Chap. 1.—An ACT to establish eight voting precincts in the city of
Norfolk and to provide for a registration of the voters therein.
Approved December 21, 1883.
1. Be it enacted by the general assembly of Virginia, That
each of the wards of the city of Norfolk, as now ‘established
and detined, be and the same is hereby subdivided into two
voting precincts as follows, to-wit:
That part of the First ward of said city which is included
within the tollowing boundaries, to-wit: beginning at the in-
tersection of the port warden’s line, onthe Elizabeth river, with
the eastern line of Church street; and running thence alone
said eastern line of Church street to Holt street; thence along
the south line of Holt street to Newton’s creek ; thence
along Newton’s creek and the eastern boundary of the city,
ina southerly direction, to the said port warden’s line; and
thence along the port warden’s line, westerly, to the point ot
hesinning, shall constitute precinct number ‘one of the said
first ward.
That part of the First ward which is included within the
following boundaries, to-wit: beginning at the northeast cor-
ner of Holt and Church streets; and running thence along
the cast line of Church street to Queen atreet ; thence east-
wardly, along the south line of Queen street. to Newton's
ereck; thence southerly, along Newton’s creek to the
northern line of Holt street; and thence along the northern
line of Holt street to the point of beginning, shall constitute
precinet number two of said First ward.
2. That part of the Second ward of said city which is
included within the following boundaries, to-wit: beginning
at the intersection of port warden’s line, on the Elizabeth
river, with the west line of Church street ; and running thence
along the west line of Church street, to Freemason” street ;
thence along the south line of Freemason strect to Bank
street; thence along the east line of Bank street to Main
street; thence across Main street to the east side of Roanoke
avenue; thence along the east line of said avenue, extended,
to the port warden’s Tine ; ; and thence along the e port warden’s
line to the point of beginning, shall constitute precinct num-
her one of the Second ward.
That part of the Second ward which is included within the
following boundaries, to-wit: beginning at the intersection of
the port warden’s line, on the Elizabeth river, with the west
line of Roanoke square; and running thence along the west
line of said square and Roanake avenue to Main street; thence
across Main street to the west line of Bank street; thence
along the west line of Bank street to Freemason street ;
thence along the south line of Freemason street to Yarmouth
street; thence south, along the east side of Yarmouth street,
extended, to the port warden’s line, on the Elizabeth river, at
the Boston (formerly Chamberlaine’s) wharf; and thence
along said port warden’s line to the point of beginning, shall
constitute precinct number two of the said Second ward.
3. That part of the Third ward of said city which is in-
cluded within the following boundaries, to-wit: beginning at
the northwest corner of Freemason and Church streets, and
running thence along the west line of Church street to Queen
street; thence along the south line of Queen street to Brewer
street; thence along the east line of Brewer street to Free-
mason street, and thence along the north line of Freemason
street to the point of beginning, shall constitute precinct num-
ber one of the said Third ward.
That part of the Third ward which is included within the
following boundaries, to-wit: beginning at Armistead’s bridge,
at the west line of James street, and running thence along the
west line of James street to Queen street ; thence cross Queen
street to the southwest corner of Brewer and Queen streets ;
thence south, along the west line of Brewer street to Freema-
son street; thence along the north line of Freemason street
to the west line of Yarmouth street; thence southwardly
along the west line of Yarmouth street, extended, and south-
wardly to the port warden’s line, on the Elizabeth river, at
the Boston (formerly Chamberlaine’s) wharf; thence along
the said port warden’s line to the mouth ot Smith’s creek, and
thence along Smith’s creek to the point of beginning, shall
constitute precinct number two ofthe said Third ward.
4, That part of the Fourth ward, of said city, which is in-
cluded within the tollowing boundaries, to-wit: beginning at
Armistead’s bridge, at the east line of James street, and run-
ning thence along the east line of James street, to
Queen street; thence along the north line of Queen street to
Hawk street; thence along the west line of Hawk street to
the city limits, and thence westerly along the northern
boundary of the city to the point of bewinning, shall consti-
tute precinct number one of the said Fourth ward.
That part of the Fourth ward which is included within. the
following boundaries, to-wit: beginning at the intersection of
the northern line of Queen street, with Newton’s creek, and
running thence along the north line of Queen street to Hawk
street; thence along the east line of Hawk street to the
northern boundary line of the city ; thence along said bound-
ary line, eastwardly, to the stone in Princess Anne road, at
the head of Newton’s creek, and thence along Newton's
creck to the point of beginning, shall constitute precinct
number two of the said Fourth ward.
5. The councils of the city of Nortolk shall, immediately
after the passage of this act, fix,.prescribe, and appoint
a voting place in and for each of the said precincts above
mentioned, and in case of the failure of the said councils to fix
and appoint the said voting places within three days after the
passage of this act, then the judge of the circuit court of
said city shall, in term time or vacation, fix, prescribe, and
appoint a voting placein and for each of said precincts. Said
voting places, or either of them, whether first fixed by the
councils, or by said court, may thereafter be changed by the
suid councils whenever they may deem it necessary so to do.
6. The judge of the circuit court of the city of Norfolk
shall, immediately after the passage of this act, either in
term time or vacation, appoint a registrar and three judges
of election for each ot the above mentioned voting precincts
of the said city ot Norfolk, who shall be discreet citizens and
residents of the precinct for which they are appointed.
«. Each of the registrars appointed as above provided,
shall, on the twenty-sixth day ot December, eighteen bhun-
dred and = eigbty-three, proceed to register the names
ot all the qualified voters of his precinct who reside
therein, and according to law are entitled to registration,
giving notice of the time and place thereof for at least five
davs before commencing such registration, by publication ot
said notice in three newspapers published in said city ot Nor-
folk, and by posting printed notices thereof at ten public
places within his precinct. Said registrars shall complete
said registration within six days from the time of commenc-
ing the same, and immediately after completing the said reg-
istration shall cause to be posted at three or more public
places in their respective precincts, written or printed lists of
all persons admitted by them to registration.
8. In all other respects, except as herein provided, the
duties of said registrars shall be the same as prescribed in the
veneral registration laws of the state, and in making said reg-
ixtration and in all registrations thereafter, the registrars
vhall in every particular, except as hereinbefore specified, be
guided and controlled by the said general registration laws ;
and the registration thus made, shall have the same force,
virtue and effect as though the same had been made under
the general registration laws of the state, and shall be
revised, altered, and amended in the modes prescribed in such
laws. Vacancies in the office of any of the registrars or
judges of elections appointed under the provisions of this act,
shall be filled by the judge ot thesaid circuit court of the city of
Norfolk, either in term time or vacation, and said judge may
at any time remove any registrar for cause. The registra-
tion made under this act shall take the place of all registra-
tions heretofore made in said city.
9. The secretary of the commonwealth shall furnish the
clerk of the circuit court of the city of Norfolk with so many

revistration books as may be necessary to carry out the pro-
visions of this act.
10. The said judge of the circuit court of the city of Nor-
folk shall do whatever may have been heretofore by law
required to be done by the judge of the corporation court of
said city in all matters pertaining to the appointment of reg-
istrars, judges and commissioners of clection.
11. This act shall be in force from its passage.
