Chap. 307.—An ACT Appropriating the Public Revenue for the Fiscal Year
1870 and. 1871.
Approved March 31, 1871.
1. Be it enacted by the general assembly, That the public ¢
taxes due prior to the first day of October, eighteen hundred }
and seventy, and not otherwise appropriated, and of all other »
branches of revenue, and all public moneys not otherwise ap-
propriated by Jaw, which shall come into the treasury prior to
the first day of October, eighteen hundred and seventy-one,
shall constitute a general fund, and be appropriated for the
fiscal year to close the thirtieth day of September, eighteen
hundred and seventy-one, as follows, to wit:
To expenses of the general assembly for the session com- ¢
mencing on the first day of October, eighteen hundred and °
seventy, one hundred and eighty thousand dollars.
To salaries and allowances of the offices of the civil govern- ¢
ment, two hundred and four thousand dollars.
To defray criminal charges, including expenses of jurors, c
aria and guarding jails, one hundred and eighty thousand °¢
ollars
For support of convicts, twenty thousand dollars. S
For transporting convicts to the penitentiary, twelve thou- 7
sand dollars. e
For salaries to superintendent, assistant keepers, and so forth, ¥
of the penitentiary, nine thousand four hundred dollars. °
For pay of interior guard of the penitentiary, three thousand 1
two hundred and forty dollars.
; To sontingent expenses of courts, forty-eight thousand dol- ;
ars.
To pay for printing records of the court of appeals, eight P
thousand dollars. a
To the military contingent fund, one thousand dollars. y
To the Virginia military institute, fifteen thousand dollars, %
to be paid in advance if drawn for. tt
To the Western lunatic asylum, sixty thousand dollars, and vy
the amount received on account of the pay patient fund. ae
To the Eastern lunatic asylum, ninety thousand dollars, (sixty ©
thousand dollars for the annual support and thirty thousand ™
dollars for the enlargement under the act of eighteen hundred
and seventy-one,) and the amount received on account of the
pay patient fund.
For the maintenance of lunatics in jail, five thousand dollars. L
For the Institution of the deaf, dumb, and blind for annuity, p
forty thousand dollars. 5
To civil prosecutions, seven thousand dollars.
To the vaccine agent, five hundred dollars.
To the civil contingent fund, forty-five thousand dollars.
To pay tor services of temporary clerks in the office of the
auditor of public accounts, of the second auditor, and the
treasurer, six thousand eight hundred dollars.
To the commissioners of the revenue and township asses-
sors, seventy-five thousand dollars.
To the contingent expenses of the board of public works,
one hundred and fifty dollars.
To the University of Virginia, fifteen thousand dollars.
For registration of births, marriages, and deaths, two thou-
sand dollars.
For public printing, forty thousand dollars.
For salary of messenger in the office of the auditor of pub-
lic accounts, one thousand dollars.
_ For expenses of funding the interest on the public debt,
two thousand dollars. :
For penitentiary expenses, twenty-five thousand dollars.
For repairs to governor's house, three thousand dollars.
For oyster fund, thirty thousand dollars.
For pensioners, two hundred and eighty dollars.
For Central lunatic asylum, forty-five thousand dollars.
To the Richmond medical college, twenty-two hundred and
fifty dollars, (fifteen hundred dollars annuity, and seven huu-
dred and fifty dollars arrears.)
} For reassessment of lands eighteen hundred and seventy,
forty-five thousand dollars.
To contingent expenses of the office of the auditor of pub-
lic aceounts, for postage, books, stationery, and other office ex-
penses, fifteen hundred dollars.
_. To contingent expenses of the second auditor's office, three
hundred dollars.
To contingent expenses of the treasurer’s office, five hundred
dollars. :
For repairs of state courthouse, fifteen hundred dollars.
For repairs, furniture, etcetera, for the capitol, under act of
November five, eighteen hundred and seventy, three thousand
five hundred and thirty-six dollars and eleven cents.
For interest on the public debt held by literary institutions,
thirty-two thousand dollars.
For arrears of interest on the public debt held by individ-
uals, forty thousand dollars.
r 2. So much of the public. revenue as may be received into
the public treasury after the thirtieth day of September,
eighteen hundred and seventy-one, and the surplus of all other
appropriations made prior to that date, unexpended within the
fiscal year hereinbefore provided for, and all other moneys not
otherwise appropriated by law, shall constitute a general fund
to defray such expenses authorized by law as are not herein
particularly provided for, and to defray the usual allowances
to lunatic asylums, and other current expenses of the common-
wealth in the fiscal year which will commence on the first day
of October, eighteen hundred and seventy-one, and terminate
on the thirtieth day of September, eighteen hundred and sev-
enty-two; and the auditor of public accounts is hereby autho-
rized and required to issue his warrants in the same manner as
if the same had been specially mentioned, subject to such ex-
ceptions, limitations, and conditions as the general assembly
have prescribed, or may deem it proper to annex and prescribe
by law: provided, that nothing in this act contained shall be
so construed as to authorize the auditor of public accounts to
issue his warrant or warrants, in satisfaction of any judgment
or decree of any conrt of law or equity against the common-
wealth, for a sum exceeding three hundred dollars, without a
special appropriation by law.
3. The payments for support to the lunatic asylums, for sup-
port and transportation of patients, and to the institution for
the education of the deaf, dumb, and blind, shall be made one-.
fourth in advance on the first day of October, one-half on the
first day of January, (if the visitors or directors so require,)
and the remaining one-fourth on the first day of July: pro-
vided, that the auditor of public accounts will pay the afore:
said appropriation to the Central asylum in monthly instal
ments, if the visitors or directors so require.
4, Any of the foregoing appropriations, payment of whick
has been anticipated by authority of law, shall not be paid ¢
second time.
d. This act shall be in force from its passage.
