Chap. 278,—An ACT to Provide for a General Registration of the Voters or
the City of Richmond.
Approved March 30, 1871.
Whereas it has been represented to the general assembly,
That the city council of the city of Richmond have already
increased, or are about to increase the number of wards in
said city, according to the provisions of the charter thereot;
therefore,
1. Be it enacted by the general assembly, That when at any
time not less thantwenty days prior to the election to be held
in said city on the fourth Thursday in May, eighteen hundred
and seventy-one, the judge of the hustings court of said city
shall be informed of any increase in the number of wards in
said city, made by the city council of said city, it shail be his
duty to appoint a registrar for each ward and voting place in
said city, as said wards and voting places shall be then estab-
lished, who shall be a discreet citizen and resident of the ward
to which appointed, and who shall continue to discharge the
duties of said office until their successors be appointed under
the general registration law at the January term, eighteen
hundred and seventy-two of said hustings court; said appoint-
ments may be made by said judge in vacation.
2. Each registrar so appointed, after legally qualifying, shall
proceed to register the names of all the qualified voters of his
ward who, according to law are entitled to registration, giving
legal notice of the time and place thereof, for at least five days
before commencing such registration. Said registrars shall
complete said registration within seven days from the time of
commencing the same, and at least three days before the elec-
tion mentioned in the preceding section. Immediately after
completing said registration, said registrars shall cause to be
posted at three or more public places in their wards, written or
printed lists of all persons admitted by them to registration.
3. Said registration shall have the same effect and be deemed
equivalent to a general registration of the voters of. said city
under the general laws heretofore adopted in regard to the
registration of voters, and shall be made, revised, altered, and
amended in the mode prescribed in such laws.
4. All acts and parts of acts in conflict with the provisions
of this act are hereby repealed.
5. This act shall be in force from its passage.
