An ACT to amend and re-enact Section 290 of the Code of Virginia, relating to the disability of persons holding office under the United States so as to provide that the provisions of this section and of any other statute having the effect of prohibiting a State, county or municipal officer or employee from accepting or holding an office, post, trust or emolument under the government of the United States shall not be effective during such period as a state of war exists between the United States and any foreign power.
An ACT to amend an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, by adding thereto a new section numbered 29a so as to empower the council of the city of Richmond to provide for leave of absence for officers and employees of the city of Richmond serving in the military and naval forces of the United States and reinstatement of such officers and employees to positions in the government of the city of Richmond when released from such service.

An ACT to provide for the recordation by clerks of courts of counties and cities, in a book or books to be designated “Induction and Discharge Record, World War II”, of certain information relating to residents thereof who are serving or have served in the armed forces of the United States in World War II, and to prescribe how the expenses of such recording shall be paid.

An ACT to amend and re-enact Section 5 of Chapter 293 of the Acts of 1942, approved March 30, 1942, relating to examination of applicants for licenses and certificates of qualification as insurance agents and solicitors.
An ACT to amend the Code of Virginia by adding a new section numbered 276-a, providing for the performance of certain notarial acts by or before certain commissioned officers in the armed forces of the United States.
An ACT to further the interests of national security by authorizing the State Highway Commission at the request of the Army and Navy Departments, Public Roads Administration or other agency of the United States, to construct and maintain or cooperate in the construction and maintenance of flight strips, airfields, and roads leading thereto and to acquire by gift, purchase, or the exercise of the power of eminent domain such property as may be needed for such purposes; to authorize the conveyance of such flight strips, airfields and roads to, or the use of the same by, the United States; and to authorize the sale and conveyance of property acquired, but no longer needed, for such flight strips, airhelds or roads, and to declare an emergency.

An ACT to amend the Virginia Retirement Act by adding thereto a new section to be numbered 6-a, in relation to persons in the armed forces of the United States; and to amend and re-enact Sections 10, 13 and 20 of the Virginia Retirement Act, in relation to withdrawal before retirement, and death benefits; employee annuity savings fund, and payroll deduction; and collection of State contributions, respectively.

An ACT to provide facilities and opportunity for absentee voting by members of the armed forces and certain affliated services by making certain temporary changes in the primary and general election laws of the State relating to the nomination and election of Senators and Representatives in Congress, and the election of Electors for President and Vice-President, with respect to (a) the effect of failure to register and pay poll taxes by said members upon their eligibility to vote and the furnishing of absentee ballots to them; (b) the time within which candidates for said offices shall qualify so as to have their names printed on the official ballots, and (c) the time for and method of printing said ballots, and to provide for compliance by State and local officers with the provisions of certain Federal statutes relating to absentee voting by members of the armed forces in such elections, and to limit the duration of this act.
An ACT to amend the Code of Virginia by adding a new section numbered 5229-a, to make certain changes in the requisites for proof of formalities of execution of wills under certain circumstances.
An ACT to create a fund for the benefit of and as part of the estate of Virginia members of the armed forces of the United States and certain affiliated services; to provide for the payment, out of said fund, upon written request of any such member, of his poll tax or taxes necessary to enable such member to vote in elections for members of the General Assembly, Governor, Lieutenant Governor, Attorney General, and all county and city officers ; to provide for the registration for such elections by mail by such members who are physically unable, by reason of service in the armed forces, to appear in person before the registration officer for the purpose of registering under the provisions of Section 20 of the Constitution of Virginia; to make similar provision for registration and poll tax payments to enable such members to vote in elections for Presidential and Vice-Presidential electors and Senators and Representatives in Congress under certain conditions, and to provide certain conditions and limitations with respect to the taking effect of and duration of this Act.

An ACT to provide that in counties having a certain density of population, persons engaged in the business of selling pistols or revolvers at retail shall register with and obtain certain permits from the chief of police; to require any person desiring to purchase any such weapon to obtain a permit so to do; and to provide that no person obtaining a permit to sell shall sell, give or furnish any such weapon to any person unless he delivers to the dealer a permit. obtained under the provisions of this act; and to prescribe penalties for violations.

An ACT to amend and re-enact Sections 6-a and 7 of the Virginia Retirement Act, in relation to persons who served in the armed forces of the United States in World War II, and to persons who were in the Virginia State Employment Service at the time this function was taken over by the United States, and to make appropriations.
An ACT to amend and re-enact Section 3 of Chapter 2 of the Acts of the General Assembly, extra session of 1945, approved March 26, 1945, which chapter provides facilities for absentee voting by Virginia members of the armed forces of the United States, in primary and general elections, Section 3 relating to the time for filing declarations of candidacy in primary elections, the completion of nominations of candidates for certain offices, and other related matters.
An ACT to amend and re-enact Sections 5334, and 5335 as amended, of the Code of Virginia, relating to lands of persons under disabilities, and to further amend the Code of Virginia by adding thereto a new section, numbered 5334-a, making certain provisions of Chapter 217 of the Code applicable to the lands of certain ex-service persons.
An ACT to amend and re-enact Section 3 of Chapter 385 of the Acts of Assembly of 1932, approved March 29, 1932, known as the “Virginia Operators’ and Chauffeurs’ License Act’, prescribing who shall be exempt from the provisions of the act.

An ACT to authorize the development, operation and administration of housing projects for World War II Veterans by any Housing Authority of this State or of any political subdivision thereof; to authorize such Housing Authority to obtain and utilize housing properties and financial loans or grants from the Federal Government or any agency thereof; and to authorize political subdivisions of this State to make loans to any such Housing Authority; and to declare an emergency.

An Act to amend Title 2 of the Code of 1950 by adding a section designated 2-27.1, relating to public officers engaging in war service without thereby vacating their offices and providing for the designation of acting officers to perform their duties.
AN ACT to authorize the Department of Military Affairs, with the approval of the Governor, to sell and convey, or to transfer to another agency of the Commonwealth, certain property in Princess Anne County together with additions thereto and improvements thereon, and to transfer certain personal property at that place to certain officials of certain camps; to prescribe how the proceeds of such sale or transfer shall be used.
AN ACT to create a “Virginia World War II Memorial Commission” and prescribe its powers and duties; to authorize the erection of a “Living Memorial” in recognition of the patriotic services of Virginians in World War II; to authorize the donation of a suitable site therefor; and to make appropriations to carry out the provisions hereof.
