Chapter 404

An ACT to authorize the superintendent ot the state penitentiary, upon certain conditions and in his discretion, to deliver to the custody of officers of other States, of the United States and of the District of Columbia, prisoners in his custody, for transportation to such other States or the District of Columbia for trial or as witnesses in criminal cases in the courts thereof; and to authorize said superintendent and his deputies to receive and retain in custody for trial or as witnesses in criminal cases in Virginia prisoners of said District, of other States, or of the United States, delivered to him by the officers thereof; and to provide for the custody of all such or similar prisoners while in transit in or through Virginia.

Chapter 405

An ACT to provide for the erection of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; to that end to create a commission to be known as the State Library Building Commission; to provide for the appointment of the members of such commission; to prescribe the powers and duties of the said commission; to provide for the acceptance by the Commonwealth of certain land which may be conveyed by the City of Richmond, and for the erection thereon of a suitable building to house the State Library, the State Law Library, the Supreme Court of Appeals, and the offices of the Attorney General; and to continue the State Library Building Commission created by the General Assembly of 1936 until June 30, 1938, and to prescribe its powers and duties for the said period.

An ACT to amend and re-enact section 3422 of the Code of Virginia, as heretofore amended, relating to unauthorized practice of law and penalties therefor, and to repeal an act entitled “An act to extend the time within which a person to whom license had been issued prior to March 15, 1918, to practice law in Virginia, but who had been prevented from qualifying and commencing said practice within two years after the granting of said license by his entry into the military or naval service of the United States may qualify and commence said practice without further examination”, approved February 17, 1920.

An ACT to authorize boards of supervisors or other governing bodies in counties to divide the area of counties in the unincorporated portions thereof into one or more districts; to regulate the use of lands and of buildings and other structures; to provide the locations of those areas which may be used as places of residence or in which agriculture, forestry, trade, industry or other specific uses, may be conducted, the height, bulk and size of buildings or other structures, the percentage of land area which may be occupied, and the minimum sizes of yards, courts or other open spaces; to provide for amendments and changes therein; to require county planning commissions to perform certain duties with reference thereto; to permit cooperation between political subdivisions, State and Federal agencies and officials thereof; to permit the appointment and prescribe the powers and duties of county boards of zoning appeals; to provide that this act shall not apply to certain counties heretofore authorized to regulate the use of land and the construction and use of buildings and structures therein; to provide for the enforcement of this act; and to provide penalties for violation of this act.

Chapter 424

An ACT to amend and re-enact Section 11 of an act entitled 'An act to provide for the refunding of certain certificates of indebtedness of the par value of $2,000,000.00, issued under an act entitled 'an act to repeal -ah act entitled an act to anticipate by counties, or otherwise, the construction of the State highway system, approved March 15, 1920, as amended and re-enacted by an act entitled an act to amend and re-enact an act entitled an act to-anticipate by counties or otherwise the construction of the State highway system, approved March 15, 1920, approved March 21, 1924; to provide for the issue and sale of certificates of indebtedness of the Commonwealth of Virginia to repay the sums advanced to the State under the provisions of the aforesaid acts and to provide a sinking fund for the payment of the interest on the said certificates of indebtedness and the principal thereof at maturity,' approved March 19, 1926, by authorizing and directing the issuance and sale of $2,000,000.00 par value of certificates of indebtedness and/or notes of the Commonwealth of Virginia; and to provide for the payment of the interest on such certificates of indebtedness and/or notes, and the principal thereof at maturity', approved March 3, 1932, so as to provide for the transfer of surplus funds remaining in the sinking fund provided for by the said act to the sinking fund provided for by Chapter 33 of the Acts of the General Assembly of 1934, approved February 20, 1934, and to appropriate the funds so transferred or credited for purposes for which the last mentioned sinking fund was created.

Chapter 429

An ACT to provide for the refund by the State of Virginia to police pension fund associations, police benevolent associations, and firemen’s mutual aid associations, of all amounts in excess of $20.00 per year paid by any such association for State taxes on intangible personal property for certain years, and to appropriate a sum sufficient for such purpose.

An ACT to regulate the practice of general contracting in Virginia; to establish a State Registration Board for Contractors and to define its powers and duties; to provide the method of obtaining a certificate of registration to engage in the practice of general contracting, and to fix fees for such certificates; to dispose of the monies raised; to provide the method of suspension and cancellation of such certificate of registration; and to prescribe the punishment for violation of the provisions of this act.

An ACT to amend and re-enact an act entitled 'An act to regulate the business of cleaning, dyeing and pressing; defining what constitutes engaging in said business, as well as defining certain other words; creating a State Dry Cleaners Board; empowering and authorizing said board to promulgate rules and regulations; requiring the issuance of licenses by said board as a prerequisite to engaging in said business, and providing penalties for the violation of any of the provisions of this act; and providing that this act shall apply in all cities, and in any counties when two-thirds of the resident persons actively engaged in the cleaning, dyeing and pressing business in such counties petition the State Dry Cleaners Board to be entitled to the benefits of this act, then such counties shall be governed by this act'

An ACT to amend the Tax Code of Virginia by adding to Chapter 16 thereof a new section numbered 233-a, requiring the State Corporation Commission to certify assessments, or statements of assessments, of certain property of public service corporations as defined in Section 153 of the Constitution of Virginia, so as to show the character, value and location of such property with reference to certain districts in counties, which now have an executive form of government and prescribing duties of public service corporations and commissioners of the revenue, and the clerk of said commission, with reference to such assessments and statements.

An ACT to appropriate the sum of $220,000.00, or so much thereof as may be required, for the biennium beginning July 1, 1938, for the purpose of paying retirement compensation to judges of the Supreme Court of Appeals, and of other courts of record, and to members of the State Corporation Commission, who may retire, and to supplement other appropriations made for the purpose of paying salaries of such judges and of members of the said commission.
