Chap. 21. An ACT to authorize the State Board of Public Welfare to buy,
lease, own and operate property, real and personal, for the use and benefit
of dependent, delinquent or defective persons under its care, supervision
or control, and to expend funds appropriated, allocated or granted for
such purposes by the United States, or any instrumentality or agency thereof,
or by the State of Virginia, or any of its political subdivisions, or donated
or provided by private persons or others, and to sell, convey or lease any

1. Be it enacted by the General Assembly of Virginia, That the
State Board of Public Welfare be, and it is hereby, authorized and
empowered to buy, lease, own and operate property, real and personal, in
Virginia, for the custody, care, use, or benefit of dependent, delinquent,
or defective persons under its care, supervision, or control, who are
now, or were formerly residents of the Shenandoah National Park
area, atid to expend therefor, funds appropriated, allocated, or granted
for such purposes by the United States or any instrumentality or
agency thereof, or by the State of Virginia or any of its political
subdivisions, or donated or otherwise provided by private persons,
associations, societies, or agencies. The State Board of Public Wel-
fare is authorized and empowered to sell, convey or lease any property
so acquired; deeds and leases shall be executed for and on behalf
of the said board by the State Commissioner of Public Welfare.
All purchases, leases, operations, sales, conveyances under this
act shall be subject to the approval of the Governor of Virginia.
2. An emergency existing, this act shall be in force from its
passage.
