen, the number of councilmen, the power to establish and enlarge water works, printing of ordinances, the pay of councilmen and other city officers, and to add to the said charter a new section, to be known as section thirty-two-a, in reference to the issue of bonds.
An ACT to amend and re-enact section 4 of chapter 5 of an act entitled an act concerning corporations
An ACT to authorize the board of supervisors of Charlotte county to sell or rent a farm containing five hundred acres, situated at Saxe, in Bacon magisterial district, Charlotte county, Virginia, and directing the disposition of the proceeds thereof.
An ACT to amend and re-enact section 26 of chapter 8 of an act entitled ‘an act concerning the bureau of insurance and insurance, guaranty, trust, indemnity, fidelity, security, and fraternal benefit companies, associations, societies, and orders, and imposing penalties for its violation,’ approved March 9, 1906, as amended by an act approved March 12, 1908, and further to provide for the recognition of instruments revoking the powers of agents of surety, guaranty, fidelity or security companies who have been authorized by power of attorney to act for such companies.
An ACT to authorize the several magisterial districts of Accomac county to borrow money and issue bonds therefor, for the purpose of building, improving, and maintaining the public roads of said districts in said county.
An ACT to amend and re-enact an act approved March 13, 1908, entitled ‘“‘an act providing the method by which cities and towns in this commonwealth may vote upon the issuance of bonds contem- plated by clause ‘B’ of section 127 of the constitution.”
An ACT to validate a certain bond issue had in the town of Virginia Beach, authorized by an election held November 20th, 1906.

An ACT to amend and re-enact an act entitled an act to authorize cities to create, improve and develop harbors within the corporate limits, or within two miles thereof, approved March 16, 1910, and to authorize the issuance of bonds therefor, and to give jurisdiction over the same.
An ACT to authorize the board of supervisors of Mecklenburg county, Virginia, to designate depositories for the proceeds arising from the sale of permanent road improvement bonds, and to make contracts for the payment of interest thereon by said depositories.
An ACT to amend and re-enact section twenty-one (21) of the charter of the town of Lexington, approved April 28, 1874, to validate and confirm all bonds heretofore issued by the town, and to authorize the mayor and the council of the town to issue bonds to the amount of seventy-five thousand dollars for the purpose of supplying the town with water.

An ACT to authorize the school board of Western Branch magisterial district, No. 1, of the county of Norfolk, to borrow $81,600.00 for the purpose of refunding bonds issued by authority of Acts of the General Assembly, approved February 16, 1901; March 8, 1906; February &, 1908; March 12, 1908, and March 4, 1910, and also an additional $20,000.00 for the purpose of school improvements in said district.

An ACT to amend an act approved January 25, 1898, entitled an act to provide for the opening and working of roads and keeping the same in repair and to provide for erecting and maintaining bridges in the county of Culpeper, as amended and re-enacted by an act approved March 14, 1906, and as further amended by an act approved February 21, 1908, so as to add a new section thereto to be known as section 151-2 providing for an election in said county on the question of borrowing money and issuing bonds therefor for improving the roads in Catalpa magisterial district in such county, including the town of Culpeper, and defining the effect thereof.
An ACT to authorize the boards of supervisors of the several counties and the councils of the several cities and towns of this commonwealth to exempt from local taxation, obligations issued by such counties, cities and towns.
An ACT authorizing the council of the city of Radford, Virginia, to have issued and sold bonds of the city of Radford, Virginia, to the amount of $35,000.00 for general public improvements for school purposes.
An ACT to authorize the city council of Fredericksburg to issue its coupon or registered bonds for the purpose of improving its streets in said city.
An ACT to provide reasonable compensation for the boards of road commissioners of the respective magisterial districts of Mecklenburg county, Virginia, out of the proceeds of the sale of bonds issued by said county, for their services in directing or supervising the expenditure of the fund thus provided for permanent road or bridge improvement in their respective magisterial districts.
An ACT to authorize the town of Eastville, in Northampton county, to issue bonds and to borrow money for the purpose of paying the balance due for completing the work of macadamizing the roads or streets through the town.

An ACT to authorize the cities of Newport News and Hampton, and the counties of Warwick and Elizabeth City, to appropriate money and to issue bonds for drainage of any lands lying in the counties of Warwick or Elizabeth City.
An ACT to amend and re-enact section 10 of an act entitled an act to provide for the issuing of county bonds for permanent road or bridge improvement in the magisterial districts of the counties of the State
An ACT authorizing the submission to the legal voters of the city of Winchester of the question whether or not they will favor the issuance by said city of not more than twenty-five thousand dollars of Town run improvement bonds, and to authorize the issuance by said city of not more than twenty-five thousand dollars of said bonds, if a majority of those voting, shall vote in favor of such issuance.
An ACT to authorize and empower the board of supervisors of Culpeper county to issue bonds to raise money for the purpose of providing for and erecting and building certain bridges in said county.
An ACT to amend and re-enact section 15 of an act entitled an act to provide for the opening and working of roads and keeping the same in repair and provide for erecting and maintaining bridges in the county of Culpeper, approved January 25, 1898, and as amended and re-enacted March 14, 1906, and as amended and approved February 21, 1908.

An ACT to amend and re-enact section 2 of chapter 336 of Acts 1908, entitled an act to provide for submitting the question of the removal of the courthouse of any county to the qualified voters of such county, and in the event such removal is voted, to authorize the board of supervisors to acquire necessary land and erect buildings, and to empower councils of towns, when authorized by the vote of the people of such town, to issue bonds, the money derived from the sale of which may be donated as an inducement for the location of the county courthouse.

An ACT to authorize the school board of Washington magisterial district, No. 5, of the county of Norfolk, to borrow money for the purpose of school improvements in said district, and to issue bonds therefor, not exceeding $20,000.00 in amount.
An ACT to provide that the status of a bank as a State depository shall not be affected by a change of the name or merger of such bank with another bank, or because it shall be converted into a national bank.

An ACT to authorize the board of supervisors of Botetourt county to borrow $20,000 for the purpose of building bridges across James river at Glen Wilton, and across Catawba creek on or near the Sweet Springs turnpike, in said county, and for the purpose of completing the permanent improvement of the public roads from Fincastle to Troutville and Daleville, in said county.
An ACT to authorize the town of Onancock, in the county of Accomac, Virginia, to borrow money.
An ACT to authorize the school board of Powhatan district No. 2, of the county of James City, and the school board of Stonehouse district No. 3, of the county of James City, of the State of Virginia, to borrow money, and to issue bonds for the purpose of paying off and discharging the present indebtedness upon the Toano high school, owned jointly by said school districts, and making such further improvements to said high school, and any other purpose deemed pertinent by said school board, and to provide for the payment of such bonds and the interest to accrue thereon.
An ACT to amend and re-enact sections 4 and 5 of an act entitled an act to authorize Northampton county to borrow money and issue bonds for a sum not to exceed $150,000, for the purpose of building public roads in said county, approved March 14, 1912.
An ACT to authorize and empower the board of supervisors of the county of Brunswick to issue bonds of the said county to an amount not exceeding $57,000.00 in exchange for and to raise funds to pay off the outstanding bonds of said county, issued by it in payment of its subscription to the capital stock of the Atlantic and Danville Railway Company.
An ACT to provide for the issuance by the city of Newport News of $40,000.00 of bonds for rebuilding and equipping the John W. Daniel School, recently destroyed by fire.
An ACT to authorize the town council of the town of Gordonsville, Virginia, in Orange county, to issue and sell bonds to the amount of and not exceeding $5,600, for the purpose of borrowing money to repair and extend the water works system of the said town.
An ACT to permit counties having a population greater than 300 inhabitants per square mile, as shown by the United States census, to bond for 18 per cent. of the assessed value of real estate in such county.
An ACT to repeal chapter 272 of the acts of the general assembly, 1910, entitled an act to empower the county of Warwick to construct or aid in construction of a bridge across Deep creek, between Bucher’s (Burcher’s) landing and Menche’s landing and to authorize and empower said county to negotiate a loan and issue bonds for that purpose
An ACT empowering the council of the town of Clarksville, in the county of Mecklenburg, to issue and sell bonds for the purpose of establishing and maintaining an electric lighting plant in said town, provided the question of such bond issue for the purposes named be first submitted to the qualified voters of the said town; and to authorize the said council of the said town to call a special election for the submission of same to the voters of said town.
An ACT to repeal an act approved March 9, 1906, entitled an act to authorize the county of Norfolk to acquire the toll roads and toll bridges in said county, and to issue bonds for that purpose.
An ACT to amend an act to authorize the cities of Newport News and Hampton, and the counties of Warwick and Elizabeth City, to appropriate money and to issue bonds for drainage of any lands lying in the counties of Warwick or of Elizabeth City, and to add thereto the county of York, and to authorize the construction of a canal for drainage and transportation purposes through the said cities and counties.
An ACT to amend and re-enact an act approved March 2, 1894, entitled an act to incorporate the town of Singers’ Glen, in Rockingham county; also empowering the council of said town to issue bonds.
An ACT to authorize the board of supervisors of Princess Anne county to borrow money and issue bonds for the purpose of building and permanently improving roads in Kempsville magisterial district, in said county.
An ACT to authorize Albemarle county to borrow money and issue bonds for a sum not exceeding $30,000, to refund the bonds issued under act approved February 20, 1908.
An ACT to authorize the board of supervisors of Bedford county to borrow money to build or improve the courthouse and clerk’s office, and to issue bonds therefor.
An ACT to authorize and empower the board of supervisors of Greensville county to issue bonds of the county to be exchanged for or used in paying off the bonds of said county issued in payment for the stock of the Atlantic and Danville Railway Company, payable in 1914, providing a sinking fund for the payment of said bonds.
An ACT to authorize the town of Shenandoah, Virginia, to issue bonds not exceeding $50,000, for the purpose of building and maintaining a sewerage system, high school building, street paving and filtration plant.
An ACT to empower the council of the town of Clarksville, in the county of Mecklenburg, to issue and sell bonds for the purpose of establishing and maintaining a water system, and for establishing and maintaining a sewerage system, in said town, provided that the question of such bond issue, for the purposes named, be first submitted to the qualified voters of said town and to authorize such council to call a special election for the submission of the same to the voters thereof.
