An ACT to amend and re-enact an act entitled an act to provide for the working of certain long-term or desperate convicts by the superintendent of the penitentiary, the governor, and the commissioner of agriculture, for the manufacture of ground limestone and oyster shells, and incidentally for the disposition of the same, and the by-products suitable for road construction, to the citizens of the State, approved March 14, 1912, adding the manufacture of ground marl.
An ACT to amend and re-enact an act entitled an act to amend and re-enact section 834 of the Code of Virginia, as heretofore amended

An ACT to authorize the governor to classify the character and nature of discharge from the service of the Virginia volunteers.
An ACT to amend and re-enact section 4130 of the Code of Virginia, as heretofore amended.
An ACT to prohibit discrimination by common carrier, innkeeper, proprietor, or lessee of any place of public amusement, or any agent or representative of such, against persons lawfully wearing the uniform of the military service of the State or United States, and providing penalties therefor.
An ACT to amend and re-enact an act approved February 27, 1906, entitled an act to authorize the court in which he is tried, to sentence certain prisoners to hard labor on the public roads instead of confinement in the penitentiary, for the commission of felony, as heretofore amended, including the amendment thereto in regard to contracts for the hiring of convicts, made by the act approved February 29, 1912, chapter 59, acts of assembly, session 1912, pages 101 and 102.
An ACT to amend and re-enact sections 301, 304, 305, 314, 323, 3387, 348, 366, 368, 372, 372a, and 374, chapter 21 of the Code of Virginia, in reference to the public defense. (H. B. 323.)
An ACT to authorize the State highway commissioner to establish a convict camp at Catawba sanatorium for the purpose of constructing necessary roads, walks and such other improvements as may be agreed upon by the State highway commissioner and the State health commissioner, and prescribing the manner in which the expenses of such force shall be paid.

An ACT to authorize the use, so far as practicable, of the convict road force in the construction and maintenance of “The State Highway System.”
An ACT authorizing the councils of the citles of this Commonwealth having, by the last United Stutes census, a population in excess of 65,000 inhabitants and less than 100,000 inhabitants, to establish, erect, construct, and maintain armory buildings and stables and other buildings necessary and convenient therefor, and to ratify and confirm the establishment, erection and construction of armory buildings, and other structures necessary thereto, heretofore made by the council of any said city; and authorizing the issuance of bonds for the said sites and buildings heretofore acquired and erected.

Milton for expenditures made and bills incurred by him in the organization and recruiting of the fifth company, Virginia coast artillery, between the time of its muster Into State service, July 2, 1917, and its muster into federal service July 25, 1917.
An ACT to ratify and confirm certain acts of Henry C. Stuart, former governor of Virginia, in relation to the securing of options in the name of the State of Virginia, on certain lands to be used for military purposes, situated in Prince George county, Virginia, and to authorize the proper officers of the State of Virginia to assign such options to the United States Camp, Inc.
An ACT to provide that judgment or decree, as the case may be, shall be given for the defendant in any motion or proceeding to forfeit a bail bond or recognizance, or in any proceeding to enforce the same or a judgment thereon, where it shall appear that the person for whose alleged default such motion is made or proceedings are founded or such bond or recognizance was forfeited, was prevented from complying with the condition of such bond or recognizance by reason of his having enlisted or been drafted in the army or navy of the United States.
An ACT to amend and re-enact an act entitled an act to authorize the court in which he is tried to sentence certain prisoners to hard labor on the public roads instead of confinement in the penitentiary, for the commission of felony, as heretofore amended, including the amendment thereto in regard to contracts for the hiring of convicts, as amended by acts approved February twenty-ninth, nineteen hundred and twelve, and March twenty-second, nineteen hundred and sixteen.
An ACT in relation to Virginia council of defense, and county and city councils of defense, appropriating money for the expenses of the same, and authorizing and empowering the boards of supervisors of counties and the governing bodies of cities, to contribute to the expenses of said county and city councils.

An ACT to appropriate the sum of $5,000 to the State executive committee of the American Legion, Virginia branch, to pay expenses of organization, establishment of posts, and to assist in the payment of the expenses of a convention to be held on October 10 1919.
An ACT to authorize the military board to pay out of the military fund, the sum of $7,200, or so much thereof as may be necessary, for the transportation expenses of the officers and cadets of the Virginia Military Institute in attending the unveiling of a statue of General Thomas J. (Stonewall) Jackson.
An ACT to amend and re-enact section 7 of an act entitled an act to create the State convict road force; to authorize the working of certain prisoners on the public roads of this State; providing for the guarding, transportation, lodging, feeding, clothing and medical attention of the State convict road force; providing for an increase of the penitentiary guard not to exceed forty-five men, providing how a county may have the benefit of the labor of the State convict road force, and appropriating money from the public treasury to carry the provisions of this act into effect, approved March 6, 1906, as amended.

An ACT to extend the time within which a person to whom license had been issued prior to March 14, 1918, to practice law in Virgniia, but who had been prevented from qualifying and commencing said practice within two years after the granting of said license by his entry into the military or naval service of the United States may qualify and commence said practice without further examination.
An ACT validating certificates of acknowledgment taken by notaries public who served in the army, navy, or marine corps of the United States during the late war with Germany and Austria-Hungary.

An ACT to authorize the governor of Virginia to convey to the government of the United States, in the name and on behalf of the Commonwealth of Virginia, a certain parcel of ground, not exceeding one-half acre, which is a part of a tract now owned by the Commonwealth of Virginia, in the county of Princess Anne, together with an easement or right of way leading from said parcel of ground to the county road.

An ACT to amend and re-enact section 329 and section 377, chapter 21 of the Code of Virginia of 1887, as amended by an act approved March 14, 1912, and to repeal sections 315 and 316, chapter 21, of the Code of Virginia of 1887, in reference to the public defense.

An Act to authorize the board of supervisors of the county of Henry to borrow the sum of $100,000.00 and to issue serial bonds or notes for the same running from one to ten years; to provide for the payment of the interest thereon and the principal thereof at maturity; to provide that the money so borrowed shall be used for the retirement or payment of any notes, bonds or warrants heretofore issued by said board; to repeal an act entitled an act to authorize the board of supervisors of Henry county to borrow the sum of $50,000.00 to be used for the construction and permanent improvement of roads and bridges in said county under the supervision of the State highway commissioner or the board of supervisors of said county and to provide for the payment of same and to provide for the retirement of any notes or bonds which may have been issued by said board pursuant to acts of the general assembly, approved March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts inconsistent with this act, approved September 5, 1919; and to provide that no bank, person, firm or corporation in the county of Henry shall hereafter receive any interest on any loan made to the board of supervisors of the county of Henry unless such loan shall have been authorized by the general assembly.
An ACT to provide for the recordation by clerks of courts of honorable discharges of Virginians who served in the military or naval forces of the United States or its associates during the late World War; to direct the Virginia war history commission to prepare and furnish to such clerks books suitable for such recordations, and to appropriate money to carry out the provisions of this act.

An ACT to amend and re-enact section 319 of the Code of Virginia, as oes by an act approved March 24, 1922, in relation to the governor’s stalt.
An ACT to continue in force the War Memorial Commission, created by, and duly appointed pursuant to, an act approved March 20, 1924, for the erection of a memorial to the patriotism and valor of the soldiers, sailors, marines, and women from Virginia who served in the World War, committing the Commonwealth of Virginia to the carillon and directing the commission to do certain things and to provide that said memorial shall be of the form of a carillon, or singing tower; to ratify all action of said commission heretofore taken, except the selection by said commission of the character or design of said memorial; to provide for the payment of all legal obligations heretofore incurred by said commission, and to repeal so much of said act of March 20, 1924, as is in conflict or inconsistent with this act
An ACT authorizing the military board to sell and convey or exchange certain property belonging to the Commonwealth in Princess Anne county, known as Camp Trinkle, at such time and for such price and upon such conditions as said military board may deem advisable, and to use the proceeds of sale for the purchase and equipment of a camp site and rifle range elsewhere.
An ACT to authorize hunting licenses to be issued to persons in the military and naval service of the United States while stationed in Virginia for same fees as charged citizens of the State.

An ACT to provide educational opportunities for the orphans of soldiers, sailors and marines who were killed in action or died during the World War.
An ACT to revise, collate, and codify into one act the general statutes of the Commonwealth relating to the militia, which act shall constitute and be designated and cited as the military Code of Virginia, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof.

An ACT to authorize the military board to lease a portion of the State military reservation at Virginia Beach, Virginia, for aviation purposes.
An ACT to create an armory commission for the State of Virginia and specify its authority and duties; to authorize said commission to construct and maintain armories, drill and training areas for the National Guard and Naval Militia and their various units; to authorize municipalities, counties, and the State and others to co-operate in and about the construction of armories and providing drill and training areas and to assist in paying therefor; and to authorize municipalities and counties to convey to the State of Virginia lands owned by them on which to construct armories, whether such lands already be used for parks or other purposes.
An ACT to amend and re-enact sections 1050, 1051, 1052 and 1053 of the Code of Virginia, as heretofore amended, and section 1050-a of the Code of Virginia, all of said sections relating to appointment of committees and trustees for certain persons.

An ACT to amend and re-enact section 3 of an act entitled an act to create an Armory Commission for the State of Virginia and specify its authority and duties; to authorize said commission to construct and maintain armories, drill and training areas for the National Guard and Naval Militia and their various units; to authorize municipalities, counties, and the State and others to co-operate in and about the construction of armories and providing drill and training areas and to assist in paying therefor; and to authorize municipalities and counties to convey to the State of Virginia lands owned by them on which to construct armories, whether such lands already be used for parks or other purposes
An ACT to amend and re-enact section 22 of the Game, Inland Fish and Dog Code of Virginia, relating to persons entitled to county and State license.
An ACT to provide for the recordation of discharge certificates of veterans of wars in which the United States has engaged.
An ACT to define the term "machine gun"; to declare the use and possession of a machine gun, for certain purposes, a crime and to prescribe the punishment therefor; to require manufacturers, dealers and other persons, with certain exemptions, in possession thereof, to register all machine guns with the Secretary of the Commonwealth: to keep records of and report transfers and sales to the said Secretary; to allow inspection of records and of machine guns by peace officers; to provide for seizures and search warrants; to prescribe rules of evidence and presumptions; to provide penalties, and to repeal all inconsistent acts.
1936
An ACT to amend and re-enact section 835 of the Code of Virginia, as heretofore amended, relating to the appointment of the board of visitors for the Virginia Military Institute.
An ACT to amend and re-enact section 291 of the Code of Virginia, as heretofore amended, relating to disabilities to hold office and exceptions thereto.
An ACT to authorize the Armory Commission to acquire lands in the vicinity of the State Military Reservation near Virginia Beach, Princess Anne county, Virginia, suitable for drill, instruction and administration purposes; and to appropriate funds for such purpose.
An ACT to authorize the city of Hampton, Virginia, to borrow money and issue bonds in the amount of $10,000.00 to be used in the purchase of a site and paying for certain skilled labor incident to the building of an armory in said city, in conjunction with a United States Work’s Progress Administration Project, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to amend and re-enact Section 1020 of the Code of Virginia in relation to committing incompetent persons to State institutions, so as to allow incompetent veterans to be committed to a Veterans’ Administration Facility.
An ACT to authorize and empower the Governor of Virginia to grant, transfer and convey, to the United States of America two certain tracts or parcels of submerged land in Mill Creek, Elizabeth City county, lying adjacent to the Fort Monroe military reservation and containing approximately 36.2 acres, deed to define the jurisdiction of the State and the United States over said lands.
