Chap. 154.—An ACT to establish thirteen voting precincts in the
county of Caroline and to provide for a Registration of the Voters
therein.
Approved February 25, 1884.
1. Be it enacted by the general assembly of Virginia, That
Bowling Green magisterial district. of the county of Caroline,
as now ‘established “and defined by law, be and the same is
hereby sub-divided into five election districts as follows, to-
wit:
That part of Bowling Green magisterial district which is
included within the following boundaries, to-wit: Beginning
at the mouth of Lewis mill creck, where it empties into the
Mattaponi river; thence following the boundary line as now
established by law between Bowling Green and Port Royal
magisterial districts, to the mill of Robert Kay; thence alony
the main county road leading from Kay’s mill to Upper Zion
Baptist church; and thence slong main county road until it
intersects the county road leading from Bowling Green to
White's mill, near residence of Geor we Houston; “and thence
along said county road to Smoot’s mill; and thence along said
road from Smoot’s mill to Pickardat’s fork; and thence along
the county road to Burk’s bridge to the. Mattaponi river;
thence up said river to the place of beginning, shall consti-
tute Bowling Green election district, the precinct for which
shall be the courthouse in the town of Bowling Green.

included within the following boundaries, to-wit: Beginning
at the mill of Robert Kay; thence along the main county
road leading from Kay’s mill to Upper Zion Baptist church;
and thence along county road until the road forks near Mrs.
Martha Wright’s, at a big hickory tree; thence along the left
fork over Tuckahoe swamp, to intersection of road near
James Wright’s; thence straightforward along county road to
county line between Caroline and Essex counties, near Enon
Baptist church; thence along said line to the Rappahannock
river; thence up gaid river to Miller's mill; and thence along
the boundary line between Bovling Green and Port Royal
magisterial districts to Kay’s mill, the point of beginning
shall constitute Gouldman election district, the precinet for
which shall be shop or other building on the land of C. M.
Gouldman.
That part of Bowling Greon magisterial district, which is
included within the following boundaries, to-wit: Begi ning
at the hickory tree, at the forks of the road, near Mrs. Marthe
Wrivht’s; thence along the left fork along the road over
Tuckahoe swamp, to intersection of the road near James
Wright’s; thencestraightforward along county road to county
line between Caroline and Essex counties, near Knon Baptist
church; thence along said line, between Caroline and Essex
counties, to Bethlehem Baptist church; thence along private
roadway from Bethlehem church to Winn’s old saw-mill
camp, on land of Woodford Kay; thence by Woodford Kay’s
house to his gate on main county road leading from Central
noint to White’s mill; and thence along county road towards
Vhite’s mill toa private road running into the same opposite
Georze Sylva’s; and thence along said private road by
Mrs. M. . Gouldman’s: and thence over Old Chairford to
the county road leading from Old Salem Baptist church to
White’s mill; and thence along said county road to gate of
Ira E. White; and thence through by Ira KE. White’s house
to main road leading from Sparta to Upper Zion Baptist
church; and thence along said road to the hickory tree, the
point of beginning, shall constitute White’s mill election
district, the precinct for which shall be at White’s mill.
That part of Bowling Green magisterial district, which is
included within the following boundaries, to-wit: Beginning
at Bethlehem church; thence along private roadway from
Bethichem church to Winn’s old saw-mill camp, on land of
Woodford Kay; thence by Woodford Kay’s house to his gate
on main county road leading from Central point to White’s
mill; and thence along the county road towards Whito’s mill,
to a private road running into the same, opposite George
Sylva’s; and thence along said private road by Mrs. Mary
Gouldman’s; and thence over Old Clairford to the county
road leading from Old Salem Baptist church to White’s mill;
and thence along said county road to gate of Ira E. White;
and thence through Py Ira E. White’s house to main road
leading from Sparta to Upper Zion Baptist church; and
thence alone said road to the intersection with the county
road leading from Bowling Green to White’s mill, near George
Houston’s; “and then along the county road to Smoot’s mill,
all voters at Smeot’s mill shall vote at Bowling Green;
and thence from Smoot's mill to the intersection with the
county road leading from Bowling Green to Sparta, near J.
H. DeJarnette’s; and thence along said road to Self’s shop;
and thence to the bridge over the creck near John D. Butler’s;
and thence down said creck to the county line between King
& Queen and Caroline counties; and thence along the
county line between King & Queen and Caroline and Essex
and Caroline counties, to the Bethlehem Baptist church, the
place of beginning, shall constitute Sparta election district,
the precinct for which shall be at Sparta.
That part of Bowling Green magisterial district which is
included within the following boundaries, to-wit: Beginning
at Burk’s bridge on the Mattaponi river; thence along the
county road to Pickardat’s forks ; thence along the county
road to Self’s shop; and thence to the bridge over the creek
near John D. Butler’s; and thence down said creek to the
line between King & Queen and Caroline counties; and
thence along said line to the Mattaponi river; and thence
along said river to Burk’s bridge, the place of beginning,
shall constitute Shumansville election district, the precinct
for which shall be at Shumansville.
2. Port Royal magisterial district, of the county of Caro-
line, as now established.and defined by law, be and the same
is her eby sub-divided into three election districts, as follows,
to-wit:
That part of Port Royal magisterial district which is
included within the following boundaries. to-wit: Beginning
at the mouth of Lewis’s mill creck, where it empties into
the Mattaponi river; thence following the boundary line as
now established by law between Bowling Green and Port
Royal magisterial districts, to the nearest corner of Mrs. B.
A. Jordan’s land; thence along the road to fork of road at
New London; thence along road over Hay Saunders’ mill-
dam; thence along road by Libert , Baptist church; thence
along road to Vaughan’s store; at Vaughan’s store take right-
hand fork, and along said road, by Sycamore’s, to Hicks’s
Hill; thence round county line between Caroline and Spot-
By lvania to Mattaponi river; thence down said river to place
of beginning, shall constitute Guiney’s election district, the
precinct for which shall be at Guiney’s depot.
That part of Port Royal magisterial district which is in-
cluded within the following boundaries, to-wit: Beginning
at the forks of road at New London :; thence along road over
Saunders’ mill-dam to Liberty church; thence by Vaughan’s
store and Sycamores to the county line at Hicks’s mill;
thence with the Spotsylvania county line to Rappahannock
river; thence down said river to the fishery owned by Val-
entine Makely, on Moon’s Mount farm ; thence by a private
road to the river road leading from Port Royal to Freder-
icksburg ; thence along said road to Rappahannock academy ;
thence by the county road leading by Lewis T. Kidd’s farm
to the forks of road at New London, the place of beginning,
shall constitute the Moss Neck election district, and the
voting-place therein shall be at Moss Neck store, now occu-
pied by John Gouldin.
That part of Port Royal magisterial district which is in-
cluded within the following boundaries, to-wit: Beginning
at Makeley’s Moon Mount fishery: thence by private road to
the river road leading from Port Royal to Fredericksburg ;
thence to the Rappahannock academy; thence by county
road by Lewis T. Kidd’s farm to New London; thence along
road by Dirt bridge and J. L. Jordan’s tarm to the boundary
line of Port Royal with Bowling Green magisterial district ;
thence along said boundary line by the trap, Kay’s mill and
Miller’s mill to Rappahannock river; thence up said river to
the place of beginning, shall constitute Port Royal election
district, and the voting-place therein shall-be at Port Royal.
3. Reedy Church mavisterial district, of the county of Car-
cline, as now established and defined by law, be and the same
is hereby sub-divided into two election districts as follows,
to-wit:
That part of Reedy Church magisterial district which is in-
cluded within the following boundarics, to-wit: By a line
running along road leading from Reedy mill, by H. T. Dog-
gett’s, to White chimneys; thence through by T. R. Hay-
ward's residence, cross the Needwood and Chesterfield road,
straight to North Anna river; and all that part of Reedy
Church district lying east and south of this line, above
described, to be the Needwood election district. All the re-
maining part of Reedy Church magisterial district to be in the
teedy Church election district. The place for opening the
polls in Reedy Church election district shall be at Reedy
Church, and the place for opening the polls in Needwood
election district, shall be at Bower's store.
4. That part of Madison magisterial district which is
included within the following boundaries, to-wit: Beginning
at Oxford, on the North Anna river; thence by the county
road, the boundary between Madison and Reedy Church
mavisterial district, on by Carmel Baptist church to Old
Chesterfield ; thence by county road to forks known as Mon-
cure’s forks; thence to the right along county road to the
road leading at right angles to Dejarnett’s old bridge; thence
by said last named road to Dejarnett’s old bridge over Pole
Cat creek; thence up said creek to Telegraph road; thence
up Telegraph road to the road running into it from C, T.
Smith’s store; thence to the left along said road by store of
C. T. Smith to Chilesburg; thence along county road by
Rehobeth Methodist church to county line between Spotsy]-
vania and Caroline; and thence along county line between
Spotsylvania and Hanover and Caroline counties to the place
of beginning, shall constitute Cedar Fork election district, the
precinct for which shall be at Cedar Fork.
That part of Madison magisterial district which is included
within the following boundaries, to-wit: Beginning at the
county line between Spotsylvania and Caroline counties ;
thence by the main county road by Rehobeth Methodist
church to Chilesburg; and thence by county road, by store
of C. T. Smith, on to Old Telegraph road, and across said
road at right aneles, on to Bull church; and thence on by
the nearest county road, by If. Ff. Coleman’s, on to Madison's ;
and thence by the road, to the left towards Guiney’s, until
you come to Ta river; and thence down said stream to the
Mattaponi river; and thence up said river, by the boundary
line between Port Royal and Madison magisterial districts,
to the county line between Spotsylvania and Caroline coun-
ties; and thence by said county line to the place of begin-
ning, shall constitute Flippo’s election district, the precinct
for which shall be at the store or other building on the hand
of Lyttleton Flippo.
That part of Madison magisterial district: which is inelu-
ded within the following boundaries, to-wit: Beginning at
the Mattapdni river, where the Ta flows into it; and thence
up said stream to the county road leading from Guiney’s to
Madison's; and thence by said) county road to Miulison's:
and thence on by the lands ot HL. F. Coleman to Bull church;
and thence onto the Telegraph road by the road leading from
Ball church to €. T. Simti’s, and from the intersection of this
road with the old Telegraph road down said Telegraph road
to Polecat creek; and thence down said creek to Dejarnett’s
old bridee; and thence south along road between farms of
Cobb and Flage to main county road leading from Moncure’s
tord to Bowling Green; and thence east along said road, the
boundary line between Reedy’s Church and Madison miuacis-
terial districts to Milford bridge over the Mattaponi river;
and thence up said river to the pont of beginning, shad con-
stitute Gray’s Mill election district; the precinct for which
shall be at Gray’s mill.
5. A reyistrar shall be appointed for each of the above
mentioned voting districts in the county of Caroline, in ae-
cordance with the provisions of the act establishing electoral
hoards. in force February fourteenth, cighteen hundred and
elehty-four. /
6. Each of the registrars appointed as above provided,
shall, on the second W ednesday in August, eighteen hundred
and eighty-four, proceed to register the names of all the
qualitied voters of his election district who on that day reside
therein, and according to law are entitled to registration; but
before commencing revistration he shall give notice of the
time and place thereof for ten days previous thereto, by
printed notices posted at six or more places in his district;
which notices shall not only contain the time and place of
registration, but shall also contain the boundaries of his elec-
tion district as defined by this act. Said registrars shall com-
plete said registration within four days from the time of com-
mencing the same, and immediately after completing the said
revistration, shall cause to be posted, at three or more public
places in their respective districts, written or printed lists of
all persons admitted by them to registration.
7. The registration made under this act shall take the
place of all registrations heretofore made in said county. All
expense incurred by the registrars in printing notices ot re-
gistration shall be a charge upon the county, and shall be
included by the board of supervisors in the county levy, and
paid out of the same. The registrars and judges of election
shall have the same compensation for their services as is pro-
vided by existing laws.
8. The secretary of the commonwealth shall furnish the
clerk of the cireuit court of Caroline, with so many reyistra-
tion books as may be necessary to carry out the provisions
of this act.
9. The clerk of the circuit court of Caroline, shall have the
provisions of this act inserted one time in the Caroline Sen-
tine], tor information to the voters of Caroline, the cost of
which shall be included by the board of supervisors in the
county levy and paid out of the same.
10, All acts and parts of acts inconsistent with this act,
are hereby repealed.
11. This act shall be in force from its passage.
