Chap. 43. An ACT to validate, ratify, approve and confirm bonds issued
pursuant to any election or proceedings heretofore held or taken authorizing
the issuance of such bonds by any county, school board or school district
of the State for the purpose of making school improvements, including the
purchase of land, building, rebuilding, adding to, improving or equipping
any school buildings of any county or school district. [H B 15]

1. Be it enacted by the General Assembly of Virginia, That all
proceedings heretofore taken by any officials of any county, any school
board, or the officials of any school district, authorizing the issuance
of bonds for any school improvement, including the purchase of land,
building, rebuilding, adding to, improving or equipping any school
buildings of any county or school district, and all acts, deeds and pro-
ceedings had or taken in connection with the holding of an election
upon the issuance of said bonds, be, and the same are hereby, validated,
ratified and confirmed, notwithstanding any defect or irregularity in
any of said proceedings, deeds or actions relating to the issuance of
said bonds or the calling or holding of said elections or in the petitions
presented to the Circuit Court praying for the holding of such elections,
or in the orders of the circuit courts or the judges thereof ordering
said elections or confirming the same, and any bonds heretofore de-
livered and paid for pursuant thereto are hereby validated, approved
and confirmed, and said bonds are hereby declared to be valid and
legally binding obligations of said counties or school districts authoriz-
ing the issuance of said bonds, and the proper officials are hereby
authorized to levy taxes upon the taxable property subject to taxation
for the payment of said bonds without limitation of rate or amount;
provided, however, that this act shall not repeal or affect any special
or local act validating any bond issue.
2. An emergency existing, this act shall be in force from its
passage.
